James Franck (26 August 1882 – 21 May 1964) was a German physicist and Nobel laureate .
Franck completed his Ph.D. in 1906 and received his venia legendi for physics in 1911, both at the University of Berlin, where he lectured and taught until 1918, having reached the position of extraordinarius professor. After World War I, in which he served and was awarded the Iron Cross 1st Class, Franck became the Head of the Physics Division of the Kaiser Wilhelm Gesellschaft for Physical Chemistry. In 1920, Franck became ordinarius professor of experimental physics and Director of the Second Institute for Experimental Physics at the University of Göttingen. While there he worked on quantum physics with Max Born, who was Director of the Institute of Theoretical Physics.
In 1925, Franck received the Nobel Prize in Physics, mostly for his work in 1912-1914, which included the Franck-Hertz experiment, an important confirmation of the Bohr model of the atom.
In 1933, after the Nazis came to power, Franck left his post in Germany and continued his research in the United States, first at Johns Hopkins University in Baltimore and then, after a year in Denmark, in Chicago. It was there that he became involved in the Manhattan Project during World War II; he was Director of the Chemistry Division of the Metallurgical Laboratory at the University of Chicago. He was also the chairman of the Committee on Political and Social Problems regarding the atomic bomb; the committee consisted of himself and other scientists at the Met Lab, including Donald J. Hughes, J. J. Nickson, Eugene Rabinowitch, Glenn T. Seaborg, J. C. Stearns and Leo Szilard. The committee is best known for the compilation of the Franck Report, finished on 11 June 1945, which was a summary of the problems regarding the military application of the atomic bomb.

Seán Russell
Seán Russell (1893 – 14 August 1940) was an Irish republican who held senior positions in the IRA until the end of the Irish War of Independence.
Russell was one of those within the much-reduced IRA pushing for more militant activities in 1926. That year he and Gerald Boland travelled to the Soviet Union on an IRA weapons buying mission. He was appointed IRA quartermaster general in 1927 and held that position until 1936. He travelled widely throughout Ireland reorganising the IRA during 1929-31. Russell was due to give the oration at the 1931 Bodenstown commemoration but was arrested on its eve.
He visited the United States in the autumn of 1932. During the Northern Ireland rail strike of 1933 he organised IRA intervention from Belfast. Russell remained aloof from the IRA's political debates and following the split of 1934 chaired the court-martial of Mick Price and Peadar O'Donnell who had left the IRA to form the left wing Republican Congress. He met Irish Taoiseach Eamon de Valera at Government Buildings during 1934.
While in the United States during 1936 he seems to have conceived along with Joseph McGarrity, the plan for the bombing campaign in England. In January 1937, Russell was accused of misappropriating funds by the IRA leadership and was court martialled. He had also embarked on his American tour without Army Council permission. He stayed out of Dublin until October 1937, when he approached the IRA leadership in an attempt to convince them that the campaign in England should go ahead. In April 1938 an IRA General Army Convention was held, and Russell and his supporters (including McGarrity and IRA members from Northern Ireland) secured enough support to get a majority on the IRA Army Executive and to get him re-instated in the organisation and elected to the Army Council. This has been described as a "take over" by historian Brian Hanley. After becoming IRA chief of staff, he put into motion the bombing campaign and contacts with Nazi Germany and during the
summer of 1938, the IRA held training classes in explosives throughout the country.
Believing it to be the legitimate government of the Irish Republic, in January 1939, the IRA Army Council under Russell's leadership declared war on Britain. The so-called Sabotage Campaign commenced some days later with bomb attacks on a number of English cities.

