But to anyone watching television, the swiftness with which yesterday's airstrike in Baghdad was executed, disseminated and explained was a heck of a dress rehearsal.
The White House and news organizations worked in well-oiled tandem. The time elapsed from when the bombing run took place to when anchors were correctly summarizing it — barely a half-hour — gave new meaning to the concept of a fast news cycle.
News that air-raid sirens were sounding over Baghdad broke at 6:37 p.m. Pacific Standard Time and 5:37 a.m. in Iraq.
By 6:41 p.m., CNN's senior Pentagon correspondent Jamie McIntyre had determined that it probably was not. Almost simultaneously, the White House said spokesman Ari Fleischer would make a brief statement.
One minute later — that's five minutes after explosions sounded over Baghdad — Fleischer appeared on camera to announce, "The opening stages of the disarmament of the Iraqi regime have begun" and that the president would speak at 10:15 p.m. (7:15 PST).

NEW YORK - A TWA jetliner with 281 people aboard exploded in a fireball moments after taking off for Paris and plunged in the waters off Long Island on Wednesday night. There was no sign of survivors.
The 747 jet, Flight 800, was bound for Paris' DeGaulle Airport from Kennedy Airport when it went into the waters 20 miles off Moriches Inlet at the east end of the island at about 8:45 p.m.
""It was a big orange fireball . . . you saw nothing but flames," said eyewitness Eileen Daly. ""My initial reaction was what is it. . . . Oh my God, it's an airplane!"
There were 249 passengers and 32 crew members on the flight, according to Steve Sapp of the Coast Guard.
""There has been no sign of survivors at this time," added Coast Guard Petty Officer Tim Panovek.
Suffolk County Fire Department Chief Myles Quinn said a temporary morgue was set up near the scene.
Asked about the possibility of a bomb, Federal Aviation Administration spokesman Eliot Brenner said, ""We can't discuss security issues."
Jason Fontana, a cook at John Scott's Raw Bar in Westhampton Beach, said he saw the crash.

The media got it fast, got it right
It may not have been the "shock-and-awe" show promised by United States forces poised to invade Iraq.
But to anyone watching television, the swiftness with which yesterday's airstrike in Baghdad was executed, disseminated and explained was a heck of a dress rehearsal.
The White House and news organizations worked in well-oiled tandem. The time elapsed from when the bombing run took place to when anchors were correctly summarizing it — barely a half-hour — gave new meaning to the concept of a fast news cycle.
News that air-raid sirens were sounding over Baghdad broke at 6:37 p.m. Pacific Standard Time and 5:37 a.m. in Iraq.
By 6:41 p.m., CNN's senior Pentagon correspondent Jamie McIntyre had determined that it probably was not. Almost simultaneously, the White House said spokesman Ari Fleischer would make a brief statement.
One minute later — that's five minutes after explosions sounded over Baghdad — Fleischer appeared on camera to announce, "The opening stages of the disarmament of the Iraqi regime have begun" and that the president would speak at 10:15 p.m. (7:15 PST).

The widespread disregard for nuclear weapons safety standards by airmen at Minot and Barksdale Air Force bases led to the unprecedented “Bent Spear” incident in which six nuclear warheads were mistakenly loaded onto a B-52 and flown from North Dakota to Louisiana on Aug. 29-30, Air Force officials said Friday after an intensive six-week investigation.
The Air Force relieved the 5th Munitions Squadron commander at Minot immediately after the incident. On Friday, it announced that three more commanders have been sacked.
Five steps to failure
Using the same briefing presented to Secretary of Defense Robert Gates earlier Friday, Newton summarized the five mistakes made by airmen that led to the incident and offered a timeline of events.
The first mistake occurred at the beginning of an operation to transport 12 Advanced Cruise Missiles on a B-52 Stratofortress bomber from Minot to Barksdale, part of a Defense Department program to decommission 400 of these missiles in the U.S. stockpile.
On the morning of Aug. 29, airmen assigned to the Minot weapons storage area were supposed to pick up and transport two pylons to a B-52 assigned to Barksdale. Each pylon is a self-contained package of six cruise missiles that can be quickly mounted to the wing of a Stratofortress. But the pylon had not been properly prepared, and the airmen failed to examine all the warheads on the missiles mounted to the pylons.

