Governor Evans, Secretary Dent, Congressman Foley, Your Excellencies representing the nations from abroad, Your Eminence, all of the distinguished guests and all of those here on this historic occasion for the opening of Expo '74:
I am honored to be here for a number of reasons: First, because the State of Washington, under the leadership of Governor Evans, I think is generally recognized to be the first State in the Nation in terms of trying to protect the environment. We congratulate this State, its Governor, and its legislators.
And then, it is a great privilege to be here on this sparkling, beautiful day to speak about what this particular occasion means, not only for now and the days ahead in this summer--when I hope that hundreds of thousands, and maybe millions, will come to see it but, looking down through the pages of history perhaps to the year 2000, 25 years from now, when we celebrate a new year that comes once in 1,000 years and when we look back to see what we did now to make that a new year that was not only the greatest new year for America but for every nation in the world.
Today, we speak of the environment in terms--as we should---of cleaning up the air and water, of a legacy of parks, of all of those other things that have to do with making our cities and our towns and our countryside more beautiful for our children and those that follow us.
The environment means all those things, but environment also means other things to people. It means, for example, for every family in America a job so that he can enjoy the environment around him. And there are those who sometimes say that the two are in conflict, that it is impossible to have a great, productive society like America--the most industrialized nation in the world--and a clean environment.

[He stands again and shuffles his papers, pushing some larger pieces aside and into some people next to him to roll out a star chart.]
DANIEL

[Daniel turns to the metal wall behind him, on which a picture of the cover stones has already been taped. He tapes up another paper and begins to draw on it. O'Neil lights a cigarette.]
DANIEL
And uh...to find a destination within any three dimensional space, you need six points to determine the exact location.
[Daniel draws a cube and places a dot in the center of each of the six "sides" of the cube and then draws lines between them all to intersect at a spot in the cube.]
WEST
You said you needed seven points.
DANIEL
Well, no, six for the destination. But to chart a course, you need a point of origin.
[He draws a point some distance from a cube and then a line to where all the cube spots intersect.]
MYERS
Except there's only six symbols in the cartouche.
DANIEL
Well, the seventh actually isn't inside the cartouche, it's just below it, here designated by a little pyramid with two funny neat little guys and funny little line coming out of the top.
[He circles an upside down v that has a symbol above its apex and two human-like figures on each side of the "v" shape and then proceeds to draw it again roughly on the wall next to his chart while he talks. When finished, he laughs at his bad drawing. No one else laughs.]

Thank you all. Thanks for coming. And George, thanks for inviting me. I've come back to Spokane for one reason. I want to make it as clear as I possibly can that the right person to represent the State of Washington in the United States Senate is George Nethercutt.
Thank you for helping him. Thank you for what you're going to do to help him— [laughter]—starting with voting and turning out others to vote. And while you're getting the vote for George, why don't you get them to vote for me as well. Both of us are going to carry this State, and we're going to because we've got optimistic plans to make this country safer, stronger, and better.

Thought you couldn't speak their language.
[Daniel jumps, startled, and stands, chuckling nervously.]
DANIEL
Huh? You scared me.
[O'Neil, Skaara, Kawalski, and Brown walk further into the cave. O'Neil looks angry. Daniel and Shau'ri move to meet them. Daniel gestures at the wall.]
DANIEL
It's an ancient Egyptian dialect. I mean, it's like the rest of their culture. It's evolved completely independently. But...uh...once you know the vowels....
O'NEIL
Just answer the question.
DANIEL
Well—uh. I-I me—I just had to learn how to pronounce it. I mean, it hasn't been a living, spoken language in more than one thousand years. I mean, look at this. It says, uh: "A traveler from distant stars escaped from a dying world looking for a way to extend his own life."
[Daniel points to icons on the wall showing an alien creature with the eye of Ra over his chest.]
FLASHBACK
[An alien creature, similar to the pictograph description, cries out as if in pain.]
DANIEL
(voiceover)
"His body, decaying and weak...he couldn't prevent his own demise." Apparently his whole species was becoming extinct. "So he travelled..."