The Philadelphia race riot took place in the predominantly black neighborhoods of North Philadelphia from August 28 to August 30, 1964. Tensions between black residents of the city and police had been escalating for several months over several well-publicized allegations of police brutality.
This riot was one of the first in the civil rights era and followed the Rochester race riot and the New York City race riot.
In 1964, North Philadelphia was the city's center of African American culture, and home to 400,000 of the city's 600,000 Black Residents. The Philadelphia Police Department had tried to improve its relationship with the city's Black community assigning police to patrol Black neighborhoods in teams of one Black and one White officer per squad car and having a civilian review board to handle cases of police brutality. Despite the improvement attempts of the Philadelphia Police Department, Racial tensions had been high in Philadelphia over the issue of police brutality. The Philadelphia Tribune, the city’s black newspaper running several articles on police brutality which often resulted in White policemen who were brought up on charges of brutality being acquitted. The summer of 1964 however was at the peak of the civil rights movement with rioting breaking out in black areas of other northern cities such as New York, Rochester, Jersey City and Elizabeth
caused by incidents relating to police brutality against black citizens.
The Riots
The unrest began on the evening of August 28 after a black woman named Odessa Bradford got into an argument with two police officers, one black, Robert Wells, and the other white, John Hoff, after her car stalled at 23rd Street and Columbia Avenue. After Bradford refused to comply with the two officers' orders to move the car, because the car had stalled, and she was unable to drive it, an argument ensued. The officers then tried to physically remove Bradford from the car. She resisted and a large crowd assembled in the area. A man tried to come to Bradford's aid by attacking the police officers at the scene, but he and Bradford were arrested.
Rumors then spread throughout North Philadelphia that a pregnant black woman had been beaten to death by white police officers. Later that evening, and throughout the next two days, angry mobs looted and burned mostly white-owned businesses in North Philadelphia, mainly along Columbia Avenue. Outnumbered, the police response was to withdraw from the area rather than aggressively confront the rioters.

WASHINGTON - The Pentagon today raised to 37 the number of U.S. sailors killed by Iraqi missile attack Sunday night on a Navy frigate in the Persian Gulf.
Pentagon officials also said that 21 other men of the ship's crew were injured in the inexplicable attack launched by an Iraqi Mirage jet.
Some of the injured have been treated aboard ship and returned to duty fighting fires and operating the heavily damaged warship, the USS Stark, as it struggled toward port, officials added. Two men were flown to a U.S. military hospital in West Germany for treatment of severe burns and other injuries.
U.S. officials said the Iraqi attack seemed to be inadvertent. But White House spokesman Marlin Fitzwater said that from now on any Iraqi or Iranian aircraft "flying in a pattern which indicates hostile intent will be fired upon, unless they provide adequate notification of their intentions."
There were many unanswered questions about why the Stark did not defend itself against the Exocet, which first was used by Argentina to destroy a British destroyer in the war over the Falkland Islands, a war Britain eventually won. The Stark was equipped with a highly sophisticated anti-missile defense that is supposed to be able to shoot down an Exocet.
Pentagon officials said that the Stark knew it was being tracked by the two Iraqi planes and that it knew of the launching of a missile at least one minute before impact.
The Stark apparently failed to take any defensive or retaliatory action, even after it spotted Iraqi warplanes on its radar and detected the missile. Apparently one sea-skimming missile hit the frigate on the port side of the bow, just below the vessel's nerve center, its Combat Information Center.
Defense Secretary Caspar Weinberger said today that it is impossible to prejudge why the ship's captain, Cmdr. Glenn R. Brindel, 43, of Pittsburgh, did not respond to the attack. The captain has been too busy saving his ship to confer with his superiors in Washington, Pentagon officials said.
The Pentagon said 24 of the victims had been identified. Thirteen more are missing and presumed dead, said Cmdr. Robert Prucha, a Pentagon spokesman who announced that the toll had been revised from 28.
Prucha could not say whether the missing were lost overboard or still in the wreckage. "It could be a little bit of both," he said. "We don't have any information right now."
The Stark was under tow today to the Persian Gulf emirate of Bahrain, 85 miles southwest of the site of the attack, the Pentagon said. Firemen continued to battle stubborn fires around a 10-to-15-foot hole in its port side.
"The inside of the Stark got so hot that the aluminum melted," said one salvage executive, speaking from Bahrain on condition of anonymity. "During the (initial) fire it was like the inside of a boiler" with temperatures reaching 1,832 degrees, he said.
"It has been extremely hazardous to tow the Stark, and she cannot move under her own power," another executive said. "The alloy of the stricken section is very hot and keeps reigniting fire. The crew keep dealing with rebursts and the ship meanwhile comes to a standstill."

