My hunch is that I was taken captive again by natives, where they threw me in to fight a lion. There is this memory I have been thinking about for a while. It was when i was a kid, maybe 7 years old. Mom was married to James Nevell and we lived in De Queen. He had not gone back into the Marines at that time or he had just gotten out. I think it was the former. Anyway, one day, I was rummaging through our storage shed and I found his U.S. Marines-issued saber. Or I found a machete that day. I remember both happening. Anyway, I was playing with the machete or the saber out in the yard and I was chopping away at any threatening blades of grass or tree limbs. At one point, I started to chop a tree limb that was laying on the ground in front of me. After I swung the blade over my head to strike down on the limb, mom's new puppy ran between my legs and run under the blade. I struck the little bastard square on its backbone, but remarkably, I didn't even break the skin. It ran off yelping but wasn't even bleeding. I was very scared because I thought I had just killed it, but it was all right. As I was just writing that memory, I felt a greater association to it and that Costner movie I just wrote about. When I started writing about hitting that dog, I was thinking about something with lions. As in, a lion rushed at me, I leapt into the air, did a something like a somersault, but not the backflip, rather the other....what do you call that? It wouldn't be a backflip....but something like a side-flip....I'll have to look that up. Anyway, as I flipped over the top of the lion, I either punched its backbone or I had some kind of weapon I used to break its back. I have no idea if this is memory or imagination but I think of this many times. I just wish I knew.

Operation Vengeance was the American military operation to kill Admiral Isoroku Yamamoto of the Imperial Japanese Navy
Interception
To avoid detection by radar and Japanese personnel stationed in the Solomon Islands along a straight-line distance of about 400 miles (640 km) between U.S. forces and Bougainville, the mission entailed an over-water flight south and west of the Solomons. This roundabout approach flight was plotted and measured to be about 600 miles (970 km). The fighters would therefore travel 600 miles out to the target and 400 miles back. The 1,000-mile flight, with extra fuel allotted for combat, was beyond the range of the F4F Wildcat and F4U Corsair fighters then available to Navy and Marine squadrons based on Guadalcanal. The mission was instead assigned to the 339th Fighter Squadron, 347th Fighter Group, whose P-38G aircraft, equipped with drop tanks, had the range to intercept and engage.
In preparation for the mission, Marine Corps Lt. Col. Luther S. Moore had the P-38s fitted with a navy ship's compass to aid in navigation at the request of Major John W. Mitchell, commanding the 339th. The fighters each mounted a standard armament of a 20 mm cannon and four .50-caliber (12.7 mm) machine guns, and were equipped to carry two 165-US-gallon (620 L) drop tanks under their wings. A limited supply of 330-US-gallon (1,200 L) tanks were flown up from New Guinea, sufficient to provide each Lightning with one large tank to replace one of the small tanks. Despite the difference in size, the tanks were located close enough, in a spanwise manner, to the aircraft's center of gravity to avoid any performance problems.
Eighteen P-38s were tasked for the mission. One flight of four was designated as the "killer" flight while the remainder, which included two spares, would climb to 18,000 feet (5,500 m) to act as "top cover" for the expected reaction by Japanese fighters based at Kahili. A flight plan was prepared by the Command Operations Officer, Marine Major John Condon, but was discarded for one prepared by Mitchell. He calculated an intercept time of 09:35, based on the itinerary, to catch the bombers descending over Bougainville, 10 minutes before landing at Balalae. He worked backwards from that time and drew four precisely calculated legs, with a fifth leg added if Yamamoto did not take the most direct route. In addition to heading out over the Coral Sea, the 339th would "wave-hop" all the way to Bougainville at altitudes no greater than 50 feet (15 m), maintaining radio silence en route.
Although the 339th Fighter Squadron officially carried out the mission, 10 of the 18 pilots were drawn from the other two squadrons of the 347th Group. The Commander AirSols, Rear Admiral Marc A. Mitscher, selected four pilots to be designated as the "killer" flight
Aftermath
The crash site and body of Admiral Yamamoto were found on April 19, the day after the attack, in the jungle north of the coastal site of the former Australian patrol post and Catholic mission of Buin (which was re-established, after the war, several kilometres inland) by a Japanese search and rescue party, led by army engineer Lieutenant Hamasuna. According to Hamasuna, Yamamoto had been thrown clear of the plane's wreckage, his white-gloved hand grasping the hilt of his katana, still upright in his seat under a tree. Hamasuna said Yamamoto was instantly recognizable, head dipped down as if deep in thought. A post-mortem of the body disclosed that Yamamoto received two bullet wounds, one to the back of his left shoulder and one to his left lower jaw that exited above his right eye. The Japanese navy doctor examining the body determined that the head wound had killed Yamamoto. The more violent details of Yamamoto's death were hidden from the Japanese public; the medical report was whitewashed, changed "on orders from above", according to biographer Hiroyuki Agawa.
In Japan this became known as the "Navy ko incident". It raised morale in the United States and shocked the Japanese, who were officially told about the incident only on May 21, 1943.

