In idiomatic English, "the powers that be" (sometimes initialized as TPTB) is a phrase used to refer to those individuals or groups who collectively hold authority over a particular domain. Within this phrase, the word be is an archaic variant of are rather than a subjunctive be. The use of are in this phrase ("the powers that are") is less common. "The powers that were" (TPTW) can also be found.
Origin
The phrase first appeared in the Tyndale Bible, William Tyndale's 1526 translation of Romans Chapter 13 verse 1 in the New Testament, as: "Let every soul submit himself unto the authority of the higher powers. There is no power but of God. The powers that be, are ordained of God". In the 1611 King James Version it became, "Let every soul be subject unto the higher powers. For there is no power but of God: The powers that be are ordained of God." (Rom 13:1), whence it eventually passed into popular language.
The phrase comes from a translation of the Greek: lit. 'the ... existing [powers]'; also translated as "authorities" in some other translations.

Months ago, many months ago before I knew anything about "Silo" - the streaming-video series and the book collection - extensive thoughts and visualizations had formed in my conscious mind
Always the scenario, the final scenario, where this all that I've labored on for over 20 years now - each and every day - where this all finally ends, finally the explanation and the conclusion
It was not a silo
But it was certainly a hostile environment outside
A small facility constructed for me and one other person, and not for companionship. Simply two survivors
A portal leads there
Go through the portal from here, then you're there in a chamber with a hallway leading to a common-area with a large glass wall
On the sides of the hallway, one side for the other person, the other side for me. My living quarters that would satisfy me for the foreseeable future of at least 100 years of perfect health and rejuvenation while bearing the loss of the natural, real, blue-sky of this beautiful planet Earth
In the common-area, the glass windows revealed a hostile, inhospitable planet outside, in some other solar-system
A planet I was there to begin terraforming
Visualizing, I could hear the brown debris of the rocky soil blasting against that glass wall
Couldn't see anything because it was just a brown fog of dust pressed against the window surface and the raging winds outside of that planet that was still just a big Earth-sized rock
I was there at that moment to perform the first step of the terraforming process of the planet
The first step of the process would take 5 years to complete automatically. With a single command from me, the automated system would engage some sort of static repulsion system that would cause the dust to settle to the ground surface in a small area around the facility
I would linger in my living-quarters that entire time by myself and we would return to the common-area 5 years later to begin the second step. And then, with my space-suit, I could venture outside and begin construction activity
As though the Julian Jaynes bicameral gods are telling me - non-verbally - stories that I will discover in the future. That's a contradiction, however, to the concept Julian Jaynes expertly describes in his book. I am extending his concept about what happened to the people of ancient times and adapting to my own personal observations about my own personal experiences and I am suggesting that everyone today is affected by the notion I theorize. Far as I know, Jaynes never tried to suggest that the human species - past and present - have some sort of "back door" vulnerability to foreign influence by extraterrestrial intelligence. And I am not suggesting E.T. is here *now* and is still mind-controlling people to do stuff they would not have done anyway. Rather, I am more inclined to accept the fictional notion established in tangible form under the name James Corey and his "protomolecule". The human species forced into a collective consciousness by an alien race but they created it more than a billion years ago so don't take it personally.

Night. A car pulls up in front of Jack O'Neill's house and Major Samuels climbs out. He walks up to the front porch and knocks on the door. No one answers, and the camera pans up to the roof.
DRIVER: Sir. There's a ladder over here.
The view pans up to show O'Neill on the roof, looking at the night sky through a telescope. A laptop rests on a small table beside him. Samuels climbs up the ladder to join O'Neill.
SAMUELS: Colonel Jack O'Neill?
O'NEILL: (not looking up) Retired.