LOS ANGELES - New NASA images suggest Mars had a sizable lake on its surface billions of years ago, further evidence that the planet once had a watery past.
Images snapped by the Mars Reconnaissance Orbiter reveal a 30-mile-long canyon where researchers believe water once flowed. Dubbed the Shalbatana lake for the valley it was located in, scientists believe it was about the size of Lake Champlain, which borders the states of New York and Vermont.
The findings were published in this week's Geophysical Research Letters.

CAPE CANAVERAL, FlA. - NASA launched its first moon shot in a decade Thursday, sending up a pair of unmanned science probes that will help determine where astronauts could land and set up camp in years to come.
The liftoff occurred just one month and two days shy of the 40th anniversary of the first lunar footprints. The mission is seen as a first step in NASA's effort to return humans to the moon by 2020.
An Atlas V rocket carrying the two spacecraft blasted off in late afternoon, ducking through clouds and providing an exhilarating start to the $583 million mission.
The two spacecraft should reach the moon in four to five days - or by early next week.
One will enter into an orbit around the moon for a mapping mission. The other will swing past the moon and go into an elongated orbit around Earth that will put it on course to crash into a crater at the moon's south pole in October.
NASA expects the dramatic moon-impacting part of the mission to be "a smashing success." It's a quest to determine whether frozen water is buried in one of the permanently shadowed craters. Water would be a tremendous resource for pioneering astronauts.

Bill Gates' appointment of longtime friend and confidant Steve Ballmer as president of Microsoft marks a return to company roots for both senior executives.
Gates said he wants to return to the product side of Microsoft, which he, Paul Allen and Harvard colleague Monte Davidoff started 23 years ago by authoring a version of the BASIC programming language for the first mass-marketed personal computer.
Ballmer, who had been executive vice president for sales and support, will assume more day-to-day operational oversight, similar to the responsibilities he had when he started work at Microsoft as operations chief and the company's 28th employee in June 1980.

MOUNTAIN VIEW, Calif. - Scientists who slammed a bus-sized projectile into the moon on Friday, hitting exactly the spot they were aiming for, say it will take weeks to figure out what they did - and did not - see.
More than 230,000 miles from Earth, the Lunar Crater Observation and Sensing Satellite hit a bull's-eye - two, actually - on the moon. However, the initial images at least, both from the spacecraft and telescopes on Earth, failed to capture expected plumes of debris rising out of the impacts.

Tsar Bomba, literally "Tsar-bomb", is the nickname for the AN602 hydrogen bomb (codenamed "Ivan"[citation needed] by its developers) — the largest, most powerful nuclear weapon ever detonated, and currently the most powerful explosive ever detonated in human history.

LOS ANGELES - New NASA images suggest Mars had a sizable lake on its surface billions of years ago, further evidence that the planet once had a watery past.
Images snapped by the Mars Reconnaissance Orbiter reveal a 30-mile-long canyon where researchers believe water once flowed. Dubbed the Shalbatana lake for the valley it was located in, scientists believe it was about the size of Lake Champlain, which borders the states of New York and Vermont.
The findings were published in this week's Geophysical Research Letters.

CAPE CANAVERAL, FlA. - NASA launched its first moon shot in a decade Thursday, sending up a pair of unmanned science probes that will help determine where astronauts could land and set up camp in years to come.
The liftoff occurred just one month and two days shy of the 40th anniversary of the first lunar footprints. The mission is seen as a first step in NASA's effort to return humans to the moon by 2020.
An Atlas V rocket carrying the two spacecraft blasted off in late afternoon, ducking through clouds and providing an exhilarating start to the $583 million mission.
The two spacecraft should reach the moon in four to five days - or by early next week.
One will enter into an orbit around the moon for a mapping mission. The other will swing past the moon and go into an elongated orbit around Earth that will put it on course to crash into a crater at the moon's south pole in October.
NASA expects the dramatic moon-impacting part of the mission to be "a smashing success." It's a quest to determine whether frozen water is buried in one of the permanently shadowed craters. Water would be a tremendous resource for pioneering astronauts.

