I heard of the latest Persian Gulf incident from National Public Radio while driving home from Nashville, Tenn. The collective deaths of even 300 terrorists would give most of us cause for momentary grief at the wastage of human life. The extinction of a similar number of civilian lives, many of them children's lives, is a horror differing from the Holocaust in scale but not in substance. And we all ask ourselves in that moment when our eyes close and breath goes out in a sigh, "What went wrong?"

What went wrong is simply that there is a war under way in and around the Persian Gulf. The world has evolved rules for the conduct of war, and though it may seem that the very concept of rules for the dreadful thing that we call war is lunacy, we have here an example of why they did in fact come about--there are worse things than war.

The U.S. Navy is in the gulf for a reason so simple as to be irrelevant in these modern, sophisticated times. It's called freedom of the seas. That was the first mission of the U.S. Navy after independence. A flag officer named Preble led a small fleet of warships to the Mediterranean to restrain the Barbary pirates from attacking American shipping. Later the U.S. Navy and the Royal Navy exterminated piracy in U.S. waters and ruthlessly enforced a ban on the slave trade. This was done because the collective will of mankind wishes the sea to be free for the passage of all and the pursuit of peaceful trade.

In time of war things are more complicated. It is customary for belligerent nations to deny maritime trade to one another, extending even to ships of non-belligerent nations. In 1914 it came about that merchant ships were subjected to submarine attack without warning, ending the longstanding "Rules of Prize Warfare" that had made the interdiction of trade a fairly civilized process. Western nations were horrified by this development, but soon realized that technology made it inevitable.

In the Iran-Iraq War something new has been added. Iraq has attacked Iranian and otherwise-flagged tankers taking oil out . Both sides, of course, are selling oil, and are using the proceeds to buy weapons used in a war that may have ended a million lives for a few square miles of marshland on their mutual border. As terrible as that is, it isn't new. Neither is the extensive use of chemical weapons, a special horror largely ignored in the rest of the world. What is new are Iranian attacks against tankers of non-belligerent nations trading with other gulf states, and occasionally against those states as well. This is donein the belief that those other states are providing financial support to Iraq as a foil against the Islamic revolution in Iran, which may well be true. While Iran is unwilling to declare war against its neighbors, it seems to want to share with them the misery and costs of that war.

And that is why the U.S. Navy is in the Persian Gulf. The duty of sustaining the principle of freedom of the seas historically falls on the nation with the most powerful navy, and that's us. Unfortunately, we have handled the matter poorly.

We extended our protection only to American-flagged Kuwaiti tankers as if freedom of the seas were a superpower prerogative, even though we have entered wars to prove that it was not. Historians tell us that departure from principle in the name of expediency is always a mistake. For those who don't believe, here is renewed proof. The principle was not observed in full, and the Iranians gave it commensurate respect. Move and countermove have ensued. American sailors have died because we have ordered them to be a "presence" in a war zone. Our ships must live in a war zone, must defend themselves but may not take any decisive action to end the threats. When attacked, they take enough action to punish the attackers, but not those who gave the orders. This in a part of the world where human life is rather a cheaper currency than it is here. And so it goes on.

And so while the Vincennes was fighting yet another small engagement against Iranian gunboats, a new blip appeared on its radar screens. The aircraft was reportedly not in a designated airliner corridor.

Put yourself in the captain's place. U.S. ships have been attacked by aircraft in the gulf, at the cost of American lives. You have one battle under way, and now there is a new potential threat. It's heading toward you at 450 knots. Not so long ago, another U.S. Navy cruiser shot it out with air and surface units at the same time. You try to warn the aircraft off. Your radar doesn't tell you what kind of aircraft it is because radar sets don't do that. If it's an airliner, you think, it ought to have its transponder on--but military aircraft can and have used airliner codes on their transponder boxes. Maybe the transponder was broken. Maybe it was switched off. A fighter-bomber can go faster than 450 knots, but that's about the right speed for a bomb or missile attack. You call him on a different frequency to warn him off. He's heading right toward you, and 450 knots means that he's closing the range on your ship at a rate of almost 9 miles per minute. Your lookouts are searching for him with their "big eye" spotting glasses, but they can't see him in the clouds and haze. Who is it? You're still calling him on the radio when it occurs to you that he's closer to you than the plane that put two Exocet missiles into the Stark.

