The most vital evidence in the Pearl Harbor matter consists of our intercepts of the Japanese diplomatic communications. Over a period of years our cryptograph people analyzed the character of the machine the Japanese were using for encoding their diplomatic messages. Based on this a corresponding machine was built by us which deciphers their messages. Therefore, we possessed a wealth of information regarding their moves in the Pacific, which in turn was furnished the State Department—rather than as is popularly supposed, the State Department providing us with the information—but which unfortunately made no reference whatever to intentions towards Hawaii until the last message before December 7th, which did not reach our hands until the following day, December 8th.

144. Mr. Fujii Changes American Ship Maneuver Signals
On December 3, 1941, Ichiro Fujii informed the chief of the # 3 section of Military Staff headquarters that he wished to change his communication signals for American ship maneuvers. Signal one would mean that the battle ship divisions included scouts and screen units and were preparing to sortie; signal two that a number of carriers were preparing to sortie; signal three that all battleship divisions had departed Hawaii between December 1 and 3; signal four that several carriers had departed between December 1 and 3; signal five that all carriers had departed between December 1 and 3; signal six that all battleship divisions had departed between December 4 and 6; signal seven that several carriers had departed between December 4 and 6; signal eight that all carriers had departed between December 4 and 6.
A house on Lanikai Beach would be used as a signal station and would show lights during the night. One light in the window between 8 and 9 p.m. would denote signal one, one light between 9 and 10 p.m. would mean signal two, and so on; two lights between midnight and 1 a.m. would signify signal five, and so on. It was further explained that if there was a star on the head of the sail of the Star Boat it would indicate signal one, two, three or four; if there was a star and the Roman numeral III it would indicate signal five, six, seven or eight.
Also used at night would be the attic window of the Kalama House, located on the east coast of Oahu northwest of Lanikai. A similar system was to be used; for example, if the window were lighted between 1900 and 2000, it would indicate signal three, between 2000 and 2100, signal four, and so on.
In addition, signals would be transmitted through the regular broadcast station in Honolulu. For example, if a radio advertisement read, "Chinese rug for sale, apply P.O. Box 1476", it would indicate signal three or six, whereas the advertisement, "Beauty operator wanted, apply P. O. Box 1476" would indicate signal five or eight.
In case the light or broadcast signals could not be sent from Oahu, the signals would be given by bonfire daily on Maui Island until the Japanese "EXEX" signal was received. The signal bonfire would be located at a point halfway between lower Kula Road and Haleakala Road, and would be visible from seaward to the southeast and southwest of Maui Island. If the fire was seen between 7 and 8 p.m., it would indicate signal three or six; between 8 and 9 p.m., signal four or seven; and between 9 and 10 p.m., signal five or eight.[423]

234. Officials Directed to Destroy Codes
On December 2, 1941, the Japanese Embassy in Washington received an order from Tokyo to destroy all codes except one copy each of the "O" and the "L" systems. Only one code machine, however, was to be destroyed; from this United States cryptanalysts learned for the first time that the Japanese Legation in Washington possessed more than one code machine. Further proof of this was the fact that on December 3, 1941, the day after this "destruction order", there was normal volume in machine traffic between Washington and Tokyo. Also, all of the codes brought to the Washington office by Courier Kosaka were to be destroyed by burning. This dispatch was read by United States cryptanalysts on December 3, 1941.

At the White House on Wednesday, December 3, 1941, FDR was alert to what was happening in East Asia, but he was not entirely correct in his assessment of the situation. He erroneously thought "he had the Japanese running around like a lot of wet hens" because he had asked them why they were pouring military forces into Indochina. He came much closer to the truth when he said: "I think the Japanese are doing everything they can to stall until they are ready."

