United States Uniformed Services Oath of Office
The Oath of Office is a solemn oath taken by officers of the United States Uniformed Services on commissioning. It differs slightly from that of the oath of enlistment that enlisted members recite when they enter the service. It is statutory (i.e. required by law) and is prescribed by Section 3331, Title 5, United States Code[1]. It is traditional for officers to recite the oath upon promotion but as long as the officer's service is continuous this is not actually required. DEFENSE SECRETARY WILLIAM COHEN: Thank you, Bill. (Applause.)
Bill, thank you very much. And Bob Herbold, thank you for inviting me to come here today. (The next comment refers to the former Army officer who is now in MS training) I had mixed emotions about you leaving the military and coming to work here. (Laughter.) And I'll tell you, I gave you mild applause. (Laughter.)
I might also point out that we have some seats that say, "Reserved for the Cohen staff," that anyone who does not want to stand up can use. Though I like the notion of having standing room only -- (laughter) But if you'd like to have a seat, we have plenty of room up front.
Coming to the Microsoft campus was something of a unique experience, as we landed in a big helicopter and I was commenting that they probably think this is "Red Dawn" -- (laughter) -- or an invasion by aliens, coming in this large helicopter.
But I always think, when I go to a campus, of my oldest son when he graduated from Bowdoin College so many years ago. He always told me about the story of the most popular professor on campus. He was popular -- he was a religion professor -- but he was popular because he always asked the same question every year on the final exam -- (laughter) -- "Discuss the wanderings of St. Paul." And the students, of course, loved him because they would wait until the final couple of days, they'd cram and they'd ace the exam the next day. Except my son's final year, when all the students walked into the classroom, they sat down, and they looked at the exam question and, you know, you could see the hands started to shake, butterflies, some became ill, and they all walked out of the room within about three or four minutes, totally dispirited, except for one student, who sat there and wrote and wrote and wrote.
The question on the exam was, "Discuss the meaning of Christ's Sermon on the Mount." And so the student took the full three hours to fill out his blue books. He finally handed them in to his professor and he walked out the center aisle with what Mark Twain would call the "calm confidence of a Christian holding four aces." (Laughter.)
And the professor looked down at the exam book and it said, "To the experts I leave the meaning of Christ's Sermon on the Mount. As for me, I should like to discuss the wanderings of St. Paul." (Laughter.)
So, I thought I might wander a little bit with you this afternoon, and take you on a journey perhaps that some of you have not experienced. But to talk certainly about the cutting-edge world of information technology, you receiving a Secretary of Defense is quite unusual. It's expected that if a Secretary of Defense visits Seattle, he'll be walking the assembly line at Boeing -- I've done that this morning -- but highly unusual to show up at Microsoft campus.
But I came here as part of a continuing effort to try to strengthen the connection between the military and the citizens they serve. I think when Americans think of the military, they tend to think of Washington or the Pentagon, but in truth, the military is simply an extension of the people. It's your military.
The men and women of the armed forces are your neighbors and cousins and sisters and brothers. The security they protect is your security. The prosperity that they ensure through you is your prosperity, and they look to you for support in times of need. And so I began this address last month. It was an address to the Illinois state legislature and I really wanted to come here today to spread this message through you to another important segment of American life, and that's the high technology industry that you lead.
And I might point out that the roles in which we operate are quite similar. They are, perhaps, two of the most striking examples of American success, because they are areas where the United States holds unquestioned, unparalleled, superiority. And I think about the innovation, the creativity, the economic dynamism of the American information and technology, it's the marvel of the global economy, and it's your intellectual endeavor that has reduced our oceans from being vast oceans to mere ponds. And I'd like to think that it has been technology that has miniaturized the globe. It has reduced it to a small ball spinning on the finger of science.
And so your contribution to the world's productivity and the changes that you have brought to everyday life, I think, astounds even the most modern of minds. And because of who you are and what you do, the United States is the unquestioned leader in what may be the most energetic and important industry of the 21st century.