What would you do now? You'd probably remember that the prime duty of a ship's captain is the safety of his ship. The captain of the Vincennes waited long enough that he fired two missiles at a range of nine miles, when those missiles can reach at least five times that distance. Probably you're still hoping to raise him. If you do, you can shut off the guidance radar and the missiles will self-destruct. But he doesn't answer, and the SM2MR missiles performed as designed. Then you find out that it's an airliner. You did everything right, and killed 300 civilians.

It is an overly respected Western tradition that when politicians can't decide what to do, people in uniform are sent to the troublesome spots to do the dying, and the killing. People in uniform don't ask very much of us, despite the fact that we ask a lot of them. What they deserve are clear orders and clear missions, but that doesn't happen very much. Because it didn't happen here, something worse than war did happen.

I wonder if Capt. Will C. Rogers III will have a decent night's sleep anytime soon. You see, he is a victim, too.

With a little good faith and an awful lot of hard work, both Democrats and Republicans took a stand against crime as the American people had demanded they do for years.

For all those Americans who want Washington to work for them, passing the crime bill shows we can break the stranglehold of politics-asusual and solve the problems you sent us all here to solve.

Crime and violence have been increasing for a long time. Too many law-abiding citizens have been killed on their streets and in their homes. Too many of our children have been terrified on their streets and in their schools. Too many police officers have been killed in the line of duty, too many families torn apart. But for 6 years, Washington just talked about the crime problem and failed to act. But this week, Congress acted. The special interests lost. The public interest won. Democrats and Republicans came together without regard to party to make America safer, and every American can take heart.

This is how Washington should work. It's how I wanted a Washington to work when I came here as President, and how I hope it will work in the future. All the elements of an anticrime program I talked about in my campaign for President are present in this bill and a lot more good things as well.

This crime bill will put 100,000 more police on our streets in community policing, walking the beat, preventing crime, as well as catching criminals. That's a 20 percent increase in the number of police officers in America. It will provide more prisons and longer sentences for violent criminals. It will lock up the most dangerous criminals for good by making "three strikes and you're out" the law of the land. It will provide greater protection to women and children by imposing tougher penalties on those who prey on them. It will say to anyone who kills a police officer, "You, too, can pay with your life."

The crime bill answers the call of police officers everywhere to do more to prevent crime from happening in the first place. It will help to steer young people away from gangs and drugs by helping them learn right from wrong and giving them something to say yes to as well as something to say no to.

This bill does make it clear that some things are very wrong and young people must say no to them. That's why it prohibits juveniles from owning handguns and prohibits them from using them except under the supervision of a qualified adult. And this bill does something else that police officers have wanted us to do for a very long time. It bans assault weapons that were designed for soldiers to use in war but that have been used instead by gang members and gangsters to make war on police and innocent citizens.

And in another dramatic departure from politics as usual, this entire crime bill will be paid for not with new taxes, not by increasing the deficit but by reducing the Federal work force by over a quarter of a million people to its lowest level in 30 years and taking all that money to empower people to make their lives safer. More police on the street, less Government in Washington, that's a good deal for the American people.

Let's remember why this bill finally passed. It passed because half a million police officers who risk their lives every day stood up and made their voices heard. It passed because the families of innocent victims like Polly Klaas stood up and made their voices heard. It passed because parents and teachers and senior citizens who want their streets back stood up and made their voices heard, the ordinary voices of ordinary Americans that Washington so often ignored. This week, they weren't ignored. This week they were heard, and they made all the difference.

We know many challenges remain. We waited 6 years for a crime bill. Now we have to implement that bill and make it work in the lives of the American people. But the American people have waited 60 years for Washington to do something comprehensive about health care. It's a difficult challenge; there are even more interest groups irate against making real change. But we have to meet it because it affects our children, our families, and our future, our human quality of life and our ability to pay for the basic things in life as well as to run the Federal Government without increasing the deficit.

Already we've made more progress on health care than ever before. Members of both parties are trying hard to work out their differences. And health care will be the first order of business when Congress returns. We have to continue this fight; we have to win it.

The crime bill shows we can. It shows that when we put aside the rhetoric and the partisanship, we can solve any issue and meet any challenge. Its narrow victory also shows the damage, the danger that partisanship can bring to our deliberation. But we can get past the partisan static that drowns out the voices of ordinary Americans. We can put cooperation over confrontation. We can move America forward. We can put the American people first, and we proved it this week.

