Mr. General Secretary Brezhnev, Mr. Chairman of the Presidium, Mr. Chairman of the Council of Ministers, and all of our distinguished guests:
This house, which is the American Embassy, is greatly honored tonight by the presence of our Soviet guests.
I say this not only because of your rank, the leaders of the great Soviet people, but also because of the boundless hospitality you have extended to all of us on our visit to Moscow. We look forward to the time when we shall be able to welcome you in our country and in some way respond in an effective manner to the way in which you have received us so generously in your country.
This has been described as a visit of the summit. But as we all know, there are many summits in the world. This is the first meeting. There will be others.
And now this is, of course, an evening that will always be remembered in this house for another reason: Tonight at 11 o'clock there will be signed an historic agreement between the Soviet Union and the United States.
It is an agreement which will limit strategic arms between the two most powerful nations in the world. It is an enormously important agreement, but again it is only an indication of what can happen in the future as we work toward peace in the world. But I have great hopes on that score.
The Soviet people and the American people demonstrated over 25 years ago how they could fight together to win a war. And now in our meetings this week, and particularly culminating in the signing of this agreement tonight, we shall demonstrate to the world how these two great peoples, the Soviet people and the American people, can work together to build a peace.
Every leader of a nation wonders at times how he will be remembered in history. But, as I have met with the top Soviet leaders--with General Secretary Brezhnev, with Chairman Kosygin, with Chairman Podgorny--I am convinced of this fact: We want to be remembered by our deeds, not by the fact that we brought war to the word, but by the fact that we made the world a more peaceful one for all peoples in the world.
It is in that spirit that, here in the American Embassy, we all proudly raise our glasses to the leaders of the Soviet peoples and to the great cause of peace-peace between our two countries and peace for all peoples to which we think this visit, this meeting, has contributed and will contribute in the future.

Mr. President, Mrs. Nixon, esteemed guests:
On behalf of the Soviet guests present here I would like to express gratitude to President Richard Nixon and his wife, the U.S. Ambassador to the U.S.S.R. and his wife who have invited us here to the Embassy to mark this memorable occasion.
Today is the end of the working week which was devoted to talks between the President of the United States and the Soviet leaders--the General Secretary of the CPSU Central Committee, L. I. Brezhnev, the President of the Presidium of the U.S.S.R. Supreme Soviet, N. V. Podgorny, the Chairman of the U.S.S.R. Council of Ministers. Like the President, we positively assess the work done. It will be continued.
The talks held made it possible to reveal more precisely both the fields in which it is possible to develop cooperation and the fields where the stands of the two states are at variance, since the U.S.S.R. and the United States objectively represent different social economic systems in the world. It seems to us that both sides realistically appraise possible prospects of cooperation.
A number of Soviet-American agreements, bound to serve peaceful aims, have been signed these days. We have agreed, specifically, on pooling the efforts of our countries in environmental protection, in peaceful exploration and mastering of outer space, in cooperation in the fields of science and technology, medicine and public health.
We are having an exchange of opinions of questions of development of trade and other economic ties between the two countries. It is obvious that realistic solutions can also be found here, solutions which would reflect mutual interest in normalization and widening of economic exchanges in keeping with the generally accepted international practice.
Today the General Secretary of the Central Committee of the CPSU, Leonid Brezhnev, and the President of the United States, Richard Nixon, are to sign in the Kremlin joint documents on the limitation of strategic arms. Agreement on these questions, we hope, will go down in history as a major achievement on the road towards curbing the arms race. It has become possible only on the basis of strict observance of the principle of equal security of the sides and the inadmissibility of any unilateral advantages. This is a great victory for the Soviet and American peoples in the matter of easing international tension, this is a victory for all peace-loving peoples, because security and peace is their common goal.
Whether peace becomes stronger as a result of our talks, concerns, of course, not the Soviet Union and the United States alone, however great their influence in the world, but will depend on all other peoples and states as well. Of little worth would be the decisions about which we have agreed or may agree, were they contrary to the legitimate interests of other states, the interests of their security and independence. It is not to decide for other peoples and countries that we are meeting with the President of the United States at the conference table.
During these talks the Soviet Union and the United States are seeking approaches to a settlement of international problems bearing directly on the two states, in the interests of the peace and security of the peoples. We are making serious steps in this direction. But in order to advance confidently towards the goal of a lasting peace, everything possible should be done to eliminate the existing hotbeds of war in Vietnam and in the Middle East on the basis of strict respect for the rights of the peoples to independent development, to noninterference in their internal affairs, to the inviolability of their state territories.
We would like to express the hope that stronger peace for the people of the Soviet Union, for the people of the United States of America, for all the peoples of the world, will be the main outcome of the Soviet-American talks.
How effectively the agreements and understandings reached are translated into life and serve peace will be, of course, of great importance. Any agreement, any treaty only then leaves a trace in history when its proclaimed principles and intentions become the content of the practical activities of states. So, may the agreements we reached be just such agreements.
We would like to express our deep respect for the great people of the United States of America with whom the Soviet people want to live in cooperation and peace. We ask President R. Nixon, upon returning home, to convey that this is our sincere and earnest desire.
May I ask all those present to join me in this toast to the American people, to the President of the United States of America, to Mrs. Nixon and all those accompanying the President, to peace and cooperation among the peoples.