And I would say, in a similar fashion, there is no nation that can match the military power of the United States. We have the most highly skilled, the most well-trained, service members in the world. And I am glad to see -- I didn't try to fill the auditorium here today -- but I am delighted to see so many of our military that are here with us.
Our weapons and our military capability today are without peer. And you look in the daily news reports. Day after day, mission after mission is carried out with absolute precision and professionalism. I think that is astounding to friends and foes alike. And so we represent the two preeminent pillars of American prestige and talent.
And at the same time that I mention this, there is also a gap that exists by some in this industry and our military. And it's gap that is not unique to this industry but I think is somewhat indicative of that in our country. There is a sense that in many places beyond this campus, from Sunnyvale to Silicon Valley to Silicon Alley, that there are some in the digital world who dismiss the importance of national security, that some soldiers in the high-tech revolution don't fully appreciate or understand the soldiers in camouflage, that tanks and guns are somehow rusty relics of the past and may be obsolete in the new information-based world that is going to carry us into the future.
I think of this because there is one Silicon Valley executive who said about as much in an interview that he granted to the New York Times columnist Tom Friedman. He said that: "We don't even care about Washington." He said: "Money is extracted from Silicon Valley and then wasted by Washington. And why would I care about wealth destroyers?"
I am not even going to bother turning around to see if there is any kind of receptivity behind my shoulder. (Laughter.)
But we do live in a world where the private-sector innovation is so powerful that it's tempting to view the world through that lens alone, where the intellectual property and the virtual assets of Yahoo! are more highly valued by Wall Street than the oil reserves and supertankers of Texaco. So I think it can be easy to forget that this global marketplace was neither created by magic nor will it be kept by marketing.
And I wanted to be here today because I believe that Microsoft does understand the crucial connection between our national security and our national prosperity. And Bill Gates a moment ago talked about the connection that we do in fact have.
You do work on information and issues that are of critical importance to us. Critical infrastructure is something that we have to devote more and more time and thought and resources to. We have a new initiative to train those who are departing service members for information technology careers. It's very important to us, as it is to you; and even your support for the restoration of the historical battleship Missouri. So I think you appreciate the connection perhaps more than others do.

Joking that ''rumors of my demise are greatly exaggerated,'' Mayor Rudolph W. Giuliani said yesterday that he had not yet decided if he would stay in the race for United States Senate. But he brushed aside repeated questions about whether he had had an affair with his former communications director, Cristyne F. Lategano-Nicholas, as the mayor's wife suggested this week.
''I've said everything I was going to say about that a long time ago,'' Mr. Giuliani said during a packed, raucous news conference in which he frequently said ''shhhhhh!'' to yelling, shoving reporters. ''Cristyne Lategano was an excellent communications director; she did a great job for the city of New York. I've definitively answered all those questions, and I'm not going to drag somebody else's reputation into this.''
He added that ''what's going on right now has to do with Donna and me, and what you're trying to do is a back-door way of trying to dredge this all up so you can write more salacious stuff.''
In August 1997, Mr. Giuliani said that a Vanity Fair article asserting that he had had an ''intimate'' relationship with Ms. Lategano was ''scurrilous'' and ''untrue'' and that the best thing to be done with the article ''is that it can be thrown in the trash.''
Yesterday Mr. Giuliani added that Ms. Lategano-Nicholas was doing an ''excellent job'' as president of NYC and Company, the city's tourism bureau.
The mayor's news conference, at a public school on the Lower East Side, was the latest public spectacle in the life of a man who in the last two weeks announced that he has prostate cancer, has a ''very good'' woman friend, is separating from his wife of 16 years and is still running for Senate against Hillary Rodham Clinton. Republicans also said that while there was enormous sympathy for Mr. Giuliani, there was also bewilderment among party members over why he had announced his separation without first informing his wife -- a decision, they said, that may have caused Ms. Hanover's angry announcement on Wednesday about Ms. Lategano-Nicholas.