Your Majesties, Your Royal Highnesses, distinguished members of the Norwegian Nobel Committee, citizens of America, and citizens of the world: I receive this honor with deep gratitude and great humility. And yet I would be remiss if I did not acknowledge the considerable controversy that your generous decision has generated. [Laughter] In part, this is because I am at the beginning and not the end of my labors on the world stage. Compared to some of the giants of history who've received this prize—Schweitzer and King, Marshall and Mandela—my accomplishments are slight. And then there are the men and women around the world who have been jailed and beaten in the pursuit of justice

“Why did you come here?” Her eyes, caught in their nets of wrinkles, stared at him keenly.

Nick wrote: “I have dreamed of you. Dick Ellis says he has once. And the little girl, Gina, was calling you ‘grammylady’ long before we got here. She described your place. The tire swing.”

“Bless the child,” Mother Abagail said absently. She looked at Ralph. “You?”

“Once or twice, ma’am,” Ralph said. He wet his lips. “Mostly what I dreamed about was just… just that other fella.”

“What other fella?”

Nick wrote. Circled what he had written. Handed it to her directly. Her eyes were not much good for close work without her specs or the lighted magnifying glass she’d gotten in Hemingford Center last year, but she could read this. It was writ large, like the writing God had put on the wall of Belshazzar’s palace. Circled, it gave her a cold chill just looking at it. She thought of weasels squirming across the road on their bellies, yanking at her towsack with their needle-sharp killers’ teeth. She thought of a single red eye opening, disclosing itself in the darkness, looking, searching, now not just for an old woman but a whole party of men and women… and one little girl.

The two circled words were: dark man.

“I’ve been told,” she said, folding the paper, straightening it, then folding it again, for the time being unmindful of the misery of her arthritis, “that we’re to go west. I’ve been told in a dream, by the Lord God. I didn’t want to listen. I’m an old woman, and all I want to do is die on this little piece of land. It’s been my family’s freehold for a hundred and twelve years, but I wasn’t meant to die here any more than Moses was meant to go over into Canaan with the Children of Israel.”

She paused. The two men watched her soberly in the lamplight, and outside the rain continued to fall, slow and ceaseless. There was no more thunder. Lord, she thought, these dentures hurt my mouth. I want to take them out and go to bed.

“I started having dreams two years before this plague ever fell. I’ve always dreamed, and sometimes my dreams have come true. Prophecy is the gift of God and everyone has a smidge of it. My own grandmother used to call it the shining lamp of God, sometimes just the shine. In my dreams I saw myself going west. At first with just a few people, then a few more, then a few more. West, always west, until I could see the Rocky Mountains. It got so there was a whole caravan of us, two hundred or more. And there would be signs… no, not signs from God but regular road-signs, and every one of them saying things like BOULDER, COLORADO, 609 MILES or THIS WAY TO BOULDER.”

She paused.

“Those dreams, they scared me. I never told a soul I was havin em, that’s how scared I was. I felt the way I guess Job must have felt when God spoke to him out of the whirlwind. I even tried to pretend they was just dreams, foolish old woman runnin from God the way Jonah did. But the big fish has swallowed us up just the same, you see! And if God says to Abby, You got to tell, then tell I must. And I always felt like someone would come to me, someone special, and that’s how I’d be in the way of knowin the time had come.”

She looked at Nick, who sat at the table and regarded her solemnly with his good eye through the haze of Ralph Brentner’s cigarette smoke.

“I knew when I saw you,” she said. “It’s you, Nick. God has put His finger on your heart. But he has more fingers than one, and there’s others out there, still comin on, praise God, and He’s got a finger on them, too. I dream of him, how he’s lookin for us even now, and God forgive my sick spirit, I curse him in my heart.” She began to weep and got up to have a drink of water and a splash. Her tears were the human part of her, weak and flagging.

When she turned back, Nick was writing. At last he ripped the page off his pad and handed it to Ralph.

“I don’t know about the God part, but I know something is working here. Everyone we’ve met has been moving north. As if you had the answer. Have you dreamed about any of the others? Dick? June or Olivia? Maybe the little girl?”

“Not any of these others. A man who doesn’t talk much. A woman who is with child. A man of about your age who comes to me with a guitar of his own. And you, Nick.”

“And you think going to Boulder is the right thing?”

Mother Abagail said, “It’s what we’re meant to do.”

Nick doodled aimlessly on his pad for a moment and then wrote, “How much do you know about the dark man? Do you know who he is?”

