Matt Bissonnette, a former member of Navy SEAL Team 6, will probably have to forfeit at least $4.5 million in book royalties over his failure to allow the Pentagon to review his best seller on the Osama bin Laden raid for possible security breaches, according to court documents filed by his lawyer.
The documents say Mr. Bissonnette would also have to give up movie rights to his book “No Easy Day,” worth at least $900,000, and would lose the security clearances needed to do military-related consulting work.
The lawyer, Matthew I. Fleischman, outlined these likely penalties in a lawsuit filed on Thursday against a law firm that Mr. Bissonnette contended had given him poor legal advice while helping him vet the book.
All told, the suit says, Mr. Bissonnette could lose more than $8 million through the forfeiture of royalties to the government and lost business opportunities.
Using the pen name Mark Owen, Mr. Bissonette described the May 2011 raid that killed the leader of Al Qaeda in detail in his book and said he was one of several SEAL members who had shot Bin Laden. Another former member of the team, Robert O’Neill, claimed on Thursday that he fired the fatal shot at Bin Laden, though others on the SEAL team disputed his account and said they objected to attempts by individuals to cash in on team efforts.
Mr. Bissonette has apologized for failing to put his book through a required security review process at the Pentagon.
Another lawyer for him, Robert D. Luskin, said last week that he thought he reached an agreement last spring with the Justice Department to settle that dispute by having Mr. Bissonnette forfeit some of his millions in royalties on the book. But rather than approve the deal, the Justice Department opened a criminal investigation of Mr. Bissonnette in May or June over possible security breaches.
Justice Department officials declined to comment. But Mr. Luskin said he thought that the investigation would be “resolved favorably” for Mr. Bissonnette and that the settlement talks would resume.
In Thursday’s lawsuit, filed in United States District Court in Manhattan, Mr. Fleischman contended that Kevin P. Podlaski, a former military lawyer, and his former law firm, Carson Boxberger of Bloomington, Ind., had mistakenly advised Mr. Bissonnette that his manuscript did not have to undergo the Pentagon’s prepublication review.
Mr. Podlaski and Robert L. Shannon Jr., a lawyer representing Mr. Podlaski and Carson Boxberger, did not respond to phone and email messages seeking comment.
But Mr. Shannon said Mr. Podlaski denied the allegations, the Courthouse News Service reported.

Dear Mr. Chairman:
I have your letter of May thirtieth and am glad to note you have accepted my proposal that technical experts meet to study the possibility of detecting violations of a possible agreement on suspension of nuclear tests. These talks would be undertaken without commitment as to the final decision on the relationship of nuclear test suspension to other more important disarmament measures I have proposed.
I propose that these discussions begin on or about July first in Geneva. While we appreciate your offer to hold these talks in Moscow, we believe that Geneva would be preferable from our standpoint, and note that it would be acceptable to you. The Swiss Government has agreed to this location.
With respect to participation I suggest that initially at least we adhere to the concept expressed in your letter of May 9, 1958, where you say, "the Soviet Government agrees to having both sides designate experts." As indicated in my letter of May 24, 1958, our side at this discussion will include experts from the United States, United Kingdom, France and possibly from other countries which have specialists with a thorough knowledge in the field of detecting nuclear tests, and we note that you have no objection to this. With regard to the inclusion on your side of experts from Czechoslovakia and Poland, we have no objection to this. With respect to experts of nationalities not identified with either side, we have no objection in principle to their joining later in the discussions if it is agreed during the course of the talks that this is necessary or useful from the point of view of the purposes of the technical talks.
It may be possible for the experts to produce a final report within three or four weeks as you suggest. However, I believe that there should be enough flexibility in our arrangements to allow a little longer time if it is needed to resolve the complex technical issues involved.
I propose that further arrangements for the meeting be handled through normal diplomatic channels.

