SEATTLE - Life for Gary Ridgway in prison is likely to be a life lived under a microscope, but that may be the only way for him to survive.

"He's afraid for his future in prison," said King County sheriff's Detective Frank Spence, a member of the Green River Task Force. "He's said that before."

Ridgway's fear may be well founded, as more than one relative speaking at his sentencing Thursday expressed the hope he would be killed in prison. One went so far as to say she knew people in prison who would do it.

Gene Autry (Gene Autry), star of a singing show with the Cass County Boys (Fred S. Martin, Jerry Scoggins and Bert Dodson) billed as "Gene Autry and his Texas Rangers", is mistakenly believed to be an actual Ranger sent to Mountain City investigating trouble on a toll road operated be Jen Larrabee (Gail Davis). Gene discovers the Doc Judson (Grandon Rhodes), the local eye doctor, is behind the trouble so that Jen will sell him her property which contains valuable mica deposits. With the aid of his pal Smiley (Smiley Burnette) and the Cass County Boys, Gene gets the evidence necessary to turn Judson and his associates over to the real Rangers.

It was hot and dusty work.

With handful of malicious mosquitoes thrown in for good measure. And it was a Sunday, a day on which most – regardless of spiritual bent – would rather be relaxing in the shade.

If the 20 or so volunteers battling thick brush and rocky earth were thinking about other, gentler, ways they could have spent their day of rest, they weren’t letting on.

“I’m a big hiker and mountain biker so I use the trails all the time,” said Mark Westfall. “It’s great to give back.

He added, “Nature provides its own spiritual reward.”

Westfall worked alongside his wife Bree Warner, the Spokane REI store manager. In fact, most of the volunteers present at the Washington Trail Association work party were REI employees partaking in an annual service event.

Altruistic motivations aside, the volunteers were treated to spectacular views of the Spokane Valley, the Palouse and Saltese Uplands.

That’s because they were starting trail development on Mica Peak. The peak, which tops out at 5,209 feet, gives recreationists and volunteers alike a unique vantage point on the Spokane area. The true summit of the mountain is owned by the Federal Aviation Administration and is not open to the public. However, where the volunteers worked was nearly as good, just a few hundred feet shorter than the true summit.

Sunday’s trail work was the beginning of a long-planned series of trails that will only make that view more accessible to Spokane-area hikers, bikers and horseback riders.

“I can’t think of another place in town where you can have that kind of a view shed,” said Holly Weiler, the Washington Trails Association’s Eastern Washington coordinator.

The trails have been a long time coming.

Spokane County purchased the 911 acres in 2013 for $1.7 million. Shortly after the purchase a trail plan was developed. Work on those trails started Sunday. When it’s all said and done the area will boast roughly 14 miles of trail, said Paul Knowles, Spokane County park planner.

Roughly 40 percent of those 14 miles will be newly constructed single-track trail. The other 60 percent of the trail system will be comprised of old logging roads, he said.

The trails will be open to hikers, mountain bikers and horses. They will be closed to motorized vehicles.

The trail plan calls for a downhill mountain bike trail. The mountain bike club Evergreen East will develop that section of trail.

The trail that WTA volunteers worked on Sunday will connect some of the logging roads to the false summit. Overall, WTA has committed 2,000 volunteer hours to the project. Trail development will cost $180,000. That figure includes the value of volunteer labor, Knowles said.

As exciting as that is, it’s really only the tip of the spear, Knowles said. The county is in the process of buying an additional 901 acres of land from the Inland Empire Paper Co.

That block of land, which lies to the east of the current Mica Peak property, will connect the 3,591-acre Liberty Lake regional park with the Mica Peak Conservation area. Combined with nearby Department of Natural Resources Land, the whole block of land will total more than 5,000 acres, making it the fourth largest block of public land in Spokane County, Knowles said.

Knowles said the sale will likely close Dec. 15.

“It’s a big deal for this community. I don’t know that people quite realize that yet,” Knowles said.

The county is purchasing the 911 acres from IEP for $2.3 million. Roughly half of that funding is coming out of the Conservation Futures program. The county is also applying for a state Recreation and Conservation grant that would fund the other half of the purchase.

The trails constructed on Sunday were designed with expansion in mind. Once the purchase is finalized planners hope to connect the Liberty Lake Regional Park to the Mica Peak Conservation Area via thru-trails.

