My fellow Americans:

Not too long ago one of our Ambassadors visited an American armored cavalry regiment stationed on the NATO line in Germany. As he returned to his helicopter, he was followed by a young 19-year-old trooper. The trooper asked him if he could get a message to the President. Well, the Ambassador said that sometimes getting messages to the President was part of his job. And the young trooper then said, "Will you tell him we're proud to be here, and we ain't scared of nothin."

Well, not long ago the Ambassador was in Washington and told me the sequel to that incident. I'd repeated a story in a talk that was carried on our Voice of America radio program, and there in that base in Germany the young trooper heard the broadcast and knew that I'd received his message. His commanding officer said that he ran down the company street yelling: "The system works! The system works!"

Well, the system does work, but not just because Ambassadors can get messages from a 19-year-old trooper to the President. Our system—this way of life we call democracy and freedom—really works because of the dedicated Americans like that GI in Germany, who've always been willing to defend our way of life from foreign aggressors—from those who do not love freedom and seek to destroy it.

Charles Whitman

Charles Joseph Whitman (June 24, 1941 – August 1, 1966) was a student at the University of Texas at Austin and a former Marine who killed 16 people and wounded 32 others during a shooting rampage on and around the university's campus on August 1, 1966.

Whitman killed three of his victims inside the university's tower, and 10 others from the 28th floor observation deck of the University's 307-foot (94 m) administrative building; one, Karen Griffith, died a week after the shooting from her wounds.

The tower massacre happened shortly after Whitman murdered his wife and mother at their homes. He was shot and killed by Austin Police Officer Houston McCoy, assisted by Austin Police Officer Ramiro Martinez.

Charles Whitman grew up in an upper-middle class family headed by a father who owned a successful plumbing contract business in Lake Worth, Florida. Whitman excelled academically and was well liked by his peers and neighbors. There were underlying dysfunctional issues within the family that escalated in 1966, when his mother left his father and moved to Texas. The elder Whitman was an authoritarian who provided for his family, but demanded near perfection from all of them. He was also known to become physically and emotionally abusive.

Whitman's frustrations with his dysfunctional family were complicated by abuse of amphetamines and health issues including headaches that he reported in one of his final notes as "tremendous." A glioblastoma, which is a highly aggressive brain tumor, was discovered during autopsy; experts on the "Connally Commission" concluded it may have played a role in his actions. He was also affected by a court martial as a United States Marine, failings as a student at the University of Texas, ambitious personal expectations and psychotic features he expressed in his typewritten note left at 906 Jewell Street, Austin, Texas, dated both July 31, 1966 and later by hand "3 A.M., both dead August 1, 1966".

The Tupolev Tu-22M (NATO reporting name "Backfire") is a supersonic, swing-wing, long-range strategic and maritime strike bomber developed by the Soviet Union.

The first major production version, entering production 1972, was the Tu-22M2 ('Backfire-B'), with longer wings and an extensively redesigned, area ruled fuselage (raising the crew complement to four), twin NK-22 engines with F-4 Phantom II-style intakes, and new undercarriage carrying the landing gear in the wing glove rather than in large pods. These were most commonly armed with long-range cruise missiles/anti-ship missiles, typically one or two AS-4 'Kitchen' anti-shipping missiles.