Avian Influenza A (H7N2) in Cats in Animal Shelters in NY; One Human Infection
December 22, 2016 — An outbreak of avian lineage influenza A H7N2 (“H7N2”) virus infection among cats in an animal shelter in New York City was first reported on December 9, 2016. CDC has confirmed one associated human infection in a person who had close, prolonged unprotected exposure to the respiratory secretions of infected, sick cats at an affected New York City animal shelter. The person had relatively mild illness and is recovering. No person-to-person spread of this virus has been identified at this time. CDC believes the risk to the public’s health from this virus is low, but CDC and state and local public health authorities are conducting a routine investigation to try to identify any other human infections associated with exposure to ill cats and ensure that there is no person-to-person spread of this virus occurring.
Avian influenza viruses have rarely been reported in cats, but it is possible for cats to be infected with influenza, including avian influenza viruses. This is the third human infection with avian influenza A H7N2 ever reported in the United States. Previously there have been two human infections with similar H7N2 occurring in 2002 (VA) and 2003 (NY). One of these infections was associated with exposure to infected poultry. The source of infection in the second person could not be determined. Both people who became ill as a result of H7N2 virus infection recovered completely. Other human infections with avian influenza viruses have resulted mostly from prolonged close contact with infected birds.
Finding an avian influenza virus in an unexpected host (like a domestic cat) is always concerning and any human infection with a non-human influenza virus is concerning as well. These incidents must be carefully investigated and appropriate actions taken to ensure that there is no ongoing spread of this H7N2 virus among people.
Animal and public health experts are working together to learn more about this situation and the characteristics of this virus. More than 350 people with exposure to infected cats during this outbreak have been screened or tested for infection with H7N2. The ill person reported by New York City Department of Health and Mental Hygiene (NYC DOHMH) is the only human infection that has been detected. This, combined with past experience with rare avian influenza infections in humans via birds, suggest that the risk of human infection is low, but likely increases with duration and intensity of exposure. It is possible that additional human infections could be detected in association with this outbreak in cats. The risk of human infection from contact with an H7N2-infected person also is thought to be low. The risk posed by this virus to the public (people who have no contact with infected cats or an infected person) is thought to be very low at this time.
CDC is in close communication with human and animal health partners regarding this situation, providing situation-specific guidance related to testing, clinical management, antiviral treatment and chemoprophylaxis, and infection control to support the on-the-ground response, which is being led by public health and animal health experts in New York City. The investigation revealed that the person infected with H7N2 traveled on a domestic flight while potentially infectious. CDC is beginning a contact investigation to notify the passengers seated near this traveler who may have been exposed to the disease. CDC has disease-specific instructions (protocols) to identify passengers who may have been exposed during a flight. This investigation will focus on the persons sitting near the ill traveler. State and local health department officials will reach out to the traveler contact(s) in their jurisdictions and provide recommendations and instructions for laboratory testing or clinical follow-up when needed.
CDC has long-standing guidance for cat owners, including that people wash their hands with soap and running water after contact with cats, cat saliva or stool, and after cleaning a litter box. In the context of the current outbreak in New York, people who have adopted cats from affected shelters and whose cats are showing signs of respiratory illness should minimize close contact with their pet during its illness and manage their cats illness at home in consultation with a private veterinarian as recommended by NYC DOHMH. More guidance for pet owners from NYC DOHMH is available. Recommended precautions are even more important for people who are at high risk of serious flu complications, such as those who are being treated for cancer, or who have other chronic health conditions such as diabetes, heart disease, liver disease or kidney disease or women who are pregnant. Any influenza infection can be more serious in these people.
CDC also has examined the genetic sequence of the virus isolated from an infected cat in an animal shelter ?to see if there are genetic changes known to be associated with improved ability to infect and cause illness in mammals. (Subtyping was performed by the Wisconsin Veterinary Diagnostic Laboratory and the U.S. Department of Agriculture’s National Veterinary Services Laboratories (NVSL) provided CDC with the sequencing information.) CDC will begin additional laboratory work with the specimen submitted by New York, including isolating the virus to try to grow it and then conduct further testing to look at the ability of this particular virus to infect and cause disease in animal models. Also, CDC will conduct testing to see whether an existing H7N2 candidate vaccine virus from 2002 could protect people against the 2016 H7N2 virus. CDC routinely develops influenza candidate vaccine viruses when novel influenza viruses are found in people and this was done with the virus isolated from the human infection in 2002.