IN MY MESSAGE to the Congress of February 19th on the Economic Opportunity, Act, I called for a "national commitment to providing all American children an opportunity for healthful and stimulating development during the first five years of life." I again pledge myself to that commitment.
No such commitment has ever before been asked in our Nation. No such pledge has ever been given.
Two fundamental developments bring it about.
The first is one of the most characteristic developments of the modern age: new knowledge, new facts. We know today-and with each day our knowledge grows more detailed--that the process of human development is in certain fundamental ways different from what it has been thought to be. Or perhaps it is the case that mothers have always understood, but that only men have failed to take notice:
We have learned, first of all, that the process of learning how to learn begins very, very early in the life of the infant child. Children begin this process in the very earliest months of life, long before they are anywhere near a first grade class, or even kindergarten, or play school group. We have also learned that for the children of the poor this ability to learn can begin to deteriorate very early in life, so that the youth begins school well behind his contemporaries and seemingly rarely catches up. He is handicapped as surely as a child crippled by polio is handicapped, and he bears the burden of that handicap through all his life. It is elemental that, even as in the case of polio, the effects of prevention are far better than the effects of cure.
Increasingly we know something about how this can be done. With each passing year--almost with each passing month, such is the pace of new developments in this field of knowledge--research workers in the United States and elsewhere in the world are learning more about the way in which an impoverished environment can develop a "learned helplessness" in children. When there is little stimulus for the mind, and especially when there is little interaction between parent and child, the child suffers lasting disabilities, particularly with respect to the development of a sense of control of his environment. None of this follows from the simple fact of being poor, but it is now fully established that an environment that does not simulate learning is closely associated in the real world with poverty in its traditional forms. As much as any one thing it is this factor that leads to the transmission of poverty from one generation to the next. It is no longer possible to deny that the process is all too evidently at work in the slums of America's cities, and that is a most ominous aspect of the urban crisis.
It is just as certain that we shall have to invent new social institutions to respond to this new knowledge.
Elementary school, kindergarten, even Head Start appear to come too late for many of those children who most need help. This is no ground for despair, but to the contrary, a clear challenge to our creativity as a great urban, democratic society. Ways of reaching and helping the very young and their mothers--when they need such help--must be found. There must be ways that protect the privacy of that relationship, and the sacred right of parents to rear their children according to their own values and own understanding. But they also bear a solemn responsibility to insure that the full potential of those children is enabled to come forth. Finding a balance between these imperatives will test our moral wisdom as much as our scientific knowledge. But it can be done, and it must.
The delegation of Head Start to the Department of Health, Education, and Welfare was the first step in fulfilling my commitment to the first 5 years of life. In HEW, this program can be supported and supplemented by other Federal programs dealing with children in the early years.
The second step, which I announce today, is the creation of an Office of Child Development, reporting directly to Secretary Finch's office. This Office must take a comprehensive approach to the development of young children, combining programs which deal with the physical, social, and intellectual.
Preliminary evaluations of this program indicate that Head Start must begin earlier in life, and last longer, to achieve lasting benefits. Toward this end, Secretary Finch has decided to expand the Parent and Child Center and Follow Through programs, while reducing summer programs.
We must remember that we are only beginning to learn what works, and what does not, in this field. We are on the verge of exciting breakthroughs, but much more must be learned before we can prepare a successful nationwide preschool program.
There are any number of urban problems that can be dealt with promptly-and should be. Others can be approached in terms that admit of clear results in 2, 3, and 4 years. But some matters take longer. Above all, the process of a child's maturing is one of slow and steady growth that will not be speeded up for all our scientific knowledge.
America must learn to approach its problems in terms of the time span those problems require. All problems are pressing; all cry out for instant solutions; but not all can be instantly solved. We must submit to the discipline of time with respect to those issues which provide no alternative.
The process of child development is such a matter.
Our commitment to the first 5 years of life will not show its full results during my administration, nor in that of my successor. But if we plant the seeds and if we respond to the knowledge we have, then a stronger and greater America will surely one day come of it.

CHAPTER ONE
My story starts simply. I grew up in the mountains of north Georgia during the fifties and sixties. The area was part of the "third world" then, and some say it still is. Electricity didn't come to our home until I was a young boy. Indoor plumbing followed several years later.
I was the first of my family to graduate from high school, and we considered that a pretty big achievement, as our expectations weren't very high. It wasn't that my parents were against education; it was just that neither of them had gone further than elementary school, and they didn't have the ability or the understanding to help.
Though we might not have been scholars, we did know how to go into the military. I grew up listening to the war stories and tales of my family and friends, and I was determined to join as soon as I was able. I enlisted in the army in the spring of 1970, during the height of the Vietnam War. I was still in high school, and my reporting date was immediately after graduation.