Gregory B. Craig's friends were perplexed two months ago when he gave up one of the most prestigious jobs in Washington to take one of the most troublesome: Why descend from the rarefied aerie of foreign policy into the squalid mess of a sex scandal?
Craig brought along his best bedside manner when Clinton summoned him to the White House residence on the night of Sept. 10 -- the day after independent counsel Kenneth Starr's lurid report to Congress was published on the World Wide Web. On a balcony overlooking the South Lawn, Clinton and Craig sat talking for two hours.
"He was in great pain," Craig recalls. "He was, I think, profoundly troubled at his own failures, at his own shortcomings, and really at a loss about what to do, how to handle it. And I told him he really needed to talk about it. And he asked for my help. And I said I've got to talk to my wife."
Craig wasn't a Clinton intimate. He'd known him casually at Yale Law School, but he'd been friendlier with Clinton's girlfriend, Hillary Rodham -- like Craig, originally a member of the Class of '72. (She and Clinton received their degrees in 1973.) In the intervening years, they'd had little contact.
Indeed, Craig wasn't even the top prospect for the job. Former Senate majority leader George Mitchell (D-Maine) and prominent Democratic attorney Richard Ben-Veniste were also sounded out for the $125,000-a-year position.
But Craig and his wife, graphic designer Derry Craig, quickly concluded that he couldn't ignore Clinton's SOS.
Secretary of State Madeleine Albright, who has known Craig since the early 1980s, says the decision was easy. "Both Greg and I have the same view -- that it is very important to do what is important for the president," says Albright, who tapped him to be her policy planning chief in 1997.

WASHINGTON - The two lawyers who were defending President Clinton before the House Judiciary Committee beginning today know what it is like to represent a politician who is in some degree of peril.
For Charles Ruff, the politician was Sen. Charles Robb, D-Va., who five years ago faced a grand-jury investigation of his office's possession of an illegally recorded tape of a 1988 phone call by Democrat Douglas Wilder, who was then Virginia's lieutenant governor. The grand jury did not return an indictment against Robb.
For Gregory Craig, the politician was a former boss, Sen. Edward Kennedy, D-Mass. Kennedy was accused of no wrongdoing, but Craig guided him through televised testimony in the 1991 Palm Beach, Fla., rape trial of his nephew, William Kennedy Smith.

WASHINGTON - The terrorists who hijacked four passenger jets Tuesday almost assuredly had help from airline employees or contract workers with access to the planes on the ground, aviation security experts said Tuesday.
And while the hijackings demonstrated the failings of the nation's airport security system, they also exposed a dramatic failure of the government's intelligence gathering networks.
Vince Cannistrato, a former top official at the Central Intelligence Agency, called the attack "a massive intelligence failure. Thousands of people are dead because some people didn't do their jobs."
Barbara Olson, a commentator for CNN, was aboard American Airlines Flight 77, which slammed into the Pentagon, CNN reported.
Olson telephoned her husband, Solicitor General Ted Olson, twice from the hijacked plane and told him the terrorists were armed with knives and cardboard cutters, CNN reported.
The terrorists then herded the passengers and flight crew - including the pilot - into the back of the aircraft.
The attacks were obviously well-planned, said Charlie LeBlanc, Air Security's managing director.

Naval Marshal General Isoroku Yamamoto (4 April 1884 – 18 April 1943) was the commander-in-chief of the Combined Fleet during World War II, a graduate of the Imperial Japanese Naval Academy and a student of the U.S. Naval War College and of Harvard University (1919–1921).

