Remarks on Board the U.S.S. Constellation off the Coast of California

"So, now, therefore, be is resolved that the President is authorized and requested to designate September 13th as Commodore John Barry Day as a tribute to the Father of the United States Navy and to call upon Federal, State, and local government agencies and the people of the United States to observe such day with appropriate ceremonies and activities." It is signed by Congressman Thomas O'Neill, the Speaker of the House, and by George Bush, the Vice President of the United States and President of the Senate.
I'm going to use about four pens. I could have signed this at the hotel, but I just thought with this chance, I had to sign it right out here where the Navy is.

If I could take another moment of your time, there's a little story maybe known to some of you about the United States Navy. Back in about 1840, around there, when this Nation of ours was so little that the great powers of Europe still were planning to come—they didn't think the experiment would work and they would eventually take us over and colonize various parts of this country—there was a revolution in the Austro-Hungarian Empire. And a Hungarian by the name of Kostia, one of the lieutenants of that revolution, fled to the United States, and he took out his first papers to become a citizen here.
Then he became an importer by trade, and he was in a port on the Mediterranean when someone tipped off the admiral in command of an Austrian warship in the harbor that he was there. And he was kidnaped in the night and taken aboard that ship to be returned to Austria because the revolution had failed—where he would be hung.
The man who he had had working for him there—he had told him about his new country and about that flag, described the flag. And that man was down on the waterfront the next morning, knowing what had happened, and he saw an American flag. It was on a tiny warsloop, an American warsloop. And he went aboard and told Captain Ingraham of the United States Navy what had happened.
Ingraham went to the American Consul in that port. The Consul was reluctant to do anything when he learned that the man had only taken out his first papers, was not yet a citizen. But Captain Ingraham said, "I believe I am the senior officer in this port. I believe that my oath of office requires that I do something for this man who has announced his intention to be a citizen."
He had himself rowed out to the Austrian warship. He demanded to see our citizen. They were amused at the effrontery of this captain of the tiny warsloop, but they brought him on deck in chains. Captain Ingraham said, "I can understand him better without those chains." So they struck the chains, still amused. And then he said, "I'm going to ask you one question. Consider your answer carefully. Do you ask the protection of the American flag?" And Kostia, who had been badly beaten, nodded yes. And he said, "You'll have it."
He went back to his own ship, and in the meantime, three more Austrian warships sailed into the harbor. There were now four. He sent a message over to the admiral again that said, "Any attempt to leave this harbor with our citizen on board will be resisted with appropriate force. And I will expect an answer by 4 o'clock."
Well, at 4 o'clock that afternoon everyone was looking at everyone else through those long spyglasses. No evidence of motion, but it was evident that the four ships were getting ready to sail. He ordered that the guns be rolled into the sally ports. Now it was just seconds until 4 o'clock, and he ordered the men to light those tapers with which they touched off the cannons. They did. And then the lookout called down and said, "They're lowering a boat." And they rowed Kostia over and turned him over to Captain Ingraham. One sloop against four warships. He then went below and wrote his resignation to the United States Navy. He said, "I did what I thought my oath of office required, but if I have embarrassed my country, I tender my resignation."
The United States Senate turned down his resignation with these words: "This battle that was never fought may turn out to be the most important battle in our Nation's history."
For many, many years, indeed for more than a century, there has been a U.S.S. Ingraham in the United States Navy. I have just learned that with the reduction of forces that has taken place in recent years, there is not one now. I promise you there soon will be.
Now, speaking for all your fellow citizens, I want to say how proud you have made all of us. In the weeks ahead when the "Connie" sails into the Western Pacific, remember wherever you are, there also is America and there goes the pride and the good wishes of all your fellow citizens.