The last line of retired Command Sgt. Maj. Eric L. Haney's 2002 memoir describes how he can spot a fellow counterterrorism soldier on the evening news: "It's always in a bad place, and the Delta Force member is the man who looks like he's at home."
It's also indicative of how a 53-year-old soldier with a pedigree that includes stints as an Army infantryman, Ranger and founding member of the secret counterterrorist arm Delta Force has come to feel right at home on an unlikely battlefield. The centurion has gone Hollywood.
Haney's bestselling "Inside Delta Force: The Story of America's Elite Counterterrorist Unit" is the foundation for a new CBS drama, "The Unit," which premieres tonight at 9. It's as if all of his life's work -- raiding Iran in 1980 in an attempt to free the American hostages, leading the detail that returned President Jean-Bertrand Aristide to Haiti, protecting princes and presidents -- had prepared him for the world of pitch meetings, pilots and location scouting.
And, as in a war zone, Haney has learned, the secret to getting things accomplished in Hollywood is in the company you keep. In his $5.5-million deal with 20th Century Fox Television, Haney partnered with Pulitzer Prize-winning playwright and screenwriter David Mamet, who created the series -- his first -- based on Haney's war stories. The two then persuaded Shawn Ryan, creator of FX's "The Shield," to run the show.
"I'm sure that the things that made Eric a great soldier are also contributing to his success in a different field," said Mamet, who hired Haney to be the technical advisor on his 2004 film "Spartan" after reading his book.
Mamet said Haney puts him in mind of something Napoleon was credited with once saying: "Give me a man who is lucky." "What Napoleon meant," Mamet said, "is someone who is capable of foreseeing the least glimmer of an opportunity and exploiting it. That's where success comes from in battle. And I think that's where success comes from in show business."
More than an advisor
With a physique that still commands, even though he now walks with a cane, Haney didn't just serve as a technical advisor on "The Unit." He co-wrote two of the show's 13 episodes, worked in the writers' room on other stories, trained the actors in special operations tactics, advised directors and helped to produce every episode.
"I was driving home late one night," Haney said, "and I came to the conscious realization that this was the most enjoyable thing I'd ever done."
Of course, true success in television is measured in ratings, and Nielsen's verdict won't come down until Wednesday. But "The Unit," an action drama with plenty of heroes, certainly fits a network made up of good-guy-versus-bad-guy shows, including the "CSI" franchise, "Without a Trace," "Criminal Minds" and Numb3rs." "The Unit" also is a family show that devotes time to the wives and personal relationships of the soldiers.
"What impressed me about Eric," Ryan said, "was how intelligent he is, the different languages he spoke, his encyclopedic knowledge of history. And being able to swim through any nation you're in, blending with the crowd, where you're half spy, half soldier. These are things I realized I had not seen portrayed on television or film."
Starring Dennis Haysbert in a role loosely based on Haney, "The Unit" also features Scott Foley, Robert Patrick and Regina Taylor. There is plenty of action, along with marital intrigue, infidelity and some questionable business dealings.
"When I watch action movies, I always wonder, 'Who is that third guy from the left?' " Ryan said. " 'Who cares if he comes home?' Because they are not indestructible, and Eric essentially opened up a world that answers those questions. It's an area that Eric doesn't talk a lot about in his book but he talked a lot about with us. And I think it's an area that really intrigued CBS."
CBS bought the show in 2004 after a pitch session with Ryan, Mamet and Haney in which the two show business veterans let the soldier -- who had no script "but I had this book" -- do his thing. Maybe it was Haney's Southern gentleman charm, or his gift of storytelling, which he says was passed down from his ancestors in the mountains of Georgia, or his philosophical approach to warfare and the human condition that persuaded CBS Chief Executive Leslie Moonves to buy "The Unit." But Ryan has another theory.
"Somebody joked that the reason CBS bought the show is that Les Moonves actually met a guy more macho than he was."
How macho? Once when his backyard deck went up in flames, Haney calmly walked barefoot through the fire to put it out, according to his astonished wife of nearly 10 years, Dianna Edwards. And sometimes while beating out stories in the writers' room, Haney sharpened knives underneath the table. "I'd make sure that whatever the next thing he said was, I'd say, 'Great idea, Eric,' " Ryan said.