Light snow falling today, 1 to 3 inches likely tonight

A winter weather advisory has been issued for 1 to 3 inches of snow in lower elevations of the Spokane region by Saturday morning.
A dusting Thursday night in the Spokane region caused few problems Friday.
Snowfall through the day on Friday left an inch of snow on the ground at Spokane International Airport.
But the lingering winter storm is expected to bring additional snow to the region through the weekend.
Following Friday night’s expected snow, another 2 to 3 inches are expected Saturday night and Sunday in Spokane from a storm that is bringing a series of waves of snowfall.
The total by the end of the weekend could be as much as 4 to 6 inches, forecasters said.
Even more snow is likely in North Idaho. Coeur d’Alene and other locales in North Idaho could see 3 to 4 inches Friday night and another 4 to 6 inches by Monday morning.
Mountain areas are likely to see a foot of fresh powder or more, and valley locations next to the mountains may see upwards of a foot of snow through the weekend in North Idaho.
A frontal system to the south of the region was supplying moisture for Friday’s snowfall.
A connected low pressure area in the Gulf of Alaska was expected to move onshore over the weekend, creating the chance of accumulating snow.
Only about a half inch of snow fell overnight at Spokane International Airport. The same winter storm affecting the Inland Northwest was causing travel problems across the region. In Portland, flights to Spokane were being cancelled as a result.
In the Columbia Basin, areas of freezing drizzle were reported. The drizzle could result in icing conditions similar to freezing rain, forecasters said.
A warm front draped over the Oregon-Washington line was creating conditions for mist and drizzle falling into freezing temperatures at ground level.
The area of concern was centered around Moses Lake but covered an area from the Columbia River on the west to the Spokane-Lincoln county line on the east and as far north as Coulee City.
While arterials were generally clear this morning, continuing snowfall was expected to create widespread slippery conditions.
Through 4 a.m. the airport had four-tenths of an inch, said Steve Bodnar, National Weather Service meteorologist. Only light snow has fallen since. About a quarter of an inch fell in downtown Spokane from 10 a.m. to noon on Friday.
Some locations to the south of Spokane had more snow, Bodnar said. Lewiston had 1 1/2 inches overnight.
The Washtucna School District reported a two hour delay to the start of school.
Spokane’s temperature at noon was 19 degrees with a northeast wind of 9 mph, creating a wind chill of 8 degrees.
Traffic on Interstate 90 over Snoqualmie Pass was moving over snow and ice. Travel was taking an extra 30 to 38 minutes between Ellensburg and North Bend.
Lookout Pass to the east was snowy, but traction was considered good, according to the Idaho Transportation Department.
Some light mist was falling at the airport along with the snow.
Another blast of arctic air and wind is expected early next week. Lows could approach zero degrees by Wednesday morning in Spokane with highs in the teens.

MADISON - Thirteen cats in a New York City shelter have tested positive for influenza A. One of them has died. The Shelter Medicine Program at the University of Wisconsin-Madison School of Veterinary Medicine (SVM) and the Wisconsin Veterinary Diagnostic Laboratory (WVDL) are working closely with the shelter to test and manage the cases.
The first cases were identified in late November, when a private laboratory, IDEXX, first tested sick cats housed at the Animal Care Centers of NYC-Manhattan. The shelter then approached the UW Shelter Medicine Program and WVDL for additional assistance. Further testing at WVDL identified additional positive samples and the lab is now conducting analysis to verify the precise subtype and lineage of the virus.
The IDEXX testing showed the virus to be H3N2 canine influenza, which first appeared in the U.S. in sick dogs in the Midwest in 2015 and later infected a group of cats in northwest Indiana in 2016. This is just the second time in the U.S. that multiple cats have been reported infected with influenza. The Shelter Medicine Program helped manage the previous outbreaks and WVDL helped identify the strain. However, they are still determining whether the current cases involve the H3N2 strain of influenza A.
"Using a rapid assay that detects a target in the gene that encodes the neuraminidase protein on the surface of the virus, we have confirmed the subtype to be N2," says Kathy Toohey-Kurth, clinical professor and virology section head at the diagnostic lab. "We are now obtaining sequence information from additional genes that will help us determine the lineage of the virus - in other words, how closely it matches the canine H3N2."
Cats that have contracted influenza in the New York City shelter have displayed upper respiratory symptoms such as runny nose, congestion and general malaise. The cat that died had developed pneumonia.
Owners whose animals show signs of influenza should contact their veterinarian for instructions. Dogs and cats infected with the virus should be housed separately from other animals and precautions should be taken to prevent spread of the virus on hands and clothing.
Although some cats were adopted or released to rescue groups prior to the positive test results, no other cases have been reported outside of the shelter. In addition, no dogs from the shelter have tested positive for the virus.
"We'll continue to work with the shelter to help manage the case and offer testing to any cats in rescue groups who are affected," says Sandra Newbury, clinical assistant professor at the SVM and director of the UW Shelter Medicine Program. "We are hoping that offering this kind of diagnostic support will help rescue groups identify if they have cats with the virus so they can isolate them in order to stop the spread."