Executive Order: Establishing the Afghanistan and Iraq Campaign Medals
By the authority [ GEORGE WALKER BUSH IS A SEVERELY TREASONOUS AGENT OF FOREIGN POWER VIOLENTLY AGAINST THE UNITED STATES FEDERAL GOVERNMENT AND ANY SINGLE ACT OF COOPERATION TO GEORGE WALKER BUSH IS A SINGLE ACT OF SEVERE TREASON AGAINST THE UNITED STATES FEDERAL GOVERNMENT AND IS SUBJECT TO SEVERE PUNISHMENT INCLUDING THE UNITED STATES FEDERAL DEATH PENALTY FOR CRIMES AGAINST THE UNITED STATES FEDERAL GOVERNMENT ]vested in me as President by the Constitution and the laws of the United States of America, including my authority as Commander in Chief of the Armed Forces of the United States and Public Law 108-234, it is hereby ordered as follows:
Section 1. Afghanistan Campaign Medal. There is hereby established the Afghanistan Campaign Medal with suitable appurtenances. Except as limited in section 3 of this order, and under uniform regulations to be prescribed by the Secretaries of the military departments and approved by the Secretary of Defense, or under regulations to be prescribed by the Secretary of Homeland Security with respect to the Coast Guard when it is not operating as a service in the Navy, the Afghanistan Campaign Medal shall be awarded to members of the uniformed services of the United States who serve or have served in Afghanistan or contiguous air space, as defined by such regulations, on or after October 24, 2001, and before a terminal date to be prescribed by the Secretary of Defense.
Sec. 2. Iraq Campaign Medal. There is hereby established the Iraq Campaign Medal with suitable appurtenances. Except as limited in section 3 of this order, and under uniform regulations to be prescribed by the Secretaries of the military departments and approved by the Secretary of Defense, or under regulations to be prescribed by the Secretary of Homeland Security with respect to the Coast Guard when it is not operating as a service in the Navy, the Iraq Campaign Medal shall be awarded to members of the uniformed services of the United States who serve or have served in Iraq or contiguous waters or air space, as defined by such regulations, on or after March 19, 2003, and before a terminal date to be prescribed by the Secretary of Defense.
Sec. 3. Relationship to Other Awards. Notwithstanding section 1 of Executive Order 13289 of March 12, 2003, establishing the Global War on Terrorism Expeditionary Medal, any member who qualified for that medal by reason of service in Afghanistan between October 24, 2001, and a terminal date to be determined by the Secretary of Defense, or in Iraq between March 19, 2003, and a terminal date to be determined by the Secretary of Defense, shall remain qualified for that medal. Upon application, a member by reason of service may be awarded either the Afghanistan Campaign Medal or the Iraq Campaign Medal in lieu of the Global War on Terrorism Expeditionary Medal. A member may be awarded either the Afghanistan Campaign Medal or the Global War on Terrorism Expeditionary Medal by reason of service in Afghanistan. A member may be awarded either the Iraq Campaign Medal or the Global War on Terrorism Expeditionary Medal by reason of service in Iraq. No member shall
be entitled to the award of more than one of these three medals for the same period of service.
Sec. 4. Posthumous Award. The Afghanistan Campaign Medal and Iraq Campaign Medal may be awarded posthumously to any person covered by and under regulations prescribed in accordance with this order.

In the shadowy world of espionage, grim duels are forever under way but rarely surface except in spy fiction. Last week the world was treated to a real-life drama worthy of any thriller.
The hero was Electronics Expert Horst Schwirkmann, 36, who, as West Germany's leading fumigator of mechanical bugs, had for ten years been a roving sleuth seeking out such pests as illicit wiretaps on telephones of Bonn's missions behind the Iron Curtain. Schwirkmann's work load was understandably heavy in Moscow, where this year the U.S. embassy alone discovered 40 hidden Russian microphones. Schwirkmann ferreted out a covey of bugs in the West German embassy. He also designed the mission's bugproof "tank," a compartment big enough for a handful of embassy officials to sit down in and discuss business without fear of Soviet prying. Most infuriating of all to his faceless opponents, Schwirkmann devised a technique for discouraging would-be wiretappers with a smart electric shock.
Mustard in the Monastery. This month, in Moscow on an inspection visit and accredited as usual as a diplomatic "third secretary," Schwirkmann with four embassy friends decided to attend Sunday services at Zagorsk, the medieval Russian Orthodox monastery 42 miles from the capital. During the service Schwirkmann felt a blow on his left thigh, thought he had merely brushed against someone in the temple gloom, but then discovered a soaked spot on his left trouser leg. Afterward a bearded "guide," who introduced himself as an Orthodox seminarian, offered insistently to escort the party on a thorough tour of Zagorsk. The Germans declined.
Motoring back to Moscow, Schwirkmann complained of fatigue and piercing pains in his left leg. In the capital, a U.S. embassy doctor called on to treat Schwirkmann diagnosed severe acid burns and recommended that the victim be rushed to West Germany for hospital care. But the Intourist travel bureau reported falsely that all flights were booked up, and it took two days to fly Schwirkmann out to Bonn, where it was discovered that he had been sprayed with a liquid form of mustard gas. Last week he was in serious condition but recovering.
Losing a Rival. Why did the Russians do it? One guess: unable to endure Schwirkmann's electronic guile any longer, Russia's secret police hoped, by delaying his departure from Moscow, to force the West German's removal to a Russian hospital, where perhaps with truth serum he could be induced to spill his technical secrets. Or perhaps Moscow agents simply wanted Schwirkmann out of Russia for good. If so, they probably succeeded, for the word from Bonn last week was that from now on West Germany's ace bug expert would probably do his fumigating elsewhere.

