Congresswoman Holt, Secretary Lehman, Admiral Watkins, General Davis, Admiral Larson, distinguished guests, members of the class of 1985, ladies and gentlemen: I am so proud and honored to be here and to have a 22-gun salute. [Laughter]

But it's an honor for any President to commemorate the graduation of new officers from our service academies, but today is a special privilege for me. I was reminded on the way up here that we have a lot in common. You were the first class to enter the Naval Academy during my term in office, and you might say we've finished a 4-year course together. Now we're both about ready for the real stuff. [Laughter] One thing bothers me, though. I still seem to be climbing that greased monument and you only had to do it once, 3 years ago. 1 [Laughter]

Well, looking out over your faces in this inspiring and historic setting gives reason for confidence in our nation's future. These last 4 years have been spent preparing you to assume responsibility for the protection of our country and all that we stand for. You're part of a noble tradition.

America's independence and freedom, since we were but 13 Colonies huddled along the Atlantic coast, have relied on the bravery, the good sense, and leadership of her officer corps. We've leaned heavily on men of the sea, on our Navy and Marine Corps. Your careers will be no less significant to future generations of Americans than those of past naval heroes.

You will hear during your career, as I've heard during times in my life, that maintaining the military at peak readiness-keeping our forces trained and supplied with the best weapons and equipment—is too costly. Well, I say it is too costly for America not to be prepared. As Presidents since Washington have noted: The way to prevent war is to be prepared for it.

And as obvious as that is, it's not always appreciated. There's a story about John Paul Jones' chief gunners mate. It was during the gore and thunder of that most historic battle. He was loading and firing cannon and carrying the wounded to the medical officer, cutting away the tangled rigging. And apparently in the midst of that first fight, John Paul Jones went below momentarily and changed into a new uniform. And as he emerged on deck a voice rang out through the smoke and fire—it was the British captain asking, "Have you struck your colors?" And the gunners mate, sweat and blood dripping from his body, turned and saw Jones now in his fresh uniform reply: "I have not yet begun to fight." And the gunners mate said, "There's always somebody who didn't get the word."

Now, my chief of staff, Don Regan, is a marine, and he keeps telling me that story's incorrect—that it was a marine in the rigging and not the gunners mate that said that.

Well, today as throughout our history, it is strength not weakness, resolve not vacillation, that will keep the peace. It's about time that those who place their faith in wishful thinking and good intentions get the word.

During the 1930's I saw America, disillusioned by the First World War, permit our military power to decline. The lack of will on the part of the Western democracies encouraged the totalitarians of that day. Churchill called what followed the most avoidable of all wars, and it turned out to be the most costly of all wars, both in terms of resources and in terms of human suffering.

Americans were spared much of the direct ravages of the Second World War due to geography, the grace of God, and the incredible skill and unmatched courage of our Armed Forces in the desperate months after Pearl Harbor. Fighting a delaying action, often against overwhelming odds, they bought the time needed to build our forces. Coral Sea, Midway, Guadalcanal are names that have gone down in the annals of truly historic battles. I couldn't help but see those names up there on the stadium. Many good men gave their lives in the 1940's for America's unwillingness to prepare in the 1930's. Let me promise you: As long as I'm President that will not happen again.

Since the end of the Second World War, American military might has been an immensely positive force in the world. We used our economic resources to help rebuild the devastated homelands of our allies and of our former enemies as well. Those people, wherever they are in this world, who've enjoyed the rights to speak and to pray and to direct the course of their government through democratic elections owe their freedom to one degree or another to the protection of the United States military. It doesn't take much imagination to know how different things would be had the Soviet Union, not the United States, militarily and economically dominated the world after 1945.

There are some who analyze world events who operate under the assumption that the United States and the Soviet Union are morally equivalent. This reasoning does a great disservice to our forefathers and all the brave individuals throughout our history who have fought and died to keep this country free. The United States is a democratic nation of free people. We are a far more moral and decent land than any totalitarian state, and we should be proud of it.

During the last decade, perhaps as a result of confusion stemming from the Vietnam war, America again permitted its military strength to decline. For the Navy this meant going from almost 1,000 ships in the late 1980's—or 1960's, I should say—to under 500 by 1980. In real terms, our overall military spending dropped by 20 percent in the 1970's.