Joking that ''rumors of my demise are greatly exaggerated,'' Mayor Rudolph W. Giuliani said yesterday that he had not yet decided if he would stay in the race for United States Senate. But he brushed aside repeated questions about whether he had had an affair with his former communications director, Cristyne F. Lategano-Nicholas, as the mayor's wife suggested this week.
''I've said everything I was going to say about that a long time ago,'' Mr. Giuliani said during a packed, raucous news conference in which he frequently said ''shhhhhh!'' to yelling, shoving reporters. ''Cristyne Lategano was an excellent communications director; she did a great job for the city of New York. I've definitively answered all those questions, and I'm not going to drag somebody else's reputation into this.''
He added that ''what's going on right now has to do with Donna and me, and what you're trying to do is a back-door way of trying to dredge this all up so you can write more salacious stuff.''
In August 1997, Mr. Giuliani said that a Vanity Fair article asserting that he had had an ''intimate'' relationship with Ms. Lategano was ''scurrilous'' and ''untrue'' and that the best thing to be done with the article ''is that it can be thrown in the trash.''
Yesterday Mr. Giuliani added that Ms. Lategano-Nicholas was doing an ''excellent job'' as president of NYC and Company, the city's tourism bureau.
The mayor's news conference, at a public school on the Lower East Side, was the latest public spectacle in the life of a man who in the last two weeks announced that he has prostate cancer, has a ''very good'' woman friend, is separating from his wife of 16 years and is still running for Senate against Hillary Rodham Clinton. Republicans also said that while there was enormous sympathy for Mr. Giuliani, there was also bewilderment among party members over why he had announced his separation without first informing his wife -- a decision, they said, that may have caused Ms. Hanover's angry announcement on Wednesday about Ms. Lategano-Nicholas.

In order for a criminal organization to prosper, some degree of support is required from the society in which it lives. Guy Francis De Moncy Burgess (16 April 1911 – 30 August 1963) was a British-born intelligence officer and double agent, who worked for the Soviet Union. He was part of the Cambridge Five spy ring that betrayed Western secrets to the Soviets before and during the Cold War. Burgess and Anthony Blunt contributed to the Soviet cause with the transmission of secret Foreign Office and MI5 documents that described NATO military strategy.
Guy Francis de Moncy Burgess was born at 2 Albemarle Villas, Devonport, Plymouth, England the elder son of Commander Malcolm Kingsford de Moncy Burgess RN and his wife, Evelyn Mary, daughter of William Gillman. He attended Lockers Park Prep School and then a period at Eton College. Burgess spent two years at the Royal Naval College, Dartmouth, but poor eyesight ended his naval prospects and he returned to Eton. He won an open scholarship to read modern history at Trinity College, Cambridge, in 1930, gained a first in part one of the history tripos (1932) and an aegrotat in part two (1933), and held a two-year postgraduate teaching fellowship. Whilst at Cambridge, he was recruited into the Cambridge Apostles, a secret, elitist debating society, whose members at the time included Anthony Blunt. Like Blunt, Burgess was homosexual.
Notorious for his bad behaviour and overt alcoholism, Burgess initially worked for The Times and the BBC, as the producer of The Week in Westminster, covering Parliamentary activity - wherein he was able to further his acquaintance with important politicians. He spent some time in Spain during the Spanish Civil War. At Cambridge, he had been a friend of Julian Bell, the English poet who was killed while driving an ambulance in that conflict. Burgess and the other members of the "Five" were divided with regard to the impact of the Molotov-Ribbentrop Pact, which compromised their hard left ideals.