Hearing that, O'Neill finally turns away from the telescope.
Same evening. The car passes through a military gate, heavily guarded by soldiers, heading down into a tunnel cut into the side of the mountain - the entrance to the Cheyenne Mountain Complex. Cut to a shot of an elevator shaft, then the interior of the elevator, where O'Neill and another officer are standing. O'Neill notices how deep they're descending - the elevator goes all the way down to Sub-Level 11.
The elevator doors slide open, and O'Neill follows the officer down the corridors, looking around curiously.
INTERCOM: Red team number 9 to Sub-Level 2, red shaft 24.
They stop at a security checkpoint, and O'Neill signs in on a clipboard. The officer leads him to another elevator.
OFFICER: We have to take a second elevator the rest of the way, sir. It's a long way down.
O'Neill hands the clipboard back as the officer opens the elevator, and they step inside.
O'NEILL: I've been here before.
OFFICER: (mismatched uniform insignia) Ah. Of course.
SAMUELS: General Hammond, Colonel Jack O'Neill.
O'NEILL: Retired.
HAMMOND: I can see that. Me, I'm on my last tour; time to start getting my thoughts together. Maybe write a book. You ever think about writing a book about your exploits in the line of duty?
O'NEILL: Thought about it. But then I'd have to shoot anyone who actually read it. (Neither Hammond nor Samuels respond.) That's a joke, sir. Most of my work for the past ten years has been classified.
HAMMOND: Yes, of course.
O'NEILL: Major Samuels mentioned something about the Stargate?
HAMMOND: Down to business. I can do that. (He gets up.) This way. (He leads O'Neill and Samuels out.)
Cut to the infirmary, as Dr. Warner pulls a white sheet back to reveal the body of one of the dead Serpent Guards. Samuels, Hammond and O'Neill are gathered around the cot that the body is strapped on to.
HAMMOND: Anyone you know, Colonel?
WARNER: They're not human.
O'NEILL: Ya think?
WARNER: Best we can tell, these slits are actually a pouch similar to that found in a marsupial.

Plot
On a planet of ancient ruins, four nomads walking in the forest come across the body of a naked man lying among the dirt and leaves: It is Dr. Daniel Jackson (Michael Shanks). Back at Stargate Command, Jonas Quinn (Corin Nemec), who has been studying an ancient tablet discovers that the "lost city" that they have been searching for is a mistranslation; it is actually the "city of the lost". Furthermore, he believes that it would be the last on the list of Stargate addresses that Jack entered in the database when he had the repository of Ancient downloaded into his brain. SG-1 go to planet, referred to as Vis Uban, in hopes of finding the elusive city. SG-1 locates the ancient ruins and makes contact with the nomad tribe who inhabit it. Much to everyone's surprise, Daniel Jackson has been living amongst them. Known to the nomads as "Arrom", Jackson has no memory of his life before arriving on the planet, but in time Jack O'Neill (Richard Dean Anderson) and Samantha Carter (Amanda Tapping) convince him to return with them to Earth. Back on Earth, Daniel slowly begins to remember fragments of who he was and soon makes the assessment that Jonas' translation of the tablet is incorrect and that the Ancients deliberately hid their city, erasing it from historical documents

I also have these unexplained thoughts that I was a fighter pilot in the U.S. military, although I'm not sure which service, but I may have been in two different branches over time. A few minutes ago I started thinking that maybe I started at Princeton University in 1972. I would have been 13 at the time as Thomas Ray. I remember that Kerry Burgess started first grade in 1972. But then I decided that I probably started Princeton earlier than 1972 and maybe 1972 was the year I completed my first major degree. Or 1972 doesn’t really mean anything in particular to Thomas Ray; rather it is there for continuity sake for the life of Kerry Burgess.

Also, "Salesman." I saw that in a dream while sleeping recently. I saw myself going through an induction process in the United States Marine Corps and I woke up understanding that I was dreaming of my actual experience in 1990. I saw a document that indicated I was being inducted to the United States Marine Corps with the officer grade of Chief Warrant Officer 2. I saw in the dream another document associated with my induction and that document indicated I had been assigned the informal name "Salesman."