And how did the Soviets seize this historic opportunity for better relations? They raced forward with the largest peacetime military expansion in history. They built almost three times as many ships as we did in the 1970's, turning what had once been a navy aimed at coastal defense into an offensively designed, blue-water navy—a formidable threat to peace and stability throughout the world. The Soviet's Pacific fleet alone now has more than 500 vessels, including two aircraft carriers and more than 130 submarines.

There had been theories that Soviet belligerence would wane as their relative strength to the United States increased. Those theories went by the wayside in the late 1970's as Soviet advisers and military equipment, along with thousands of Cuban surrogate troops, poured into Africa; Soviet tanks invaded Afghanistan. A weaker America did not mean a more peaceful world. That's about as likely as Army stealing the statue of Tecumseh. [Laughter] .

Four years ago, when you were entering Annapolis, we were putting in place a program to rebuild America's weakened defenses, and I'm proud to say that much progress has been made. I know you're ready for the Navy, and I can tell you the Navy is now much more ready for you. And thanks to Secretary of the Navy John Lehman's aggressive leadership, we now have 532 battle-force ships in commission. In 1984 alone, the Navy took delivery of 25 ships. We currently have 102 battle-force ships under construction or conversion in 21 shipyards. By the end of the decade, we'll realize our goal of a 600-ship Navy, which will include 15 deployable aircraft carriers.

And we've taken the steps necessary to make certain that our ships are in fighting trim and able to accomplish their mission. We've moved forward to ferret out waste and inefficiency. And by the way, that's why you hear those stories about outrageously expensive hammers or bolts and things of that kind. We're finding the waste and cutting it out. Those press stories are actually success stories, because by and large they represent our efforts to make the best use of our defense dollar. To make sure our military is ready, we've purchased spare parts, ammunition, better and more efficient equipment, and top-of-the-line weapons systems. Most important, we've got the best darn bunch of officers and crews this Navy or any navy has ever had.

By the end of the 1970's many of our military personnel were demoralized. The purchasing power of their pay had eroded, as had public recognition of their service. Enlisting quality personnel was increasingly difficult, and the reenlistment rates plummeted. We had ships that couldn't leave port for lack of a full crew.

Today that situation has been dramatically reversed. We've not only been meeting our recruitment goals but we're bringing in individuals fully capable of handling the sophisticated equipment and high-tech weapons systems of the modern Navy. Reenlistment rates are up in all of the services. And testing among our sailors and marines suggests that drug use, once a major problem, has dropped more than anyone would have predicted possible. And I've heard of your excellent record in this area, and I commend you for it.

Although I'm an old horse cavalryman myself, I've always had a soft spot in my heart for the Navy. Back in my former profession, I played a naval officer in "Hellcats of the Navy." And Nancy was a Navy nurse in the same picture. [Laughter] Now, speaking for myself only, if they should send me another script, it probably would be for "Old Man and the Sea." [Laughter]

"Hellcats" was about the submarine force, and I had an experience down in San Diego where we made most of that picture. The submarine training base down there taught me a little about the Navy. It seems that just about the same time we were making the picture, the fly-boys over there at the naval air station came over and invited the officers, the submariners, to come over and kind of learn a little about their occupation.

And having gotten them there and then strapped in, they took them up and gave them the works, the whole load. Well, this group of somewhat upset officers— [laughter] —returned to the naval base. And then they thought they should return the favor, so they invited the fly-boys to come over and learn something about the submarine service.

And they took them out in the submarine, and they were below, and they dived. And then all of a sudden, bells began ringing, and sirens sounding, and fellows were running back and forth, and there were red lights flashing. And it seemed that there was a dial there that said that they were not coming out of their dive. They were going on down. And worriedly they pointed out to these flyers what this meant—that if it passed that red point on the dial, that was below the ability of the submarine to withstand the pressure.

And then in the midst of all of that excitement, and as it got closer and closer to that red line, one fellow just climbed the ladder into the conning tower and opened the hatch. [Laughter] They were still tied to the dock. [Laughter]

Well, that was just a movie, but the job you'll do is as vital as at any time in the history of our Republic.

General of the Armies and General of the Armies of the United States are the highest possible ranks in the United States Army.


After World War II, which saw the introduction of U.S. "5-star" officers who outranked Washington, both Congress and the President revisited the issue of Washington's rank. To maintain George Washington's proper position as the first Commanding General of the United States Army, he was appointed, posthumously, to the grade of General of the Armies of the United States by congressional joint resolution Public Law 94-479 January 19, 1976, approved by President Gerald R. After I awoke from a nap this afternoon, I felt compelled to write about a dream I had just before I woke up but then did not write about it. I started feeling that need to write about it again but may have forgotten some details by now. I have started thinking that the dreams I have just before waking up mean something in their own right.