Burgess was most useful to the Soviets in his position as secretary to the British Foreign Minister of State, Hector McNeil. As McNeil's secretary, Burgess was able to transmit top secret Foreign Office documents to the KGB regularly, secreting them out at night to be photographed by his controller and returning them to McNeil's desk in the morning. When assigned to Washington, D.C., Hector McNeil cautioned him to avoid three things: "the race thing", contact with the radical element, and homosexual adventuring. "Oh," quipped Burgess, "you mean I shouldn't make a pass at Paul Robeson?"
Assigned to the British embassy in Washington, Burgess continued his life as an unpredictable heavy drinker and indiscreet homosexual. He lived with Kim Philby in a basement flat, perhaps so that Philby could keep an eye on him. Nonetheless, Burgess was irrepressible, once insulting the wife of a high-ranking CIA official at one of Philby's dinner parties.
In 1951 Burgess accompanied Donald Maclean in an escape to Moscow after Maclean fell under suspicion for espionage, even though Burgess himself was not under suspicion. The escape was arranged by their controller, Yuri Modin. There is some debate as to why Burgess was asked to accompany Maclean, and whether he was misled about the prospect for him returning to England.
Unlike Maclean, who became a respected Soviet citizen in exile and lived until 1983, Burgess did not take to life in the Soviet Union very well. Homosexuality was far less acceptable in the Soviet Union, and this may have been a problem, even though he had a state-sanctioned lover. Also, unlike Maclean, he never bothered to learn Russian, and even continued to order his clothes from his Savile Row tailor.
Becoming ever more dependent on drink, he appears to have been killed by his alcoholism, aged 52.
Harold Nicolson, diplomat and writer, describes Burgess a year before his defection in a letter to his wife:
'I dined with Guy Burgess. Oh my dear, what a sad, sad thing this constant drinking is! Guy used to have one of the most rapid and acute minds I knew. Now his is just an imitation (and a pretty bad one) of what he once was. Not that he was actually drunk yesterday. He was just soaked and silly. I felt angry about it.'

In his memoirs which were released to the public on 22 July 2009, 26 years after his death, Anthony Blunt describes Burgess as "an extraordinarily persuasive person" who talked him into joining the spy ring. Although they were both homosexual and even shared a house together, Blunt claims that there was “nothing sexual” in their relationship.
Blunt also attacked Burgess for defecting to Russia in 1951 and "not taking into account the consequences that this action might have for his friends”.
The most immediate consequence was that Philby came under suspicion of being the "Third Man" who had tipped off Maclean and Burgess, especially since he and Burgess were known to be close friends and had shared a house in Washington. He was thus forced to resign from MI6 but was cleared by an official enquiry into the matter. Philby later defected to Russia in 1963. In an interview with spy writer and journalist Phillip Knightley held shortly before his death, Philby himself blamed his exposure on "that bloody man Burgess", who had effectively ruined his chances of becoming head of MI6 itself. Genrikh Borovik, author of The Philby Files, claims that Burgess was actually tricked by the KGB into accompanying MacLean to Moscow on the basis that he would be able to return to Britain later, but never did.
It later emerged that in 1959, when a British delegation led by Prime Minister Harold Macmillan was visiting Moscow, Burgess contacted members of the group asking permission to secretly return to Britain and visit his dying mother. Informed by telegram, the then-Attorney General Sir Reginald Manningham-Buller claimed that there was not enough evidence to arrest and prosecute Burgess for treason. The British delegates withheld this from Burgess and his mother died without seeing her son again. Macmillan also encouraged the leaking of misinformation to prevent Burgess from visiting Britain on a return trip from Cuba in 1963.

Sexual harassment
Sexual harassment is harassment or unwelcome attention of a sexual nature. It includes a range of behavior from mild transgressions and annoyances to serious abuses, which can even involve forced sexual activity. (Dziech et al 1990, Boland 2002) Sexual harassment is considered a form of illegal discrimination in many countries, and is a form of abuse (sexual and psychological) and bullying.
