All-American hero's errors bring Nato down to earth

Captain Scott O'Grady, the US pilot shot down by the Bosnian Serbs, is not quite the hero he was made out to be, according to Nato sources in Italy.

The way he was shot down, and his inability to communicate with aircraft searching for him, have revealed many shortcomings, and the US Air Force will have to take a hard look at its pilots' training. The rescue force, from the assault ship USS Kearsarge, performed well, although questions have also been asked about the need for so many senior officers to fly on a dangerous mission into hostile territory.

Since Capt O'Grady was shot down, the Nato planes enforcing operation Deny Flight have been avoiding the airspace over Bosnia, flying over Croatia or the Adriatic instead, which limits their ability to pursue any Serb aircraft which take to the air. Yesterday the Bosnian Serbs launched an air attack on the Bihac pocket, which Nato did not pick up - because their planes were not there.

Capt O'Grady's first mistake was a matter of discipline - he took off dressed only in a flying suit and a T-shirt , not properly clad to eject and survive in a hostile environment.

The Bosnian Serbs apparently locked radar on to his F-16 fighter several times, but he continued circling when he should have known he had been picked up. Eventually, the Serbs launched an SA-6 missile ,guiding it towards his plane visually. A quick transmission from the radar was then enough to guide the missile to the plane in its final moments, blowing it in two.

Capt O'Grady did not, apparently, know how to use his survival radio or the Global positioning system. Eventually, he seems to have worked out how to use the aids by trial and error: had he been well versed in the drills, he could have been picked up days earlier, sources said. He also headed towards a reference point quite needlessly, showing a misunderstanding of basic procedures.

The pilot was eventually rescued by two Sea Stallions and two Cobra attack helicopters from the Kearsarge, which had arrived in the Adriatic on 29 May, four days before he was shot down.

"We thought he was dead," said an officer on the Kearsarge. "The first we heard about him being alive was very early the morning of the rescue." An Airborne Warning and Control aircraft had pinpointed Capt O'Grady's position and passed an accurate grid reference to the Marine force, though they were not in contact with the downed airman until they were 10 miles out from their objective. "When we got within a mile or so he could hear us and said we were overhead. O'Grady produced his own smoke - orange smoke," said one of the helicopter pilots.

Helicopters carrying Marine infantry, led by Colonel Marty Berndt, the commander of the 2,000 strong 24th Marine Expeditionary Unit (MEU), landed. "We could see [Capt O'Grady] coming through the woods. He was wearing a survival hat which he could turn inside out. We could see the orange hat," one of the pilots said.

The Bosnian Serbs opened fire at the departing helicopters. The Unit's senior sergeant major offered Capt O'Grady a drink, then put his metal water bottle back just in time to deflect a Serb bullet which had penetrated the fuselage.

The US authorities also raised eyebrows about the need to have the MEU commander and a senior member of his headquarters staff on a hazardous mission into hostile territory when it was not necessary.

There was already a Lieutenant-Colonel commanding the mission. Colonel Berndt is reported to have said he wanted to demonstrate he would do anything he asked his men to do.

But some US officers drew a parallel with Star Trek. "Why do they always send the captain, the first officer, the doctor and the chief engineer to look over a hostile planet?" one asked.

But until they actually heard his voice calling, they were not sure he was still alive.

Admiral Owens: Good morning ladies and gentlemen. I'm going to give you just a short statement here this morning. I can only echo the comments that have already been made by Secretary Perry and General Shalikashvili, General Joulwan, and Admiral Smith in-theater.

This has been a wonderful bit of news for us here in Washington. We've been working hard on this, in support of the theater commander, over the last few days. Of course, most importantly, this attests to this wonderful young man, Scott O'Grady, who was trained well, learned his lessons, and then executed his lessons when it mattered most. So, we're all just terribly proud of this young man and the way he managed to live for five-and-a-half days, in a very difficult situation, then, eventually, lead to his rescue.

Especially here, I want to point out that this NATO operation -- led by General Joulwan, Admiral Smith, General Mike Ryan and, particularly, General Select Marty Brendt, United States Marine Corps, who is commanding the 24th MEU, in the Adriatic, from the KEARSARGE -- was just a wonderful planned and ready capability that was responsible for the quick response that saved the life of this young pilot. But, it wouldn't have happened, again, without Scott O'Grady and his training, his dedication to doing things exactly right and, then, his ability to come together with the rescue forces at just the right moment.