IN ORDER to promote the development of mutually beneficial commercial relations and related economic matters between the two countries, Soviet leaders and the President of the United States Richard M. Nixon have agreed to establish a U.S.-U.S.S.R. Commercial Commission.
The U.S.-U.S.S.R. Commission is to Negotiate:
--an overall trade agreement including reciprocal MFN [most-favored-nation] treatment;
--arrangements for the reciprocal availability of government credits;
--provisions for the reciprocal establishment of business facilities to promote trade;
--an agreement establishing an arbitration mechanism for settling commercial disputes.
Study possible U.S.-U.S.S.R. participation in the development of resources and the manufacture and sale of raw materials and other products.
Monitor the spectrum of U.S.-U.S.S.R. commercial relations, identifying and, when possible, resolving issues that may be of interest to both parties such as patents and licensing.
Sessions of the Commission will be held alternately in Moscow and Washington. The first session of the Commission is to take place in Moscow in July of this year.

Erotomania is a type of delusion in which the affected person believes that another person, usually a stranger, high-status or famous person, is in love with him or her. The illness often occurs during psychosis, especially in patients with schizophrenia, delusional disorder or bipolar mania. During an erotomanic episode, the patient believes that a "secret admirer" is declaring his or her affection to the patient, often by special glances, signals, telepathy, or messages through the media. Usually the patient then returns the perceived affection by means of letters, phone calls, gifts, and visits to the unwitting recipient. Even though these advances are unexpected and unwanted, any denial of affection by the object of this delusional love is dismissed by the patient as a ploy to conceal the forbidden love from the rest of the world.
Presentation
The core symptom of the disorder is that the sufferer holds an unshakable belief that another person is secretly in love with him or her. In some cases, the sufferer may believe several people at once are "secret admirers." The sufferer may also experience other types of delusions concurrently with erotomania, such as delusions of reference, wherein the perceived admirer secretly communicates his or her love by subtle methods such as body posture, arrangement of household objects, and other seemingly innocuous acts (or, if the person is a public figure, through clues in the media). Erotomanic delusions are typically found as the primary symptom of a delusional disorder or in the context of schizophrenia and may be treated with atypical anti-psychotics.

`Melissa' Crashes, Swamps E-Mails -- An Estimated 100,000 Computers Infected By Virus

PITTSBURGH - E-mail systems crashed or were swamped at hundreds of companies of all sizes by the "Melissa" computer virus, a computer expert estimated today.
Jeff Carpenter, a team leader for the Computer Emergency Response Team (CERT) at Carnegie Mellon University in Pittsburgh, estimated that more than 100,000 computers and hundreds of companies had been infected by the virus.
CERT first learned of the virus Friday afternoon, and its members worked through the night to analyze it, Katherine Fithen, CERT manager, said. She said the full reach of the virus might become clear today when millions of people sit down at their computer terminals for the first time since Melissa emerged.
Fithen declined to say if any government's security was breached and wouldn't name anyone whose files had been damaged. The New York Times reported today that files at Charles Schwab, Lucent Technologies and Intel had been affected.
The Melissa virus spreads via infected e-mail and attacks computers loaded with Microsoft's widely used Word 97 or Word 2000 programs, according to CERT.
Infected documents are sent as attachments to e-mails most frequently bearing a header: "Subject: Important Message From" and the name of person whose computer relayed the virus.
The message says, "Here is that document you asked for . . . don't show it to anyone else ;-)."
Several anti-virus software makers have posted software on their Web sites that their customers can download to detect and reject the virus. People can also protect themselves by not opening the attachments, Fithen said.
If a computer user opens an infected Word-format document, the virus propagates itself by reading the user's e-mail address book and sending an infected message to the first 50 entries, CERT said.
The message can include the contents of any Word document open on the computer, Fithen said.
Also, the virus can send so much unwanted e-mail that it crashes mail servers, the computers that distribute e-mail.

Inside the 'ILOVEYOU' worm
It was simple, but very destructive. The 'Love' bug used a gimmick to get victims to open it -- and it worked.

