[I don't know yet if my dream controls have been working as they try to manipulate me. But it looks like one sure way of eliminating this problem is to set an alarm clock to go off every hour or so, assuming that REM sleep is when they get in my head. I wonder though, if they have been communicating with me lately about Lily......I am not resistant to such activity, as I wouldn't even think of that as manipulation. How can you be manipulated into doing something you already want to do? I remember a couple days ago in a dream, it felt like I was being asked if she was a "passing fancy."

Theft
In the criminal law, theft (also known as stealing) is the illegal taking of another person's property without that person's freely-given consent. As a term, it is used as shorthand for all major crimes against property, encompassing offences such as burglary, embezzlement, larceny, looting, robbery, mugging, trespassing, shoplifting, intrusion, fraud (theft by deception) and sometimes criminal conversion. Whistleblower Protection Act of 1989 - Separates the Office of Special Counsel from the Merit Systems Protection Board. Empowers the Special Counsel to represent and act as legal counsel on behalf of employees alleging prohibited personnel practices, especially whistleblowers. Revises current law with respect to the Special Counsel to reflect its advocate status.
Authorizes the Board to grant protective orders to protect a witness or other individual from harassment either during a proceeding before the Board or during a Special Counsel investigation. Requires the Board, when it considers alternative places for conducting hearings or proceedings, to select the place closest to the location of the individual involved, unless the total administrative costs to the Government in conducting such hearings or proceedings would be less elsewhere.

Today I am pleased to sign S. 20, the "Whistleblower Protection Act of 1989." This bill will strengthen the protections and procedural rights available to those Federal employees, often called "whistleblowers," who report waste, fraud, or abuse in Federal programs. It will ensure that those employees will not suffer adverse personnel actions because of their whistleblowing activities.
Federal employee whistleblowers can make a valuable contribution to the Administration's commitment to ensure effective and efficient use of tax dollars by the Government.

Whistleblower Protection Act of 1989 - Separates the Office of Special Counsel from the Merit Systems Protection Board. Empowers the Special Counsel to represent and act as legal counsel on behalf of employees alleging prohibited personnel practices, especially whistleblowers. Revises current law with respect to the Special Counsel to reflect its advocate status.
Authorizes the Board to grant protective orders to protect a witness or other individual from harassment either during a proceeding before the Board or during a Special Counsel investigation. Requires the Board, when it considers alternative places for conducting hearings or proceedings, to select the place closest to the location of the individual involved, unless the total administrative costs to the Government in conducting such hearings or proceedings would be less elsewhere.
Authorizes the Special Counsel to file a petition with the Board against an official for: (1) engaging in prohibited personnel practices; (2) violating a law within the jurisdiction of the Special Counsel; or (3) failing to comply with an order of the Board. Sets forth procedures for disciplining such officials.
Authorizes the Special Counsel to apply to the Board to enforce a court subpoena.
Prohibits the Special Counsel from intervening in cases without the employee's consent.
Prohibits the Special Counsel from providing information concerning any person making an allegation of a prohibited personnel practice without the consent of such person, except when necessary because of imminent danger to public health or safety or of imminent criminal act.
Prescribes procedures for the Special Counsel when disclosures are made by persons other than an employee, former employee, applicant for employment, or employee who obtained information in connection with official duties.
Requires the Special Counsel to report annually to the Congress on its activities.
Establishes requirements for the Special Counsel to make public certain information, including noncriminal matters.
Authorizes employees who have been adversely affected by a prohibited personnel practice to bring an action before the Board (instead of or in addition to taking such action to the Special Counsel).
Requires whistleblowers to show that their disclosure was a contributing factor in adverse actions against them in order to prove reprisal.
Authorizes Federal agencies to give preference in granting transfers to whistleblowers.