It kept getting worse.
The horror arrived in episodic bursts of chilling disbelief, signified first by trembling floors, sharp eruptions, cracked windows. There was the actual unfathomable realization of a gaping, flaming hole in first one of the tall towers, and then the same thing all over again in its twin. There was the merciless sight of bodies helplessly tumbling out, some of them in flames.
Finally, the mighty towers themselves were reduced to nothing. Dense plumes of smoke raced through the downtown avenues, coursing between the buildings, shaped like tornadoes on their sides.
Every sound was cause for alarm. A plane appeared overhead. Was another one coming? No, it was a fighter jet. But was it friend or enemy? People scrambled for their lives, but they didn't know where to go. Should they go north, south, east, west? Stay outside, go indoors? People hid beneath cars and each other. Some contemplated jumping into the river.
For those trying to flee the very epicenter of the collapsing World Trade Center towers, the most horrid thought of all finally dawned on them: nowhere was safe.

Gregory B. Craig's friends were perplexed two months ago when he gave up one of the most prestigious jobs in Washington to take one of the most troublesome: Why descend from the rarefied aerie of foreign policy into the squalid mess of a sex scandal?
Craig brought along his best bedside manner when Clinton summoned him to the White House residence on the night of Sept. 10 -- the day after independent counsel Kenneth Starr's lurid report to Congress was published on the World Wide Web. On a balcony overlooking the South Lawn, Clinton and Craig sat talking for two hours.
"He was in great pain," Craig recalls. "He was, I think, profoundly troubled at his own failures, at his own shortcomings, and really at a loss about what to do, how to handle it. And I told him he really needed to talk about it. And he asked for my help. And I said I've got to talk to my wife."
Craig wasn't a Clinton intimate. He'd known him casually at Yale Law School, but he'd been friendlier with Clinton's girlfriend, Hillary Rodham -- like Craig, originally a member of the Class of '72. (She and Clinton received their degrees in 1973.) In the intervening years, they'd had little contact.
Indeed, Craig wasn't even the top prospect for the job. Former Senate majority leader George Mitchell (D-Maine) and prominent Democratic attorney Richard Ben-Veniste were also sounded out for the $125,000-a-year position.
But Craig and his wife, graphic designer Derry Craig, quickly concluded that he couldn't ignore Clinton's SOS.
Secretary of State Madeleine Albright, who has known Craig since the early 1980s, says the decision was easy. "Both Greg and I have the same view -- that it is very important to do what is important for the president," says Albright, who tapped him to be her policy planning chief in 1997.

A court-appointed psychiatrist has found John W. Hinckley Jr. competent to stand trial in the shooting of President Reagan, but a Federal judge today ordered a more extensive mental examination, which could take from 30 to 90 days.
The 25-year-old defendant, wearing a bulletproof vest, appeared in Federal District Court today for two separate hearings that lasted a total of slightly more than 40 minutes. Security was extremely tight.
Dr. James L. Evans, the court-appointed psychiatrist, examined Mr. Hinckley for three hours yesterday. Dr. Evans's report, released by the court today, was that Mr. Hinckley was ''mentally competent to stand trial,'' that he had ''a rational and factual understanding of the charges and is able to participate with counsel in the preparation of his defense.'' Deals Only With Competence
However, such a finding deals only with the suspect's competence to stand trial and does not deal with the question of sanity at the time of the shooting. Nor does it preclude a plea of not guilty by reason of insanity.
Judge William B. Bryant, chief judge of the Federal District Court here, said he was authorizing a further examination of Mr. Hinckley, for a period not to exceed 90 days, to evaluate his mental health more fully. Judge Bryant said Government psychiatrists would study the broader question of whether Mr. Hinckley was responsible for his conduct at the time of the shooting on Monday.

