Thank you very much, Admiral Lynch, men and women of the brigade. I'm delighted to be here. They say there's no such thing as a free lunch, but I thought as President I'd come here and test the theory.
In a few moments I am going to deliver a speech, as Admiral Lynch has already said, to the newspaper editors of our country about our Nation's purposes in the world and specifically about what we should be doing now to promote democracy in Russia and in the other Republics of the former Soviet Union. The struggle to build free societies in those new nations is probably the great security challenge of our age, one of the greatest opportunities the United States will have. And how we do this job, in many ways, will shape the future that you will have in our Armed Forces.
I believe we must do what we can to support the reform movement and to support democracy, a precious commodity anywhere in the world. And that is why my first trip out of the United States as President will be to Vancouver, Canada, this weekend to meet with the Russian President Boris Yeltsin.
The success of the changes that he and the other reformers are advancing will ultimately have an impact on the life of every American but especially an impact on your lives. If Russia can continue to be a partner with us addressing global concerns and dousing the flames of regional crises, then it is less likely that you and the men and women under your command will have to be sent into harm's way during my term or under some future President.
I respect the difficulty and the danger of the work that the men and women of our armed services perform. I understand that in a new way now, because last month I watched the flight operations on the deck of the United States ship Theodore Roosevelt. And I was deeply saddened a few days after I was there to learn that five naval aviators lost their lives returning to the TR from operations in support of our presence in the former Yugoslavia.

Finally, although I'm sure this doesn't apply to any of you here, I read this little sign. As you might imagine as I travel around the country, I'm used to seeing such signs. [Laughter] Some of them are not altogether favorable. That's a good part of our democracy, that people feel free to express their views.
One of the most compelling signs that I saw was on the way from the airport the other day in New York State to the home of President Franklin Roosevelt in Hyde Park. And there were hundreds of people standing along the road in 8 degree temperature, and one person was holding a sign that said, "Just do something." So that's what I'm going to do.

Thank you very much, Admiral Lynch, men and women of the brigade. I'm delighted to be here. They say there's no such thing as a free lunch, but I thought as President I'd come here and test the theory.
In a few moments I am going to deliver a speech, as Admiral Lynch has already said, to the newspaper editors of our country about our Nation's purposes in the world and specifically about what we should be doing now to promote democracy in Russia and in the other Republics of the former Soviet Union. The struggle to build free societies in those new nations is probably the great security challenge of our age, one of the greatest opportunities the United States will have. And how we do this job, in many ways, will shape the future that you will have in our Armed Forces.
I believe we must do what we can to support the reform movement and to support democracy, a precious commodity anywhere in the world. And that is why my first trip out of the United States as President will be to Vancouver, Canada, this weekend to meet with the Russian President Boris Yeltsin.
The success of the changes that he and the other reformers are advancing will ultimately have an impact on the life of every American but especially an impact on your lives. If Russia can continue to be a partner with us addressing global concerns and dousing the flames of regional crises, then it is less likely that you and the men and women under your command will have to be sent into harm's way during my term or under some future President.
I respect the difficulty and the danger of the work that the men and women of our armed services perform. I understand that in a new way now, because last month I watched the flight operations on the deck of the United States ship Theodore Roosevelt. And I was deeply saddened a few days after I was there to learn that five naval aviators lost their lives returning to the TR from operations in support of our presence in the former Yugoslavia.
The conflict in that region and those we see elsewhere remind us that we have entered a new world that will test us in new ways. Our Navy will play an important role in getting us past those tests, as it has throughout our history. To help the men and women in our Navy perform effectively and safely, we will need talented, committed leadership as never before.
Leadership can take many forms. It can be command of a ship or a submarine, of an aviation squadron, or of a naval base. It can show itself in training commanders by teaching leadership to the next generation of midshipmen as your instructors are doing here at the Academy. Whatever form it takes, your leadership will make an important contribution not only to the Navy but to the security of our great Nation. This is a new and a hopeful world but also one where there is still danger. I want you to know that I'm proud of you and the work you do, and so is the Nation you have chosen to serve.
Finally, although I'm sure this doesn't apply to any of you here, I read this little sign. As you might imagine as I travel around the country, I'm used to seeing such signs. [Laughter] Some of them are not altogether favorable. That's a good part of our democracy, that people feel free to express their views.
One of the most compelling signs that I saw was on the way from the airport the other day in New York State to the home of President Franklin Roosevelt in Hyde Park. And there were hundreds of people standing along the road in 8 degree temperature, and one person was holding a sign that said, "Just do something." So that's what I'm going to do.
In the tradition followed by Commanders in Chief in visits to the service academy, I hereby grant amnesty to the members of the brigade-the last thing the Superintendent said before I got up here was to finish the sentence so that it would not be a total and complete amnesty-from all punishments for all 4000-level conduct offenses. And even though this is April Fools' Day, that's not April fools.

