Provides for the appointment of each Inspector General by the President, subject to Senate confirmation, without regard to political affiliation and solely on the basis of such appointee's integrity and ability. Economic Espionage Act of 1996
The Economic Espionage Act of 1996 (18 U.S.C. § 1831–1839) makes the theft or misappropriation of a trade secret a federal crime. Unlike Espionage, which is governed by Title 18 U.S. Code Sections 792 - 799, the offense involves commercial information, not classified or national defense information.
This law contains two sections criminalizing two sorts of activity. The first, 18 U.S.C. § 1831(a), criminalizes the misappropriation of trade secrets (including conspiracy to misappropriate trade secrets and the subsequent acquisition of such misappropriated trade secrets) with the knowledge or intent that the theft will benefit a foreign power. Penalties for violation are fines of up to US$500,000 per offense and imprisonment of up to 15 years for individuals, and fines of up to US$10 million for organizations,

VALDEZ, Alaska - A tanker ran aground on a reef and ripped holes in its hull Friday, gushing millions of gallons of thick crude oil into the pristine Prince William Sound.
The Exxon Valdez, a 987-foot tanker owned by Exxon Shipping Co. Inc., struck Bligh Reef about 25 miles from Valdez, the northernmost ice-free port in the United States, spilling an estimated 270,000 barrels or 11.3 million gallons of oil into the Pacific Ocean, Coast Guard spokesmen said.
The accident was called the worst spill in U.S. history.
Opponents of further development of Arctic oil fields quickly seized on the spill as evidence of what they perceive as the environmental risks involved.
By early Friday evening, the spill was about five miles long and 500 feet wide, said Petty Officer John Gonzales, a spokesman for the Coast Guard station in Valdez.

VALDEZ, Alaska - A tanker ran aground on a reef and ripped holes in its hull Friday, gushing millions of gallons of thick crude oil into the pristine Prince William Sound.
The Exxon Valdez, a 987-foot tanker owned by Exxon Shipping Co. Inc., struck Bligh Reef about 25 miles from Valdez, the northernmost ice-free port in the United States, spilling an estimated 270,000 barrels or 11.3 million gallons of oil into the Pacific Ocean, Coast Guard spokesmen said.
The accident was called the worst spill in U.S. history.
Opponents of further development of Arctic oil fields quickly seized on the spill as evidence of what they perceive as the environmental risks involved.
By early Friday evening, the spill was about five miles long and 500 feet wide, said Petty Officer John Gonzales, a spokesman for the Coast Guard station in Valdez.

Field to honor World War II hero Pappy Boyington

The Kootenai County Commission voted this afternoon to rename the county airport after World War II Medal of Honor recipient and North Idaho native Gregory "Pappy" Boyington, after more than a year of controversy.
The new name is now “Coeur d’Alene Airport/ Pappy Boyington Field.
Commissioners Todd Tondee and Rich Piazza both voted for the proposal by local Marine veterans, saying Boyington was a “heroes hero” and the name could spark an interest in history and the veterans who have fought for this country.
After a childhood spent in Coeur d’Alene, St. Maries and Tacoma, Boyington went on to become one of the nation’s most decorated wartime fliers. He’s credited with shooting down 26 planes in the Pacific theater and served as the commanding officer of the famed Black Sheep Squadron.

Pappy Boyington
Gregory "Pappy" Boyington (December 4, 1912 - January 11, 1988) was a United States Marine Corps officer who was an American fighter ace during World War II. For his heroic actions, he was awarded both the Medal of Honor and the Navy Cross. Boyington flew initially with the American Volunteer Group ("The Flying Tigers") in the Republic of China Air Force during the Second Sino-Japanese War. He later commanded the famous U.S. Marine Corps squadron, VMF-214 ("The Black Sheep Squadron") during World War II. Boyington became a prisoner of war later in the war. He retired from the Marine Corps at the rank of colonel.

Field to honor World War II hero Pappy Boyington

The Kootenai County Commission voted this afternoon to rename the county airport after World War II Medal of Honor recipient and North Idaho native Gregory "Pappy" Boyington, after more than a year of controversy.
The new name is now “Coeur d’Alene Airport/ Pappy Boyington Field.
Commissioners Todd Tondee and Rich Piazza both voted for the proposal by local Marine veterans, saying Boyington was a “heroes hero” and the name could spark an interest in history and the veterans who have fought for this country.
After a childhood spent in Coeur d’Alene, St. Maries and Tacoma, Boyington went on to become one of the nation’s most decorated wartime fliers. He’s credited with shooting down 26 planes in the Pacific theater and served as the commanding officer of the famed Black Sheep Squadron.

