Crowd trashes Illia Dunes along Snake River, rangers close area

WHITMAN COUNTY, Wash -- A mess left behind by a large weekend crowd forced park rangers to close Illia Dunes on Sunday.

Park managers estimated that 1,800 people visited the Dunes on Saturday, Sept. 6 along the Snake River. Workers reported that enormous amounts of trash were scattered along the beach, broken bottles had been left in the water, and human waste was scattered across the area.

Park officials emphasized that visitor actions determine future usage of the Dunes. They asked visitors to treat the Dunes and nearby Granite Point with respect.

“We had to shut down the Dunes -- It’s a visitor-safety issue. Our first objective is to clear the area of dangerous broken glass and debris, and clean up the health risk caused by visitors not using the restrooms,” said Chris Lorz, park ranger at Lower Granite Lock and Dam. “Most visitors were being pretty good about keeping the Dunes nice. Saturday's crowd actions are really disappointing."

Park rangers said that Natural Resources Management staff has been coordinating the cleanup efforts.

"We do not have the resources to repeatedly clean up after thousands of party-goers who refuse to use the trash bins and bags,” said Darren Opp, park manager. “Apparently, many people were not using the three vault toilets on site. With a multiple-stall bathroom also available just down the road at the Visitor Center, there’s no reason for creating a health hazard like that.”

“The area is a habitat management unit being managed for recreation and wildlife purposes.” said Opp. “It truly is a unique land resource, and it’s unfortunate some visitors don’t fully appreciate that value.”

Park managers had a similar problem in August 2012 when more than 3,000 people trashed the area.

Recently, during a snowy travel delay, a relative gave me John Irving’s A Prayer for Owen Meany, her favorite, for stand-by reading. I did not intend to write about it, but with all the hype around the centenary of Reagan’s birth, I noticed a passage where the protagonist, a Vietnam war resister who settled in Canada, brought the terrible Reagan years back for me:

Statement on Signing Legislation Designating the Thurgood Marshall Federal Judiciary Building

Today, I am signing into law, S. 202, which designates the newly-completed Federal Judiciary Building in Washington, D.C. as the "Thurgood Marshall Federal Judiciary Building." It is fitting that a building which houses the work of more than 2000 judicial employees be named after a man who dedicated more than six decades of his life to public service in the judicial arena. Leading the legal arm of the National Association for the Advancement of Colored People, Thurgood Marshall worked tirelessly for more than a quarter century to dismantle racial segregation in all manner of human endeavor. His twenty-nine victories before the U.S. Supreme Court serve as a reminder to the American people of our individual potential to have a dramatic impact in our service to others.

Marshall brought the same fervent commitment to social equality to his work as an appeals court judge, the Solicitor General of the United States and Associate Justice of the United States Supreme Court. His insistent vision for America is a legacy which I hope we will cherish and strive to fulfill.

Good morning. I want to make a statement this morning and then turn the microphone over to the Vice President to discuss the environmental issues. And then he will take questions on the matter.

Today I am announcing the creation of a White House Office on Environmental Policy, keeping a commitment that both the Vice President and I made to the American people to bring new leadership and new energy to these issues. And I am today reinforcing my intention to work with the Congress for legislation that will make the Environmental Protection Agency a part of my Cabinet.

We face urgent environmental and economic challenges that demand a new way of thinking and a new way of organizing our efforts here in the White House and in the National Government. This Office represents in action our commitment to confront these challenges in a new, more effective way, recognizing the connection between environmental protection and economic growth and our responsibility to provide real leadership on global environmental issues.

We must move in a new direction to recognize that protecting the environment means strengthening the economy and creating new jobs for Americans. And we must be ready to take advantage of the absolutely enormous business opportunities that exist both here and around the world for new environmental technologies that protect the environment and increase business profits and jobs.

The days of photo-op environmentalism are over. The Competitiveness Council is closed and so is the back door the polluters used to be able to use to get out from under our laws. This Office represents our commitment to the environment and to a new, more efficient and effective way to craft policies that work, policies that recognize that protecting the environment, strengthening the economy, promoting the global environment, and dealing with global environmental problems have all too often been relegated to the bottom of the agenda. These are policies that will renew for the American people a genuine commitment to their health, their safety, and their jobs.