Meanwhile, Federal investigators said today they suspected that Mr. Hinckley was in touch with someone in the Washington area before he went to the scene of the shooting, at the Washington Hilton Hotel. They said he had made two local telephone calls Monday from his room at the Park Central Hotel, two blocks from the White House. Before leaving the hotel, they said, he asked at the front desk whether he had any phone messages.
Vincent J. Fuller, the senior lawyer on Mr. Hinckley's three-man defense team, objected strenuously to any comprehensive examination of his client by Government psychiatrists at this time. First, he argued, psychiatrists chosen by defense attorneys should be given ''immediate access'' to Mr. Hinckley to ''consider whether or not a defense of insanity will be raised in this case.''
But Mr. Margolis ordered the comprehensive examination and also authorized a Federal grand jury to begin reviewing the evidence against Mr. Hinckley.
Mr. Fuller and the other defense attorneys, Gregory B. Craig and Lon S. Babby, did not contest Dr. Evans's finding that Mr. Hinckley was mentally competent to stand trial.
The legal jousting today suggested that Mr. Hinckley's mental health would be a central issue in future proceedings. The standard for an insanity defense here was set forth by the Appeals Court in 1972, in the case of Brawner v. United States. Under that standard, ''a person is not responsible for criminal conduct if at the time of such conduct, as a result of mental disease or defect, he lacks substantial capacity to appreciate the wrongfulness of his conduct or to conform his conduct to the requirements of the law.''
To win acquital, the defendant must show, by a ''preponderance of the evidence,'' that he was insane at the time of the alleged crime.

EVERGREEN, Colo., April 2 (AP) -Mr. Hinckley's parents want to see their son ''as soon as possible'' and may break their public silence after seeing him, Mr. Sells said today.
Mr. Sells, who lives next door to John W. Hinckley and his wife, Joanne, in this wealthy suburb of Denver, told reporters that he would not divulge the Hinckleys' exact plans but indicated that they would travel to Washington before the beginning of next week.
''Their interest is to see their son as soon as possible,'' Mr. Sells said. ''It's not appropriate for me to reveal any element of their plans.''
Once the Hinckleys visit their son, Mr. Sells added, they will consider ''a suitable arrangement to feed the press'' if their lawyers agree. 'A Very Hard Ordeal'
Asked to describe the Hinckleys' emotional state in the last three days, Mr. Sells replied: ''It's been a very hard ordeal. I paint a picture of deep sorrow.''
He also said that the Hinckleys had talked with their son by telephone twice, but that he had not inquired about the substance of those conversations.
Mr. Sells balked at answering most questions about the defendant, saying that he had only met the young man briefly. But he said he agreed with acquaintances of the younger Mr. Hinckley, who described him as ''a nice young man,'' quiet and soft-spoken.
Mr. Sells, who works for the Johns Manville Company, said that he had not heard the parents discuss in any way either their son's reported infatuation with Jodie Foster, a teen-age actress, or his arrest in Nashville last Oct. 9 for firearms possession. Hinckley was arrested at the Nashville airport at about the time President Carter was to arrive for a campaign visit.

When a family needs external assistance to help it to perform its unique role, this assistance should not interfere with the family's fundamental responsibilities and prerogatives. Rather, aid should be supportive and purposeful in strengthening the family's stability, self-sufficiency and permanence.
National Family Week is a time to be thankful for the family as a national heritage and resource. It is a time to recommit ourselves to the concept of the family—a concept that must withstand the trends of lifestyle and legislation. Let us pledge that our institutions and policies will be shaped to enhance an environment in which families can strengthen their ties and best exercise their beliefs, authority, and resourcefulness. A court-appointed psychiatrist has found John W. Hinckley Jr. competent to stand trial in the shooting of President Reagan, but a Federal judge today ordered a more extensive mental examination, which could take from 30 to 90 days.
EVERGREEN, Colo., April 2 (AP) -Mr. Hinckley's parents want to see their son ''as soon as possible'' and may break their public silence after seeing him, Mr. Sells said today.
Mr. Sells, who lives next door to John W. Hinckley and his wife, Joanne, in this wealthy suburb of Denver, told reporters that he would not divulge the Hinckleys' exact plans but indicated that they would travel to Washington before the beginning of next week.
''Their interest is to see their son as soon as possible,'' Mr. Sells said. ''It's not appropriate for me to reveal any element of their plans.''
Once the Hinckleys visit their son, Mr. Sells added, they will consider ''a suitable arrangement to feed the press'' if their lawyers agree. 'A Very Hard Ordeal'
Asked to describe the Hinckleys' emotional state in the last three days, Mr. Sells replied: ''It's been a very hard ordeal. I paint a picture of deep sorrow.''
He also said that the Hinckleys had talked with their son by telephone twice, but that he had not inquired about the substance of those conversations.
Mr. Sells balked at answering most questions about the defendant, saying that he had only met the young man briefly. But he said he agreed with acquaintances of the younger Mr. Hinckley, who described him as ''a nice young man,'' quiet and soft-spoken.
Mr. Sells, who works for the Johns Manville Company, said that he had not heard the parents discuss in any way either their son's reported infatuation with Jodie Foster, a teen-age actress, or his arrest in Nashville last Oct. 9 for firearms possession. Hinckley was arrested at the Nashville airport at about the time President Carter was to arrive for a campaign visit.