In preparing for the Normandy Invasion, the United States Army conducted various training exercises at Slapton Sands in Start Bay and in the nearby Tor Bay, beginning on December 15, 1943. Slapton was an unspoiled beach of coarse gravel, fronting a shallow lagoon that was backed by bluffs that resembled Omaha Beach. After the people in the nearby village were evacuated, it was an almost perfect place to simulate the Normandy landings. The training was long and thorough. The culmination of the joint training program was a pair of full scale rehearsals in late April and early May.
TIGER was the code name of the training exercise for the Utah Beach assault forces under Admiral Don P. Moon. It was held from April 22-30, 1944. The troops and equipment embarked on the same ships and for the most part from the same ports from which they would later leave for France. Six of the days in the exercise were taken up by the marshaling of the troops and the embarkation of the landing craft. During the night of April 26-27, 1944, the main force proceeded through Lyme Bay with mine craft sweeping ahead of them as if crossing the channel. Since German E-boats, which were high-speed torpedo boats capable of operating at speeds of 34-36 knots, sometimes patrolled the channel at night, the British Commander in Chief, Plymouth, who was responsible for protecting the rehearsal, threw patrols across the mouth of Lyme Bay. These patrols consisted of two destroyers, three motor torpedo boats and two motor gunboats. Another motor torpedo patrol was sent to watch Cherbourg, the main ports where the German E-boats were based. Following the "bombardment" on Slapton Sands, the exercise "landings" were begun during the morning of April 27, and the unloading continued during the day and the next when a follow up convoy was expected.
This Convoy T-4 consisted of two sections from two different ports. The Plymouth section, LST Group 32, was composed of USS LST-515, USS LST-496, USS LST-511, USS LST-531, and USS LST-58, which was towing two pontoon causeways. The Brixham section consisted of USS LST-499, USS LST-289, and USS LST-507. The convoy joined with HMS Azalea as escort and proceeded at six knots in one column with the LSTs in the same order as listed above. When the convoy was maneuvering in Lyme Bay in the early hours of April 28, they were attacked by nine German E-boats out of Cherbourg that had evaded the Allied patrols. No warning of the presence of enemy boats had been received until LST-507 was torpedoed at 0204. The ship burst into flames, and survivors abandoned ship. Several minutes later LST-531 was torpedoed and sank in six minutes. LST-289, which opened fire at E-boats, was also torpedoed but was able to reach port. The other LSTs plus two British destroyers fired at the E-boats, which used smoke and high speed to escape. This brief action resulted in 198 Navy dead and missing and 441 Army dead and missing according to the naval action reports. Later Army reports gave 551 as the total number of dead and missing soldiers.

Exercise Tiger, or Operation Tiger, were the code names for a full-scale rehearsal in 1944 for the D-Day invasion of Normandy. During the exercise, an Allied convoy was attacked, resulting in the deaths of 946 American servicemen.
The first practice assaults took place on the morning of 27 April. These proceeded successfully, but early in the morning of 28 April, nine German E-boats that had left Cherbourg on patrol spotted a convoy of eight LSTs carrying vehicles and combat engineers of the 1st Engineer Special Brigade in Lyme Bay and attacked. One transport (LST-507) caught fire and was abandoned. LST-531 sank shortly after being torpedoed while LST-289 was set on fire but eventually made it back to shore. USS LST-511 was damaged by friendly fire. The remaining ships and their escort fired back and the E-boats made no more attacks. 638 servicemen were killed - 441 United States Army and 197 United States Navy personnel. Many servicemen drowned in the cold sea while waiting to be rescued.