This Office will be responsible for coordinating environmental policy. The Director of the Office will participate in the National Security Council, the National Economic Council, and the Domestic Policy Council and will work with all the relevant agencies. I am pleased to announce today that Kathleen McGinty will lead this Office and its efforts.

We are today changing the way Government works, replacing the Council on Environmental Quality with a new office that will have broader influence and a more effective and focused mandate to coordinate environmental policy. The American people look to us to make Government work better and more efficiently and more effectively for them. We are taking an important step in that direction today. The American people, our economy, and our environment will benefit as a result of this.

And I'd like to say a special word of thanks to Vice President Gore for the work that he has done on this since the election. We have been working hard now for more than 2 months to determine exactly how we ought to reorganize our environmental efforts and how we could integrate the environment, for the first time really, into national security policy, national economic policy, and other domestic policies. I think we've taken a long step in that direction. I thank the Vice President for his leadership, and I turn the microphone over to him.

Fazlollah Zahedi

Fazlollah Zahedi, also spelled Fal Allah Zahidi (born 1897 , Iran—died September 2, 1963 , Geneva, Switzerland), Iranian army officer and politician who was prime minister of Iran from 1953 to 1955.


After the assassination of Prime Minister Ali Razmara in 1951, Zahedi was named minister of the interior in the cabinet of the new premier, Husayn Ala, a post he kept in the first cabinet of Mohammad Mosaddeq. Disagreeing with Mosaddeq’s policy, Zahedi resigned in December 1951 and in October 1952 was accused by the prime minister of plotting a coup. In May 1953 Zahedi took refuge in the Majles (parliament), where he was protected by the speaker, Ayatollah Abu al-Qasim Kashani. After Kashani lost his office in July 1953, Zahedi briefly left Iran. The escalating power struggle between Mosaddeq and Mohammad Reza Shah Pahlavi culminated on August 16, 1953, when the shah fled Iran. Prior to his departure, however, the shah—at the urging of representatives of the U.S. Central Intelligence Agency—appointed Zahedi prime minister to replace Mosaddeq. On August 19 forces led by Zahedi overthrew Mosaddeq’s government, assumed effective power, and called the shah back.

The Allied forces high command in London determined that the Germans must be stopped from developing an atomic reactor and nuclear bomb at any cost.

By the time the Germans had realized what had happened and soldiers started streaming up to the Vemork plant, the saboteurs were already far down the railway line on their way to Rjukan. It was very dark and the snow was deep but they all got away.

Once back on the mountain plateau, the group split up. The explosives team travelled by ski, fully armed and in uniform, over the high country and across the valleys of Eastern Norway to Sweden. The others spread out over the plateau. The Germans brought in thousands of soldiers and organized an extensive search, but were unable to find any of the saboteurs.

The successful action destroyed the facility and large quantities of heavy water.

Many killed in bomb raid

The heavy water plant was rebuilt and production restarted during the next six months. On the night of 16 November 1943, 140 US bombers swooped in over Rjukan and totally destroyed the Vemork power station and electrolysis plant. Many people were killed. After that, the Germans gave up producing heavy water at Vemork.

The Secretary of State presents his compliments to His Excellency the Ambassador of Norway and has the honor to refer to his call of December 15, 1943 8 in regard to the Allied bombings of objectives in Norway, in particular, the plants of the Norsk Hydro Chemical Works on the island of Heroya and near Vemork and Rjukan.

The Secretary of War,9 to whom this matter was referred, has informed Mr. Hull that a thorough investigation was made of the bombing of targets in Norway on July 24 and November 16, 1943 by the VIII United States Bomber Command. In the opinion of the competent officials of the War Department, both attacks were neces- sary in the furtherance of the defeat of Germany.

The attack of July 24, 1943 had as its objective the light metals plant on Heroya which was engaged in the manufacture of light metals for the use of the German war effort. It is regrettable but unavoidable that some damage resulted to the adjacent fertilizer plant.

The primary objectives of the attack on November 16, 1943 were targets at Knaben and Kjelber, with the power station at Vemork as a secondary target. The plant at Vemork was engaged in the manu- facture of "heavy water" for utilization by the German armed forces.

