Inspector General Act - Establishes an Office of Inspector General within each of the Departments of Agriculture, Commerce, Housing and Urban Development, Interior, Labor, and Transportation, the Environmental Protection Agency, the Community Services, General Services, National Aeronautics and Space, Small Business, and Veterans' Administrations.
Provides for the appointment of each Inspector General by the President, subject to Senate confirmation, without regard to political affiliation and solely on the basis of such appointee's integrity and ability. Stipulates that, while such appointee must report to and be solely under the general supervision of the establishment head, such officer cannot prevent or prohibit such appointee from initiating, carrying out, completing, or issuing subpoenas necessary for any audit or investigation. Authorizes removal of such appointee by the President and requires the President to communicate the reasons for such removal to both Houses of Congress. Subjects such appointees to the Hatch Act prohibitions against engaging in partisan politics.

Economic Espionage Act of 1996
The Economic Espionage Act of 1996 (18 U.S.C. § 1831–1839) makes the theft or misappropriation of a trade secret a federal crime. Unlike Espionage, which is governed by Title 18 U.S. Code Sections 792 - 799, the offense involves commercial information, not classified or national defense information.
This law contains two sections criminalizing two sorts of activity. The first, 18 U.S.C. § 1831(a), criminalizes the misappropriation of trade secrets (including conspiracy to misappropriate trade secrets and the subsequent acquisition of such misappropriated trade secrets) with the knowledge or intent that the theft will benefit a foreign power. Penalties for violation are fines of up to US$500,000 per offense and imprisonment of up to 15 years for individuals, and fines of up to US$10 million for organizations,

Domino theory
The domino theory was a foreign policy theory during the 1950s to 1980s, promoted at times by the government of the United States, that speculated that if one land in a region came under the influence of communism, then the surrounding countries would follow in a domino effect. The domino effect suggests that some change, small in itself, will cause a similar change nearby, which then will cause another similar change, and so on in linear sequence, by analogy to a falling row of dominoes standing on end. The domino theory was used by successive United States administrations during the Cold War to clarify the need for American intervention around the world.
Referring to communism in Indochina, U.S. President Dwight D. Eisenhower put the theory into words during an April 7, 1954 news conference:
“ Finally, you have broader considerations that might follow what you would call the "falling domino" principle. You have a row of dominoes set up, you knock over the first one, and what will happen to the last one is the certainty that it will go over very quickly. So you could have a beginning of a disintegration that would have the most profound influences. ”

In 1945, the Soviet Union brought most of the countries of Eastern Europe and Central Europe under its influence as part of the post-World War II settlement, prompting Winston Churchill to declare in a speech in 1946 at Westminster College in Fulton, Missouri that:
“ From Stettin in the Baltic to Trieste in the Adriatic an "iron curtain" has descended across the Continent. Behind that line lie all the capitals of the ancient states of Central and Eastern Europe. Warsaw, Prague, Budapest, Belgrade, Bucharest and Sofia; all these famous cities and the populations around them lie in what I must call the Soviet sphere, and all are subject, in one form or another, not only to Soviet influence but to a very high and in some cases increasing measure of control from Moscow. ”
In 1947, Harry Truman declared what became known as the Truman Doctrine, promising to contribute financial aid to Greece and Turkey following World War II, in the hope that this would impede the advancement of Communism into Western Europe. Later that year, diplomat George Kennan wrote an article in Foreign Affairs magazine that became known as the "X Article", which first articulated the policy of containment, arguing that the further spread of Communism to countries outside a "buffer zone" around the USSR, even if democratically elected, was unacceptable and a threat to U.S. national security. Kennan was also involved, along with others in the Truman administration, in creating the Marshall Plan, which also began in 1947, to give aid to the countries of Western Europe (along with Greece and Turkey), in large part with the hope of keeping them from falling under Soviet domination.
In 1949, China became a Communist country (officially the People's Republic of China) after Chinese Communist rebels defeated the Nationalist Republican government in the conclusion of the Chinese Civil War (1927~1949). Two Chinas were formed - mainland 'Communist China' (People's Republic of China) and 'Nationalist China' Taiwan (Republic of China). The takeover by Communists of the world's most populous nation was seen in the West as a great strategic loss, prompting the popular question at the time, "Who lost China?"
Korea had also partially fallen under Soviet domination at the end of World War II, and in 1950 fighting broke out between Communists and Republicans that soon involved troops from China (on the Communists' side), and the United States and 15 allied countries (on the Republicans' side). The war ended in 1953 with an armistice that left Korea divided into two nations, North Korea and South Korea.
In March 1954, the Viet Minh, a Communist and nationalist army, defeated French troops and took control of what became North Vietnam. This caused the French to fully withdraw from the region then known as French Indochina, a process it had begun earlier. The region was now comprised of four independent countries: North Vietnam, South Vietnam, Cambodia and Laos.
President Eisenhower was the first to refer to countries in danger of Communist takeover as dominoes, in response to a journalist's question about Indochina in an April 7, 1954 news conference, though he did not use the term "domino theory".[2] If Communists succeeded in taking over the rest of Indochina, Eisenhower argued, local groups would then have the encouragement, material support and momentum to take over Burma, Thailand, Malaya and Indonesia; all of these countries had large popular Communist movements and insurgencies within their borders at the time.
This would give them a geographical and economic strategic advantage, and it would make Japan, Taiwan, the Philippines, Australia, and New Zealand the front-line defensive states. The loss of regions traditionally within the vital regional trading area of countries like Japan would encourage the front-line countries to compromise politically with communism.