Authorizes the Special Counsel to file a petition with the Board against an official for: (1) engaging in prohibited personnel practices; (2) violating a law within the jurisdiction of the Special Counsel; or (3) failing to comply with an order of the Board. Sets forth procedures for disciplining such officials.
Authorizes the Special Counsel to apply to the Board to enforce a court subpoena.
Prohibits the Special Counsel from intervening in cases without the employee's consent.
Prohibits the Special Counsel from providing information concerning any person making an allegation of a prohibited personnel practice without the consent of such person, except when necessary because of imminent danger to public health or safety or of imminent criminal act.
Prescribes procedures for the Special Counsel when disclosures are made by persons other than an employee, former employee, applicant for employment, or employee who obtained information in connection with official duties.
Requires the Special Counsel to report annually to the Congress on its activities.
Establishes requirements for the Special Counsel to make public certain information, including noncriminal matters.

Ivy Mike was the codename given to the first United States nuclear test of a fusion device, in which a major part of the explosive yield came from nuclear fusion. It was detonated on November 1, 1952 by the United States
on Enewetak, an atoll in the Pacific Ocean, as part of Operation Ivy. The device was the first full test of the Teller-Ulam design, a staged fusion bomb, and is generally considered the first successful test of a hydrogen bomb.
Due to its physical size and fusion fuel type (cryogenic liquid deuterium–tritium) the Mike device was not suitable for use as a thermonuclear weapon; it was intended as an extremely conservative experiment to validate the concepts used for multi-megaton detonations.

Whistleblower Protection Act of 1989 - Separates the Office of Special Counsel from the Merit Systems Protection Board. Empowers the Special Counsel to represent and act as legal counsel on behalf of employees alleging prohibited personnel practices, especially whistleblowers. Revises current law with respect to the Special Counsel to reflect its advocate status.

Britain is not even consistent in judging terrorists as criminals. The debate over political status for republican and loyalist prisoners dates to at least the Easter Rising. Apparently, the 1976 decision to revoke "special category" status granted in 1972 marked an end to official waffling on the issue, yet ambiguity remains despite Prime Minister Thatcher's adamant refusal to admit it. The state has already acknowledged that terrorists are not ordinary criminals by arresting them under special powers and trying them in Diplock courts on the basis of uncorroborated evidence.

In July 1972, William Whitelaw, the British government's Secretary of State for Northern Ireland, granted Special Category Status (SCS) to all prisoners convicted of Troubles-related offences. This had been one of the conditions set by the Provisional IRA when they negotiated a meeting with the British Government to discuss a truce, another being the release of Gerry Adams from internment.
Special category (or "political") status was de facto prisoner of war status, providing them with some of the ‘privileges’ of POWs such as those specified in the Geneva Convention. This meant prisoners did not have to wear prison uniforms or do prison work, were housed within their paramilitary factions, and were allowed extra visits and food parcels.
In 1974, continuing confrontation culminated in the burning of the Maze Compound Prison (then known as Long Kesh) and damage to other establishments.
In January 1975 the Gardiner Committee, which looked at how the British Government should deal with terrorism in Northern Ireland in the 'context of civil liberties and human rights', recommended the ending of SCS. It argued that SCS undermined the role of the prison authorities in maintaining discipline. The Republican response to this was violent, and six prison staff were killed in the period 1976-77.
The Government accepted the recommendation and on 1 March 1976, the new Labour Secretary of State Merlyn Rees announced the phasing out of SCS. Anyone convicted of a scheduled terrorist related offence after March 1976 would be treated as an ordinary criminal and would have to wear a prison uniform, do prison work and serve their sentence in the new Maze Prison in what became known as the H-Blocks.

It kept getting worse.
The horror arrived in episodic bursts of chilling disbelief, signified first by trembling floors, sharp eruptions, cracked windows. There was the actual unfathomable realization of a gaping, flaming hole in first one of the tall towers, and then the same thing all over again in its twin. There was the merciless sight of bodies helplessly tumbling out, some of them in flames.
Finally, the mighty towers themselves were reduced to nothing. Dense plumes of smoke raced through the downtown avenues, coursing between the buildings, shaped like tornadoes on their sides.
Every sound was cause for alarm. A plane appeared overhead. Was another one coming? No, it was a fighter jet. But was it friend or enemy? People scrambled for their lives, but they didn't know where to go. Should they go north, south, east, west? Stay outside, go indoors? People hid beneath cars and each other. Some contemplated jumping into the river.
For those trying to flee the very epicenter of the collapsing World Trade Center towers, the most horrid thought of all finally dawned on them: nowhere was safe.