Secretary Resor, General Haines, Members of the Congress, distinguished guests, the Dolby family, Sergeant Dolby:

We have come here this morning to honor one of America's bravest men. In presenting Sergeant David Dolby with the Nation's highest award, we bear witness to a courage and a dedication that rests well above and far beyond the call of duty.

To this soldier, valor is a familiar companion. He is a member of the 1st Cavalry, the remarkable division to which I had the honor of presenting a Presidential Unit Citation earlier this month.

He already holds several medals, including a Purple Heart and a Silver Star.

And yet he just recently turned 21 years of age.

We are proud that such men still march under the American colors.

But for all of our pride in Sergeant Dolby, this is a day for sorrow as well--sorrow that in a world that boasts of its progress and its civilization, heroism and sacrifice on the battlefields still seem to be necessary.

We who have labored all of our lives to preserve and enrich human life in our own country and abroad grieve that young Americans must go out to the frontier of freedom and fight, taking the lives of others while risking their own.

I am often asked, "Why do you say so little in reply to the critics of the war?" The answer is simple. No one hates war and killing more than I do. No sane American can greet the news from Vietnam with enthusiasm.

Indeed, an American who rejoiced in war and conflict should be instantly removed from any position of responsibility.

But in the same sense, we cannot cheer. as we learn of the impact of our might on the enemy.

In the spirit of Abraham Lincoln, we must confront our obligations with dedication and with resolution. We must be moved by anguish and compassion at the consequences.

We recognize and have always recognized that there can be no simple military solution to the problems of Southeast Asia. But we have also had to face the hard reality that only military power can bar aggression and can make a political solution possible.

We wish for nothing more than a swift and honorable resolution of our differences in Vietnam.

We have offered to talk any time, anywhere. But until there is a response that might lead to a just political settlement, we must and we will fight to prevent others from imposing their military solution on the people of South Vietnam and Southeast Asia.

Until the day comes when we lay down our arms and deal in good faith with North Vietnam across a conference table, brave young men like David Dolby will have to fight in order to assure others their freedom.

They are the finest of America's manhood. As Winston Churchill wrote, "Courage is rightly esteemed the first of human qualities because it is the quality which guarantees all others."

We cherish that quality in you, Sergeant Dolby, and we shall redeem that guarantee.

We are so proud that your parents and your family can be here with you today. We know that they, too, are so proud of you.

The President of the United States of America, authorized by Act of Congress, March 3, 1863, has awarded in the name of The Congress the Medal of Honor, to

SERGEANT (THEN SP 4) DAVID C. DOLBY, UNITED STATES ARMY

for conspicuous gallantry and intrepidity in action at the risk of his life above and beyond the call of duty:

On 21 May 1966, Specialist Dolby was serving as a machine gunner of Company B, 1st Battalion (Airborne), 8th Cavalry in the Republic of Vietnam, when his platoon, while advancing tactically, suddenly came under intense fire from the enemy located on a ridge immediately to the front. Six members of the platoon were killed instantly and a number were wounded, including the platoon leader. Specialist Dolby's every move brought fire from the enemy. However, aware that the platoon leader was critically wounded, and that the platoon was in a precarious situation, Specialist Dolby moved the wounded men to safety and deployed the remainder of the platoon to engage the enemy. Subsequently, his dying platoon leader ordered Specialist Dolby to withdraw the forward elements to rejoin the platoon. Despite the continuing intense enemy fire and with utter disregard for his own safety, Specialist Dolby positioned able-bodied men to cover the withdrawal of the forward elements, assisted the wounded to the new position, and he, alone, attacked enemy positions until his ammunition was expended. Replenishing his ammunition, he returned to the area of most intense action, single-handedly killed three enemy machine gunners and neutralized the enemy fire, thus enabling friendly elements on the flank to advance on the enemy redoubt. He defied the enemy fire to personally carry a seriously wounded soldier to safety, where he could be treated and, returning to the forward area, he crawled through withering fire to within fifty meters of the enemy bunkers and threw smoke grenades to mark them for air strikes. Although repeatedly under fire at close range from enemy snipers and automatic weapons, Specialist Dolby directed artillery fire on the enemy and succeeded in silencing several enemy weapons. He remained in his exposed location until his comrades had displaced to more secure positions. His actions of unsurpassed valor during four hours of intense combat were a source of inspiration to his entire company, contributed significantly to the success of the overall assault on the enemy position, and were directly responsible for saving the lives of a number of his fellow soldiers. Specialist Dolby's heroism was in the highest tradition of the United States Army.