An expert marksman, adept at espionage and taking on terrorists and enemy armies, Haney co-founded and spent eight years -- from ages 26 to 34 -- in Delta Force. Indeed, Haney, who is fluent in English, Spanish, Arabic and Portuguese, has lived an engrossing life that usually isn't depicted in Hollywood portrayals of special ops forces.
"As done by Sylvester Stallone or the governor of California, [it] is always this one-dimensional cartoonish character: He's a monosyllabic Neanderthal who slaughters everything that inhabits the Earth and there's no payoff," Haney said. "And it's so far from the truth. This great technologically enabled culture ... helps whoever is in the Oval Office decide that we're going to democratize places for whatever our reasons are and to [do that] means that me and a handful of other people are going to go kill some other human beings. And we do it at [close] range, not from 40,000 feet in an air-conditioned aircraft.
"I wanted to write about humanity, inhumanity and the cost of warfare.... " Haney said. "And what we wanted to do on the show is tell that story of humanity, where you can't tell where one begins and another ends."
After his run as president of the United States on Fox's "24" ended, Haysbert was looking for an action role. But when he met Haney, "The Unit" became about a lot more than playing a warrior.
"When I met Eric, there was an immediate connection and I just had to ... say thank you for everything he has done for this country," Haysbert said. "He's very bright and he's not this rah-rah soldier type. I hate to use this word, but he wasn't a killer."
Before the pilot was shot, Haney spent a week training the actors in special operations tactics: shooting a gun, entering a room, engaging in close-quarter battles. Over and over, the actors tore through "The Shield's" administrative building at Prospect Studios in Los Feliz, which served as headquarters for "The Unit" during the pilot shooting.
"He said the one thing you have to do is move like warm honey," said Haysbert, who noticed that sometimes Haney would leave the set during filming. One such scene had Haysbert's character, Jonas Blane, guarding the life of a wounded soldier by holding his femoral artery in one hand and a gun in another. That happened long ago to Haney in Afghanistan.
"It's fantasy, it's television, it's not for real. But it can put you back in the moment," Haney said. "I did have some moments where I had to turn around and walk away."
It's about training
Haney's wife, a writer who met him while he was on vacation in Atlanta from his job protecting a Saudi prince in 1991, said she finds it liberating to be with a man like Haney. "Eric takes the fear out of anything and not just because he can protect you," Edwards said. "But because his world is so expansive and so inclusive. And not just the civilized, pretty parts. He can find beauty everywhere."
As a graduation exercise from their five-day boot camp, the actors were instructed to unexpectedly storm the writers' room of "The Shield" in its production offices next door.
So, what was it like?
"To see people in the hallway seeing Dennis Haysbert and Scott Foley going by fully armed and loaded, it was pretty hysterical," said Ryan, the only one privy to the assault beforehand.
"We actually could have taken out the entire building," Haysbert said. "By the time they reacted, it was over. It was so intense, the way you enter the room and you have to make sure to hit the right people, miss the right people and above everything else, miss each other. We were moving like warm honey."

Dear Mr. President:
This morning your Ambassador delivered to me the letter you wrote under date of May twenty-eighth. I found it intensely interesting.
To my mind you have described accurately both the existing situation and the desirability of corrective action. I am delighted, therefore, that you have taken the initiative in this matter.
While Your Excellency did not suggest any specific program to improve Pan American understanding, it seems to me that our two Governments should consult together as soon as possible with a view to approaching other members of the Pan American community, and starting promptly on measures that would produce throughout the continent a reaffirmation of devotion to Pan Americanism, and better planning in promoting the common interests and welfare of our several countries. There is a wide range of subjects to be discussed and explored, including, for example, the problem of implementing more fully the Declaration of Solidarity of the Tenth Inter-American Conference held at Caracas in 1954.
Because I deem this matter so important, I am instructing Mr. Roy Richard Rubottom, Jr., Assistant Secretary of State for Inter-American Affairs, to deliver my letter to you personally in Rio de Janeiro, to explore with you further your thinking on these matters. Your thoughts and ideas thus obtained at first hand can be the subject of further consultation through normal diplomatic channels, preparatory to a later visit to Brazil by the Secretary of State. With your concurrence, Mr. Rubottom will make final arrangement with your Government for the timing of Secretary Dulles' visit.