I was just dreaming about a television movie about the 9/11/2001 attacks that featured Hal Holbrook as one of the actors. I wish I could remember everything I was thinking about as I was watching that movie in my dream, although I do not actually remember a lot of detail about the movie. I remember there was a lot of scenes about the U.S. Navy. I also remember that a lot of the scenes were filmed in locations that I remember from my locations during that timeframe, such as the Burke-Gilman Trail, which were just trivial details, or so it would seem to the casual viewer. But to me, it meaned something else that was important. There was something else in that dream that I just remembered as I was writing this and I am not certain if it was related to that movie I was dreaming of, which by the way is strange because I just looked up the credits for Hal Holbrook and I do not see any credits for anything on 9/11. Anyway, I was the pilot of an F-14 Tomcat and I can visualize certain details about flying at night and I was searching for two other fighter jets that turned out to be hostile. I can visualize communicating with my RIO and of the tactics I was using to find the other fighter jets. There was something about how the Hawkeye radar aircraft was silent because the enemy fighters were after it so I had to use my own radar as something as a flashlight that I cast about through the rain-filled night time sky hoping to pick up the enemy fighters. I found them and I think I shot them down but the details from that dream are not too clear. There is also something vague and confusing about that part in that I found something and there was another person, as though two people talking outside of my dream, which is confusing, and that one person was saying to the other person about how he was supposed to contact him when I found what I had just found. I can visualize something about that scene but I cannot articulate enough details about it to describe it.

I had a very clear dream about being out to sea but the progress of the events seem to be somewhat out of sequence. I have been thinking about it after waking up and I feel it is important to note that certain events happened out of sequence in the dream and I cannot now remember the sequence as I dreamed, although the sequence of events that are out of order might only span a matter of hours. One reason that seemed important after I woke up is that I was thinking I had been flying an F-14 Tomcat during that event, because that notion was strong in my mind during one dream sequence of events, but then I seemed to be dreaming that I had actually been in an A-6 Intruder.

So anyway, I feel certain the dream sequence started off with me floating in the ocean and I had been in the water for at least two days and there was some concern in my mind about sharks.

Then I noticed a ship was approaching and I was waving my arms to get their attention but I think they had already spotted me and they were approaching me to extract me from the water and they were coming so close I thought they were going to run over me.
There is also something wrong with the proportions in that dream as well, in that the ship seemed a lot smaller than it should be, or something like that. I feel certain it was a Ticonderoga-class cruiser so that would mean, if that really was the class of U.S. Navy ship, that the dream occurred during the 1980's or later. I had no other sense of time and date to the dream.

I remember something about identifying the bow structure of the ship and that was how I knew it was a Ticonderoga but after waking up, I have been wondering why I cannot remember other identifying details about the Ticonderoga-class, such as that large, distinctive forward superstructure or whether it had a rail-launcher or the absence of the rail-launcher, indicating it was one of the later VLS versions.

After the ship pulled past me as I floated in the ocean, I saw a Seahawk helo lift off from the deck, seemingly from the bow, which is odd, and then it was approaching me and I was anticipating it is winch me up as it hovered over me. Another odd detail is that it actually seemed to land, although I cannot visualize it landing, impossibly, on the ocean surface, but I recall that detail because I noted that the tail rotors almost hit me.

Then I was in the ship and I seemed to be in CIC, judging by all the equipment and I was sitting in chair and I was still wearing wet clothes. I can visualize one person that was talking to me more than anyone else but I cannot visualize enough detail about him to describe.
It seems it was then in the dream that I started to dream, or to think, about the events that led to me being in the ocean. I still feel a certain amount of confusion as to whether I dreamed it all in sequence as it occurred, in that this all is probably a true experience I was dreaming about, or whether I dreamed it in the sequence as I am not writing.

As some point in the dream, and that seems to be associated to other events in this dream sequence, I was flying in the B/N seat of an A-6 Intruder and something happened, that I never did seem to know about in the dream, and I was going to have to eject, along with the pilot. At some point since waking up, I am aware that the pilot did not survive and I recall that I never did see him again in the dream. So I don't know what happened and why we had to eject but certain details seem unrealistic, even though I can still visualize sitting there in that B/N seat. One detail is that I was not wearing any kind of harness or belt and after what ever event it was that made us eject, I pulled across an automobile seatbelt and I can still visualize clipping it in.

I think that was just before I noted that I seemed to be sitting in some kind of high-back desk chair and that I pulled the lever that caused the seat back to un-recline, or whatever is the proper word, and the seat back was actually causing me to lean forward.
Then when I, or we, as I can only recally myself ejecting, and similar to scenes in "Top Gun" and "Flight of the Intruder," but with different results, I was blasted through the plexiglass canopy and it shattered as I was blasted through it. I did not seem to suffer any injuries from going through the canopy and I ponder every time over that scene in "Flight of the Intruder.
I think that was the extent of my dream. I think then the dream picks up with me floating in the ocean for at least 2 days and a USN ship rescuing me.

