WASHINGTON (AP) - The White House and the CIA on Tuesday adamantly denied a report that the Bush administration concocted a fake letter purporting to show a link between Saddam Hussein's regime and al-Qaida as a justification for the Iraq war.
The allegation was raised by Washington-based journalist Ron Suskind in a new book, "The Way of the World," published Tuesday. The letter supposedly was written by Tahir Jalil Habbush al-Tikriti, director of Iraqi intelligence under Saddam Hussein.
"The White House had concocted a fake letter from Habbush to Saddam, backdated to July 1, 2001," Suskind wrote. "It said that 9/11 ringleader Mohammad Atta had actually trained for his mission in Iraq thus showing, finally, that there was an operational link between Saddam and al-Qaida, something the vice president's office had been pressing CIA to prove since 9/11 as a justification to invade Iraq. There is no link."
Suskind said the letter's existence had been reported before, and that it had been treated as if it were genuine.
Denying the report, White House deputy press secretary Tony Fratto said, "The notion that the White House directed anyone to forge a letter from Habbush to Saddam Hussein is absurd."

Economic lobbyist leaves for Bush job
WASHINGTON, D.C. -- A half-dozen Pittsburgh-area economic development agencies have lost their voices in Washington, D.C., and Harrisburg. Tony Fratto, a lobbyist whose efforts have resulted in tax reductions, stadium funding and government financing, will begin working full time on the George W. Bush presidential campaign this week.

A kleptocracy (sometimes cleptocracy) (root: klepto+kratein = rule by thieves) is a government that extends the personal wealth and political power of government officials and the ruling class (collectively, kleptocrats) at the expense of the population. A kleptocratic government often goes beyond merely awarding the prime contracts and civil service posts to friends (a common feature of corrupt governments[citation needed]). They also create projects and programs at a policy level which serve the primary purpose of funnelling money out of the treasury and into the pockets of the executive with little if any regard for the logic, viability or necessity of those projects.
The creation of a kleptocracy powered by dictatorship typically results in many years of general hardship and suffering for the vast majority of citizens, as civil society and the rule of law disintegrate. In addition, kleptocrats routinely ignore economic and social problems in their quest to amass ever more wealth and power.
The protection society has against kleptocracy is largely dependent on the effectiveness of the rule of law to prevent political leaders abusing their powers, the free flow of information (necessary to properly identify kleptocrats) and ability of the population to remove corrupt leaders from office. Many such protections are included in legal documents such as a constitution or a bill of rights and are also found in the United Nations Universal Declaration of Human Rights, Article 17. Many countries have these protections, on paper; in many cases, the rules have not been enforced. The imposition of a government on property rights may not be limited to taxation, licenses, and eminent domain and may extend to outright nationalization of privately held property if left unchecked by the rule of law.

Executive Order 12333 extends powers and responsibilities of US intelligence agencies and directs the leaders of other U.S. federal agencies to co-operate fully with CIA (and now the DNI) requests for information.
This executive order, entitled United States Intelligence Activities, was signed by President Ronald Reagan on December 4, 1981. It was amended by Executive Order 13355: Strengthened Management of the Intelligence Community, on August 27, 2004.
One of the clauses of this executive order reiterates a proscription on US intelligence agencies sponsoring or carrying out an assassination. As early as 1998 this proscription against assassination was reinterpreted, and relaxed, for targets who are classified by the United States as connected to terrorism.
EO 12333 was invoked by SOCOM lawyers as the legal reasoning behind the destruction of 2.5 terabytes of data compiled by Able Danger. Able Danger was the J3 planning operation that allegedly identified four of the hijackers in the 9/11 attacks. Able Danger liaison to the Defense Intelligence Agency, Lt. Col. Anthony Shaffer claims that 9/11 ringleader Mohamed Atta, Marwan al-Shehhi, and two of the muscle hijackers aboard AA77 were identified as early as January/February 2000 by the Able Danger team.[2] The invocation of EO 12333 is particularly strange in this case considering the retention of data is allowed when the information is "publicly available" or "obtained in the course of a ...international terrorism investigation."

The Space Shuttle thermal protection system (TPS) is the barrier that protects the Space Shuttle Orbiter during the searing 1650 °C (3000 °F) heat of atmospheric reentry. A secondary goal is to protect from the heat and cold of space while on orbit.[1] The TPS covers essentially the entire orbiter surface, and consists of seven different materials in varying locations based on amount of required heat protection
The TPS is a system of different protection types, not just silica tiles. They are in two basic categories: tile TPS and non-tile TPS.[1] The main selection criteria is using the lightest weight protection capable of handling the heat in a given area. However in some cases a heavier type is used if additional impact resistance is needed. The AFRSI blankets were primarily adopted because of reduced maintenance, not thermal or weight reasons.
Much of the shuttle is covered with silica tiles, made from essentially very pure quartz sand.[1] The insulation prevents heat transfer to the underlying orbiter aluminum skin and structure. These tiles are such poor heat conductors that one can hold one while it is still red hot. There are about 31,000 unique tiles individually fitted on the vehicle, for which the Orbiter has been called "the flying brickyard".

JUPITER'S MOON CALLISTO MAY HIDE SALTY OCEAN
Jupiter's second largest moon, Callisto, may have a liquid ocean tucked under its icy, cratered crust, according to scientists studying data gathered by NASA's Galileo spacecraft.
The Galileo findings, to be published in the Oct. 22 issue of the journal Nature, reveal similarities between Callisto and another of Jupiter's moons, Europa, which has already displayed strong evidence of a subsurface ocean.
"Until now, we thought Callisto was a dead and boring moon, just a hunk of rock and ice," said Dr. Margaret Kivelson, space physics professor at the University of California at Los Angeles (UCLA) and principal investigator for Galileo's magnetometer instrument, which measures magnetic fields around Jupiter and its moons. "The new data certainly suggest that something is hidden below Callisto's surface, and that something may very well be a salty ocean."