"He came to a world, rich with life, where he encountered a primitive race—humans." Heh. "A species which, with all his powers and knowledge, he could maintain indefinitely. He realized within a human body, he had a chance for a new life." Now, he apparently found a young boy. It says: "As the frightened villagers ran, night became day. Curious, and without fear, he walked towards the light."

James Elton "Jim" West (March 28, 1951 – July 22, 2006) was an American politician. In 2005, while Mayor of Spokane, Washington, he was the target of allegations of the sexual abuse of boys twenty years earlier. These allegations became public after West became a target of a sting operation conducted by his hometown newspaper, the Spokesman Review. Some journalists and academics criticized the paper for what they saw as a form of entrapment. West admitted engaging in homosexual behavior with adults, despite an earlier record of supporting "anti-gay" legislation. Though never charged, he was removed from office by recall in 2005. The Federal Bureau of Investigation eventually closed its investigation and took no action for lack of evidence.
Early years
West was born in Oregon and raised in Spokane, Washington. He served in the U.S. Army after high school and graduated from Gonzaga University with a degree in Criminal Justice in 1978.
West was good friends with David D. Hahn and both were officers with the Spokane Sheriff's Department. They also worked together as troop leaders with the Boy Scouts of America. In 1981, Hahn committed suicide after charges of his involvement in the sexual abuse of boys became public.

Legislative career
In 1982, West was elected to the Washington State House of Representatives as a Republican representing the 6th legislative district. He was elected to the Washington State Senate in 1986 serving until his resignation to become Mayor of Spokane, Washington, in 2003. In the Senate West held the positions of Chairman of the Committee on Health, Chairman of the Ways and Means Committee and Majority Leader. During his years in the legislature, West developed a record as an opponent of homosexual rights. He supported several "anti-gay" bills, including one that would have banned gays and lesbians from working in schools and day care centers. He unsuccessfully proposed a law banning all sexual activity among unmarried persons under the age of 18. In 1995, when West was a state senator, he advocated the impeachment of Gov. Mike Lowry for alleged sexual harassment.
He served as mayor of Spokane from 2003 to 2005.
Investigation
In June, 2003, under editor Steven A. Smith, the Spokesman Review, Spokane's only daily newspaper, began a series of investigative reports into a series of sexual abuse incidents that had occurred in Spokane during the 1970s and 1980s, but went unreported at the time. Reporter Bill Morlin worked on the story for more than a year but failed to find a link between West and the crimes committed by his friend Hahn twenty years earlier.
The newspaper nevertheless targeted West in a sting operation. In 2004, reporter Morlin received a tip about West from a source that has never been publicly identified. The source claimed that the real identity of the persona on the gay.com website named "Cobra82" was in fact mayor West. The Spokesman Review then hired a professional investigator to create a false online persona on Gay.com named "Motobrock." This tactic was then used by the newspaper to arrange a meeting between the two. When Jim West turned up for the meeting on a Spokane golf course the newspaper editor was also present and correctly concluded that Cobra82 was the mayor.
In 2005, sex-abuse charges against West surfaced in the Spokesman Review. Robert J. Galliher claimed that West had committed sexual abuse against him while a member of West's Boy Scout troop. These charges about events two decades old could not be confirmed by other witnesses and Galliher's long criminal record tended to discredit him as well. West called the molestation allegations "flat lies," but admitted to having private online relationships in the past year through the Gay.com website. It was alleged that he offered unpaid internships to young gay men, none under the age of 18, though some were just graduating from high school. West denied charges that he had sought out minors.
Calls for his resignation spread. West defended himself on the Today Show on May 30, 2005. He explained his support for laws unfavorable to gays in this way: "If someone hires you to paint their house red, then you paint it red. Even if you think it would look better green." In a Spokane City Council meeting immediately afterward, a resolution requesting that he step down passed unanimously (7–0), yet West announced he intended to continue on as Mayor.
On June 2, the Spokane County Republican Party, Washington State Republican Party, and Spokane County Democratic Chairwoman Katie Kirking called for West's resignation. The FBI conducted its own investigation and a special city commission was set up to investigate and determine if any laws or policies had been broken In early August, 2005, the FBI searched West's home and seized his personal computers as part of its public corruption investigation.
Organizers of a recall gathered a sufficient number of signatures, and a special mail-in election was held on December 6, 2005, to determine whether West would remain in office. West was recalled by the voters with 65% in favor of ousting him to 35% in favor of keeping him as mayor. His term ended on December 16, 2005, the day the final votes were certified by the Spokane County Auditor's office. West's ouster marked the first time in the history of Spokane that a sitting mayor was recalled out of office.
On February 16, 2006 the Federal Bureau of Investigation issued its report closing its investigation of West. In the FBI report, Attorney Mark Bartlett said, "We did not find facts that would justify initiating federal criminal charges."
Later years
In the final days of his life, West was mulling over another opportunity to run for office. He also told KREM 2 in his last TV interview that during his tenure in the state legislature he only regretted one vote, for a bill that would have banned gays from working in schools and day-care centers.
West was diagnosed with colon cancer in 2003. By the early fall of 2005 West's isolation from the Spokane community was nearly complete. He had only a few friends and family to turn to for support during his illness. He joined the conservative Bethel African Methodist Episcopal Church of Spokane led by Pastor Lonnie Mitchell. He received support there and attended services regularly until his death from complications from cancer on July 22, 2006.