Space Pioneers Gather to Bury Colleague Conrad at Arlington

ARLINGTON, Va. — Pete Conrad, who endeared himself to Americans by stepping onto the moon with a shout of "Whoopee!" 30 years ago, was buried Monday surrounded by many of the pioneering astronauts who ventured into space with him.
Conrad, the third man to walk on the moon, was killed July 8 when he crashed his Harley-Davidson motorcycle along a winding road in Southern California. He was 69.
His burial at Arlington National Cemetery brought together some of the nation's space giants, including Neil Armstrong, the first man to walk on the moon; former Ohio Sen. John Glenn, who last year made a return trip to space; Apollo 12 astronaut Alan Bean; Apollo 7 astronaut Walter Cunningham and Apollo 8 astronaut James Lovell.
Conrad, an Apollo 12 astronaut, stepped onto the moon on Nov. 19, 1969--four months after Armstrong's historic moonwalk. Today is the 30th anniversary of Apollo 11's lunar touchdown.
At his burial, a horse-drawn carriage carried Conrad's coffin from a nearby military chapel as his widow, Nancy, sons and other mourners followed. A group of F-14 Tomcat aircraft flew over the service and a U.S. Navy firing party fired three shots. A Navy band played "Eternal Father" as the coffin was unloaded from the caisson.

Third Man to Walk on Moon Dies in Motorcycle Accident

Charles P. "Pete" Conrad, the third human to walk on the moon, died late Thursday night in a hospital in Ojai, CA, of injuries sustained in a motorcycle accident. He was 69.
Conrad was on a trip to Monterey, CA with his wife, Nancy, and friends when his motorcycle crashed on a turn, according to the California Highway Patrol. Conrad, who lived in Huntington Beach, CA, near Los Angeles, died later at the hospital of internal injuries.
Conrad made history on Nov. 19, 1969, when, as commander of the Apollo 12 mission, he and Astronaut Alan Bean set their lunar module "Intrepid" down on the moon's Ocean of Storms, the second of six Apollo landings.
Some five hours later, referring to Neil Armstrong's historic "one small step" statement four months earlier, Conrad said, "Whoopee! Man, that may have been a small one for Neil, but that's a long one for me." Conrad and Bean conducted two excursions on the moon, totaling almost eight hours, in which they set up experiment packages and collected 75 pounds of lunar rocks and soil. They also retrieved a camera and other gear from the nearby Surveyor 3 probe, which had landed on the moon in April 1967.
"The whole NASA family was extremely sad to learn of Pete Conrad's death," said NASA Administrator Daniel S. Goldin. "He was known at NASA for his irrepressible spirit, his sense of humor, his talents as a pilot and skill as an astronaut. He never lost interest in space travel, even after he left NASA. We will all miss him."
Conrad was selected in the second class of NASA astronauts in 1962 following a distinguished career as a Navy test pilot and instructor. Following his graduation from Princeton University in 1953, Conrad entered the Navy and attended test pilot school at Patuxent River, MD, where he was assigned as a Project Test Pilot.
After being selected as an astronaut, Conrad was assigned to fly on the Gemini 5 mission as the co-pilot to Gordon Cooper. In August 1965, Cooper and Conrad spent a record eight days in orbit, perfecting techniques for use in later lunar missions and proving astronauts could spend more than a week in space.
Conrad commanded the Gemini 11 mission in September 1966, in which he and co-pilot Richard Gordon established the fastest rendezvous and docking in history and a new altitude record of almost 850 miles above the Earth.
Bean and Gordon joined Conrad on the Apollo 12 mission in November 1969, forming an all-Navy crew. Conrad and Bean proved that pinpoint landings could be made on the lunar surface and conducted the first significant science operations during their 31 hours on the Ocean of Storms.
Conrad's final space flight occurred in 1973 as the Commander of the first crew to live and work on America's first space station, Skylab. Conrad, Paul Weitz and Joseph Kerwin were launched on a modified Saturn rocket on May 25, 1973. Eleven days earlier, the station had been launched and had lost a solar panel during its climb to orbit.
Conrad and his crewmates freed the remaining solar array on Skylab and set up a sunshade to help cool the station for the remainder of its lifetime on orbit. He also conducted a space walk with Weitz late in the mission to retrieve film packages and conduct other maintenance procedures. In all, Conrad and his crew spent 28 days in space, establishing another endurance record at the time.
Conrad left NASA and the Navy in 1974 to pursue a career in private industry. Conrad first served as Vice President of American Television and Communications Corporation, responsible for the operation and development of cable television systems. In 1976, Conrad became Vice President of McDonnell Douglas Corporation and later took on the responsibility for all commercial and military sales for the Douglas Aircraft Company.
With an eye toward the commercialization of space and the exploration of Mars, Conrad worked on the development of new spacecraft and space transportation systems with McDonnell Douglas and a California research firm called Universal Space Lines.