Retaliation and backlash against a victim are very common, particularly a complainant. Victims who speak out against sexual harassment are often labeled troublemakers who are on their own power trips, or who are looking for attention. Similar to cases of rape or sexual assault, the victim often becomes the accused, with their appearance, private life, and character likely to fall under intrusive scrutiny and attack. They risk hostility and isolation from colleagues, supervisors, teachers, fellow students, and even friends. They may become the targets of mobbing or relational aggression.
Women are not necessarily sympathetic to female complainants who have been sexually harassed. If the harasser was male, internalized sexism, and/or jealousy over the sexual attention towards the victim, may encourage some women to react with as much hostility towards the complainant as some male colleagues. Fear of being targeted for harassment or retaliation themselves may also cause some women to respond with hostility. For example, when Lois Jenson filed her lawsuit against Eveleth Taconite Co., the women placed a hangman's noose above her workplace, and shunned her both at work and in the community--many of these women later joined her suit.(Bingham et al 2002) Women may even project hostility onto the victim in order to bond with their male coworkers and build trust.
Retaliation has occurred when a sexual harassment victim suffers a negative action as a result of the harassment. For example, a complainant be given poor evaluations or low grades, have their projects sabotaged, be denied work or academic opportunities, have their work hours cut back, and other actions against them which undermine their productivity, or their ability to advance at work or school. They may be suspended, asked to resign, or be fired from their jobs altogether. Moreover, a professor or employer accused of sexual harassment, or who is the colleague of a perpetrator, can use their power to see that a victim is never hired again, or never accepted to another school. Retaliation can even involve further sexual harassment, and also stalking and cyberstalking of the victim.
Of the women who have approached her to share their own experiences of being sexually harassed by their teachers, feminist and writer Naomi Wolf writes,
"I am ashamed of what I tell them: that they should indeed worry about making an accusation because what they fear is likely to come true. Not one of the women I have heard from had an outcome that was not worse for her than silence. One, I recall, was drummed out of the school by peer pressure. Many faced bureaucratic stonewalling. Some women said they lost their academic status as golden girls overnight; grants dried up, letters of recommendation were no longer forthcoming. No one was met with a coherent process that was not weighted against them. Usually, the key decision-makers in the college or university—especially if it was a private university—joined forces to, in effect, collude with the faculty member accused; to protect not him necessarily but the reputation of the university, and to keep information from surfacing in a way that could protect other women. The goal seemed to be not to provide a balanced forum, but damage control."
Another woman who was interviewed by Helen Watson, a sociologist, reported that, "Facing up to the crime and having to deal with it in public is probably worse than suffering in silence. I found it to be a lot worse than the harassment itself." (Watson, 1994)

Promoted from the ranks after spending two years in the trenches, Bruno Stachel becomes a flying officer in Germany's World War I air force. Most of the officer corps comes from Germany's aristocratic elite and Stachel feels out of place. Microsoft Urges Court to Dismiss Government's Breakup Proposal Immediately
Government's Proposed Conduct Remedies Would Also Hurt Consumers and Innovation; Company Outlines Proposal to Speed Resolution of the Case As Well As More Extensive Remedy Procedures If Necessary
REDMOND, Wash., May 10, 2000 — Microsoft Corp. today urged U.S. District Court Judge Thomas Penfield Jackson to dismiss the government's unprecedented proposal to break up the company and outlined more appropriate remedies as well as a range of procedures designed to move the remedy phase forward as quickly as possible.
"We are working to try to resolve this case as quickly as possible, in a fair and reasonable manner. We believe there is no basis in this case for the government's unprecedented breakup proposal, and we are hopeful that the Court will dismiss this excessive demand immediately so that the case can move forward much more rapidly," said Microsoft Chairman Bill Gates.
"Even without the extreme breakup proposal, many elements of the government's proposed regulations are unwarranted, outside the scope of this case, and very damaging to consumers," Gates said. "The government's proposals would take away Microsoft's property by forcing us to disclose the source code for our products, even though Microsoft spent hundreds of millions of dollars to develop these products. The government also seeks to interfere with the design of Microsoft's products."