Accompanied by H. E., Mr. Andre de Laboulaye, the French Ambassador, General de Chambrun this morning presented to the President, on behalf of the President of the Council, a Sabre of Honor which was made especially for George Washington, whose death took place before the presentation could be made.
In accepting the sabre, President Roosevelt announced that it, together with the letter of transmittal, would hang directly beneath the portrait of General Washington at the White House.
General de Chambrun, in presenting the sabre, delivered the following letter from the President of the French Council to President Roosevelt:

On 10 October 1933, a Boeing 247 airliner operated by United Air Lines and registered as NC13304 crashed near Chesterton, Indiana. The transcontinental flight, carrying three crew and four passengers, had originated in Newark, New Jersey, with its final destination in Oakland, California. It had already landed in Cleveland and was headed to its next stop in Chicago when it exploded en route. All aboard died in the crash, which was proven to have been deliberately caused by an on-board explosive device.
Eyewitnesses on the ground reported hearing an explosion shortly after 9 p.m., and saw the aircraft in flames at an altitude of about 1,000 feet (300 m). A second explosion followed after the aircraft crashed. The crash scene was adjacent to a gravel road about 5 miles (8 km) outside of Chesterton, centered in a wooded area on the Jackson Township farm of James Smiley.
Investigators who combed through the debris were confronted with unusual evidence: the toilet and baggage compartment had been smashed into fragments. Shards of metal riddled the inside of the toilet door while the other side of the door was free of the metal fragments. The tail section had been severed just aft of the toilet and was found mostly intact almost a mile away from the main wreckage.
The incident
Melvin Purvis, head of the Chicago office of the United States Bureau of Investigation, described the damage, "Our investigation convinced me that the tragedy resulted from an explosion somewhere in the region of the baggage compartment in the rear of the aircraft. Everything in front of the compartment was blown forward, everything behind blown backward, and things at the side outward." He also noted: "The gasoline tanks, instead of being blown out, were crushed in, showing there was no explosion in them."
Investigation
An investigator from the Porter County coroner's office, Dr. Carl Davis, and experts from the Crime Detection Laboratory at Northwestern University examined evidence from the crash, and concluded that the crash had been caused by a bomb, with nitroglycerin as the probable explosive agent. One of the passengers was seen carrying a brown package onto the aircraft in Newark, but investigators who found the package amidst the wreckage ruled it out as being the cause of the explosion. A rifle was found in the wreckage but it was determined to have been carried aboard as baggage for a passenger who was en route to attend a shoot at Chicago's North Shore Gun Club. Despite the efforts of the investigators, no suspect was ever identified or charged in this incident, and it remains unsolved.[citation needed] This is thought to be the first proven act of air sabotage in the history of commercial aviation.

Epilogue: Last Day
After some delay, I am finally down to my last couple hours in this place. They have a new place for me to go, but my condition is only a tiny degree removed from being on the street, with its danger and privacy and frustration. A long time ago, in another life, I once felt resentment for those that would not speak out but now I understand why they would not and I can't really blame them because they were obviously smart enough to know that doing so would only lead them to this point I am at now. I certainly couldn't blame the ones with kids to support, with nothing really to lose myself in terms of that kind of responsibility, I don't even really think of the risks, although up to this point, I have never really lost so badly as now, I have never lost so much. I wonder if I will be alive this time next week, or even this time tomorrow. When I would wake each day and wonder if today would be the last, will today be the last. It used to be a question, not so much wondering if it would be the last, but a question of what I would use that day to accomplish. But now, it is just a matter of surviving, because I still expect it to turn around at some point. At some point, one day, it will turn around and start getting better but for now it just keeps getting worse.