Eric Michael O'Neill (born March 3, 1973) is a former American FBI operative. He worked as an Investigative Specialist, of the Special Surveillance Group (SSG), and played a major role in the arrest and life imprisonment conviction of FBI agent Robert Hanssen for spying on behalf of the Soviet Union and Russia.

In order to bring him back to FBI headquarters, where he could be monitored and kept from sensitive data, they promoted him in December and gave him a new job supervising FBI computer security. In January Hanssen got an office and an assistant, Eric O'Neill, who was actually a young FBI employee assigned to watch Hanssen. O'Neill ascertained that Hanssen was using a Palm III PDA to store his information; when he was able to obtain Hanssen's PDA briefly and have agents download and decode its encrypted contents, the FBI had its "smoking gun."
Hanssen realized in his final days with the FBI that something was wrong. In early February, he asked a friend of his at a computer technology company for a job. Ironman officials cut Provo's contest in half

PROVO — Ironman North America will return here in 2003 — halfway, that is.
Organizers announced Saturday the event will be shortened to a Half-Ironman, meaning distances of the running, biking and swimming portions will be cut in half.
The competition is scheduled for May 31, 2003.
Coeur d'Alene, Idaho, has been chosen to host a full Ironman on June 29, 2003, to replace Provo's full event, said Shane Facteau, Ironman North America spokesman.
"Obviously we need a full Ironman event in the West, but we didn't want to give up Provo, so this gives us the best of both worlds," he said.
During Provo's first Ironman event in June, John Boland, 53, Redondo Beach, Calif., drowned as winds gusted to 50 mph and swimmers battled 3-foot waves in Utah Lake.
Organizers canceled the 2.4-mile swim 20 minutes after it began, but by that time most of the 1,550 athletes already were in the water.

E-2 Hawkeye
The Grumman E-2 Hawkeye is an American all-weather, aircraft carrier-based tactical Airborne Early Warning (AEW) aircraft. The twin turboprop aircraft was designed and developed in the 1950s by Grumman for the United States Navy
In United States service, the Hawkeye provides all-weather airborne early warning and command and control functions for the carrier battle group. Additional missions include surface surveillance coordination, strike and interceptor control, search and rescue guidance and communications relay. An integral component of the carrier air wing, the E-2C uses computerized sensors to provide early warning, threat analysis and control of counteraction against air and surface targets. It is a high-wing aircraft with stacked antennae elements contained in a 24-foot (7.3 m) rotating dome above the fuselage.
The continuous improvements in early airborne radars by 1956 led to the concept of an airborne early warning and command and control aircraft. The first aircraft to perform this mission was the Grumman E-1 Tracer (a variant of the S-2 Tracker anti-submarine aircraft), which saw service from 1954 to the 1970s. The E-1's successor, the E-2 Hawkeye, was the first carrier-based aircraft designed from the outset for the all-weather airborne early warning and command and control function.
Since replacing the E-1 in 1964, the Hawkeye has been the "eyes of the fleet." Since its combat debut during the Vietnam conflict, the E-2 has served the US Navy around the world.

Reconnaissance
Reconnaissance (also scouting) is a military and medical term denoting exploration conducted to gain information. Militarily, its shorthand Canadian, and British form is recce , its American usage form is recon. The associated, linguistic forms are the verb reconnoitre in British spelling, and reconnoiter in American spelling; informally, recce and recon are used as a verb.
Militarily, reconnaissance is the active seeking to determine a foe's intentions by collecting and gathering information about an enemy's composition and capabilities along with pertinent environmental conditions, via direct observation, usually by scouts or military intelligence soldiers especially trained in critical surveillance.
Reconnaissance is part of combat intelligence, and contributes to, and is managed by, the government-level intelligence cycle management. Ironman officials cut Provo's contest in half
The full triathlon will be held in northern Idaho

PROVO — Ironman North America will return here in 2003 — halfway, that is.
Organizers announced Saturday the event will be shortened to a Half-Ironman, meaning distances of the running, biking and swimming portions will be cut in half.
The competition is scheduled for May 31, 2003.
Coeur d'Alene, Idaho, has been chosen to host a full Ironman on June 29, 2003, to replace Provo's full event, said Shane Facteau, Ironman North America spokesman.
"Obviously we need a full Ironman event in the West, but we didn't want to give up Provo, so this gives us the best of both worlds," he said.
During Provo's first Ironman event in June, John Boland, 53, Redondo Beach, Calif., drowned as winds gusted to 50 mph and swimmers battled 3-foot waves in Utah Lake.
Organizers canceled the 2.4-mile swim 20 minutes after it began, but by that time most of the 1,550 athletes already were in the water.