Mr. President:
I want to convey to Your Excellency, on behalf of the Brazilian people as well as for myself, an expression of sentiments of solidarity and esteem, the affirmation of which is become necessary in view of the aggressions and vexations undergone by Vice President Nixon during his recent visit to countries in Latin America.
The widespread reaction of aversion on the part of the governments and of public opinion in the very nations in which occurred those reprovable acts against the serene and courageous person of the Vice President, constitutes proof that such demonstrations proceeded from a factious minority.
Nonetheless, it would be hardly feasible to conceal the fact that, before world public opinion, the ideal of Pan American unity has suffered serious impairment. Those disagreeable events, which we deplore so much, have nevertheless imparted an inescapable impression that we misunderstand each other on this Continent. The propaganda disseminated by the tools of anti-Americanism is apparently now directed toward presenting such supposed misunderstandings as actual incompatibility and even enmity between the free countries of the American community. fortunately, this is far from being the truth.
It appears to me, Mr. President, that it would be utterly inconvenient and unfair to allow this false impression to prevail, morally weakening the cause of democracy, to the defense of which we are pledged.
In addressing these words to Your Excellency, my sole purpose is to acquaint you with my deep-seated conviction that something must be done to restore composure to the continental unity. I have no definite and detailed plans to that effect, but rather ideas and thoughts which I could confide to Your Excellency should an early opportunity to do so arise.
I might venture at this juncture, however, that the hour has come for us to undertake jointly a thorough review of the policy of mutual understanding on this Hemisphere and to conduct a comprehensive reappraisal of the proceedings already in motion for the furtherance of Pan American ideals in all their aspects and implications. The time has come for us to ask ourselves the pertinent question as to whether or not all of us are doing our utmost to weld the indestructible union of sentiments, aspirations and interests called for by the graveness of the world situation.
As a soldier who led democracy to victory, as an experienced statesman and, above all as a man sensitive to the ways of truth, Your Excellency is in an unique position to evaluate the seriousness of the question which I postulate with the exclusive purpose of defining and subsequently eliminating an entire range of misunderstandings that are easily capable of being removed at this moment but which may perhaps suffer a malignant growth should we fail to give it proper and timely attention.
It is hoped that the unpleasant memory of the ordeal undergone by Vice President Nixon will be effaced by the results of earnest efforts towards creating something deeper and more durable for the defense and preservation of our common destiny.
As I have already said to Your Excellency, it is advisable that we correct the false impression that we are not behaving in a fraternal way in the Americas; but besides this corrective effort, and in order that it be durable and perfect, we must search our consciences to find out if we are following the right path in regard to Pan Americanism.
It is my earnest hope that Your Excellency will feel that this letter was written under the impulse of a desire to reaffirm the warm and sincere fraternal sentiments which have always bound my Country to the United States of America, in perfect attunement with the ideas outlined by Your Excellency on the occasion of the meeting of the Chief Executives of the American nations in Panama.

Somewhere long ago I wrote in my journal about that time in Palma de Mallorca during Christmas 1989. We had an extended port visit there during our deployment to the Med. Sea and one drunken night on liberty at a bar we went to frequently I got the wild idea to steal a barstool. I can still vaguely visualize that place. I can also recall having that barstool over my shoulder as I walked up the gangplank back onto the ship. I left the ship a few weeks later and that rusty old barstool was still sitting there in Missile Plot, renamed the "Missile Plot Country Club" by me after I had earlier become work center supervisor.

I had a dream earlier about living in a room that reminded me of that room at Shoreline Veterans center. There was more to it though; more than I can articulate. In the dream, I came into the room to find that someone had rearranged all my furniture. There was also something I can remember someone saying but was alone in the room at the time, which is an element to the dreams sometimes. The voice said something about how I needed to do something, but I don't remember what he said I needed to do. I can remember in the dream looking around the room as I planned how to arrange the furniture that way I wanted it. I looked at the corner where I would put my desk, I looked at some tall structures that I can't think of a name for and decided they were too far away from the wall. One of them had some kind of exhaust fan, as though it was a refrigerator, but it didn't seem to be a refrigerator. I can remember a stool for the desk but it had been taken apart. I think there was another chair and I debated whether to assemble the stool.

United Airlines (UAL) Flight 232, a McDonnell Douglas DC-10-10, was a scheduled passenger flight from Stapleton International Airport in Denver, Colorado to Philadelphia, Pennsylvania, with an en route stop in Chicago, Illinois. On July 19, 1989, at 14:09 Central Daylight Time (CDT), Flight 232 departed Denver with 285 passengers and 11 crewmembers on board.
About 1 hour and 7 minutes after takeoff (at approximately 15:16 CDT) the flight crew heard a loud bang followed by vibration and shuddering of the airframe. The flight crew checked the engine instruments and determined that the No. 2 engine (tail-mounted) had failed, and they initiated the engine shutdown checklist. While performing the shutdown checklist, the flight crew noted that the aircraft's normal system hydraulic pressure and quantity gauges indicated zero. The No. 2 engine failure had been caused by a catastrophic uncontained fan disk burst that resulted in engine debris damaging the aircraft's three hydraulic systems that were located in the tail section of the aircraft.
The airplane was minimally controllable via the use of asymmetric thrust control. The crew managed to maneuver the airplane to the vicinity of Sioux City, Iowa. At 16:00 CDT, after being cleared to land at Sioux Gateway Airport in Sioux City, Iowa, the airplane experienced a crash landing while attempting to land on runway 22. There were 111 fatalities, 47 serious, and 125 minor injuries from this accident.

