Soviet warships being watched in Gulf

A U.S. Navy vessel is closely monitoring the movements of two Soviet warships that entered the Gulf of Mexico and came within 40 miles of the Texas coast, the U.S. Navy said.

The USS Taylor, American guidedmissile frigate, has been tracking the Soviet ships - a guided-missile destroyer and a guided-missile frigate - since they left Havana Thursday, said Lt. Cmdr. Craig Quigley, a Navy spokesman in Norfolk, Va.

The Taylor is always "within visual range" of the Soviet vessels that were last reported about 100 miles southwest of Tampa, Fla., and moving in a southeasterly direction, possibly toward Cuba, said Quigley.

However, there was no way to determine whether the Soviet warships were preparing to leave the Gulf and return to Havana. "They can always change rudder at a moment's notice," he said.

The destroyer and frigate - part of a larger group of four Soviet ships that entered the Caribbean in September - entered the Gulf Thursday, Quigley said.

1. In your joint letter of July 3, 1958, to me, you recommended that I approve a proposed Agreement Between the Government of the United States of America and the Government of the United Kingdom of Great Britain and Northern Ireland For Cooperation on the Uses of Atomic Energy for Mutual Defense Purposes.

2. I note from your joint recommendation that the United Kingdom is participating with the United States in international arrangements pursuant to which it is making Substantial and material contributions to the mutual defense and security, and the United Kingdom has made substantial progress in the development of atomic weapons. I note also that the proposed Agreement will permit cooperation necessary to improve capabilities of the United States, and the United Kingdom, in the application of atomic energy for mutual defense purposes, subject to provisions, conditions, guaranties, terms, and special determinations, which are most appropriate in this important area of mutual assistance.

3. The Atomic Energy Act of 1954, as amended, and the Agreement require certain determinations concerning cooperation under the Agreement. In this regard, I shall expect to have your recommendations with respect to an Executive Order which will facilitate the implementation of the Agreement as proposed in your joint letter.

4. Having considered the cooperation provided for in the Agreement, including your joint recommendation, security safeguards and other terms and conditions of the Agreement, I hereby

(a) Approve the program for transfer of one submarine nuclear propulsion plant and special nuclear material required for operation of this plant during the ten-year period following the date upon which the Agreement enters into force;

(b) Determine that the performance of this Agreement will promote and will not constitute an unreasonable risk to the common defense and security of the United States;

(c) Approve the proposed Agreement for Cooperation; and

(d) Authorize the execution of the proposed Agreement for the Government of the United States by the Secretary of State.

5. In taking these actions, I have noted also the supplementary classified information, regarding the Agreement, also jointly submitted to me.

6. After execution of the Agreement, I shall submit it to the Congress.

7. I am forwarding a copy of this memorandum to the Secretary of State.

A year ago this week he was sitting up and looking out the window of a United Airlines DC-10—an ex-Navy pilot, he believes the bent-over "crash position" is useless—when the plane hit the ground at Sioux City, Iowa, and started to cartwheel down an airport runway. "It seemed like we skidded forever," Martz remembers. "Then came the sound of metal tearing and screeching. You couldn't hear people sounds. It was like being in the middle of a drum." Moments later, the 59-year-old cable-TV executive from Castle Pines, Colo., unscathed but for a dirty shirt, dropped from the smoking, overturned plane into a scene out of Dante. "It was like I was all alone, except for these bodies strewn all over this muddy cornfield. And I thought, 'Where is everybody? I can't be the sole survivor.' "

My fellow Americans:

Not too long ago one of our Ambassadors visited an American armored cavalry regiment stationed on the NATO line in Germany. As he returned to his helicopter, he was followed by a young 19-year-old trooper. The trooper asked him if he could get a message to the President. Well, the Ambassador said that sometimes getting messages to the President was part of his job. And the young trooper then said, "Will you tell him we're proud to be here, and we ain't scared of nothin."

Well, not long ago the Ambassador was in Washington and told me the sequel to that incident. I'd repeated a story in a talk that was carried on our Voice of America radio program, and there in that base in Germany the young trooper heard the broadcast and knew that I'd received his message. His commanding officer said that he ran down the company street yelling: "The system works! The system works!"

Well, the system does work, but not just because Ambassadors can get messages from a 19-year-old trooper to the President. Our system—this way of life we call democracy and freedom—really works because of the dedicated Americans like that GI in Germany, who've always been willing to defend our way of life from foreign aggressors—from those who do not love freedom and seek to destroy it.

I was just scared of that US Navy commander with the three-stripe shoulder boards sitting at the end of the table from me. I think that was the first time I have seen a Commander during my few months in the Navy.

There was that dream I had the other night, where I was inside a missile. I remembered today the similarity with this movie, in that Cochrane converted an ICBM into his warp ship. But why would someone create a connection between me and Cochrane? I didn't create warp drive in the past only to have someone block my memory of that, did I? It's funny, when I read something the other day about Data arguing with Einstein, it reminded me of something I was writing in my journal back in the early '90s. I was wondering why it was impossible to travel faster than the speed of light. A couple years ago I was writing about it again. The idea presented itself to me about why it was impossible, something about atoms not being able to work because electrons could not transfer energy faster than the speed of light. I wondered if it was possible to create some kind of process to transfer energy to those atoms, not unlike a cell's mitochondria works. Today I have been wondering if anything I remember about the past is real. Do I have a different past? Am I really who I think I am? The stuff I imagine happening to me sometimes, did that stuff really happen? I wonder if these movies and tv shows have actually been sort of inoculations, to keep me from questioning my reality. I do question reality sometimes, but it wasn't until I saw that Matrix movie a while back, did I really start to wonder about reality. But it didn't seem to matter, I wasn't overly concerned that I may be living that kind of false reality. I still don't think I am living such an extreme unreality as in the Matrix, but I wonder if there is a divergence point in my life, a shadow, a distorted period. Or have I been living a life like in the movie Soldier, or maybe like in Blade Runner, where Rachael, and I assume Harrison Ford's character, have false memories of their life. Am I Harrison Ford's character in this reality? A replicant searching for replicants? I haven't been able to follow Battlestar Galactica this past year, but I think that theme is showing up there, with Chief Tyrol.

Subject: Sleep journal 2/25/06

Had a few dreams but I don't remember any details. I remember at one point early into my sleep waking up and reminding myself to remember the dream and the song lyric fragment but I had forgotten them by the time I got up. I do remember at what seemed to be right before I got up, they said something about how bad it must be to have people screwing around with your mind. I think they said something like it must be bad to have people inside your head, or something like that. I feel so flattered to have such sympathetic dream terrorists.

My head hurts this morning. I slept soundly last night, but only because I go two or three nights with lousy sleep to the point that when I do sleep soundly, it is because I am exhausted. It is as easy sleeping in here as in a barn with all the people snoring. It smells like a barn in here too.