1990: Iraq invades Kuwait
More than 100,000 Iraqi soldiers backed up by 700 tanks invaded the Gulf state of Kuwait in the early hours of this morning.
Iraqi forces have established a provisional government and their leader Saddam Hussein has threatened to turn Kuwait city into a "graveyard" if any other country dares to challenge the "take-over by force".
Iraqi jets have bombed targets in the capital and special forces have landed at the defence ministry and at the Emir's palace. Road blocks are in place and there are reports of looting in the city's shops.
Initial reports suggest up to 200 people have been killed in heavy gunfire around the city.
It is reported that the younger brother of Emir Sheikh Jaber al-Sabah has been killed whilst trying to defend the palace, while the Emir himself has escaped to Saudi Arabia.
All communication has been cut with Kuwait and many people, including thousands of foreign nationals, are trapped in the city.
'Absolutely unacceptable'
The invasion has sparked strong condemnation from leaders around the world.

KUWAIT, Aug. 2— Iraqi troops who invaded Kuwait before dawn today swiftly gained the upper hand in the capital despite occasionally fierce resistance by outnumbered Kuwaiti defenders.
Fighting in the city was concentrated in Shuwaik, Kuwait's main military barracks. The area was covered with smoke and witnesses said Kuwaiti forces were putting up a strong resistance. Gunfire was heard from other points outside the capital.
But by nightfall pockets of resistance which had held out in parts of the country appeared to have been eliminated and about 200 Iraqi tanks clanked through the capital. Some parked along the seaside highway, their guns pointing to the Gulf.
Lloyds Intelligence reported that Iraqi troops, who quickly took control of the airport and royal palace, were moving south of the capital toward the oilfields at Mina al-Ahmadi on the Kuwaiti-Saudi border.
Even after the fighting died down, the Government of Sheik Jaber al-Ahmed al-Sabah continued to issue calls for resistance from radio transmitters in the desert.
They urged Kuwaitis to ''make the aggressors taste the chalice of death.''
A Call to Arms
''We shall fight them everywhere until we clean their treachery from our land,'' the broadcasts said. ''Our Arab brothers are with us. Our Muslim brothers are with us. The entire world is with us. And above all, God is with us.''
The Emir's younger brother, Prince Fahd, died defending Dasman Palace, the sheik's residence on the banks of the Persian Gulf, which was strafed by Iraqi jets in the initial assault.
Kuwait's al-Emiri Hospital, near Dasman Palace, reported 3 Kuwaiti dead and 45 wounded there alone. About 95 Iraqis had been admitted with wounds, the hospital said, adding that it knew of more casualties at other hospitals.
At dawn, explosions and gunfire echoed around the skyscrapers of the capital, Kuwait, as the vastly stronger Iraqi Army, backed by tanks and helicopters, stormed into the city and quickly took control of the palace, the international airport and the central bank.
Across Sand and Scrub
Hundreds of Iraqi tanks, armored personnel carriers, fuel and water tankers and truckloads of troops had trundled 80 miles from the border across sand and scrub toward Kuwait in temperatures above 105 degrees.
The Iraqi-backed ''Free Provisional Kuwait Government'' broadcast to the nation, announcing that it had taken power and was imposing an indefinite curfew.
Iraq said it struck to support a coup by young Kuwaiti revolutionaries against the Sabah family, whom it denounced as ''traitors and agents of Zionist and foreign schemes.''
The invasion across the disputed border was begun at 2 A.M. (7 P.M. Wednesday, Eastern daylight time) and within several hours the first Iraqi troops were taking up positions in downtown Kuwait.
Waving Iraqi flags, jubilant soldiers in cars raced through streets and Iraqi helicopters clattered overhead.