In less than six hours Thursday, Love spread worldwide.
The ILOVEYOU worm struck hundreds of thousands of computers in Asia, Europe and the United States as workers clicked on an e-mail attachment called LOVE-LETTER-FOR-YOU.TXT.vbs.
Late Thursday, the worm had turned. Some users reported receiving the same nasty e-mail, but one that substituted "I love you" wording with "very funny joke."
But no one was laughing. The Computer Emergency Response Team at Carnegie-Mellon University reported 270,000 computers affected. Computer security firm Network Associates estimated that 1,500 clients -- potentially tens of thousands of computers -- were hit by the wildfire infection, topping by half the number of clients hit by the massive Melissa virus last year.
For all that, the worm amounted to not much more than a glorified Melissa virus with a sprinkling of several other virus "technologies" that have afflicted users in the past 12 months, said David Chess, staff research member of IBM Corp.'s (ibm) T.J. Watson Research Center.
"It's certainly not a tour-de-force of programming," he said. "It just sort of shows how simple it is to write these sorts of things."
Richard M. Smith, the programmer who helped nab the author of the 1999 Melissa virus, said he was amazed by how fast the ILOVEYOU e-mail worm was spreading.
"It's so enticing. You get a message that says, 'I love you' and you really want to open up that attachment to see what's going on."
Simple but effective. Free e-mailbox provider MailZone.net found more than 11,000 infected e-mails Thursday after it started scanning for the virus in messages entering its system.
Trend Micro's HouseCall Web-based virus scanner found more than one-fifth of all computers that used the service -- more than 1,000 machines -- had copies of the worm, with each PC having an average of 600 infected files.
With a year's worth of experience, the public should know better than to click on unknown attached files, said David Perry, spokesman for anti-virus software maker Trend Micro Inc. (tmic) "Why did people vote for Nixon twice? Or Clinton? They just don't learn," he said.
But clicking on such attachments is not always an unreasonable choice. Just ask Steven McGhie.
The director of Internet business development for Talk2.com of Salt Lake City, McGhie used Microsoft Outlook from a San Francisco hotel room on Thursday to get his morning e-mail. Among the handful of messages was one from his brother with "ILOVEYOU" in the subject line.

Initially, the businessman wondered what was going on. Within moments, however, he received several duplicate messages from his brother. There was also a message from one of Talk2.com's system administrators about the virus.
By then, McGhie's computer was already generating messages to everyone in his contact list. He phoned the system admininstrator, who told him to immediately unplug his phone line.
Only three minutes had passed since he'd logged on, but the virus had generated close to 600 e-mails. Most of them were sitting in his outbox when McGhie pulled the plug, but roughly 50 had been sent.
McGhie said he had no idea how his brother had received the e-mail worm.
PCs infected with the worm receive a double whammy.
First, as soon as a user opens the worm file (usually by double-clicking), the malicious code accesses the Outlook address book and sends a copy of itself to every entry. As McGhie witnessed, generating an extreme number of messages takes almost no time.
Second, the worm copies itself into every script file and several multimedia files as well, essentially deleting their previous contents.
Images (jpg and jpeg),Visual Basic scripts (vbs and vbe) and Java (je and jse) will all be deleted by the file. Music files (mp3 and mp2) are hidden and a file of the same name -- containing the worm's script and a .vbs file extension -- put in its place.
The worm also infects files on networked and mapped drives as well as sending itself to people who join a chat room with an infected member.
Finally, the virus will attempt to contact one of four Web sites in the Philippines that have a file called WIN-BUGSFIX.exe prepared for download. Those sites have since been taken offline by the Internet service provider who inadvertently hosted them.
The key to ILOVEYOU is a macro language for the Windows operating system known as Visual Basic Script.
For computers that have the scripting language turned on -- the default Microsoft setting for Windows 98 -- VBS can allow access to almost any system function: Copying, deleting and changing files are all possible.
Rob Rosenberger, editor of the Computer Virus Myths Homepage, believes Microsoft (msft) should have taken the ability to run such scripts out of Outlook a long time ago. "Why should people need to run scripts in e-mail?" he asked, exasperated. "This should have been dealt with a long time ago.
Virus hunter Smith agreed with such simple changes to Microsoft software.
"I think we need to de-tune Windows and make it not so powerful," he said. "Most people don't need VB scripting and never use it. What it seems to be used for most is writing computer viruses."
Users, who want to take matters into their own hands and disable the scripting host, can do so by going to Control Panels > Add/Remove Programs > Windows Settings > Accessories and unchecking the selection of the same name.
Not that Smith blames Microsoft. "It's sort of a corporate culture issue. When you're making hammers, everything looks like a nail. Programmers think everything in the world needs to be programmable."
Microsoft has been reluctant to make any changes to its software, he added. "Macro viruses in Word were discovered in 1995. In Word 2000, there was finally a solution to eliminate the problem, but it took four years. I think that's too long when we're all connected on the Internet."

