Human Cloning Prohibition Act of 2003 - Amends the Federal criminal code to prohibit any person or entity, in or affecting interstate commerce, from knowingly: (1) performing or attempting to perform human cloning; (2) participating in such an attempt; (3) shipping or receiving an embryo produced by human cloning or any product derived from such embryo; or (4) importing such an embryo or derived product.
Sets forth criminal and civil penalties.
Provides that nothing in this Act restricts areas of scientific research not specifically prohibited above, including research in the use of nuclear transfer or other cloning techniques to produce molecules, DNA, cells other than human embryos, tissues, organs, plants, or animals other than humans.
Directs the General Accounting Office to study and report to Congress on the need for amending such prohibition. Requires the study to include: (1) a discussion of related developments in medical technology, the need for somatic cell nuclear transfer to produce medical advances, current public attitudes and prevailing ethical views, and potential legal implications of research in somatic cell nuclear transfer; and (2) a review of any technological developments that may require that technical changes be made to such prohibition.

House vote to ban cloning includes research embryos

WASHINGTON — The House yesterday voted overwhelmingly to outlaw all forms of human cloning.
The legislation, which passed 241-155, would prohibit the production of cloned human embryos for medical research as well as the creation of cloned babies. It parallels a 2001 vote in which a significant group of Democrats joined Republicans in voting to make cloning a federal crime. Rep. Rick Larsen, D-Wash., was one of 42 Democrats to vote for the measure this time, joining ranks with Republicans Jennifer Dunn, Richard "Doc" Hastings and George Nethercutt.
The measure faces an uncertain future in the Senate, which is closely divided on the question of whether embryo cloning should be prohibited along with baby cloning.
Senate Democrats blocked the House bill from coming up for a vote in the past Congress, and Republicans still lack the 60 votes necessary to end debate and force a vote this time.
New Senate Majority Leader Bill Frist, R-Tenn., a heart surgeon who has sought middle ground on human-embryo-research issues, now must decide how hard to push for what President Bush has identified as a significant priority.
Bush on Wednesday made his feelings clear, releasing a "Statement of Administration Policy" that "strongly supports" a total ban.
"The administration is strongly opposed to any legislation that would prohibit human cloning for reproductive purposes but permit the creation of cloned embryos or development of human embryo farms for research, which would require the destruction of nascent human lives," the statement said.
Virtually every lawmaker on the Hill agrees that Congress should ban reproductive cloning, or the creation of cloned babies — an act that many consider tantamount to playing God.
Clones, genetic replicas of their parents, often harbor genetic anomalies — at least in the handful of animal species in which clones have been made — and many experts suspect that human clones could suffer psychological harm, in part because they might feel that their lives already had been lived by someone else.

Judge accepts Microsoft antitrust settlement

Seattle Times technology reporter
A federal judge approved Microsoft's antitrust settlement with the Department of Justice today, essentially rejecting calls by nine states for harsher sanctions on the company.
Supporters of the company hailed the ruling by U.S. District Judge Colleen Kollar-Kotelly, but the judge did close some loopholes in the settlement that will lessen Microsoft's control over the programs bundled with new Windows-based PCs.
Microsoft Chairman Bill Gates indicated that in early readings of the ruling the company did not see "anything that would be cause for an appeal."
U.S. Attorney General John Ashcroft praised the ruling.

Marion Scott, honorably discharged WW II soldier, in "civies" and carrying a suitcase containing his uniform and medals, is hitch-hiking to the small hometown of a buddy killed overseas, intending to make it his home. En-route, he encounters wealthy society girl Wilhelmina Hammond, who is running away from her stuffed-shirt fiancée, Alvin Bailey and has taken his car without permission. Marion and Wilhelmina are bickering over a blow-out and an empty gas tank when the local cops appear and haul them off to jail on a car-theft charge. Wilhelmina establishes her identity and is released and, intrigued by Marion whom she suspects is a deserter, arranges his release also. She takes him to the Hammond estate and tells Marion, who does not know her true identity, she is Mrs. Hammond's secretary. Wilhelmina has no keys to the home and they are arrested again when they are caught crawling into the house through a window. This time reporters and photographers discover her identity and plaster the papers with a story of an heiress running out on her rich fiancée to take up with an unknown stranger. Over the objections of the Hammond caretaker, Wiggins, she hires Marion as a chauffeur and stands her ground when her irate mother and angry fiancée rush home from New York with their entourage, including: Aunt Harriet, an old maid who had an unfortunate love affair during WW I; Patricia, "Willie's" young and mischievous sister; Camille, the family dressmaker, and Champ, Alvin's physical instructor. It becomes a battle of wills as Mrs. Hammond and Alvin are determined to break up a romance that doesn't exist, as "Willie" and Marion are constantly bickering, and Aunt Harriet who is all for the pair getting together.

When her husband, naval officer Gene Mitchell, is transferred to a base in Norfolk, Virginia, Kitty Mitchell takes her nine-month-old twin daughters home to her parent's tiny apartment in New York City. Kitty's parents, Sam and Frances Whitaker, live with her aunt Irma Dalrymple, and when Kitty asks to leave the twins so that she can visit Gene in Norfolk, Irma moves into the living room to make room for the babies. The Whitakers' son Archie, who has just enlisted in the service, and his pregnant wife Hazel also live in the same apartment building. The family's housing problems escalate when their landlord, Mr. Steele, discovers that Hazel is pregnant and refuses to renew their lease on the grounds that children are not allowed in the building. Upon arriving in Norfolk, Kitty phones New York to inquire about her children. As Irma answers the phone, the new maid accidentally blows up the gas stove. When Kitty hears Irma shriek and drop the phone, she leaves immediately for New York. Things have quieted down by the time that Kitty arrives, and when Frances comes home from work that night, she announces that she has solved their problems by making a down payment of $2,500 on a new house. Sam is agitated when he hears the news, because he has just withdrawn their entire savings to invest in a defense plant. Soon after, Kitty receives a telegram from Gene, notifying her that he is coming home for a twenty-four hour leave. While Sam, Kitty and Irma meet Gene at the airport, Frances has a talk with Mr. Steele. Left alone with the twins, the maid consumes a bottle of scotch. When Gene arrives home early, he finds the apartment deserted. Soon after, Sam, Kitty and Irma return and are horrified to find the twins missing. When Gene finds the empty scotch bottle, he surmises that the maid is drunk, and he and Kitty go to look for the babies. Just then, Hazel and Archie walk in the door, and Hazel goes into premature labor. When Archie phones the hospital, he is told that there are no empty beds and that Hazel must deliver her baby at home. To add to the confusion, the real estate agent phones Frances to inform her that her check has bounced, prompting Sam to finally admit that he withdrew the money to buy stock in the defense plant. Meanwhile, Gene and Kitty find their babies and the drunken maid, who had decided to take them for a walk in their stroller. As Dr. Bartell arrives to deliver Hazel's baby, Gene's friends, Lt. Joe Franklin and his pregnant wife Marian, come to visit. Upon learning of the family's housing problems, Joe tells Sam that Steele cannot evict Hazel because her husband is leaving for the Army, and as the dependent of a serviceman, she cannot be evicted. All ends happily as Hazel delivers her baby, the family realizes that Kitty and the twins can live with Hazel with impunity, and Sam discovers that his defense plant is merging with a large company, thus boosting the value of his stock.