Woodstock Music & Art Fair (informally, Woodstock or The Woodstock Festival) was a music festival, billed as "An Aquarian Exposition: 3 Days of Peace & Music", held at Max Yasgur's 600-acre (2.4 km²; 240 ha, 0.94 mi²) dairy farm near the hamlet of White Lake in the town of Bethel, New York, from August 15 to August 18, 1969. Some of the injured have been treated aboard ship and returned to duty fighting fires and operating the heavily damaged warship, the USS Stark, as it struggled toward port, officials added. Two men were flown to a U.S. military hospital in West Germany for treatment of severe burns and other injuries.
U.S. officials said the Iraqi attack seemed to be inadvertent. But White House spokesman Marlin Fitzwater said that from now on any Iraqi or Iranian aircraft "flying in a pattern which indicates hostile intent will be fired upon, unless they provide adequate notification of their intentions."
There were many unanswered questions about why the Stark did not defend itself against the Exocet, which first was used by Argentina to destroy a British destroyer in the war over the Falkland Islands, a war Britain eventually won. The Stark was equipped with a highly sophisticated anti-missile defense that is supposed to be able to shoot down an Exocet.
Pentagon officials said that the Stark knew it was being tracked by the two Iraqi planes and that it knew of the launching of a missile at least one minute before impact.
The Stark apparently failed to take any defensive or retaliatory action, even after it spotted Iraqi warplanes on its radar and detected the missile. Apparently one sea-skimming missile hit the frigate on the port side of the bow, just below the vessel's nerve center, its Combat Information Center.
Defense Secretary Caspar Weinberger said today that it is impossible to prejudge why the ship's captain, Cmdr. Glenn R. Brindel, 43, of Pittsburgh, did not respond to the attack. The captain has been too busy saving his ship to confer with his superiors in Washington, Pentagon officials said.
The Pentagon said 24 of the victims had been identified. Thirteen more are missing and presumed dead, said Cmdr. Robert Prucha, a Pentagon spokesman who announced that the toll had been revised from 28.
Prucha could not say whether the missing were lost overboard or still in the wreckage. "It could be a little bit of both," he said. "We don't have any information right now."
The Stark was under tow today to the Persian Gulf emirate of Bahrain, 85 miles southwest of the site of the attack, the Pentagon said. Firemen continued to battle stubborn fires around a 10-to-15-foot hole in its port side.
"The inside of the Stark got so hot that the aluminum melted," said one salvage executive, speaking from Bahrain on condition of anonymity. "During the (initial) fire it was like the inside of a boiler" with temperatures reaching 1,832 degrees, he said.
"It has been extremely hazardous to tow the Stark, and she cannot move under her own power," another executive said. "The alloy of the stricken section is very hot and keeps reigniting fire. The crew keep dealing with rebursts and the ship meanwhile comes to a standstill."