W97M.Melissa.A (also known as W97M.Mailissa) is a typical macro virus which has an unusual payload. When a user opens an infected document, the virus will attempt to e-mail a copy of this document to up to 50 other people, using Microsoft Outlook.
Similar to W97M.Pri, the virus turns off the security protection upon opening an infected document in MS Word 2000. This disables MS Word 2000 macro prompt the next time the document is opened.
It infects a MS Word 97 and MS Word 2000 document by adding a new VBA5 (macro) module named Melissa. Although there is nothing unique in the infection routine of this macro virus, it has a payload that utilizes MS Outlook to send an attachment of the infected document being opened.
As its primary payload, the virus will attempt to use Microsoft Outlook to e-mail a copy of the infected document to up to 50 other people. When a user opens or closes an infected document, the virus first checks to see if it has done this mass e-mailing once before, by checking the following registry key:
"HKEY_CURRENT_USER\Software\Microsoft\Office\" as "Melissa?" value.
If this key has a value "Melissa?" set to the value "...by Kwyjibo", then the mass e-mailing has been done previously from the current machine. The virus will not attempt to do the mass mailing a second time, if it has already been done from this machine.
If it does not find the registry entry, the virus does the following:
1. Open MS Outlook.
2. Using MAPI calls, it gets the user profile to use MS Outlook.
3. It creates a new e-mail message to be sent to up to 50 addresses listed in the user's MS Outlook address book.
4. It gives the email message a subject line:
"Important Message From USERNAME", where USERNAME is taken from MS Word setting.
5. The body of the email message is:
"Here is that document you asked for ... don't show anyone else ;-)"

Please note that "HKEY_CURRENT_USER\Software\Microsoft\Office" is a registry entry created by MS Office. The virus simply adds the new value "Melissa?" into this registry entry. This value is set to "…by Kwyjibo" if the virus has previously e-mailed an infected document from the system. Once the value is set, the virus will not attempt another mass mailing from the same machine.
There is a second payload which triggers once an hour, at the number of minutes past the hour corresponding to the date (i.e., on the 16th of the month, the payload triggers at 16 minutes after every hour). If an infected document is opened or closed at the appropriate minute, this payload will insert the following sentence into the document:
" Twenty-two points, plus triple-word-score,
plus fifty points for using all my letters.
Game's over. I'm outta here."
Note that the virus will also infect other documents on the user's machine, using the normal infection mechanisms of macro viruses, even if the user does not have MS Outlook. So, it is potentially possible for a new document from any user's machine to be e-mailed to other people through the following steps:
1. User opens Document 1 containing W97M.Melissa.A infection.
2. W97M.Melissa.A also infects a new Document 2 on the user's machine (even if the user does not have MS Outlook).
3. User e-mails Document 2 to another person who has not previously been infected by W97M.Melissa.A and who does have MS Outlook.
4. When that second person opens the infected Document 2 on their machine, the document will be e-mailed to 50 people via MS Outlook.
Hiding its activity
Similar to most macro viruses, this macro virus tries to hide its activity by disabling the following menu items:
· Tools-Macro in MS Word 97
By disabling this menu command, the virus prevents any user from listing the macro / VBA module in MS Word 97 to manually check for infection.
· Macro-Security in MS Word 2000
By disabling this menu command, it prevents the user from changing the security level in MS Word 2000.
To hide its infection activity, it also disables the following options in MS Word 97:
· Prompt to save Normal template
· Confirm conversion at Open
· Macro virus protection
With these options disabled, MS Word 97 does not warn or prompt while saving the NORMAL.DOT or while opening a document with macros in it.

Gacko is a town and municipality in East Herzegovina in the Republika Srpska entity of Bosnia and Herzegovina.
History
Modern history
Austro-Hungarian authorities took it over in 1878, a decision which was made at the Berlin Congress. In 1908, Austria-Hungary annexed Bosnia and Herzegovina sparking the Bosnian crisis which eventually led to World War I. After that war, Gacko joined the State of Serbs, Croats and Slovenes, going onto to the Kingdom of Serbs, Croats and Slovenes by the end of 1918. These were the first incarnations of Yugoslavia where Gacko remained until Bosnia and Herzegovina declared independence in 1992. The town largely stayed out of the Bosnian war thanks to its geographical position and early forced removal of the Bosnian Muslim population.