Rotary breaks ground on park fountain

The seed was planted nearly 30 years ago, but it wasn’t until Friday that city and Rotary Club officials broke ground on the Rotary Fountain in Riverfront Park.
Beneath an intermittent drizzle, the group gathered on a three-quarter-acre site that will be transformed into a $1.25 million interactive water fountain and plaza. It is scheduled to open in late May 2005, in time for the Northwest district Rotary conference.
Project designer Bob Perron was among those who watched as the first holes were dug into the cold, wet ground by Mayor Jim West, Dan Cadagan, Rotary Foundation project committee chairman, and other dignitaries. Perron, designer of Riverfront Park, had the vision of an elaborate entrance fountain in 1975.”There was not enough money in the budget then,” Perron said.
Perron, a resident of Portland and architect of that city’s Salmon Street Spring, said the idea resurfaced about 2½ years ago. The Rotary Club wanted to make a major contribution to the city.
The fountain and plaza are being funded by a public-private partnership between the Spokane Park Board and the Downtown Spokane Rotary Club 21. The fundraising has reached 96 percent of the needed amount, thanks to 415 donors, including 31 who each gave more than $5,000.
“This is by far the most significant project we have ever taken on,” Nancy Kennedy, Club 21 president said during the formal ceremony.
The fountain and plaza will bring a radically different look to the entrance of the park. It will cover an area from the Spokane River to Spokane Falls Boulevard on the south border and from the carousel to the “Christmas tree” on the west edge.
Harold Balazs, commissioned as the sculptor, has designed a work that will tell the story of the Spokane Falls and its relationship to native people.
“We were interested in a fountain that reflected in the history of the community,” said Perron, who has worked with Balazs on other architectural projects.
But unlike Perron’s original idea – sculptured children holding hands in water – the flat-deck Rotary Fountain will be run by computer and will be constantly changing. It will have about 140 water jets, sprays, misters, ground hugging fog and other features. It will stand on five stainless columns that are 24 feet high.
The fountain will be open for anyone who wants to play in the water, and will operate from 6 a.m. until midnight from mid-spring to mid-fall, temperature permitting. The fountain may be operated in winter with the mist creating ice formations.
Annual maintenance is estimated between $20,000 and $25,000, Cadagan said. Power alone would cost about $12,000 a year.
Perron said most of the construction is underground piping, which can be done in winter.
“This is going to be one of those things that brings ‘Wow!’ to the city,” West said.