Additionally Knowles said the county is in the process of drafting a memorandum of understanding with DNR allowing the construction and maintenance of trails on the DNR land.

That will make it possible for hikers or bikers to start in Liberty Lake and travel all the way to the Mica Peak trailhead at Belmont road, or vice versa.

“Oh it’s awesome. I mean, the views up there are incredible,” Knowles said.

Additionally, the trail system will provide winter sport enthusiasts an option other than Mount Spokane.

“Mica Peak is kind of a weather maker because of its isolated elevation,” Knowles said. “It does get a fair amount of snow in the winter, and it holds it for longer than a lot of other areas adjacent to it.”

Once the trails are complete, the Spokane Nordic Association has plans to install wintertime trail markers for cross country skiers.

On Sunday, those grand plans and aspirations were still on the back burner. Instead the volunteers focused on the task at hand, carving a trail out of the nothing.

“It’s just a good excuse to get outside and get fresh air,” said Scott Hicks.

"I think he would be dead in a month if they put him in the general population," said Tony Savage, one of Ridgway's attorneys, adding that he's confident the Washington State Department of Corrections officials "will do their best to make sure he's safe."

Officials won't give out transportation schedules, but, after he was sentenced, Ridgway was returned to the custody of the King County Department of Adult and Juvenile Detention.

Officials expect Ridgway to be classified as a close-security inmate.

As such, he can expect to be under visual supervision at all times, even if he's in the general population.

SEATTLE — The Green River killer, Gary Leon Ridgway, wiped tears from his eyes Thursday as he apologized for killing 48 women and causing "so much pain to so many families." But his emotion did not deter the judge from sentencing the former truck painter to life in prison without the possibility of parole.

"I'm sorry for killing all those ladies," said Ridgway, reading a hand-written statement. In his first public comment since his arrest, Ridgway spoke in a halting, nervous voice:

"I have tried hard to remember as much as I could to help the detectives find and recover the ladies.... I know how horrible my acts were. I have tried for a long time to get these things out of my mind," Ridgway said, at one point removing his glasses and dabbing his eyes with a tissue. "I am very sorry for the ladies that were not found. May they rest in peace. They need a better place than what I gave them."

The courtroom, packed with victims' weeping relatives, hushed in rapt attention as King County Superior Judge Richard Jones called Ridgway an "emissary of death" and then asked him to turn around and face the crowded room.

"Mr. Ridgway," Jones said. "Those are the families and friends of the people you killed. As you spend the balance of your life in your cell in prison, much of which will probably be in solitary confinement, I truly hope that the last thoughts you have of the free world are of the faces of the people in this courtroom."

Then, referring to Ridgway's method of strangling his victims from behind, Jones said: "While you could not face them as you took their lives, if you have a drop of emotion anywhere in your existence, you will face those young women in your dreams."

Executive Order 10249—Prescribing Regulations with Respect to Foreign Service Reporting Functions

June 4, 1951

By virtue of the authority vested in me by section 311 of the Foreign Service Act of 1946, 60 Stat. 1002 (22 U. S. C. 846), and as President of the United States, I hereby prescribe the following regulations with respect to the reporting functions of the Foreign Service of the United States:

SECTION 1. As used in this order, the words "foreign data" shall mean any data obtained or to be obtained in foreign countries, including reports, statistics, and publications.

SEC. 2. Subject to the provisions of this order, the Department of State shall obtain for any Federal department or agency, through the Foreign Service of the United States, such foreign data as such department or agency may request through the Department of State.

SEC. 3. The Secretary of State is authorized and directed to prepare and maintain, for use in carrying out the purposes of this order, (a) a comprehensive statement of the types of foreign data appropriate to be obtained through the Foreign Service which would be of substantial use to the United States, with due attention in the preparation of this statement to the relative importance of the several types of data, and (b) standards which shall govern the determination by the Department of State to transmit or not to transmit to the Foreign Service, for action, any request for foreign data, and which shall also govern the assignment of priorities by the Department of State to the several requests transmitted by it to the Foreign Service for action. In connection with the preparation of the said statement and standards and any revision thereof, the Department of State shall afford interested Federal departments and agencies opportunity for consultation and shall accord their advice appropriate consideration.

Ridgway sentenced to life in prison without chance of parole

Gary Ridgway, the Green River Killer who terrorized Seattle in the early 1980s, tearfully apologized for his crimes today, but the judge said he found little to believe in the remorse as he sentenced him to life in prison without the chance of release.

