Kleptocracy

A kleptocracy (sometimes cleptocracy) (root: klepto+kratein = rule by thieves) is a government that extends the personal wealth and political power of government officials and the ruling class (collectively, kleptocrats) at the expense of the population. A kleptocratic government often goes beyond merely awarding the prime contracts and civil service posts to friends (a common feature of corrupt governments[citation needed]). They also create projects and programs at a policy level which serve the primary purpose of funnelling money out of the treasury and into the pockets of the executive with little if any regard for the logic, viability or necessity of those projects.


The creation of a kleptocracy powered by dictatorship typically results in many years of general hardship and suffering for the vast majority of citizens, as civil society and the rule of law disintegrate. The protection society has against kleptocracy is largely dependent on the effectiveness of the rule of law to prevent political leaders abusing their powers, the free flow of information (necessary to properly identify kleptocrats) and ability of the population to remove corrupt leaders from office. Many such protections are included in legal documents such as a constitution or a bill of rights and are also found in the United Nations Universal Declaration of Human Rights, Article 17. Many countries have these protections, on paper; in many cases, the rules have not been enforced. The imposition of a government on property rights may not be limited to taxation, licenses, and eminent domain and may extend to outright nationalization of privately held property if left unchecked by the rule of law.

Little green men

Little green men are the stereotypical portrayal of extraterrestrials as little humanoid-like creatures with green skin and antennae on their heads.


During the flying saucer sightings in the 1950s, the term little green men came into popular usage in reference to aliens. In one classic case, the Kelly-Hopkinsville sighting on August 21, 1955, two rural Kentucky men described a supposed encounter with 3-4 foot tall greenish, somewhat humanoid-looking aliens. Many newspaper articles used the term little green men in writing up the story.

Usage of the term clearly predates the 1955 incident, though exactly when it first got applied to aliens in flying saucers or aliens in general has been difficult to pin down. Folklore researcher Chris Aubeck has used electronic searches of old newspapers and found a number of instances dating from around the turn of the 20th Century referring to green aliens. Aubeck found one story from 1899 in the Atlanta Constitution about a little, green-skinned alien, in a tale called Green Boy From Hurrah, "Hurrah" being another planet, perhaps Mars. Edgar Rice Burroughs referred to the "green men of Mars" and "green Martian women" in his first 1906 science fiction novel A Princess of Mars.

However the first use of the specific phrase "little green man" in reference to extraterrestrials that Aubeck found dates to 1908 in the Daily Kennebec Journal (Augusta, Maine), in this case the aliens again being Martians.

In 1910 (or 1915), a "little green man" was allegedly captured from his crashed spaceship in Puglia, Italy.

Green aliens soon came to commonly portray extraterrestrials and adorned the covers of many of the 1920s to 1950s science fiction pulp magazines with pictures of Buck Rogers and Flash Gordon battling green alien monsters.

Second element: establishing actual copying

A plaintiff establishes actual copying with direct or indirect evidence. Direct evidence is satisfied either by a defendant's admission to copying or the testimony of witnesses who observed the defendant in the act. More commonly, a plaintiff relies on circumstantial or indirect evidence. A court will infer copying by a showing of a "striking similarity" between the copyrighted work and the alleged copy, along with a showing of both access and use of that access. A plaintiff may establish access by proof of distribution over a large geographical area, or by eyewitness testimony that the defendant owned a copy of the protected work. Access alone is not sufficient to establish infringement. The plaintiff must show a similarity between the two works, and the degree of similarity will affect the probability that illicit copying in fact occurred in the court's eyes. Even then, the plaintiff must show that the copying amounted to improper appropriation.
Indeed, the US Supreme Court has held that not all copying constitutes infringement and a showing of misappropriation is necessary.


Third element: establishing misappropriation

A copyrighted work may contain elements which are not copyrightable, such as facts, ideas, themes, or content in the public domain. A plaintiff alleging misappropriation must first demonstrate that what the defendant appropriated from the copyrighted work was protectible. Second, a plaintiff must show that the intended audience will recognize substantial similarities between the two works. The intended audience may be the general public, or a specialized field. The degree of similarity necessary for a court to find misappropriation is not easily defined. Indeed, "the test for infringement of a copyright is of necessity vague." Two methods are used to determine if unlawful appropriation has occurred: the subtractive method and the totality method.

The subtractive method, also known as the "abstraction/subtraction approach" seeks to analyze what parts of a copyrighted work are protectible and which are not. The unprotected elements are subtracted and the fact finder then determines whether substantial similarities exist in the protectible expression which remains. For instance, if the copyright holder for West Side Story alleged infringement, the elements of that musical borrowed from Romeo and Juliet would be subtracted before comparing it to the allegedly infringing work because Romeo and Juliet exists in the public domain.