“I know what he’s about but not who he is. He’s the purest evil left in the world. The rest of the bad is little evil. Shoplifters and sexfiends and people who like to use their fists. But he’ll call them. He’s started already. He’s getting them together a lot faster than we are. Before he’s ready to make his move, I guess he’ll have a lot more. Not just the evil ones that are like him, but the weak ones… the lonely ones… and the ones that have left God out of their hearts.”

“Maybe he’s not real,” Nick wrote. “Maybe he’s just…” He had to nibble at the top of his pen and think. At last he added: “… the scared, bad part of all of us. Maybe we are dreaming of the things we’re afraid we might do.”

Ralph frowned over this as he read it aloud, but Abby grasped what Nick meant right off. It wasn’t much different from the talk of the new preachers who had got on the land in the last twenty years or so. There wasn’t really any Satan, that was their gospel. There was evil, and it probably came from original sin, but it was in all of us and getting it out was as impossible as getting an egg out of its shell without cracking it. According to the way these new preachers had it, Satan was like a jigsaw puzzle—and every man, woman, and child on earth added his or her little piece to make up the whole. Yes, all that had a good modern sound to it; the trouble with it was that it wasn’t true. And if Nick was allowed to go on thinking that, the dark man would eat him for dinner.

She said: “You dreamed of me. Ain’t I real?”

Nick nodded.

“And I dreamed you. Ain’t you real? Praise God, you’re sittin right over there with a pad o paper on your knee. This other man, Nick, he’s as real as you are.” Yes, he was real. She thought of the weasels, and of the red eye opening in the darkness. And when she spoke up again, her voice was husky. “He ain’t Satan,” she said, “but he and Satan know of each other and have kept their councils together of old.

“The Bible, it don’t say what happened to Noah and his family after the flood went down. But I wouldn’t be surprised if there was some awful tussle for the souls of those few people—for their souls, their bodies, their way of thinking. And I wouldn’t be surprised if that was what was on for us.

In his dream, the dark man came in his hooded robe, his face invisible… yet the Trashcan Man thought he had seen this man before. When the loungers in the candy store and the beer parlor back in Powtanville catcalled at him, it seemed that this man had been among them, silent and thoughtful. When he had worked at the Scrubba-Dubba (soap the headlights, knock the wipers, soap the rocker panels, hey mister you want hotwax on that?), wearing the sponge glove on his right hand until the hand beneath looked like a pale dead fish, the nails as white as fresh ivory, it seemed he had seen this man’s face, fiery and grinning with lunatic joy from beneath the rippling film of water rolling down the windshield. When the sheriff had sent him away to the nuthatch in Terre Haute, he had been the grinning psych aide standing above his head in the room where they gave you the shocks, his hands on the controls (I’m gonna fry your brains out, boy, help you on your way as you change from Donald Merwin Elbert into the Trashcan Man, would you like hotwax on that?), ready to send about a thousand volts zizzing into his brain. He knew this dark man all right, his was the face you could never quite see, his the hands which dealt all spades from a dead deck, his the eyes beyond the flames, his the grin from beyond the grave of the world.

“I’ll do whatever you want,” he said gratefully in the dream. “My life for you!”

The dark man had lifted his arms inside his robe, turning the robe into the shape of a black kite. They stood on a high place, and below them, America lay in flames.

I will set you high in my artillery. You are the man I want.

Then he saw an army of ten thousand raggle-taggle castoff men and women driving east, driving across the desert and into the mountains, a rough beast of an army whose time had come round at last; they loaded down trucks and jeeps and Wagoneers and campers and tanks; each man and woman wore a dark stone about his or her neck, and deep in some of those stones was a red shape that might have been an Eye or might have been a Key. And riding in their van, atop a giant tanker with pillow tires, he saw himself, and knew that the truck was filled with jellied napalm… and behind him, in column, were trucks loaded with pressure bombs and Teller mines and plastic explosive; flame throwers and flares and heat-seeking missiles; grenades and machine guns and rocket launchers. The dance of death was about to begin, and already the strings of the fiddles and guitars were smoking and the stench of brimstone and cordite filled the air.

The dark man lifted his arms again and when he dropped them everything was cold and silent, the fires gone, even the ashes cold, and for just a moment he was only Donald Merwin Elbert again, small and afraid and confused. For just that moment he suspected he was just another pawn in the dark man’s huge chess game, that he had been deceived.

Then he saw the dark man’s face was no longer entirely hidden; two dark red coals burned in the sunken pits where his eyes should have been, and illuminated a nose as narrow as a blade.

“I’ll do whatever you want,” Trash said gratefully in the dream. “My life for you! My soul for you!”