The Red Paint People are a Pre-Columbian culture indigenous to the New England and Atlantic Canada regions of North America. They were named after their burials, which used large quantities of ochre, normally red, to cover both the bodies of the dead and grave goods. Sometimes they are known as the Moorehead Phase of the Laurentian Tradition or the Moorehead burial tradition after Warren K. Moorehead who brought them widely to the attention of scientists. They flourished between 3000 BCE and 1000 BCE. Alternatively, they can be called by the period in which they lived, either the "Maritime Archaic" (emphasizing a coastal and seafaring culture) or "Late Archaic" (emphasizing time and leaving open the possibility of living inland seasonally), although these terms often cover the longer period from 7000 BCE to 1000 CE. Multiple hypotheses exist as to which if any later peoples might be their descendants and there is little archaeological evidence to support any hypothesis.
Their burial culture was more elaborate than any subsequent culture in the area. In the southern portion of their range, they were succeeded by the Susquehana culture which used pottery, and no evidence of their stoneworking techniques is found in that culture.
Scientific investigation
The graves with red paint were known as early as the 1840s, but the first scientific examination was in 1892 by Charles Willoughby of the Peabody Museum of Archaeology and Ethnology at Harvard University. Willoughby exhibited a scale model of the dig at the World's Columbian Exposition in Chicago in 1893. It caught the attention of Moorehead, who did more digs and published research about them from 1912 to the 1920s. He described them as older than other cultures of the area. This was disputed until radiometric dating proved Moorehead correct. In the 1930s, one theory for their disappearance was that they had been killed by tsunamis caused by coastal subsidence. This is no longer believed.

He pushed his glasses up on his nose, and she noticed with sympathy how really horrible his acne problem was. Faulty Rocket Puts Satellite in Wrong Orbit

KENNEDY SPACE CENTER, Fla. — A Navy communications satellite ended up in the wrong orbit Thursday after an unmanned Atlas rocket malfunctioned minutes after liftoff, officials said.
The launch was supposed to have been a comeback for rocket maker General Dynamics Corp., which needed a success.
The last time General Dynamics launched an Atlas was last August. That flight lasted less than eight minutes before the rocket tumbled out of control and was blown up over the Atlantic Ocean. The same thing happened in April, 1991.
Thursday's flight appeared to get off to a good start. The 14-story Atlas lifted off slightly later than scheduled because of a computer glitch. A few minutes later, a launch commentator said controllers feared that something might have gone wrong with the booster based on "strange" computer indications.
Officials said it appeared that the first-stage booster did not provide enough thrust, and upper-stage engines burned too much fuel to get the satellite into orbit. The satellite consequently was left in an orbit that was too low.
Launch officials did not immediately say what orbit was reached.
The August failure was the second one in seven Atlas launches, and a stuck engine valve was responsible in both cases.
General Dynamics spent the past seven months investigating the failures and trying to correct them, focusing on extra engine valves and extra valve testing.
The satellite sent up Thursday was the first of nine Navy communications spacecraft to be launched over the next three years, all on unmanned Atlas rockets.
The Navy currently relies on nine satellites for ship-to-shore communications, but the spacecraft are aging and need to be replaced soon, said Capt. Edward Enterline, director of Navy Space Systems Division.

SAVING A SONGBIRD: GNATCATCHER WINS U.S. PROTECTION : Wilson's Plan Secures Democratic Support : Gnatcatcher: The recognition gives the habitat-protection program a major boost and credibility.