"I'm sorry for killing all those young ladies," said Ridgway, who lowered his head and cried. "I have tried to remember as much as I could to help the detectives find and recover the ladies. I'm sorry for the scare I put into the community."

"I have tried for a long time to keep from killing any ladies," Ridgway said. "I'm very sorry for the ladies that were not found. May they rest in peace. They need a better place than where I gave them. I'm sorry for killing these ladies. They had their whole lives ahead of them. I'm sorry for causing so much pain to so many families."

After blistering Ridgway for his lack of compassion and the horror he brought to his victims, their families and the community, King County Superior Court Judge Richard Jones ordered Ridgway to serve 48 consecutive life sentences.

Prosecutors and defense attorneys agreed to spare Ridgway the death penalty in exchange for his helping investigators find four previously undiscovered sets of remains and confessing to the murders, the most recent in 1998. He pleaded guilty to the 48 murders Nov. 5.

In his confession, Ridgway, 54, said he killed because he hated prostitutes and didn't want to pay them for sex; that he dumped their bodies in the Green River and other inconspicuous parts of King County; that he took pleasure in keeping the secret of where they were hidden; and that he killed so many women he had a hard time keeping them straight.

"The time has come for the final chapter of your reign of terror in our community," Jones said. "It is now time for our community to have peace from the Green River murders."

After a moment of silence for the victims, Jones offered words of comfort to the their families then turned to Ridgway, convicted of the most murders in U.S. history.

"The remarkable thing about you is your remarkable Teflon-coated emotions and complete absence of compassion for the young women you murdered," Jones said.

AS chairman of the Microsoft Corporation, the world's largest maker of personal computer software, Bill Gates is arguably the industry's most powerful executive. Microsoft makes the DOS, Windows and Windows NT operating systems as well as programming languages and tools, and the company is the top producer of application software for Windows and Macintosh computers.

After dominating the business software market the last decade, Microsoft last week announced a new division to create and market software and services for the home. Before making the announcement, Mr. Gates met with editors and reporters of The New York Times to discuss the new venture. Following are excerpts from the discussion:

* On interactive television experiments either under way or about to start in Orlando, Fla., and elsewhere.

The ones that are being done this year are pretty pathetic. Some of the trials next year, in terms of ease of use and breadth of applications, ought to be pretty decent. We're not involved in any of this year's trials, but we are next year.

But I'm not kidding, these things are a joke. They basically will prove exactly the opposite of what they're supposed to prove, which is: can you get enough monthly activity to justify the fixed cost? And with the kind of limited applications and user interface they have this year, they'll basically prove that they shouldn't spend the money.

But in no way will anything that happens in '94 diminish my belief in what's going on. You'll see signs of the opportunity of what interaction is and why this is a whole new way to communicate, as opposed to just a way of delivering TV.

Our pilot will have government services, medical services, political and social bulletin boards. It will have much more of an interactive communications-related aspect. We have more time to do the software, build the user interface and all those things. All the video on demand and video conferencing is there.

* On future computers.

Computers will eventually be characterized by only two things: How big is the screen? Is it wallet size, is it notebook size, is it desk size, is it wall size, is it stadium size? And is it connected to a wire? If it's connected to a wire, it will be optic fiber.

Wireless devices will tend to be the very small ones because if you have something big, you won't be carrying it around all the time. It's very easy to plug the wire into it.

Wireless is lower bandwidth than wired, but that only rules out certain full-motion video applications. Every other application, like messages and digital certificates, can go wireless. Digital certificates means there's no such thing as money or tickets anymore. When you want to board your airplane, you sort of just walk by and it knows who you are and authenticates you.

So that device, which we call the Wallet PC, will be on the great network, which in any vicinity allows these wireless things to be connected in, although at lower bandwidth. So you'll always carry one of these things with you.

On this little one, you're unlikely to do word processing or spreadsheets, but you probably do want to go through your messages. Now, if the message is "Hey, look over this annual report, let's invest in this company," you'll almost certainly want to go to a large-screen device in order to browse through a 30- , 40-page document.

There's a vast amount of ability for the user to customize in terms of indicating styles of viewing preferences as well as what content is of particular interest. You'd get all that fed to you on your small device. In a wired network, so-called broadcast techniques will be obliterated. Every data feed will be a one-to-one data feed.