A Proclamation
The Secretaries of Commerce and Energy have advised me that the threat to the national security posed by imports of petroleum continues. The Secretaries, in conjunction with the Secretaries of State, Defense, and Treasury, advise that we no longer consider Libya to be a reliable supplier of United States energy needs, and that we must ensure we are not vulnerable to Libyan action in this area. Libyan policy and action supported by revenues from the sale of oil imported into the United States are inimical to United States national security. The Secretaries recommend that I take steps immediately to eliminate the dependence of the United States on Libya as a source of crude oil.
I agree with the recommendation and believe that the changes proposed are consistent with the purposes of Proclamation 3279, as amended, and the national security findings on which it is based.
Now, Therefore, I, Ronald Reagan, President of the United States of America, by the authority vested in me by the Constitution and the laws of the United States, including Section 232 of the Trade Expansion Act of 1962, as amended (19 U.S.C. 1862), do hereby proclaim that:
Section 1. Section 1 of Proclamation 3279, as amended, is further amended by the revision of paragraph (e) to read as follows:
Sec. l(e). Notwithstanding any other provision of the Proclamation, no crude oil produced in Libya (except crude oil loaded aboard maritime vessels at any time prior to March 12, 1982) may be imported into the United States, its territories or possessions.
Sec. 2. Section 11 of Proclamation 3279, as amended, is further amended by the revision of paragraph (1) to read as follows:
Sec. 11(1). The term "imports", when applied to crude oil other than that produced in Libya, includes both entry for consumption and withdrawal from warehouse for consumption, but excludes unfinished oils and finished products processed in the United States territories and foreign trade zones from crude oil produced in the United States.
In Witness Whereof, I have hereunto set my hand this tenth day of March, in the year of our Lord nineteen hundred and eighty-two, and of the Independence of the United States of America the two hundred and sixth.

Venice Economic Summit Conference Statement on Terrorism

We, the Heads of State or Government of seven major democracies and the Representatives of the European Community assembled here in Venice, profoundly aware of our peoples' concern at the threat posed by terrorism;
—reaffirm our commitment to the statements on terrorism made at previous Summits, in Bonn, Venice, Ottawa, London and Tokyo;
—resolutely condemn all forms of terrorism, including aircraft hijackings and hostage-taking, and reiterate our belief that whatever its motives, terrorism has no justification;
—confirm the commitment of each of us to the principle of making no concessions to terrorists or their sponsors;
—remain resolved to apply, in respect of any State clearly involved in sponsoring or supporting international terrorism, effective measures within the framework of international law and in our own jurisdictions;
—welcome the progress made in international cooperation against terrorism since we last met in Tokyo in May 1986, and in particular the initiative taken by France and Germany to convene in May in Paris a meeting of Ministers of nine countries, who are responsible for counter-terrorism;
—reaffirm our determination to combat terrorism both through national measures and through international cooperation among ourselves and with others, when appropriate, and therefore renew our appeal to all like-minded countries to consolidate and extend international cooperation in all appropriate fora;
—will continue our efforts to improve the safety of travellers. We welcome improvements in airport and maritime security, and encourage the work of ICAO and IMO in this regard. Each of us will continue to monitor closely the activities of airlines which raise security problems. The Heads of State or Government have decided on measures, annexed to this statement, to make the 1978 Bonn Declaration more effective in dealing with all forms of terrorism affecting civil aviation;
—commit ourselves to support the rule of law in bringing terrorists to justice. Each of us pledges increased cooperation in the relevant fora and within the framework of domestic and international law on the investigation, apprehension and prosecution of terrorists. In particular we reaffirm the principle established by relevant international conventions of trying or extraditing, according to national laws and those international conventions, those who have perpetrated acts of terrorism.
Annex
The Heads of State or Government recall that in their Tokyo Statement on international terrorism they agreed to make the 1978 Bonn Declaration more effective in dealing with all forms of terrorism affecting civil aviation. To these end, in cases where a country refuses extradition or prosecution of those who have committed offences described in the Montreal Convention for the Suppression of Unlawful Acts against the Safety of Civil Aviation and/or does not return the aircraft involved, the Heads of State or Government are jointly resolved that their Governments shall take immediate action to cease flights to that country as stated in the Bonn Declaration.
At the same time, their Governments will initiate action to halt incoming flights from that country or from any country by the airlines of the country concerned as stated in the Bonn Declaration.
The Heads of State or Government intend also to extend the Bonn Declaration in due time to cover any future relevant amendment to the above Convention or any other aviation conventions relating to the extradition or prosecution of the offenders.
The Heads of State or Government urge other governments to join them in this commitment.