First it was environmentalists and developers in California setting aside historic differences to seek the protection of a tiny songbird. Now, Democrats and Republicans have joined forces to support the state's Natural Communities Conservation Planning program.
Thursday, the Democrats in the White House turned Republican Gov. Pete Wilson's habitat protection plan into a national model for future environmental decisions. And once again, the little blue-gray gnatcatcher from California's coastal sage scrub became the catalyst for a strange coalition of traditionally hostile interests.
Officials from all sides of the issue said the recognition from U.S. Interior Secretary Bruce Babbitt on Thursday should be a major boost for California's often shaky plan to protect the nesting grounds of the gnatcatcher and several other coastal species.
"At this point, I am super-optimistic," said Larry Eng, manager for the NCCP program in the state Department of Fish and Game. "I am hopeful that since this has gotten the blessing of the national Democratic Administration and the state Republican Administration that the net result will be that everybody can join hands and go forward with this."
"We've been able to work with an amazing group of individuals who have been historically at each other's throats in California," he said.
The 18-month-old program still has a rocky road ahead.
Next week, a scientific panel will release guidelines for protecting the gnatcatcher that will finally move the discussion from a fight about legal requirements to one over specific acreage.
No one knows how much of Southern California's 400,000 acres of coastal sage scrub will finally be set aside in nature preserves; some 210,000 acres have been voluntarily enrolled by developers in the program or are public lands already protected from development.
Eventually, local officials--using guidelines written by scientists and overseen by state and federal authorities--are to create nature preserves. They will select from among this acreage and other private land identified as gnatcatcher habitat. It is possible that some real estate would be acquired through condemnation, officials say.
But despite the upcoming difficulties, participants have rarely been more enthusiastic about the prospects for success. With the blessing and authority of the federal government, environmentalists, developers and politicians now believe NCCP is the best solution.
"It's going to invigorate the NCCP program, and that's an understatement," said Dan Silver, coordinator of the Endangered Habitats League, a coalition of 30 environmental groups. "Now, everybody can see we have a gnatcatcher problem and the NCCP is the way to fix it."
The NCCP was proposed by the Wilson Administration in 1991 in hopes of finding a compromise between environmentalists, who wanted to halt development on some of Orange County's most valuable real estate, and builders whose developments threatened the gnatcatcher with extinction.
Wilson's plan called for Southern California landowners to voluntarily set aside coastal sage scrub, the habitat of the gnatcatcher as well as other rare animals and plants. The mix of sagebrush and other shrubs is found in Orange and San Diego counties, the Palos Verdes Peninsula and western parts of Riverside and San Bernardino counties.
The governor hoped to interest developers by creating a system that minimized the expensive and lengthy approval process required for construction in environmentally sensitive areas. At the same time, environmentalists were told the bird and its habitat would not be bulldozed into extinction.
But before Thursday's announcement, Wilson's plan had suffered a credibility problem. Eighteen months after the plan was announced, no land has been set aside for a gnatcatcher preserve. And in Sacramento last year, the Democrat-controlled Legislature locked horns with Wilson, trimming three-quarters of NCCP funding and reducing its its staff from 23 to six.
One of the key impacts of Babbitt's announcement is that it will erase many of the doubts about whether the Wilson plan should even be pursued, officials said. For developers, Babbitt's designation of the gnatcatcher as a "threatened species" also adds the specter of federal intervention if progress is not made to preserve gnatcatcher habitat.
"By putting the weight of the federal government behind the NCCP as strongly as the secretary did today, he has put a lot of pressure on those who haven't participated to participate," said Laer Pearce, spokesman for developers in Orange and San Diego counties. "Potentially, this means a great deal."
One of Orange County's largest landowners, the Santa Margarita Co., was also encouraged. Company Vice President Richard Broming said at the announcement in Washington: "This is a real positive step. Now this thing has a really good shot at being the model (Babbitt) wants it to be."

In Carlsbad Thursday afternoon, state officials held a press conference to herald the federal action. Douglas P. Wheeler, Wilson's secretary of resources, called the plan revolutionary for bringing together disparate interests.
"The big issue that (President) Clinton addressed during the campaign . . .--this head-on clash with economic development--has been addressed here for the first time and in a very constructive way," he said.
Still, iIn the midst of their enthusiasm, both developers and environmentalists cautioned that the success of the plan is far from assured. Next week, a panel of biologists will release its study of the coastal sage habitat and trigger the discussion about which particular sites should be preserved instead of developed.
As a result, builders will learn more about the financial burden they are being asked to bear. And environmentalists will be armed with new information about the outlook for survival of the gnatcatcher and other species.
"That's the big test to come," Pearce said. "Then we will really know what we are living with."
Environmentalist leader Silver, who attended the announcement Thursday in Washington, said he was hopeful, but he predicted the upcoming debate over details would be even more difficult than the obstacles encountered so far.

Wilson's Conservation Program
California's Natural Communities Conservation Planning program is designed to protect the coastal sage scrub habitat of the California gnatcatcher and about 75 other rare species.
Origin: In September, 1991, Gov. Pete Wilson formed a voluntary alliance to set aside large preserves of sage scrub and thus ensure the survival of some of California's native animals and plants. Input from a scientific panel provides the basis for identifying the preserves; local governments negotiate to acquire the land. State and federal wildlife officials have oversight and final approval.
Land: About 210,000 of the estimated 400,000 acres of coastal sage scrub in Southern California are voluntarily enrolled in the program or already protected as public lands. Local governments can choose from these areas and future designated private lands when planning the preserves.
Players: California developers, environmentalists, state and federal wildlife officials, city and county planners and university wildlife biologists play key roles in the program.
National Interest: Interior Secretary Bruce Babbitt wants the voluntary program to be a national model. The program's success, however, remains in doubt because no agreements have yet been reached and no land has been protected from development. Its most critical phase--identifying the property to protect--has just begun.
Future: Next week scientists will reveal their guidelines on how to create preserves. A meeting of the alliance will be held Wednesday in San Diego to debate them. Then, long, difficult negotiations will begin over which lands to protect and how to acquire them. It is possible that some land would be acquired through condemnation. November is the Wilson Administration's self-imposed deadline for local governments and developers to agree on the plans.