Red Dawn is a 1984 film by John Milius about an invasion of the United States by the Soviet Union, Cuba and other Communist Central American armies, and the resulting guerrilla actions of a group of American high school students in the town of Calumet, Colorado. The movie features Patrick Swayze, C. Thomas Howell, Lea Thompson, Charlie Sheen, Jennifer Grey, and Powers Boothe.
Much of the progress and politics of the war is left to the viewer's speculation in the film's first half (putting the audience in the position of the characters, who also have no idea what is going on beyond their immediate surroundings), but specific facts are later provided by a downed U.S. Air Force pilot, Lieutenant Colonel Andrew Tanner.
Director/screenwriter John Milius reported that he had obtained the help and input of former Secretary of State and NATO commander General Alexander Haig to create the backstory/scenario,[citation needed] which required an invasion of the U.S. by Communist countries with minimal use of nuclear weapons on both sides.
The film's backstory involves several alternate history political precedents. The Green Party came to power in West Germany, forcing the removal of U.S. forces from that nation and all nuclear weapons from Europe. The resulting upheaval left NATO as a political nonentity, with only Britain remaining as a U.S. ally. At the same time, Soviet allies Cuba and Nicaragua each expanded their armies to 500,000 men, subsequently overrunning El Salvador and Honduras. A civil war in Mexico resulted in that country falling behind the Communist "Iron Curtain." In a parallel to Operation Barbarossa, the Soviet Union, like Nazi Germany, now had a broad base from which to invade its primary enemy, and thousands of troops from satellite nations to augment their own armies.
During this time, the Soviet Union was suffering its worst wheat harvest in 55 years and food riots were occurring throughout the nations of the Warsaw Pact. Apparently desperate for food to feed its people, the Soviet Union and its allies launched a full scale invasion of the United States. Although the movie was released in 1984, the story itself takes place in the near future, starting in 1989 and ending in 1990, because the Holodomor of 1932-1934 is probably[original research?] what is being referred to in the opening narration as the previous "worst wheat harvest" that happened 55 years beforehand.
The Soviets utilize a three-phase attack. First, they use strategic nuclear strikes to destroy key points of communication including several major U.S. cities (Omaha, Kansas City and Washington, D.C. are specifically cited). Strategic nuclear weapons are also used to destroy ICBM bases in Montana and the Dakotas. In addition, it is hinted that Cuban infiltrators aid in confusing U.S. forces by raiding Strategic Air Command bases throughout the Midwest and Texas. Coupled with these nuclear attacks, Soviet transport aircraft containing elite Soviet VDV and Cuban paratroopers slipped through the U.S. radar disguised as commercial airliners.

The Grumman F-14 Tomcat is a supersonic, twin-engine, two-seat, variable geometry wing aircraft. The F-14 was the United States Navy's primary maritime air superiority fighter, fleet defense interceptor and tactical reconnaissance platform from 1972 to 2006. Operation Red Dawn was a military operation conducted by the United States Armed Forces on December 13, 2003 in the small town of ad-Dawr in Iraq, near Tikrit. The operation resulted in the capture of the country's former president, Saddam Hussein, and put to rest rumours of his death. The operation, and its two main objectives, were thought to be named for the 1984 film Red Dawn. Major Brian Reed, the officer who wrote up the Op Order for the mission, and named it, said that there was no connection whatsoever with the film. But another officer, U.S. Army Capt. Geoffrey McMurray, told USA TODAY that he was the soldier who picked the name and confirmed its connection to the film.[1]
The operation was assigned to the 1st Brigade Combat Team of the U.S. Army's 4th Infantry Division, the Raider Brigade. Six hundred soldiers participated, including cavalry, engineers, artillery, air support, and special forces, under the overall command of Colonel James Hickey of the 4th Infantry Division.
Soldiers entered two sites (codenamed Wolverine 1 and Wolverine 2) outside the village of ad-Dawr but failed initially to find Saddam. A subsequent cordon and search operation found the fugitive leader hiding in a so-called "spider hole" at a small mud-walled compound. He was taken into custody at 20:30 local time. He was armed with a pistol, but offered no resistance during his capture. The soldiers also found a AK-47 rifle, US$750,000 in $100 bills, Bounty chocolate bar [1], and a McVitie's taxi chocolate biscuit.[2]. Two Iraqis, believed to be Saddam's former cook Qais Namuk and his brother, were also taken into custody. Hussein was later moved to an undisclosed location as soldiers continued to search the area.
The name of the operation, Red Dawn, apparently comes from the title of a 1984 film directed by John Milius, in which a group of American teenagers band together to commit sabotage and other guerrilla attacks in their Colorado town against invading Soviet forces. The teenagers, whose leader was portrayed by a young Patrick Swayze, called themselves the "Wolverines" — the name given to the targets of the U.S. forces in ad-Dawr. Several pundits have made note of the very irony that the namesake of the operation was a movie relating the story of insurgents fighting against an occupying invading force