Venice Economic Summit Conference Statement on the Iraq-Iran War and the Persian Gulf

We agree that new and concerted international efforts are urgently required to help bring the Iraq-Iran war to an end. We favour the earliest possible negotiated end to the war with the territorial integrity and independence of both Iraq and Iran intact. Both countries have suffered grievously from this long and tragic war. Neighboring countries are threatened with the possible spread of the conflict. We call once more upon both parties to negotiate an immediate end of the war. We strongly support the mediation efforts of the United Nations Secretary-General and urge the adoption of just and effective measures by the UN Security Council. With these objectives in mind, we reaffirm that the principle of freedom of navigation in the Gulf is of paramount importance for us and for others and must be upheld. The free flow of oil and other traffic through the Strait of Hormuz must continue unimpeded.
We pledge to continue to consult on ways to pursue these important goals effectively.

105 - Message to Congress Recommending Approval of the Interstate Compact to Conserve Oil and Gas.

To the Congress:
I transmit herewith a report of the Secretary of State enclosing a certified copy of the Interstate Compact to Conserve Oil and Gas, executed on May 10, 1937, by the Governors of the States of Oklahoma, Texas, Kansas, New Mexico, and Colorado, which has been deposited in the Department of State of the United States in accordance with the provision contained therein. The compact refers to the Interstate Compact to Conserve Oil and Gas executed at Dallas, Texas, on February 16, 1935, which received the consent of the Congress in Public Resolution No. 64 Seventy-fourth Congress, approved August 27, 1935. As the above-mentioned compact will expire on September 1, 1937, the present compact provides that the original compact shall continue in force for two years from that date. In a letter from the Secretary of the Interior dated July 8, 1937, enclosed with the report of the Secretary of State, the opinion is expressed that some good may be accomplished by this compact.
Accordingly, I hope that Congress will enact appropriate legislation giving its consent to this interstate compact as required by Article I, Section 10, of the Constitution of the United States.

Some of the details now have faded from my mind since I got up a few hours ago and I thought I was not going to write about this dream but I have now started feeling that I want to write as much about it as I can remember for the parts I want to write about. The dream seems to start with me parking my car somewhere although I have the nagging feeling that I am forgetting details that happened before that. There is some vague element of a woman in another vehicle somewhere in the near distance in front of me and some kind of notion about how I think she is just there with one or more persons that I never did see and they are there just to drink alcohol. So anyway, I get out of my car and I can still visualize that to some extent although I cannot think of how to articulate what I am visualizing. I guess that is because I do not believe what I am visualizing is actually what my dream is supposed to represent, as though I am dreaming of an actual memory and what I visualize from the dream is obvious to my mind on some level that it is not the same as what I saw in a real experience and that is a conflict to my waking mind. So anyway, I seem to walk behind a house after leaving my car and that I am very aware is a source of conflict because that was not a house I walked behind and that structure I am aware of in my mind is something different. Maybe it was a geographical location that I referred to as a house. Maybe I always refered to my landing sites as homeplate or something similar to that, I thought of just now as I was writing this sentence. The purpose of the dream seems to start now as I have walked behind that house or whatever it was and I am looking up into the sky and I see some large object in the sky and I am not certain if I ever consider during the dream what that object is supposed to represent. But early on in the dream, as it is at this point, I have the sense that I am actually walking around on the planet Venus. That makes no sense of course because I am not wearing a spacesuit and I am easily breathing the air. The surroundings are clear of fog and clouds but it seems to be night time although I can see my surrounding very well. As I continue walking towards that large object that is suspended in the sky I am also looking at a small crater in the ground and there seems to be some kind of association with the crater and the object in the sky although I don't think I started considering that notion until after I had been awake for a while. After I have been awake for a while I think to myself about some vague notion about how the object suspended in the sky will eventually cause the crater that is already visible along with the object that has not yet caused it. I am also aware of some kind of trajectory path as though by some details and observed unexplainable during and after the dream I am aware that the path of that object that is actually suspended motionless in the sky will move along an angle to the ground and impact the ground to cause that crater. I have also been thinking since that dream that this dream is a composite of experiences in that it represents my time on the ground on the planet Venus, and then after waking up I thought it also represents my time on the surface of the Saturn moon Phoebe, and then later still I started thinking that I dreamed of being able to breathe the air because that represents in a vague sense my discovery of oxygen on the surface of the Jupiter moon Callisto. There was some other detail I wanted to note for this sentence but now I cannot remember. So anyway, I am approaching the crater and there is some kind of sense of danger in my mind and I have about it since waking up that I was concerned about getting electrocuted when I stepped into the crater but that isn't entirely precise. I saw something in front of my and it might have been some kind of super-heated plasma and if I came into contact with it then it would have an effect on me similar to being electrocuted. I write about that last observation with the sense that I was wearing a spacesuit and indeed that is one detail that made me feel that I wanted to write about this dream. It was at some point along this time in the dream that I think I actually saw an actual visualization of a true memory in my mind of standing on the surface of the planet Venus. I cannot remember what it was that I saw although maybe I do and I just cannot articulate that observation. I am most certain about how I think I did actually see a real memory during the dream and it was that part of the dream where I have the sense that I was wearing a spacesuit. The next part of the dream seems to be where I turned back around and I was walking into the crater and I seemed to be speaking to someone or just speaking into my radio transmitter in my spacesuit about how my feet were tingling and I have thought since I awoke that it was because the ground was very hot but I don't think that is entirely accurate either but it does have something to do with that danger I wrote of earlier. I was looking at the cone at the center of the crater and all the surface around me including that crater seemed to be covered with some kind of lichen or moss or something similar to whatever that is. There are other details I can still visualize from the dream as I walked around inside the crater, which was not very large, but I am tired of writing about it now.