Over the last five days, as I mentioned briefly, the entire Washington inter-agency community has been involved in trying to support, in any way possible, General Joulwan and his military commanders. There has been a continued effort to try to develop information -- to allow us to verify -- that the pilot was alive, and his location, so that we could implement this rescue operation.

The grand part of that effort, of course, was in-theater, but there has been a significant minute-by-minute effort here in Washington to apply all the resources we had, throughout the inter-agency, to this effort.

This NATO rescue operation was well-planned. The ready forces who came out in a matter of just hours, from the time that we had established contact with Scott on the ground, and then authenticated that it was Scott O'Grady -- just attests to the NATO joint military readiness in theater.

The contingency of a search and rescue operation is something that all of our pilots are well trained for. They are individually trained, the staffs are trained, and we hold many of these kinds of capabilities close because they are directly related to our ability to safely rescue our pilots when downed in the future, so many of the operational details of this are not releasable. But we do release the fact that the training has gone on, that Scott was very well-trained, and the wonderful news for Scott, his parents, and for all of us, including the President who, of course, very shortly after Scott was over the Adriatic on the way out, called Scott's parents to tell them how happy the President was. For all of us, this has been just a very happy night, and we're happy that it's over and that it's over safely.

We have had over 69,000 sorties over Bosnia. We have had two aircraft shot down. Both pilots have been rescued. You'll recall the Harrier, which I believe was in the spring of 1994. This readiness to go and save our people when they are in distress is a hallmark of NATO and United States military commitment to take care of our people when they're in distress.

Just briefly, I'll walk you through the pilot rescue. As you can see, the search and rescue effort took place from the USS KEARSARGE. Again, this was the 24th MEU. It was commanded by Marty Brendt. He was given the tasking and, in a very short period of time, launched the rescue package. I'll show you, in a second, the kinds of aircraft that were involved in this operation.

I'll point out to you that sunrise was at 0506 -- that's local time in the region. There's a six-hour time difference between the region and Washington, so all of these times are minus six hours for Washington. So this was 8:08 p.m., last night, for this first event.

The helicopters went in and made the pickup in this general area. This was an area that was only a few kilometers from the estimated crash site. Of course, the helicopters came back out, returned to KEARSARGE. At 0130, Washington- time -- 0730 local -- Basher-52, Scott O'Grady, was safely back aboard KEARSARGE.

I can run through the individual details of this -- I don't believe I'll do that here this morning. There were over 40 aircraft involved in this, and many people involved at the headquarters in Naples, at the headquarters in Aviano, General Joulwan's headquarters in Germany, and certainly back here in Washington. We were following this, event-by-event, as we went through it, last evening.

Here is a listing of the type of aircraft that were involved in this operation -- rescue forces: the CH-53, the Marines; Cobra helicopter gunships; Harrier aircraft; special forces H-53s; suppression-of-enemy-air-defense [SEAD], combat air patrol, and close air support aircraft, as shown here; and support aircraft tankers and surveillance aircraft. Approximately, 40 aircraft. Again, this was a multinational operation. There was, for example, a NATO-AWACS aloft at this time, and it was a joint NATO multi-service operation.

Again, we are all extremely pleased -- for Scott, for his family, for all of us -- that we have this wonderful young man back. We're very proud of the command in Europe that executed this and very proud of Scott.

I'll be happy to answer any questions you might have.

IT HAS been said that on Saint Patrick's Day everyone is an Irishman. As one whose ancestors came to America from Ireland, I wish all the Irish--including those who are Irish for only today--a happy and memorable Saint Patrick's Day.

The life of this national hero and great saint is filled with the power of love. Having been a slave for 6 years, he knew what it was to love liberty. He loved his country and its people. And he devoted his life to bringing God's word to the Irish.

These three loves--of liberty, of country, and of God have been the heritage of the Irish people wherever they have been. About 45 people attended a candlelight vigil in downtown Dallas on Tuesday night to mark the International Day Against Homophobia, Biphobia and Transphobia. A number of pedestrians also stopped along the sidewalk to listen to speakers at the JFK Memorial.