WHO: Liberia will see thousands of new Ebola cases

MONROVIA, Liberia (AP) — The United States and Britain will send medical equipment and military personnel to help contain West Africa's Ebola outbreak, as the World Health Organization warned Monday that many thousands of new infections are expected in Liberia in the coming weeks.

The current Ebola outbreak is the largest on record. It has spread from Guinea to Sierra Leone, Liberia, Nigeria and Senegal and killed more than 2,000 people. An "exponential increase" in new cases is expected in the hardest-hit countries in coming weeks, the U.N. health agency warned.

"As soon as a new Ebola treatment facility is opened, it immediately fills to overflowing with patients, pointing to a large but previously invisible caseload," WHO said in a statement about the situation in Liberia. "Many thousands of new cases are expected in Liberia over the coming three weeks."

So far, more than 3,500 people have been infected, nearly half of them in Liberia. The outbreak has taken a particularly heavy toll on health workers. The World Health Organization announced Monday that one of its doctors working in Sierra Leone has been infected with Ebola.

In response to the spiraling disaster, U.S. President Barack Obama said Sunday that the military would help to set up isolation units and provide security for public health workers responding to the outbreak.

Military personnel will set up a 25-bed field hospital in the Liberian capital, Col. Steven Warren, a Pentagon spokesman, said Monday. The clinic will be used to treat health care workers, a high number of whom have become infected in this outbreak.

Once set up, the center will be turned over to the Liberian government. There is no plan to staff it with U.S. military personnel, Warren said.

Liberia welcomed the news.

"This is not Liberia's particular fight; it is a fight that the international community must engage very, very seriously and bring all possible resources to bear," said Information Minister Lewis Brown.

In addition, Britain will open a 62-bed treatment center in Sierra Leone in the coming weeks. It will be operated by military engineers and medical staff with help from the charity Save the Children, Britain's Department for International Development said Monday.

The clinic will also include a special section for treating health care workers, offering them high-quality, specialist care, the statement said.

Currently, there are about 570 beds in Ebola treatment centers in Guinea, Sierra Leone and Liberia, the hardest-hit countries, and the World Health Organization says nearly 1,000 more are needed, the vast majority of those in Liberia.

Doctors Without Borders welcomed both the American and British announcements, but warned even the latest surge in efforts may not be enough, saying the disease was moving "catastrophically through the population much faster than new facilities are being created."

And experts say it's not just beds, but that more international and local health workers that are needed. Doctors Without Borders also urged Washington to not simply set up clinics but also to staff them.

Many health workers, however, have been reluctant to respond to the crisis out of concern that there isn't enough protective equipment to keep them safe.

A fourth American who contracted Ebola in West Africa was expected to arrive in the U.S. for care Tuesday, Emory University Hospital — where two other aid workers successfully recovered from the disease — said Monday in a news release.

Ebola is spread through the bodily fluids of people who show symptoms, and doctors and nurses are at high risk of infection because they work closely with the sick. The WHO doctor whose infection was announced Monday is the second health care worker with the agency to catch Ebola. The doctor is in stable condition and will shortly be evacuated, the agency said.

In Liberia alone, 152 health care workers have been infected with Ebola and 79 have died, WHO said, noting that country had too few doctors and nurses even before the crisis.

"Every infection or death of a doctor or nurse depletes response capacity significantly," it said.

U.N. Secretary-General Ban Ki-moon called several world leaders over the weekend, including the British prime minister and French president, to urge them to send more medical teams and money to fight the outbreak.

Officials have said flight bans and border closures — meant to stop the disease's spread — are slowing the flow of aid and protective gear for doctors and nurses to the region.

At an emergency African Union meeting Monday, members agreed to open borders that have been closed and lift bans on flights to and from affected countries, according to Nkosazana Dlamini Zuma, chair of the AU's Commission. But it was unclear how quickly those promises would be kept.