Vanishing Habitat
The California gnatcatcher makes its home in coastal sage scrub, of which about 400,000 acres exist in Southern California. Before the development boom, about 2.5 million acres of sage scrub existed between Ventura and San Diego.
The California gnatcatcher is found on sagebrush mesas and dry coastal slopes from Southern California to northern Baja California in Mexico. It has a distinctive call, a rising and falling, kittenlike mew. Only about 4 1/2 inches in length, the gnatcatcher is brownish on top, with lighter-colored feathers underneath, and has a longish black tail.

Larry Underwood pulled around the corner and found a parking space big enough for the Datsun Z between a fire hydrant and somebody’s trash can that had fallen into the litter. There was something unpleasant in the trash can and Larry tried to tell himself that he really hadn’t seen the Stiffening dead cat and the rat gnawing at its white-furred belly. The rat was gone so fast from the sweep of his headlights that it really might not have been there. The cat, however, was fixed in stasis. And, he supposed, killing the Z’s engine, if you believed in one you had to believe in the other. Didn’t they say that Paris had the biggest rat population in the world? All those old sewers. But New York did well, too. And if he remembered his misspent youth well enough, not all the rats in New York City went on four legs. And what the hell was he doing parked in front of this decaying brownstone, thinking about rats anyway?
Five days ago, on June 14, he had been in sunny Southern California, home of hopheads, freak religions, the only c/w nightclubs in the world with gogo dancers, and Disneyland. This morning at quarter of four he had arrived on the shore of the other ocean, paying his toll to go across the Triborough Bridge. A sullen drizzle had been falling. Only in New York can an early summer drizzle seem so unrepentantly sullen. Larry could see the drops accreting on the Z’s windshield now, as intimations of dawn began to creep into the eastern sky.