On 18 January 1974, The Six Million Dollar Man took America by storm. In that television show, an astronaut named Colonel Steve Austin had a catastrophic crash that left him barely alive. However, an innovative group of experts had a revolutionary idea: they sought to enhance Steve's abilities despite his injuries. One of them, Oscar Goldman, emphatically stated, "Gentlemen, we can rebuild him. We have the technology. We have the capability to make the world's first bionic man. Steve Austin will be that man. Better than he was before. Better . . . stronger . . . faster!"
As a logistician, I believe we have the technology, the capability, and the expertise to build a better Army—a transforming Army—an Army that is better, stronger, and faster than before. I would like to focus on Army Transformation and early entry operations and discuss some of the logistics challenges of rapid deployment and sustainment.
Like the futuristic concept in The Six Million Dollar Man, Army Transformation is a radical, revolutionary departure from our legacy Army. In light of Desert Storm and operations in the Balkans, Transformation builds on the "Reengineering of the Army" efforts begun by former Army Chief of Staff General Gordon R. Sullivan. The Transformation Campaign Plan continues the efforts to revamp our powerful but sluggish post-Cold War Army into a responsive, sustainable force capable of projecting, sustaining, and protecting our Nation's interest while fighting our wars well into the 21st century.
To do so, we must begin with that first military step—the introduction of early entry forces. Let me briefly discuss what early entry forces are and the three types of early entry operations that we frequently are called on to conduct.
Conducting Early Entry Operations
When I use the term "early entry forces," I am referring to operational deploying forces needed to support a commander in chief's or other joint force commander's concept of operations in a pre-crisis or crisis situation. The three types of early entry operations conducted by the Army are forcible, unopposed-under combat conditions, and unopposed-no combat.
Forcible entry is the most dangerous because combat is anticipated immediately upon arrival in the objective area. Consequently, either the deploying force must engage the enemy immediately and have a decisive effect by collapsing the enemy's center of gravity and accomplishing the overall mission, or the force initially must secure a lodgment (such as an airfield or port) for the subsequent arrival of larger, heavier forces that will conduct the decisive operations.

The following year, when German forces ended the so-called 'phoney war' by striking north into Denmark and Norway, Swordfish were among the aircraft aboard the carriers sent with the hastily assembled British and French expeditionary force in a vain attempt to save Norway. Aircraft from HMS Furious made the first carrier-borne aerial torpedo attack on 11 April 1940, the day after she arrived in Norwegian waters, sending her Swordfish at 0400 hoping to find the cruiser Admiral Hipper at Trondheim. Although their quarry had sailed, the aircraft found and attacked three destroyers, but in the hastily planned attack their torpedoes struck sandbars in the shallow waters of the harbour and the destroyers escaped unscathed.

Plot Summary
The head of the space agency, Nancy McDonald, is called into the office when an emergency SOS signal is received from an astronaut who has landed in large body of water. The signal was sent by Lt. Christopher Lindy over an unsecured channel using 20 year-old equipment. Lindy disappeared 20 years ago and was in fact McDonald's fiancé at the time. To the best they can determine, Lindy's craft traveled through a wormhole and while he has aged only a short time, 20 years have passed on Earth.
As for Lindy, there seems to be a very large creature in the water with him.