Whistleblower Protection Act of 1989 - Separates the Office of Special Counsel from the Merit Systems Protection Board. Empowers the Special Counsel to represent and act as legal counsel on behalf of employees alleging prohibited personnel practices, especially whistleblowers. Revises current law with respect to the Special Counsel to reflect its advocate status.
Authorizes the Board to grant protective orders to protect a witness or other individual from harassment either during a proceeding before the Board or during a Special Counsel investigation. Requires the Board, when it considers alternative places for conducting hearings or proceedings, to select the place closest to the location of the individual involved, unless the total administrative costs to the Government in conducting such hearings or proceedings would be less elsewhere.
Authorizes the Special Counsel to file a petition with the Board against an official for: (1) engaging in prohibited personnel practices; (2) violating a law within the jurisdiction of the Special Counsel; or (3) failing to comply with an order of the Board. Sets forth procedures for disciplining such officials.
Authorizes the Special Counsel to apply to the Board to enforce a court subpoena.
Prohibits the Special Counsel from intervening in cases without the employee's consent.
Prohibits the Special Counsel from providing information concerning any person making an allegation of a prohibited personnel practice without the consent of such person, except when necessary because of imminent danger to public health or safety or of imminent criminal act.
Prescribes procedures for the Special Counsel when disclosures are made by persons other than an employee, former employee, applicant for employment, or employee who obtained information in connection with official duties.
Requires the Special Counsel to report annually to the Congress on its activities.
Establishes requirements for the Special Counsel to make public certain information, including noncriminal matters.
Authorizes employees who have been adversely affected by a prohibited personnel practice to bring an action before the Board (instead of or in addition to taking such action to the Special Counsel).
Requires whistleblowers to show that their disclosure was a contributing factor in adverse actions against them in order to prove reprisal.
Authorizes Federal agencies to give preference in granting transfers to whistleblowers.

Bush Name Helps Fuel Oil Dealings

Bush's public drilling partnership made its debut in April 1982 under the name of Arbusto, but the "Bust" label the company had taken on may have hampered it. In what he has described as a "marketing" move, the vice president's son changed the name to Bush Exploration and in June issued a new prospectus.
The offering was still a flop. Bush sought to raise $6 million but he drummed up just $1,141,000, less than he'd raised privately in each of the previous two years. He said oil prices had been sliding a bit and drilling funds were losing their appeal. Tax deductions weren't as generous. (In 1985, the investors who did get in were offered 10 cents on the dollar to bail out.)
By 1984, the outlook was bleak. "We didn't find much oil and gas," said Michael Conaway, Bush's chief financial officer. "We weren't raising any money."
Then, as Bush's father was headed for reelection as Ronald Reagan's vice president, two investors from Cincinnati, William O. DeWitt Jr. (Yale '63) and Mercer Reynolds III, stepped in. Heads of an oil exploration company called Spectrum 7, they'd met Bush earlier, around 1982, at a luncheon arranged by Rea, their man in Midland. DeWitt's father, whose baseball career stretched back to 1916, had been owner of the St. Louis Browns and later the Cincinnati Reds and his love of baseball infected Bill Jr. Knowing what "a great baseball fan" Bush was, Rea decided the two should meet, and a lunch was arranged at the Midland Club atop the First National Bank Building.
DeWitt and Reynolds say they had never met Bush's father and were "not involved in politics in any significant way" at the time.
DeWitt said they stayed in touch with Bush in the months that followed and eventually decided a merger would be a good idea. They joined up on Feb. 29, 1984, in a stock exchange that left DeWitt and Reynolds with 20.1 percent each of Spectrum 7 and Bush with 16.3 percent (1,166,400 shares). NEW YORK -- Investigators of the massive blast at the World Trade Center were stymied Saturday by the severity of the damage as the city awakened to an emotional and economic aftershock.
New York City Police Commissioner Raymond W. Kelly said it may be days before investigators can sift through the rubble at the epicenter of Friday's explosion, which killed five and injured more than 1,000 at the soaring business and trade center in lower Manhattan.
Forensic investigators were barred by engineers from entering the area until sections of the underground parking garage where the blast originated could be shored up.
But even in the absence of forensic reports, police and other officials agreed that a massive bomb or bombs probably caused the violent explosion. Three levels of the parking garage were devastated.
"There is a great crater in there, and it is difficult to imagine what else could have caused it," said New York Gov. Mario Cuomo, who toured the site Saturday morning.
"If it looks like a bomb and smells like a bomb, then it's probably a bomb. . . . The answer is to find out who did it, apprehend the people who did it and punish them."

