Statement by Kenneth J. Krieg

Under Secretary of Defense for Acquisition, Technology and Logistics Kenneth J. Krieg today announced his resignation. Krieg’s resignation becomes effective July 20, 2007, or upon the confirmation of his successor, whichever comes first. He thanked the President for “…giving me the opportunity to serve the best customers I will ever have – the men and women who volunteer to serve our nation in uniform.” He leaves the department to concentrate on his family.

U.S. Nuclear Weapons Strategy Delivered To Congress

On Friday, 20 July 2007, Secretary of Defense Robert Gates joined with the Secretary of Energy Samuel Bodman and Secretary of State Condoleezza Rice to submit to Congress a three-page statement on U.S. national security and nuclear weapons, entitled “Maintaining Deterrence in the 21st Century.”

The statement underscores the President’s policy for achieving “an effective strategic deterrent at the lowest level of nuclear weapons consistent with U.S. national security and our commitment to our allies.” The statement acknowledges that the Cold War is behind us, but points out that a new, diverse array of potential adversaries must now be deterred. At the same time, U.S. allies must remain assured of America’s continuing security commitment and capabilities.

To achieve this, the strategy paper states that it is crucial to have bipartisan support for a 21st century nuclear weapons strategy. The statement recommends that Congress initiate the Reliable Replacement Warhead program, and notes the importance of a responsive nuclear infrastructure for managing the technological and geo-political risks associated with drawing down the size of the nuclear arsenal.

Navy Announces Commissioning of Submarine Hawaii

The Navy’s newest attack submarine Hawaii will be commissioned Saturday, May 5, during an 11 a.m. EDT ceremony in Groton, Conn.

The third submarine of the Virginia class, SSN 776 will bear the name Hawaii to recognize the tremendous support the Navy has enjoyed from the people of the Aloha State and in honor of the rich heritage of submarines in the Pacific theater.

Adm. Gary Roughead, commander, U.S. Pacific Fleet, will deliver the ceremony’s principal address. Hawaii Gov. Linda Lingle is the sponsor of Hawaii, the state’s namesake submarine. The ceremony will be highlighted by a time-honored Navy tradition when Lingle gives the first order to “man our ship and bring her to life!”

Hawaii has improved stealth, sophisticated surveillance capabilities and special warfare enhancements that will enable it to meet the Navy’s multi-mission requirements. Hawaii’s capabilities include anti-submarine and anti-surface warfare, special operations forces delivery and support, and covert mine warfare. In addition to these mission areas, Hawaii will be able to strike targets ashore with precision Tomahawk cruise missiles and conduct covert long-term surveillance of land areas, littoral waters or other maritime forces. With enhanced communications connectivity, the submarine also will provide unique, fully-integrated strike group and joint task force support.

“The addition of USS Hawaii to the fleet provides needed capability to meet the challenges of the future,” said Navy Secretary Donald C. Winter. “This ship’s stealth, endurance, flexibility, and lethality, combined with a highly trained and ready crew, make for the most robust undersea warfare capability in the world.”

Capt. David A. Solms, a native of Colorado Springs, Colo., is the ship’s commanding officer and will lead a crew of approximately 134 officers and enlisted personnel.

The 7,800-ton Hawaii was built by the shipbuilder team of General Dynamics Electric Boat, Groton, Conn., and Northrop Grumman Newport News. The submarine is 377 feet in length, has a beam of 34 feet, and can operate at more than 25 knots submerged. Hawaii is designed with a reactor plant that will not require refueling during the planned life of the ship – reducing lifecycle costs while increasing underway time. Hawaii will ensure the United States maintains undersea dominance, in both deep and shallow waters, well into this century.

Fukushima's reactor cores still too hot to open

Six months after the disaster that caused three meltdowns, efforts to stabilize the Japanese nuclear power plant continue.

On 11 March, a magnitude-9.0 earthquake struck off the coast of Sendai in Japan, knocking out power at the nearby Fukushima Daiichi nuclear plant. In the hours and days that followed, three of the plant's six reactors melted down, triggering a series of explosions and fires at the site. Six months later, what progress has been made to stabilize the plant, and what is yet to be done?

What is happening at the site right now?

On any given day, 2,500-3,000 workers are on site. Many are cleaning up radioactive debris scattered by the explosions. Others are installing and operating systems to decontaminate radioactive water. Still others are erecting a shroud over the Unit 1 reactor, to prevent further contamination from the meltdown spreading to the environment. Similar covers may follow at Units 2 and 3, which also melted down (see Video).

Are the reactors stable?

Not entirely, but they are much more stable than they were six months ago. After the earthquake, the three reactors operating at the time shut down, but their uranium fuel continued to decay and release heat. The systems that keep the fuel cool in an emergency stopped working, and in the first hours after the accident the fuel became so hot that it probably melted. The melting is thought to have created a mess at the bottom of the reactors and released hydrogen gas that eventually ignited, causing explosions.