Microsoft's own Generation X: Windows XP, Office XP new names for upgrades

Microsoft is trying to jazz up the names of its flagship Windows and Office products, calling upcoming versions Windows XP and Office XP rather than naming them by the year of their release.
Company officials said XP is short for experience and highlights the experience they hope computer users will enjoy with the new software.
Microsoft did not say who came up with the XP tagline, but several corporate naming experts said it works fairly well.
A new name was appropriate for software that's part of a strategy to create a seamless computing environment in which computers, mobile phones and other devices easily exchange information, Chairman Bill Gates said in an e-mail to his executive staff over the weekend.
Both Windows XP and Office XP are expected to be previewed next Tuesday at Seattle's Experience Music Project rock museum, but won't be available to consumers until later in the year.
Office XP is scheduled for release by July, and Windows XP is to be released by year-end.
Less clear was where the name XP came from.
Spokeswoman Erin Brewer said "senior people in both Office and Windows" were involved, along with Gates and Microsoft Chief Executive Steve Ballmer.
The suggestive Jimi Hendrix song "Are You Experienced" won't be used to sell Microsoft's new software the way the Rolling Stones' "Start Me Up" was used to launch Windows 95. Speculation about the music was prompted, in part, because the new software will be unveiled next Tuesday at the Experience Music Project, at Seattle Center, the rock 'n' roll museum showcasing some of Microsoft co-founder Paul Allen's Hendrix memorabilia.

Journey to the Centre of the Earth, also translated as A Journey to the Interior of the Earth, is a classic 1864 science fiction novel by Jules Verne. The story involves a German professor (Otto Lidenbrock in the original French, Professor Von Hardwigg in the most common English translation) who believes there are volcanic tubes going toward the center of the Earth.
The story begins on Sunday 24 May 1863, in the Lidenbrock house in Hamburg, with Professor Lidenbrock rushing home to peruse his latest purchase, an original runic manuscript of an Icelandic saga written by Snorri Sturluson. While looking through the book, Lidenbrock and his nephew Axel find a coded note written in runic script. (This is a first indication of Verne's love for cryptology. Coded, cryptic or incomplete messages as a plot device will continue to appear in many of his works and in each case Verne goes a long way to explain not only the code used but also the mechanisms used to retrieve the original text.) Lidenbrock and Axel translate the runic characters into Latin letters, revealing a message written in a seemingly bizarre code. Lidenbrock attempts a decipherment, deducing the message to be a kind of transposition cipher; but his results are as meaningless as the original.
Professor Lidenbrock decides to lock everyone in the house and force himself and the others (Axel, and the maid, Martha) to go without food until he cracks the code. Axel discovers the answer when fanning himself with the deciphered text: Lidenbrock's decipherment was correct, and only needs to be read backwards to reveal sentences written in rough Latin. Axel decides to keep the secret hidden from Professor Lidenbrock, but after two days without food, he cannot stand the hunger and reveals the secret to his uncle. Lidenbrock translates the note, which is revealed to be a medieval note written by the (fictional) Icelandic alchemist Arne Saknussemm, who claims to have discovered a passage to the centre of the Earth

Clinton Has No Plans To Resign -- Says Public Wants Him `To Go On And Do My Job'

WASHINGTON - President Clinton said today he had no plans to resign because of fallout over the Monica Lewinsky scandal, saying the American people want him to do his job.
"They want me to go on and do my job, and that's what I intend to do," Clinton told a joint news conference with visiting Czech President Vaclav Havel.
Facing his first questions about the Lewinsky matter since independent counsel Kenneth Starr's report on the affair was forwarded to Congress last Friday, Clinton insisted he had not lost his ability to lead the United States.
"I have said for a month now that I did something that was wrong. On last Friday at the prayer breakfast, I laid out as carefully and as brutally honestly as I could what I believe the essential truth to be," he said.
"I have never stopped leading this country in foreign affairs in this entire year, and I never will," Clinton added. "The issues are too important, and they affect the way Americans live at home."
Asked if he had the moral authority to lead the nation, Clinton said firmly, "That is something you have to demonstrate every day."
Grand-jury testimony is usually kept secret, but since Starr released the videotaped Clinton testimony - along with transcripts of other witnesses' testimony - as part of his report to Congress, such testimony is no longer subject to grand-jury rules.
The committee, headed by Rep. Henry Hyde, R-Ill., will meet tomorrow to discuss the release of the tape and Lewinsky's testimony, as well as other documents gathered by Starr during his investigation.
Today, Republicans burst into applause after Speaker Newt Gingrich, R-Ga., told a closed-door caucus that the House would follow the intent of a resolution approved last week, which directs that most material be made public.