I can very clearly remember saying something just the same to a person in Texarkana in 1994.
I had traveled back to Ashdown Arkansas for my ten year high school reunion.
I do not recall the specific day I arrived in Ashdown Arkansas on the trip but we had more than one day of events planned for the reunion and there is no mistake about the day I was there for one of the class reunion days. One of those days, of which there is no mistake, was my niece's birthday. I think that day was 24 August 1994. I could be off by a day or two but I think that was the day that one of the class reunion events was scheduled at a park and my sister reserved an area a few feet away for my niece's birthday party.
So the part that is similar was I think the night before that day of her birthday and the class reunion event in the park.
We had planned to meet at a bar in Texarkana and then a large group of us went to a big country and western bar there in Texarkana. I cannot recall the name of the place now but I always used to think of it as the most well-known nightclub in Texarkana. I think it was Gilly's. So anyway, we got there, after I followed in my car with another former United States Navy sailor, because I didn't know how to find the place, who was telling me she was getting a commission in the United States Navy medical corps, and someone pointed out a table in the nightclub that was reserved. A woman enthusiastically pointed out that it reserved for my former step-father, Denzil, and she told me he was usually in there and was a regular customer at the place. I had probably only seen him one time, in 1988, after he and my mother split-up while I was in the Persian Gulf in 1988.
So I asked her where he was. She told me that he wasn't coming in that night and that he was at the lake.
Yeah, now I remember. That might have been the first night and I think that would have been, I guess, August 23rd. That would have been before August 24th, which was the class reunion event in the park on the west side of town. I remember now because the actual reunion was the following night and at the junior high school we went to. I remember I wore a khaki colored suit and I didn't wear the name tags they gave out to every one. My buddy Chad gave speech to the crowd and he talked about moving back to Ashdown and setting up office as an attorney. He told me he was currently serving as an attorney in the United States Air Force.