The totality method, also known as the "total concept and feel" approach takes the work as a whole with all elements included when determining if a substantial similarity exists. The individual elements of the alleged infringing work may by themselves be substantially different from their corresponding part in the copyrighted work, but nevertheless taken together be a clear misappropriation of copyrightable material.

She first taught on the Flathead Indian Reservation in Montana. She currently teaches second grade. Congratulations. And we have a little thing for you.

And the winner, the teacher who will be going into space: Christa McAuliffe. Where is—is that you? [Laughter] Christa teaches in Concord High School in Concord, New Hampshire. She teaches high school social studies. She's been teaching for 12 years. She plans to keep a journal of her experiences in space. She said that—and here's the quote—"Just as the pioneer travelers of the Conestoga wagon days kept personal journies [journals], I as a space traveler would do the same." Well, I'm personally looking forward to reading that journal some day.

And by the way, Christa, while you're in the program, Concord High obviously will need substitute teachers to fill in. And it's only right that we provide— [laughter] —one of these substitutes. So, the first class you miss, your substitute will be my dear friend and the President's, Bill Bennett, the Secretary of Education.

So, congratulations to all of you. Good luck, Christa, and God bless all of you. Thank you very much for coming. And you, too, get one of these.

Christopher Columbus (1451 – May 20, 1506) was an Italian navigator, colonizer and explorer whose voyages across the Atlantic Ocean led to general European awareness of the American continents in the Western Hemisphere. Funding campaign

In 1485, Columbus presented his plans to John II, King of Portugal. He proposed the king equip three sturdy ships and grant Columbus one year's time to sail out into the Atlantic, search for a western route to Orient, and then return home. Columbus also requested he be made "Great Admiral of the Ocean", created governor of any and all lands he discovered, and given one-tenth of all revenue from those lands discovered. The king submitted the proposal to his experts, who rejected it. It was their considered opinion that Columbus' proposed route of 2,400 miles (3,860 km) was, in fact, far too short.

General of the Armies and General of the Armies of the United States are the highest possible ranks in the United States Army.


After World War II, which saw the introduction of U.S. "5-star" officers who outranked Washington, both Congress and the President revisited the issue of Washington's rank. To maintain George Washington's proper position as the first Commanding General of the United States Army, he was appointed, posthumously, to the grade of General of the Armies of the United States by congressional joint resolution Public Law 94-479 January 19, 1976, approved by President Gerald R. Ford on October 11, 1976. The law established the grade as having "rank and precedence over all other grades of the Army, past or present,"clearly making it superior to General of the Army. The Department of the Army Order 31-3, issued on March 13, 1978 had an effective appointment date of July 4, 1976. The rank ensures that no United States military officer outranks George Washington

Rank and organization: Colonel, United States Marine Corps, Prisoner of War by the Viet Cong in the Republic of Vietnam. Place and date: Vietnam, 31 December 1964 to 8 December, 1967. Entered Service at: Brooklyn, New York. Date and place of birth: 9 August 1934, Brooklyn New York. Citation: For conspicuous gallantry and intrepidity at the risk of his life above and beyond the call of duty while interned as a Prisoner of War by the Viet Cong in the Republic of Vietnam during the period 31 December 1964 to 8 December 1967. Despite the fact that by so doing he would bring about harsher treatment for himself, Colonel (then Captain) Cook established himself as the senior prisoner, even though in actuality he was not. Repeatedly assuming more than his share of their health, Colonel Cook willingly and unselfishly put the interests of his comrades before that of his own well-being and, eventually, his life. Giving more needy men his medicine and drug allowance
while constantly nursing them, he risked infection from contagious diseases while in a rapidly deteriorating state of health. This unselfish and exemplary conduct, coupled with his refusal to stray even the slightest from the Code of Conduct, earned him the deepest respect from not only his fellow prisoners, but his captors as well. Rather than negotiate for his own release or better treatment, he steadfastly frustrated attempts by the Viet Cong to break his indomitable spirit. and passed this same resolve on to the men whose well-being he so closely associated himself. Knowing his refusals would prevent his release prior to the end of the war, and also knowing his chances for prolonged survival would be small in the event of continued refusal, he chose nevertheless to adhere to a Code of Conduct far above that which could be expected. His personal valor and exceptional spirit of loyalty in the face of almost certain death reflected the highest credit
upon Colonel Cook, the Marine Corps, and the United States Naval Service.