In the dream, I was wearing a Navy uniform. I didn’t have anywhere to go though and seemed to be just walking around what I guess was a Navy installation. I decided to go into a building to ask if another Commander was still there even though I knew he wasn’t there. I spoke to a Navy enlisted person who appeared to be an Airman judging by his three green stripes although I couldn’t make out his rating symbol. He asked me a question but I didn’t hear his question and I asked him to repeat it by saying “Sir?” to him with an inquisitive tone. He asked me how I could not know that the other Commander was already deployed and I said something about how I just did not know. I left and walked down and out on some kind of spiral staircase, although that part isn’t that clear and I find myself wondering about that part. There was another spiral staircase ahead of me, there seemed to be dual staircases on either side of the front door to that
building, and a Lt. j.g. came down the other side. I want to say he was someone I should know but I can’t picture him as someone I knew. I want to say it was him that spoke something to me at that point but I also want to say the voice came from behind me. He said, or someone else said, something about me being “a little off.” I wondered if he meant that I was wrong about some of these details. Then I wondered if he meant I was a little crazy, but I think I started thinking that last one after I woke up. I think after he or someone said that, it made me start thinking about the uniform I was wearing. I found myself thinking after I awoke that it seemed to be a Marine Corps officers dress uniform. I seemed to be wearing the dark blue Marine uniform with white pants. But I am confused about one detail as it seemed I looked to my left shoulder and saw Navy shoulder boards with Captain stripes. Or was it just an epaulet, I am not sure, but there was a
pair of sunglasses clipped under it. I was walking down the sidewalk and there were two people ahead of me. One may have been that Lt. j.g. Another was a female officer, Navy I guess. Somewhere along there I realized I had forgotten to wear the appropriate cover for that uniform and realized that I was still wearing a ball cap, although I had actually taken it off as I went outside. I realized I couldn’t return anyone’s salute. Then I started thinking that the ball cap had USS Wainwright printed on it but I don’t remember actually looking at it and I may remember that detail in the sense that someone was reading details to me, they were telling me what the name was on the cap. I also remember that it had a frayed bill just like the Nike cap I have now. I remember I was walking very slowly. It was hard to walk and I was limping. I have thought several times before that if I do start wearing the uniform again, I should use a cane until I get my leg
back in better shape. Then I was in a parking garage and I had to cross a street into a parking lot, I guess to find my car.

God what a f---ed up dream. Makes me think of being tortured. They put you into a machine and you have to wriggle your way out, centimeter by centimeter and it is beyond claustrophobic and they look for your worst fears and every day they have a new day to exploit your worst fears and this g--damned doesn't even come close - not even g--damned close - to describing how bad it is.

They don't torture you with primarily physical pain, such as beatings, etc. Physical torture is easy to resist. For a while at least. If you are good, you can resist it for a long time. Depends on how far they take it though. But the real bastards look to get in your head and really screw with you. And they have weeks and months and years to just screw with your head and screw with your head because they are lunatics and this doesn't come goddamned close to describing how bad it was.

I woke up this time thinking, partially visualizing, flying an F-14 Tomcat over the ocean somewhere. I can almost visualize another F-14 flying on my wing. Suddenly, the other F-14 exploded but I can't actually visualize that part. I think both people parachuted out of that aircraft. Apparently another missile hit my aircraft, blew off the canopy, and knocked me unconscious. Then I can almost see us traveling straight down towards the ocean surface and the RIO in the seat behind me was yelling at me to wake up. I pulled up and engaged the two aircraft that fired at us. One was hit by my Sparrow but the other Sparrow missed. I went in and finished off the other one up close. I returned to the carrier and landed safely, and then passed out from a moderate concussion with blood running out from underneath my cracked helmet.

Or the RIO had been knocked out to from the explosion that tore off the canopy. What I was hearing was someone on the carrier yelling at me over the radio to pull up before I crashed into the ocean.

In my "memory" of that time in that Mustang, the guy sitting asleep all the time in the back seat of the car might actually represent that the RIO had been killed in the explosion that blew off the canopy of my F-14. The guy in the seat to the right of my might have been a pilot in another F-14 guiding me back to the carrier because I was suffering from a concussion.

How I managed to shoot down those two enemy fighters is beyond me. I imagine or remember that I left a wake on the ocean surface I came so close to it before I recovered control after the initial missile volley they sent at us. They got off another volley but none of those detonated around me.

