Admiral of the Fleet

An Admiral of the Fleet or Fleet Admiral, is a military naval officer of the highest rank. In the United States, the rank of Fleet Admiral is reserved for war time use, with the last promotions to position coming during World War II. It is usually a rank above Admiral, and is often held by the most senior Admiral of an entire naval service. It is also a generic term for a senior Admiral in command of a large group of ships, comprising a fleet or, in some cases, a group of fleets. If actually a rank (equivalent to an army Field Marshal or General of the Army, which ranks above General), its name varies depending on the country, including Fleet Admiral, Admiral of the Fleet, Admiral of the Navy, and Grand Admiral.

Title: An Act to reorganize the executive branch of the Government and increase its economy and efficiency by establishing Offices of Inspector General within the Departments of Agriculture, Commerce, Housing and Urban Development, the Interior, Labor, and Transportation, and within the Community Services Administration, the Environmental Protection Agency, the General Services Administration, the National Aeronautics and Space Administration, the Small Business Administration, and the Veterans' Administration, and for other purposes.

Inspector General Act - Establishes an Office of Inspector General within each of the Departments of Agriculture, Commerce, Housing and Urban Development, Interior, Labor, and Transportation, the Environmental Protection Agency, the Community Services, General Services, National Aeronautics and Space, Small Business, and Veterans' Administrations.

Provides for the appointment of each Inspector General by the President, subject to Senate confirmation, without regard to political affiliation and solely on the basis of such appointee's integrity and ability. Stipulates that, while such appointee must report to and be solely under the general supervision of the establishment head, such officer cannot prevent or prohibit such appointee from initiating, carrying out, completing, or issuing subpoenas necessary for any audit or investigation. Authorizes removal of such appointee by the President and requires the President to communicate the reasons for such removal to both Houses of Congress. Subjects such appointees to the Hatch Act prohibitions against engaging in partisan politics.

Makes it the duty of such Offices to direct the auditing and investigation of the programs of the agency in which each such Office is established and to recommend policies to each respective agency to promote the efficiency and economy of and to prevent and detect fraud and abuse in the programs administered by each agency. Directs each such Office to coordinate the relationships between its agency and other Federal agencies, States, and local government agencies in carrying out its mission.

Fleet Admiral (United States)

Fleet Admiral of the United States Navy (FADM), or more commonly referred to as Fleet Admiral, is a five-star flag officer rank and is presently considered the highest possible rank in the United States Navy.


The insignia for Fleet Admiral comprises five stars in a pentagon design with a thick rank stripe, below four smaller stripes, on the service dress blue uniform.

General of the Armies

General of the Armies and General of the Armies of the United States are the highest possible ranks in the United States Army.


After World War II, which saw the introduction of U.S. "5-star" officers who outranked Washington, both Congress and the President revisited the issue of Washington's rank. To maintain George Washington's proper position as the first Commanding General of the United States Army, he was appointed, posthumously, to the grade of General of the Armies of the United States by congressional joint resolution Public Law 94-479 January 19, 1976, approved by President Gerald R. Ford on October 11, 1976. The law established the grade as having "rank and precedence over all other grades of the Army, past or present,"clearly making it superior to General of the Army. The Department of the Army Order 31-3, issued on March 13, 1978 had an effective appointment date of July 4, 1976. The rank ensures that no United States military officer outranks George Washington

LASSEN, CLYDE EVERETT

Rank and organization: Lieutenant, U.S. Navy, Helicopter Support Squadron 7, Detachment 104, embarked in U.S.S. Preble (DLG-15). place and date: Republic of Vietnam, 19 June 1968. Entered service at: Jacksonville, Fla. Born: 14 March 1942, Fort Myers, Fla. Citation: For conspicuous gallantry and intrepidity at the risk of his life above and beyond the call of duty as pilot and aircraft commander of a search and rescue helicopter, attached to Helicopter Support Squadron 7, during operations against enemy forces in North Vietnam. Launched shortly after midnight to attempt the rescue of 2 downed aviators, Lt. (then Lt. (J.G.)) Lassen skillfully piloted his aircraft over unknown and hostile terrain to a steep, tree-covered hill on which the survivors had been located. Although enemy fire was being directed at the helicopter, he initially landed in a clear area near the base of the hill, but, due to the dense undergrowth, the survivors could not reach the
helicopter. With the aid of flare illumination, Lt. Lassen successfully accomplished a hover between 2 trees at the survivors' position Illumination was abruptly lost as the last of the flares were expended, and the helicopter collided with a tree, commencing a sharp descent. Expertly righting his aircraft and maneuvering clear, Lt. Lassen remained in the area, determined to make another rescue attempt, and encouraged the downed aviators while awaiting resumption of flare illumination. After another unsuccessful, illuminated rescue attempt, and with his fuel dangerously low and his aircraft significantly damaged, he launched again and commenced another approach in the face of the continuing enemy opposition. When flare illumination was again lost, Lt. Lassen, fully aware of the dangers in clearly revealing his position to the enemy, turned on his landing lights and completed the landing. On this attempt, the survivors were able to make their way to the
helicopter. En route to the coast he encountered and successfully evaded additional hostile antiaircraft fire and, with fuel for only 5 minutes of flight remaining, landed safely aboard U.S.S. Jouett (DLG-29) .

Clyde Everett Lassen

Clyde Everett Lassen (1942–1994), a native of Fort Myers, Florida, was a United States Navy aviator who was awarded the Medal of Honor for his rescue of two downed aviators while piloting a search and rescue helicopter in Vietnam.


On June 19, 1968, Lassen, then a 27-year-old lieutenant flying a UH-2 Seasprite, embarked on a mission to recover two downed naval aviators whose plane had been shot down deep in North Vietnamese territory. Upon reaching the hilly terrain where the aviators were hiding, Lassen made several attempts to recover the aviators, but dense tree cover, enemy weapons fire and intermittent illumination frustrated his efforts. Lassen turned on the landing lights of the helicopter, despite the danger of revealing his position to the enemy. After the pilots made their way to the helicopter and with his bullet-riddled helicopter dangerously low on fuel, Lassen evaded further antiaircraft fire before landing safely at sea onboard a guided missile destroyer with only five minutes of fuel left in the helicopter's fuel lines. The account of the rescue was logged as a successful, routine search and rescue mission.

Lt. Lassen became the first naval aviator and fifth Navy man to be awarded the Medal of Honor for bravery in Vietnam. In 2001, a destroyer was commissioned and named after him: the USS Lassen.