Three levels of courts-martial can be convened depending on the severity of the offense(s): Summary (which can confine junior enlisted to up to 30 days), Special (which, depending on the charges, can confine an accused up to a year and give a bad-conduct discharge to enlisted) and General (which, depending on the charges, can sentence an accused to death or life imprisonment, and give a bad-conduct or dishonorable discharge or a dismissal to officers). Unlike federal courts established under Article III of the U.S. Constitution, a court-martial is established under Article I and does not exist until its creation is ordered by a commanding officer. General courts-martial require an investigating officer, with at least the rank of captain (naval lieutenant), to hold a hearing to review government evidence which outlines the elements of the alleged crime. These investigations are referred to as Article 32 hearings because they are described in article 32 of the Uniform Code of Military Justice (UCMJ). In the Air Force and Navy the Investigating Officer is usually a JAG officer, in the Army it is usually a non-lawyer. The accused is present and has an attorney to examine evidence and testimony. The Article 32 hearing is a major discovery tool for the defense. The investigating officer then sends the report with recommendations to the convening authority, who may then refer the case for court-martial.

The Stolen Valor Act of 2005 (the Act), signed into law by [ U.S. national traitor George W. Bush ] on December 20, 2006, is a U.S. law that broadens the provisions of previous U.S. law addressing the unauthorized wearing, manufacture or selling of military decorations and medals. It is a federal offense which carries a punishment of prison time and/or a fine; the scope previously covered only the Medal of Honor.
The Act was first introduced into the United States Congress's House of Representatives on July 19, 2005 by Representative John Salazar, a Democrat from Colorado, as H.R. 3352. It was introduced into the Senate by Senator Kent Conrad, a Democrat from North Dakota, on November 10, 2005 as S. 1998. The Senate version was passed unanimously on September 7, 2006. The Senate version then went to the same House Judiciary Committee that held the House version. The Act briefly stalled, but the House subsequently passed the Senate version, S. 1998, on December 6, 2006.
The purpose of the Act is to strengthen the provisions of 18 U.S.C. § 704 by broadening its scope and strengthening penalties. Specific new provisions in the Act include: granting more authority to Federal law enforcement officers, extending scope beyond the Medal of Honor, broadening the law to cover false claims whereas previously an overt act had to be committed, covering mailing and shipping of medals, and protecting the reputation and meaning of military heroism medals.
The need for the Act came about because of large numbers of fake military heroes in the United States. For example, as of June 2, 2006 there were only 120 living Medal of Honor recipients, but there were far more known imposters. There are also large numbers of fake Navy SEALS and Army Special Forces, among others.

The Congressional Space Medal of Honor was authorized by the United States Congress in 1969 to recognize "any astronaut who in the performance of his duties has distinguished himself by exceptionally meritorious efforts and contributions to the welfare of the Nation and mankind." It is awarded by the President on recommendations from the NASA Administrator. The award is a separate decoration from the Medal of Honor, which is a military award for extreme bravery and gallantry in combat.
Although the Congressional Space Medal of Honor is a civilian award of the United States government, it is authorized as a military decoration for display on U.S. military uniforms due to the prestige of the decoration. In such cases, the Congressional Space Medal of Honor is worn as a ribbon following all United States Armed Forces decorations.
To be awarded the Congressional Space Medal of Honor, an astronaut must perform feats of extraordinary accomplishment while participating in actual space flight under the authority of the National Aeronautics and Space Administration. Typically, the Congressional Space Medal of Honor is awarded for scientific discoveries or actions of tremendous benefit to mankind. The decoration may also be awarded for extreme bravery during a space emergency or in preventing a major space disaster. The Congressional Space Medal of Honor may also be presented posthumously to those astronauts who died in the line of duty while performing a United States space mission.