The evening began with singing and an invocation by the Sisters of Perpetual Indulgence.

Maeve O’Connor spoke about transphobia. A video of her talk is below.

BiNet Dallas president Morgan O’Donnell and event organizer Elizabeth Jayne Webb addressed biphobia by the gay as well as straight communities. Jesse Garcia, Steven Sprinkle and Davlin Kerekes spoke about homophobia.

After the speakers, there was a candlelight vigil along several downtown blocks.

This is the first time Dallas participated in IDAHO. The event has been marked in Europe and Canada since 2004 and is held on May 17 because that is the date in 1990 when the World Health Organization removed homosexuality from its list of mental disorders.

No counterprotesters showed up at the vigil.

Plot Summary


Secretary Phoebe Weyms is in love with her ad-agency boss, Gordon Crouse, but he doesn't give her the time of day. In order to attract his attention, Phoebe contacts the Navy Recruiting Station, and offers to unmask the two mystery girls. They sing on the "Blind Date" radio program, at a gigantic recruiting rally. Crouse is irate at what she has done because, as he tells Phoebe, the "Blind Date" girls, Brenda and Cobina, are clock-stopping ugly. Phoebe suggest that two of the agency models, Jerry Gilbert and Kitty Leslie, pose as the two singers while Brenda and Cobina do the actual singing behind a curtain. Breanda and Cobina agree but under the condition that they must be supplied with sailor boy-friends. Led to believe that B&C are voice teachers for Jerry and Kitty, the Navy commander, sends sailors "Hambone" Skelly and "Daffy" Dill around to act as Brenda and Cobina's escorts. But Brenda and Cobina elope with their sailor escorts, and Phoebe is left with two masked "Blind Date" singers...who can't sing.

Air Force Report Concludes F-16 Crashed After Pilot Tried to Relieve Himself

The pilot of an Air Force F-16 was trying to urinate in a cockpit device when the $20-million plane went out of control at 28,000 feet and crashed at Palmdale Regional Airport in December, an Air Force report said Friday.

The report describes the events leading up to the Dec. 1 accident, but it does not assign blame for the crash. It does not mention any evidence of pilot error or equipment malfunction, nor does it say if the pilot's attempt to urinate while flying on automatic pilot was a contributing factor.

The pilot, Capt. Craig Fisher, 29, was about 48 minutes into a flight from Luke Air Force Base in Arizona with two other planes to the Miramar Naval Air Station near San Diego when he attempted to use the so-called "piddle pack" and the aircraft went out of control, the report said.

An Air Force spokesman, Capt. Alan Sattler, said pilots commonly carry foam-filled rubber bags for urinating, but he could not recall one being involved in a crash.

Fisher, described as "an experienced instructor pilot" with more than 1,356 hours of flying time, parachuted from the jet below 7,500 feet and landed safely with only a strained muscle in his neck, the report said. He was briefly hospitalized at nearby Edwards Air Force Base.

The single-engine, single-seat F-16C--a model the U.S. military used extensively in the Persian Gulf War--crashed and exploded 432 feet north of the passenger terminal at the small airport run by the city of Los Angeles in the Antelope Valley, the report said. The crash, shortly before 10 a.m., left a crater beside a runway.

There were no other injuries.

The aircraft, which was passing high above the airport, crashed there by chance, not because Fisher was trying to land there, the Air Force said at the time.

Whether the Air Force has determined a cause for the crash, taken any action against the pilot, or instituted steps to prevent similar mishaps was not mentioned in the report. Sattler, a public affairs officer at Bergstrom Air Force Base in Austin, Tex., where the report was released, said such matters may have been addressed in a separate "mishap report" on the crash, which the Air Force considers confidential.

According to the released report, Fisher put his jet on autopilot about 40 minutes into the flight, took the piddle pack from his flight suit pocket, unlatched his lap belt, "and began to raise himself up and forward in the ejection seat."

"He used his feet on the rudder pedals to help with this upward motion," the report said. Then, the jet began a "very aggressive and rapid" roll to the right and down. Fisher unsuccessfully fought to regain control of the falling jet, including turning off the autopilot, before ejecting, the report said.