The company is providing its initial legal and practical objections to the government's wide-ranging remedy proposals, which were filed 12 days earlier on April 28 by the Department of Justice and the State Attorneys General involved in the case.
"The government's so-called conduct and disclosure remedies are just as damaging to the company, and just as bad for consumers as their breakup demand. The government's proposals really represent government regulation of software design and an unwarranted taking of Microsoft's intellectual property," said Microsoft President and Chief Executive Officer Steve Ballmer.
The company's summary critique of the government's proposals points out that the government's proposed relief relates to products, markets, channels of distribution and even claims (such as "interoperability" ) that were not considered at trial, much less found to relate directly to any violation of law. The company expects to file a more detailed response to the government's proposals as the remedy process moves forward.
As requested by the Court, Microsoft also filed its recommendations for remedies that would address the violations identified by the Court's April 3 decision

The company proposes roughly 10 weeks for preparation, with a brief remedy trial beginning Aug. 7.
If the Court dismisses the breakup demand but still plans to consider government proposals that Microsoft be required to disclose its intellectual property, the company requests approximately four months of discovery, depositions, preparation and pre-trial motions, leading up to a remedies trial beginning Oct. 2.
If the Court plans to consider the government's entire proposal, including the unprecedented breakup demand, the company requests six months of time for discovery, depositions, preparation and pre-trial motions, leading up to a remedies trial beginning Dec. 4.
"We want to see this case resolved as quickly as possible," said Bill Neukom, Microsoft executive vice president for Law and Corporate Affairs.
But, if the Court is going to consider the government's proposals - many of which go far beyond the scope of the case itself - then we want to ensure that Microsoft has a fair and reasonable opportunity to respond."

The widespread disregard for nuclear weapons safety standards by airmen at Minot and Barksdale Air Force bases led to the unprecedented “Bent Spear” incident in which six nuclear warheads were mistakenly loaded onto a B-52 and flown from North Dakota to Louisiana on Aug. 29-30, Air Force officials said Friday after an intensive six-week investigation.
The Air Force relieved the 5th Munitions Squadron commander at Minot immediately after the incident. On Friday, it announced that three more commanders have been sacked.
Five steps to failure
Using the same briefing presented to Secretary of Defense Robert Gates earlier Friday, Newton summarized the five mistakes made by airmen that led to the incident and offered a timeline of events.
The first mistake occurred at the beginning of an operation to transport 12 Advanced Cruise Missiles on a B-52 Stratofortress bomber from Minot to Barksdale, part of a Defense Department program to decommission 400 of these missiles in the U.S. stockpile.
On the morning of Aug. 29, airmen assigned to the Minot weapons storage area were supposed to pick up and transport two pylons to a B-52 assigned to Barksdale. Each pylon is a self-contained package of six cruise missiles that can be quickly mounted to the wing of a Stratofortress. But the pylon had not been properly prepared, and the airmen failed to examine all the warheads on the missiles mounted to the pylons.

NEW YORK - A B-52 bomber mistakenly armed with live nuclear missiles flew straight across the heartland where millions of Americans live - and the crew had no clue what they were carrying.
An Air Force spokesman insisted "there was never a danger to the American public" and called the missile mishap last Thursday an "isolated incident."
"Air Force standards are very exacting when it comes to munitions handling," Lt. Col. Ed Thomas said. "The weapons were always in our custody."
The B-52 was loaded with cruise missiles carrying nuclear warheads ranging from 5 to 150 kilotons in destructive force, mounted onto pylons on the bomber's wings, according to the Military Times newspaper, which broke the story.
"You can wipe out a good-sized city with a 5-kiloton blast," said Jim Riccio, a nuclear policy analyst for Greenpeace. "A 150-kiloton warhead is 10 times the size of what they dropped on Hiroshima."