Copyright infringement
'Copyright infringement' (or copyright violation) is the unauthorized use of material that is covered by copyright law, in a manner that violates one of the copyright owner's exclusive rights, such as the right to reproduce or perform the copyrighted work, or to make derivative works.
First element: establishing ownership of a valid copyright
A plaintiff establishes ownership by authorship (by the plaintiff itself or by one who assigned rights to the plaintiff) of (1) an original work of authorship that is (2) fixed in a tangible medium (e.g. a book or musical recording). Registration is not required for copyright itself, but in most cases is a jurisdictional requirement to bring the suit. Registration is also useful because it gives rise to the presumption of a valid copyright, and eliminates the innocent infringement defense, and (if timely made) it allows the plaintiff to elect statutory damages, and be eligible for a possible award of attorney fees.
Works that are not sufficiently original, or which constitute facts, a method or process cannot enjoy copy protection.. U.S. Courts do not recognize the "sweat of the brow" doctrine, which originally allowed protection for those who labored to collect and organize facts. To combat this, business which assemble databases of information have relied on contract law where copyright law offers no protection. For a work to be original, it must possess a "modicum of creativity", which is a "low threshold" although some creativity must exist.
Copyright protects the fixed expression of ideas, but not the ideas themselves. (Ideas are protected by patents). Nevertheless, an expression must exist in a fixed tangible medium. A movie script writer who discusses a plot idea which has not yet been written would not be protected if another heard his idea and wrote a screenplay himself. Whether RAM constitutes a "fixed medium" is a contentious issue in copyright litigation because of the transitory nature of RAM.
Second element: establishing actual copying
A plaintiff establishes actual copying with direct or indirect evidence. Direct evidence is satisfied either by a defendant's admission to copying or the testimony of witnesses who observed the defendant in the act. More commonly, a plaintiff relies on circumstantial or indirect evidence. A court will infer copying by a showing of a "striking similarity" between the copyrighted work and the alleged copy, along with a showing of both access and use of that access. A plaintiff may establish access by proof of distribution over a large geographical area, or by eyewitness testimony that the defendant owned a copy of the protected work. Access alone is not sufficient to establish infringement. The plaintiff must show a similarity between the two works, and the degree of similarity will affect the probability that illicit copying in fact occurred in the court's eyes. Even then, the plaintiff must show that the copying amounted to improper appropriation.
Indeed, the US Supreme Court has held that not all copying constitutes infringement and a showing of misappropriation is necessary.
Third element: establishing misappropriation
A copyrighted work may contain elements which are not copyrightable, such as facts, ideas, themes, or content in the public domain. A plaintiff alleging misappropriation must first demonstrate that what the defendant appropriated from the copyrighted work was protectible. Second, a plaintiff must show that the intended audience will recognize substantial similarities between the two works. The intended audience may be the general public, or a specialized field. The degree of similarity necessary for a court to find misappropriation is not easily defined. Indeed, "the test for infringement of a copyright is of necessity vague." Two methods are used to determine if unlawful appropriation has occurred: the subtractive method and the totality method.
The subtractive method, also known as the "abstraction/subtraction approach" seeks to analyze what parts of a copyrighted work are protectible and which are not. The unprotected elements are subtracted and the fact finder then determines whether substantial similarities exist in the protectible expression which remains. For instance, if the copyright holder for West Side Story alleged infringement, the elements of that musical borrowed from Romeo and Juliet would be subtracted before comparing it to the allegedly infringing work because Romeo and Juliet exists in the public domain.
The totality method, also known as the "total concept and feel" approach takes the work as a whole with all elements included when determining if a substantial similarity exists. The individual elements of the alleged infringing work may by themselves be substantially different from their corresponding part in the copyrighted work, but nevertheless taken together be a clear misappropriation of copyrightable material.