I wonder if my brain was so scrambled after that missile shattered the canopy that I started communicating to the carrier in Spanish?!!

That would make a whole lot of sense that it happened like that!!!!

I think that I am fluent in Spanish and my brain was so rattled that I couldn't remember how to speak English for a little while.

I wonder if the day I wrote about recently, where the F-14 on my wing exploded from a missile hit and my canopy was shattered by another one, was when President Reagan was listening in to us from the White House, for some reason. I'm not sure why he was listening in to our communications, but I am thinking that it was because he was listening that we were jumped. One notion is that my wingman and I were observing a Soviet bomber and their fighter escort went hostile.

I have also been wondering if that photo on my instrument panel that brought me back to consciousness as the controllers were yelling at me to pull up

The President. Ladies and gentlemen, I wanted to share with you this morning some of the more significant results of this trip and to take a few of your questions before we leave for home.

The journey to Europe has involved many highs and, yes, some anguishing moments. It took us to one of Europe's youngest capitals and two of its oldest and to a city which symbolizes the continuing quest for European unity. And at every stop I emphasized that our European friends can count on the United States to be their partner, to help them grow, to support their democratic aspirations, and to stand with them to protect the peace.

We are leaving today with our Atlantic ties strengthened, and we're returning home mission accomplished.


Note: The President's 30th news conference began at 9:40 a.m. at Queluz Palace in Lisbon, Portugal. Michael K. Deaver was Deputy Chief of Staff and Assistant to the President. Following the news conference, the President returned to Washington, D.C.

The President. I have just been meeting with my national security team on today's tragic events in the Middle East, and I would like to make a brief statement.

First, as you know, an explosion claimed the lives of at least four sailors on one of our naval vessels, the U.S.S. Cole, this morning. Many were injured; a number are still missing. They were simply doing their duty. The ship was refueling in a port in Yemen while en route to the Persian Gulf. We're rushing medical assistance to the scene, and our prayers are with the families who have lost their loved ones or are still awaiting news.

If, as it now appears, this was an act of terrorism, it was a despicable and cowardly act. We will find out who was responsible and hold them accountable.

A Pentagon intelligence analyst resigned one day after terrorists bombed the destroyer Cole in Yemen, protesting that his superiors had ignored his warnings of an imminent threat to American forces in the region, senators and defense officials said today.

The resignation of the analyst -- who monitored terrorist threats in the region for the Defense Intelligence Agency -- raised new questions on Capitol Hill about whether the Pentagon and intelligence agencies could have done more to avert the attack on the Cole, which killed 17 sailors and wounded 39 on Oct. 12.

The analyst, identified as Kie C. Fallis, had not warned of a specific threat against the Cole or of an attack in Yemen, defense officials said.

Rather, they said, he concluded from intelligence reports that there was a strong possibility of an attack and that military commanders had not done enough to protect American forces in the region.

Senior Pentagon officials testified today during House and Senate hearings that at times became contentious. And officials also disclosed that American intelligence agencies had issued two other warnings of a terrorist attack in the region -- one the day before the Cole was bombed, the second hours afterward.

The Central Intelligence Agency issued a general warning on Oct. 11 that an attack on ''U.S. interests and Jewish tourists'' in the region was likely, one senior government official said. The second warning, issued by the National Security Agency, was more specific, citing the possibility of an attack based on the movement of a suspected terrorist in Yemen, according to a senior defense official.

Cowardice

Cowardice describes a personality trait which is typically viewed as a negative characteristic and has been generally frowned upon (see norms) within most, if not all global cultures, while courage, typically viewed as its direct opposite, is generally rewarded and encouraged.

"Cowardice" can be difficult to define outside of specific social contexts. In general terms, it is the perceived failure to demonstrate sufficient bravery in the face of an adverse situation. Cowards are usually seen to have avoided or refused to engage in a confrontation or struggle which has been deemed good or righteous by the wider culture in which they live.

On a more mundane level, the label may be applied to those who are regarded as too frightened to defend their rights or those of others from aggressors in their lives.


Etymology

According to the Online Etymology Dictionary, the word "coward" comes from an Old French word coart (modern French couard), a combination of the word for "tail" and an agent noun suffix. It would therefore have meant "one with a tail" — perhaps one in the habit of turning it, or it may be derived from the dog's habit of putting its tail between its legs when it is afraid.
