Rank and organization: Colonel, United States Marine Corps, Prisoner of War by the Viet Cong in the Republic of Vietnam. Place and date: Vietnam, 31 December 1964 to 8 December, 1967. Entered Service at: Brooklyn, New York. Date and place of birth: 9 August 1934, Brooklyn New York. Citation: For conspicuous gallantry and intrepidity at the risk of his life above and beyond the call of duty while interned as a Prisoner of War by the Viet Cong in the Republic of Vietnam during the period 31 December 1964 to 8 December 1967. Despite the fact that by so doing he would bring about harsher treatment for himself, Colonel (then Captain) Cook established himself as the senior prisoner, even though in actuality he was not. Repeatedly assuming more than his share of their health, Colonel Cook willingly and unselfishly put the interests of his comrades before that of his own well-being and, eventually, his life. Giving more needy men his medicine and drug allowance while constantly nursing them, he risked infection from contagious diseases while in a rapidly deteriorating state of health. This unselfish and exemplary conduct, coupled with his refusal to stray even the slightest from the Code of Conduct, earned him the deepest respect from not only his fellow prisoners, but his captors as well. Rather than negotiate for his own release or better treatment, he steadfastly frustrated attempts by the Viet Cong to break his indomitable spirit. and passed this same resolve on to the men whose well-being he so closely associated himself. Knowing his refusals would prevent his release prior to the end of the war, and also knowing his chances for prolonged survival would be small in the event of continued refusal, he chose nevertheless to adhere to a Code of Conduct far above that which could be expected. His personal valor and exceptional spirit of loyalty in the face of almost certain death reflected the highest credit
upon Colonel Cook, the Marine Corps, and the United States Naval Service.

The Vanguard Class SSBN (Ship Submersible Ballistic Nuclear) provides the United Kingdom's strategic nuclear deterrent. Trident D5 Missiles

A credible nuclear deterrent depends upon the ability to threaten an assured and effective response to aggression. The Trident II D5 missile has a range of over 4,000 nautical miles and an accuracy, which can be measured in metres. Each missile is technically capable of delivering up to 12 warheads, enabling a number of different targets to be engaged, and each Vanguard class submarine has 16 missile tubes.

The final sub, the Vengeance, was launched on 19 September 1998 at Barrow-in-Furness, andwas commissioned 27 November 1999. The Vengeance completed shakedown trials and entered operational service 12 February 2001. It is expected to go on patrol as part of the First Submarine Squadron in early 2001. The SDR anticipates keeping this force in service for at least 30 years. The current estimated program cost for the Vanguard SSBN program is US$18.8 billion.

The United Kingdom was the third state to test an independently developed nuclear weapon in October 1952. It is one of the five "Nuclear Weapons States" (NWS) under the Nuclear Non-Proliferation Treaty, which the UK ratified in 1968. The UK is currently thought to retain a weapons stockpile of around 200 operational nuclear warheads.

Since the 1958 US-UK Mutual Defence Agreement, the United States and the United Kingdom have cooperated extensively on nuclear security matters. The so-called special relationship between the two states has involved the exchange of classified scientific information and nuclear materials such as plutonium. The UK has not run an independent weapons delivery programme since the cancellation of the Blue Streak missile in the 1960s, instead pursuing joint development of US delivery systems, designed and manufactured by Lockheed Martin, and fitting them with warheads designed and manufactured by the UK's Atomic Weapons Research Establishment and its successor the Atomic Weapons Establishment.

In contrast with the other permanent members of the United Nations Security Council, the United Kingdom currently operates only a single nuclear deterrent system since decommissioning its tactical WE.177 free-falling nuclear bombs in 1998. The present system consists of four Vanguard class submarines based at HMNB Clyde, armed with up to 16 Trident missiles, which each carry nuclear warheads in up to 8 MIRVs, performing both strategic and sub-strategic deterrence roles.

While a firm decision has yet to be taken on the replacement of the UK's nuclear deterrent, the manufacturer of the UK's warheads, AWE, is currently undertaking research which is largely dedicated to providing new warheads[1] and on 4 December 2006 the then Prime Minister Tony Blair announced plans for a new class of nuclear missile submarines