Usher and paramedic Melvin E. (Gene) Windsor arrived and began attempting to assist the survivors to shore. At great risk to themselves, the crew worked close to the river surface, at one time coming so close to the ice-clogged river that the helicopter's skids went beneath the surface of the water.
The helicopter crew lowered a line to survivors to tow them to shore. First to receive the line, Bert Hamilton, who was treading water about ten feet from the floating tail, took the single lifeline dangling beneath the chopper and passed it under his arms. The others watched while the helicopter carried him a hundred yards to the Virginia shore and returned. The helicopter pilot had to gently move the survivor across the ice, while avoiding the sides of the bridge and keeping an eye on the crowd.

CAPE CANAVERAL, FLA. - NASA, making a lengthy and controversial $8 billion commitment to the exploration of space, chose aerospace contractor Lockheed Martin Corp. on Thursday to develop a craft to take humans to the moon.
The Johnson Space Center in Houston, which already manages NASA's new lunar exploration program called Constellation, will oversee Lockheed's work on a spaceship to be called Orion. The new craft would help establish a moon base from which astronauts would travel to Mars, probably on a different kind of vehicle.
"We are honored by the trust that NASA has placed in the Lockheed Martin team for this historic and vital step forward in human space exploration," said Bob Stevens, chief of Lockheed, which is based in Bethesda, Md.
Orion is intended to swing humans out of Earth orbit for the first time since the final Apollo moon landing in 1972, taking explorers back to the terrain where they will establish a lunar outpost and train for voyages to Mars and other regions of the solar system.
"Space will no longer be a destination we just visit briefly," Horowitz said. "We will learn to live off the land like the pioneers did."
Rocket contracts coming
Once hopeful of flying the space station version of Orion by 2012, NASA has backed off as it revised costs and budget estimates.

America was founded on the principles of liberty and the rule of law. And throughout our Nation's history, the preservation of individual rights has been dependent upon the dedication of our people to liberty and the institutionalization of its principles in the law of the land.
Our forefathers' dedication to liberty is clearly expressed in this Nation's great Charters of Freedom: the Declaration of Independence, the Constitution and the Bill of Rights. These documents, which are the very foundation of American law, guarantee certain inalienable rights and privileges to every citizen. Among these are: freedom of speech, freedom of the press, freedom of religion, freedom of contract, the right to assemble and petition, the right of property ownership, and the right to due process of law.
This year marks the Nation's twenty-fourth annual celebration of Law Day, U.S.A.—a special day for reflection on our heritage of individual freedom and for rededication to maintaining, through law, the principles of liberty which govern this land.
Now, Therefore, I, Ronald Reagan, President of the United States of America, invite the American people to celebrate Friday, May 1, 1981, as Law Day, U.S.A., and to mark its observance with programs and ceremonies as befits our great heritage of liberty under law.
I urge clergymen of all faiths to bring to public attention through sermons and suitable programs the moral and ethical dimensions of law and liberty.
