A protection racket is an extortion scheme whereby a powerful entity or individual coerces other less powerful entities or individuals to pay protection money which allegedly serves to purchase "protection" services against various external threats.
Those who do not buy into the protection plan are often targeted by criminals existing inside or outside of the organization. These crimes are typically thought to originate from the organization itself. When a business refuses to pay for protection, word is put out that they are outside of the local organization's protection (these organizations often exist in the absence of a trusted police force) and that the business in question is therefore free game for freelance criminals or the organization itself.
The protection money is typically collected by a "bag man". Although the organization might be particularly coercive in obtaining protection money, it is usually careful to shelter its "mark" from attacks by competitor organizations that similarly attempt to solicit or threaten the targeted individuals or businesses. Disputes between organizations concerning territory consequently arise from two competing predators attempting to extort from the same "clients."

Critics such as William D. Hartung, Head of the Arms Trade Resource Center, felt that it was inappropriate to appoint businessmen whose companies would be the prime benefactor of any increase in defense spending. U.S. Secretary of Defense Donald Rumsfeld however had decided to make corporate experience one of the key requirements in his appointees as was reported in the Washington Times. This policy led to England's appointment alongside other leading industrialists including James Roche and Thomas E. White. England was sworn in on May 24, 2001.

Bush leaning toward executives for military leadership roles

WASHINGTON - Three corporate executives are under consideration to lead the Air Force, Army and Navy, administration officials said yesterday.
The three men have been interviewed by Defense Secretary Donald Rumsfeld, and the White House was expected to announce next week that it will send their names to the Senate for confirmation, The Washington Times reported yesterday, quoting unidentified sources.
But two Bush administration sources, speaking on condition of anonymity, told The Associated Press that President Bush has not made a decision and that the nominations were not a certainty.
The Times said Gordon England, 63, who retired last week as a vice president at General Dynamics, would be nominated as Navy secretary.

The first Space Shuttle mission, STS (Space Transportation System)-1, was launched April 12, 1981, and returned April 14. Space Shuttle Columbia orbited the earth 36 times in this 54.5-hour mission.
Not only was this the first launch of the Space Shuttle, but it marked the first time that solid fuel rockets were used for a U.S. manned launch. It was also the first U.S. manned space vehicle launched without an unmanned powered test flight.