Dreams of being back in the Lincoln Tunnel. There was somebody behind him, only in the dreams it wasn’t Rita. It was the devil, and he was stalking Larry with a lightless grin frozen on his face. The black man wasn’t the walking dead; he was worse than the walking dead. Larry ran with the slow sludgy panic of bad dreams, tripping over unseen corpses, knowing they were staring at him with the glassy eyes of stuffed trophies from the crypts of their cars, which had stalled inside the frozen traffic even though they had some other place to be, he ran, but what good was running when the black devil man, the black magic man, could see in the dark with eyes like snooperscopes? And after a while the dark man would begin to croon to him: Come on, Laarry, come on, we’ll get it togeeeether Laaarry —
He would feel the black man’s breath on his very shoulder and that was when he would struggle up from sleep, escaping sleep, and the scream would be stuck in his throat like a hot bone or actually escaping his lips, loud enough to wake the dead.
Daytimes, the vision of the dark man would recede. The dark man strictly worked the night shift. Daytimes, it was the Big Alone that went to work on him, gnawing its way into his brain with the sharp teeth of some tireless rodent—a rat, or a weasel, maybe. During the days, his thoughts would dwell on Rita. Lovely Rita, meter-maid. Over and over in his mind he would turn her over and over, seeing those slitted eyes, like the eyes of an animal which has died in surprise and pain, that mouth he had kissed now filled with stale green puke. She had died so easy, in the night, in the same fucking sleeping bag, and now he was…
Well, cracking up. That was it, wasn’t it? That was what was happening to him. He was cracking up.
“Cracking,” he moaned. “Oh Jeez, I’m going out of my mind.”
A part of him that still retained a measure of rationality asserted that that might be true, but what he was suffering from right this minute was heat prostration. After what had happened to Rita, he hadn’t been able to ride the motorcycle anymore. He just hadn’t been able to; it was like a mental block. He kept seeing himself smeared all over the highway. So finally he had ditched it. Since then he had been walking—how many days? four? eight? nine? He didn’t know. It had been in the nineties since ten this morning, it was now nearly four, the sun was right behind him, and he wasn’t wearing a hat.
He couldn’t remember how many days ago he had ditched the motorcycle. Not yesterday, and probably not the day before (maybe, but probably not), and what did it matter? He had gotten off it, snapped it into gear, twisted the throttle, and let go of the clutch. It had torn itself out of his trembling, sick hands like a dervish and had gone plunging and rearing over the embankment of US 9 somewhere just east of Concord. He thought the name of the town in which he had murdered his motorcycle might have been Gossville, although that didn’t matter much, either. The fact was, the bike had been no more good to him. He hadn’t dared drive it over fifteen miles an hour, and even at fifteen he would have nightmare visions of being thrown over the handlebars and fracturing his skull or going around a blind corner and slamming into an overturned truck and going up in a fireball. And after a while the motherfucking overheat light had come on, of course it had, and it seemed he could almost read the word COWARD printed in small no-nonsense letters on the plastic housing over the little red bulb. Had there been a time when he had not only taken the cycle for granted but had actually enjoyed it, the sensation of speed as the wind rushed by on both sides of his face, the pavement blurring by six cold inches below the footposts? Yes. When Rita had been with him, before Rita had turned into nothing but a mouthful of green puke and a pair of slitted eyes, he had enjoyed it.
So he’d sent the motorcycle crashing over the embankment and into a weed-choked gully and then he had peered at it with a kind of cautious terror, as if it could somehow rise up and smite him. Come on, he had thought, come on and stall out, ya sucker. But for a long time, the motorcycle wouldn’t. For a long time it raved and bellowed down there in that gully, the rear wheel spinning fruitlessly, the hungry chain gobbling up last fall’s leaves and spitting out clouds of brown, bitter-smelling dust. Blue smoke belched from the chromed exhaust pipe. And even then he had been far enough gone to think there was something supernatural about it, that the cycle would right itself, rise out of its grave, and chew him up… either that or he would look back one afternoon at the rising sound of an engine and see his cycle, this damned cycle which wouldn’t just stall out and die decently, roaring straight down the highway at him, doing eighty, and bent over the handlebars would be that dark man, that hardcase, and riding pillion behind him, with her white silk deckpants rippling in the breeze, would be Rita Blakemoor, her face chalk white, her eyes slitted, her hair as dry and dead as a cornpatch in the wintertime. Then, at last, the cycle began to spit and chug and seizure and misfire, and when it finally stopped he had looked down at it and felt sad, as if it had been some part of himself he had killed. Without the cycle there was no way in which he could mount a serious assault on the silence, and the silence was, in a way, worse than his fears of dying or being seriously hurt in an accident. Since then he had been walking. He had gone through several small towns along Route 9 which had cycle shops, showroom models with the keys hanging right in them, but if he looked at them too long, the visions of himself lying beside the road in a pool of blood would rise up in vivid, unhealthy Technicolor, like something from one of those awful but somehow fascinating Charles Band horror movies, the ones where people kept dying under the wheels of large trucks or as a consequence of large, nameless bugs which had bred and grown in their warm vitals and finally burst free in a gut-busting display of flying flesh, and he would pass by, enduring the silence, pallid, shivering. He would pass by with exquisite little clusters of perspiration growing on his upper lip and in the hollows of his temples.

Medal of Honor recipients and their families, distinguished Members of the Congress, Secretary Rumsfeld, Secretary Middendorf, Secretary Reed, members of the Joint Chiefs of Staff, ladies and gentlemen:
We are gathered here today to honor four Americans for exceptional military gallantry in the service of our Nation. All four of these men distinguished themselves above and beyond the call of duty. I deeply regret that one of the awards, to the late Captain Lance P. Sijan, of the United States Air Force, is posthumous. The other three, Rear Admiral James P. Stockdale, United States Navy; Colonel George E. Day, United States Air Force; and Lieutenant Thomas R. Norris, United States Naval Reserve, are here with us today.
We confer our highest decoration upon them for their inspiring and heroic conduct. We do this in realization of the simple truth that they have helped to preserve America's future peace by demonstrating through their courage the dedication of those entrusted with our defense. Their bravery places them in the ranks of the finest of American heroes, from the present back to the year 1775, when we were forced as a nation to first take up arms to defend our liberty.
These four men served in Vietnam. The war in Vietnam is now over. But as we today confer the Medal of Honor on heroes who distinguished themselves in Vietnam, we have not forgotten others whose fate still remains unknown. We will continue on humanitarian grounds to press for a full accounting for those men, to resolve questions that keep many American families living in endless anxiety and agony.
The United States today honors four men of uncommon courage with the Medal of Honor, but we can and we must also honor these men by living up to their example of patriotism.