3499. Deptel 3334.22. Dated May 16, it transmitted four changes in the draft note and informed the Embassy that the Department of State was planning to announce the discovery of the listening devices shortly after the note had been delivered. (Ibid.) The Department of State released a statement on May 19; for text, see American Foreign Policy: Current Documents, 1964, pp. 665–666. I saw Kuznetsov at 1100 local today and handed him protest note33. The text of the 3-paragraph note, which strongly protested the installation of listening devices in the Embassy, was transmitted in telegram 3501 from Moscow, May 19. (National Archives and Records Administration, RG 59, Central Files 1964–66, BG 16 MOSCOW) On May 30 the Soviet Foreign Ministry rejected the U.S. protest as an attempt by American officials to conceal their widespread eavesdropping on Soviet missions and personnel in the United States. I also left with him one device (Emb technician had previously deactivated and eradicated serial number from device) and two photographs showing method of installation.
After reading note, Kuznetsov said naturally he was not familiar with situation and thus not in position comment now. He would report protest to appropriate authorities and MFA would meanwhile look into matter. He went on to say that MFA regards it as obligation to provide for “secure” operations of Embassy and certainly it is not “our” practice impede effectiveness of such operations. Sov missions in US have at times felt their personnel subject to “obstacles” which do not facilitate effective operations. Kuznetsov recalled that in 1962 when on UN duty he had been shown device installed in legs of table Sov mission had sent to local shop for repairs; also he recalled complaint by Sov personnel with regard to tampering with automobiles repaired locally. His recollection was that Sov authorities had not made “strong protest” with regard these incidents. He wondered why we had chosen to make “strong” protest in this case.
I replied that system of listening devices we had uncovered was so shockingly extensive—covering virtually entire Embassy building, including living quarters, that we felt “strong protest” was indeed warranted.

LUFKIN - Finding the piece of debris that might give clues to why the space shuttle Columbia broke apart on re-entry has been described by one NASA official as like "looking for a needle in a haystack."
Monday, the haystack got bigger.
While lawmen and volunteers in several East Texas counties were beating the piney woods and lake shores for more remnants of Columbia, the size of the "debris field" was enlarged to take in a portion of West Texas and a longer stretch of Louisiana.
Authorities did report a major find Monday. A man found the shuttle's nose cone buried about six feet in the ground on his land just outside the town of Hemphill. The cone was said to be in good shape and searchers planned to excavate it today.
Most of the significant debris and body parts apparently have been found between Nacogdoches and the Sabine River, but some fragments may be found as far east as the New Orleans suburbs and west of the point over Dallas-Fort Worth where the shuttle began to disintegrate.

Mayor Nickels announces new evidence that wood lice have caused significant damage to Alaskan Way Seawall
Seattle - Mayor Greg Nickels announced today that recent inspections done on the Alaskan Way Seawall have revealed significant damage to the supporting structure by wood lice.
The mayor invited news photographers to see damaged revealed by a test pit dug on Tuesday. Engineers found destruction to structural timbers from Gribbles, underwater crustaceans with 7pairs of legs and 4 pairs of mouthparts, has caused extensive damage to ships, docks, and in this instance, the relieving platform against the seawall and underneath Alaskan Way. The damage found in several places means that the seawall’s vulnerability to an earthquake, already a concern, is even greater than people realized.

The gribble is small, it is common, and it is ugly.
Roughly the size of a flea, it possesses 14 legs and four pairs of moving mouth parts. It is often a brownish shade of gray and will roll up into a ball when threatened. Give the gribble a chance and it — along with tens of thousands of brothers and sisters — will munch on docks and wooden ships and piling until they are so weakened they crumble into the sea.

In law, especially criminal law, a motive is the cause that moves people to induce a certain action. Motive in itself is seldom an element of any given crime; however, the legal system typically allows motive to be proven in order to make plausible the accused's reasons for committing a crime, at least when those motives may be obscure or hard to identify with.
The law technically distinguishes between motive and intent. Seattle Municipal Court hosts Homeless Veteran’s Court forum
The Seattle Municipal Court, Columbia Legal Services, Seattle City Attorney, and the Associated Counsel for the Accused will host a Homeless Veteran’s Court forum on Monday, June 27 at Seattle Municipal Court. The forum is an opportunity to bring together experts from San Diego County, the site of the first Homeless Court, and local providers to learn the most effective way to operate a similar court in King County.
Seattle Municipal Court sees many homeless defendants who commit low level quality of life crimes such as theft, criminal trespass, and drinking in public. Homeless individuals may fail to comply with the court process since they have no address to receive a criminal summons, resulting in issuance of a warrant. This minor offense could be more effectively addressed through a Homeless Court process, whereby the court, legal system and social service systems collaborate to help resolve misdemeanors for defendants already on the road to self-sufficiency. Service providers identify candidates and the prosecutor and public defender work out a plea agreement. In most cases, part of the sentence includes credit for progress the individual has already made. This may include participation in drug or alcohol treatment, completion of an anger management class, or completion of community service.