In law, especially criminal law, a motive is the cause that moves people to induce a certain action. Motive in itself is seldom an element of any given crime; however, the legal system typically allows motive to be proven in order to make plausible the accused's reasons for committing a crime, at least when those motives may be obscure or hard to identify with.
The law technically distinguishes between motive and intent. "Intent" in criminal law is synonymous with mens rea, which means no more than the specific mental purpose to perform a deed that is forbidden by a criminal statute, or the reckless disregard of whether the law will be violated.[citation needed] "Motive" describes instead the reasons in the accused's background and station in life that are supposed to have induced the crime.
Motive is particularly important in prosecutions for homicide. First, murder is so drastic a crime that most people recoil from the thought of being able to do it; proof of motive explains why the accused did so desperate an act.

The White House remains committed to NASA's planned Space Station Freedom although administrator Richard Truly was ousted in a policy dispute over the merits of complex, expensive and often trouble-prone programs.
"The president and the vice president continue to be strongly committed to the space station program," said an administration official, who spoke last week on condition of anonymity. "Admiral Truly's departure from NASA will not have any effect on that commitment."
Bush views the $30 billion cooperative space station venture with the European Space Agency, Canada and Japan as a vital first step toward the development of a lunar base and human expeditions to Mars by the year 2019, the official said.
As one of three major NASA facilities involved in the Freedom program, Houston's Johnson Space Center is serving as the "lead center" for initial development of the space station. About 4,000 people are employed locally in the effort.
In spite of its station endorsement, the National Space Council clashed with Truly over the wisdom of embarking on other expensive, long-term ventures before the White House announced Truly's resignation Feb. 12.
The space council is a cabinet-level policy-making group chaired by Vice President Dan Quayle. Truly's departure is effective April 1, and neither his successor nor a deputy administrator has been named.

And I was thinking about how convincing Kurt Russell's character was in Vanilla Sky as he was arguing that he was a real person.

That part in the movie Cast Away where Tom Hanks sees his former girlfriend arguing with her husband in the parking lot is what seems familar to me. It seems familar in the context of what my memory-sister told me about the person I think of as Tamara. I think details of reality are scattered in with my false memory.
I've been thinking today, in terms of that movie Impostor, that a war would be pretty brutal with an alien race, especially for the POWs if there wasn't a lot of knowledge about the other race.

Once again, welcome to the White House. Congratulations on your well-deserved honors. Now, with the help of Dr. Massey and Secretary Mosbacher and Dr. Allan Bromley, we will present the awards.

§ 2331. Definitions
As used in this chapter—
(1) the term “international terrorism” means activities that—
(A) involve violent acts or acts dangerous to human life that are a violation of the criminal laws of the United States or of any State, or that would be a criminal violation if committed within the jurisdiction of the United States or of any State;
(B) appear to be intended—
(i) to intimidate or coerce a civilian population;
(ii) to influence the policy of a government by intimidation or coercion; or
(iii) to affect the conduct of a government by mass destruction, assassination, or kidnapping; and
(C) occur primarily outside the territorial jurisdiction of the United States, or transcend national boundaries in terms of the means by which they are accomplished, the persons they appear intended to intimidate or coerce, or the locale in which their perpetrators operate or seek asylum;
(2) the term “national of the United States” has the meaning given such term in section 101(a)(22) of the Immigration and Nationality Act;
(3) the term “person” means any individual or entity capable of holding a legal or beneficial interest in property;
(4) the term “act of war” means any act occurring in the course of—
(A) declared war;
(B) armed conflict, whether or not war has been declared, between two or more nations; or
(C) armed conflict between military forces of any origin; and
(5) the term “domestic terrorism” means activities that—
(A) involve acts dangerous to human life that are a violation of the criminal laws of the United States or of any State;
(B) appear to be intended—
(i) to intimidate or coerce a civilian population;
(ii) to influence the policy of a government by intimidation or coercion; or
(iii) to affect the conduct of a government by mass destruction, assassination, or kidnapping; and
(C) occur primarily within the territorial jurisdiction of the United States.