WASHINGTON — It was the old Gipper that reporters saw entering the federal courthouse one week ago--the jaunty smile, the cheery wave from the passing limousine.
And, as the tape and transcript of Ronald Reagan's testimony showed when it was released Thursday, the former President retains the self-deprecating wit that helped charm the nation during his eight years in the White House. Early in the testimony for the trial of Reagan's former national security adviser, John M. Poindexter, Judge Harold H. Greene ruled out as irrelevant a question about Reagan having quoted Abraham Lincoln.
"I am sure you weren't around at the time of President Lincoln," the judge said.
"Thank you, your honor," the 79-year-old Reagan replied, reaching for one of his longtime favorite campaign lines. "There have been a lot of people talking about my age. I am glad to have that straightened out."
The testimony revealed much about another aspect of Reagan as well.
A spate of memoirs by former aides has detailed how carefully the former President's every move--even remarks as casual as greetings and inquiries about a visitor's wife and children--was written out in advance. The eight hours of testimony, therefore, represent the most extensive unscripted public statements by Reagan in many years.
The resulting record bears out what his former associates have said--Reagan could be both stubbornly detailed in sticking to certain anecdotes and ideas and breathtakingly vague about other aspects of his job, particularly the identities of those in the supporting cast.
Gen. John W. Vessey Jr. is a case in point. Reagan appointed Vessey as chairman of the Joint Chiefs of Staff--the nation's top military officer--in March, 1982. Three-and-a-half years later, when Vessey retired, Reagan stood beside him in a flag-bedecked airplane hangar at Andrews Air Force Base and hailed him "for his years of service and devotion to America."
Vessey, Reagan said at the time, "presided over the restoration of American military strength and power at a moment critical to the fate of freedom."
Reagan was asked about Vessey at his testimony last Friday.
He did not remember him.
"Oh dear," Reagan said, "the name I know is very familiar. . . . I don't think this was my military aide."
Vessey was far from the only person or event Reagan did not recall.
The words "I don't remember," or their equivalents, occurred at least 124 times in his eight hours of testimony. The lapses in memory ranged from the identity of Rep. Lee H. Hamilton, chairman of the House Intelligence Committee during several of the key years of Reagan's presidency, to the central conclusions of the Tower Commission that Reagan appointed to investigate the Iran-Contra affair. He also did not remember the fact that Robert C. McFarlane, who served as his national security adviser, had pleaded guilty to a charge of withholding information from Congress.
Reagan's memory lapses, however, never occurred on answers that bolstered his long-standing position that he, himself, had done nothing wrong. Repeatedly, he emphasized that while he might not be able to recall the names of the subordinates he gave instructions to--even at Cabinet rank--he recalled clearly the content of the instructions: "Stay within the law."
If the former President often could not remember key events, he came well-armed with statistics, which he did recall, to explain why things were hard to remember. He had accumulated some 50 million papers he said several times, and he had met with 400 foreign leaders while in office.
"I have been told by statisticians that my average of meeting with people was about 80 a day for eight years," Reagan said. "I hate to keep throwing figures at you," he added later, "but I have been told that because of the busy-ness of our Hollywood photographers, I have got something over a million photos of people that came in (the White House) as visitors."
What Reagan also possesses is an unshakable set of beliefs that have guided his career. And if, particularly during the latter days of his second term, he sometimes seemed to depart from those beliefs, his testimony made clear that when freed to speak his mind, Reagan is still Reagan.
Asked, for example, about Central America, the former President came back with one of his favorite stories, somewhat based on the views of Vladimir Lenin, the founder of the Soviet state.
To understand why the Soviets were supporting Nicaragua's Sandinista government, "we only had to heed the words of Lenin," Reagan said. "Lenin said that the Soviet Union would take Eastern Europe. It would organize the hordes of Asia, and then it would move on to Latin America. And once having taken that, it wouldn't have to take the last bastion of capitalism, the United States. The United States would fall into their outstretched hand like overripe fruit.
"Well," he added, "history reveals that the Soviet Union followed that policy, and almost up to the present head man there."

Reagan also retains from his years in the public eye the ability to remain utterly unflappable regardless of the contradictions thrust at him or the questions that at times grew repetitive enough to annoy even Judge Greene.
At first, despite a confident-looking wink in Poindexter's direction as he took the oath, the former President often looked nervous, lost and even a little frightened as he began his testimony Friday morning. In the afternoon, after about another hour and a half of testimony, both his own lawyer and Poindexter's counsel told the court they feared Reagan was tiring.
"I think that my sense is that he is getting real tired," Richard W. Beckler, Poindexter's lawyer, told Greene in a private conference outside the witness' hearing.
But by the second day, as Reagan was cross-examined by prosecutor Dan K. Webb, he seemed to gain poise, sitting forward in the witness chair, watching Webb as if to dare him to ask the next question.
And at one point, clearly relaxed, the retired President even seemed to reminisce quietly to himself about his time in the Oval Office. While attorneys argued a point of law off camera, the President read to himself from a document he had been handed, smiling with a familiar tilt of the head, then remarking in a quiet aside that he was just rereading an old speech.

Lieut. Humphrey Fairweather, R.N., in his latest disastrous attempt to prove to the Navy that his rocket invention is better than theirs only succeeds in convincing them that no guided-missile station will be safe until he is out of harm's way. The Navy's problem is solved---they think---when it is discovered that "H.M.S. Berkeley", an ancient destroyer now ending her days as the oldest member of the "Mothball Fleet" has been inadvertently left without a commanding officer for nearly two years. Fairweather's appointment is greeted with extreme alarm by the ship's skeleton crew who, under the inspired leadership of their slick, quick-witted and enterprising Irish bosun, have been happily building up a highly profitable business association with the local village.
