I have decided to withhold my approval from H.R. 1677, the "Children's Television Act of 1990," which will result in its becoming law without my signature. This bill is intended to increase the amount and quality of children's television programming and to diminish the commercialization of programming for children.

I have decided to withhold my approval from H.R. 1677, the ``Children's Television Act of 1990,'' which will result in its becoming law without my signature. This bill is intended to increase the amount and quality of children's television programming and to diminish the commercialization of programming for children.
I wholeheartedly support these goals, but regret that the Congress has chosen inappropriate means of serving them. In an effort to improve children's television, this legislation imposes content-based restrictions on programming. The legislation limits the amount of advertising that broadcasters may air during children's programming, and the Federal Communications Commission is charged with policing the adequacy of broadcasters' efforts to serve the educational and informational needs of children. The First Amendment, however, does not contemplate that government will dictate the quality or quantity of what Americans should hear -- rather, it leaves this to be decided by free media responding to the free choices of individual consumers.
I recognize that the Supreme Court has upheld the application of certain content-based regulations to broadcast licensees, on the theory that the ``scarcity of broadcast frequencies'' makes government involvement inevitable. Red Lion Broadcasting Co. v. FCC, 395 U.S. 367 (1969). Whatever validity this analysis may have been thought to have some 2 decades ago, its factual premise has been eroded by the proliferation of new video services that supplement those provided by traditional broadcasters. Accordingly, a constitutional challenge to this legislation may provide the Supreme Court with an occasion to reconsider its decision in Red Lion.
I also have very strong reservations about the legislation's application of quantitative advertising restrictions to cable operators. Red Lion's ``technological scarcity'' theory does not apply to cable service, which should be considered analogous to the print media under the First Amendment. Even under the commercial speech doctrine, I do not believe that quantitative restrictions on advertising should be considered permissible when applied either to newspapers or to cable operators.
Finally, the advertising limits imposed by this legislation cannot reasonably be expected to advance their intended purpose. To the extent that children's programming is financed by the revenue from advertising during such programming, restrictions on the amount of advertising will tend to diminish, rather than enhance, the quantity and quality of children's programming.

Plot Summary
Bounty hunter Jack Walsh is sent to find and return bail jumper and former Mafia accountant, Jonathan "The Duke" Mardukas. The FBI have had no success it locating The Duke, so when Jack finds him in next to no time, they are a little embarrassed. In order to collect his $100,000 fee, Jack must take The Duke from New York to Los Angeles. However, the Mafia and the FBI have other ideas, as does Marvin, a rival bounty hunter.

The Cuban Missile Crisis begins
The Cuban Missile Crisis begins on October 14, 1962, bringing the United States and the Soviet Union to the brink of nuclear conflict. Photographs taken by a high-altitude U-2 spy plane offered incontrovertible evidence that Soviet-made medium-range missiles in Cuba—capable of carrying nuclear warheads—were now stationed 90 miles off the American coastline.
Tensions between the United States and the Soviet Union over Cuba had been steadily increasing since the failed April 1961 Bay of Pigs invasion, in which Cuban refugees, armed and trained by the United States, landed in Cuba and attempted to overthrow the government of Fidel Castro. Though the invasion did not succeed, Castro was convinced that the United States would try again, and set out to get more military assistance from the Soviet Union. During the next year, the number of Soviet advisors in Cuba rose to more than 20,000. Rumors began that Russia was also moving missiles and strategic bombers onto the island. Russian leader Nikita Khrushchev may have decided to so dramatically up the stakes in the Cold War for several reasons. He may have believed that the United States was indeed going to invade Cuba and provided the weapons as a deterrent. Facing criticism at home from more hard-line members of the Soviet communist hierarchy, he may have thought a tough stand might win him support. Khrushchev also had always resented that U.S. nuclear missiles were stationed near the Soviet Union (in Turkey, for example), and putting missiles in Cuba might have been his way of redressing the imbalance. Two days after the pictures were taken, after being developed and analyzed by intelligence officers, they were presented to President Kennedy. During the next two weeks, the United States and the Soviet Union would come as close to nuclear war as they ever had, and a fearful world awaited the outcome.

I dreamed about that house again I remember that I used to own and as usual that recurring dream does not disappoint. I don't write about it in my public or private journal but I write about it now because it leaves me this morning with a strong longing for something somewhere. I am not interested at all in moving to that specific but the dream just makes me think of being somewhere else. So the reason I decided to note today that latest dream is because the point in the dream I can clearly recall, after a lot of stuff happened that I do not now recall, is that I found myself sitting in the living room of that house and I was sitting in front of a white dry erase board and I had been sitting there for quite a while and I seemed to have been lost in concentration as I was writing a whole bunch of equations on that dry erase board. I have no memory of ever actually doing that when I lived in that house but I do have memory of that in my apartment in 1998 in Rock Hill South Carolina as I wrote computer programs. I was sitting there in the living room of that house in Greer and the television was in front of me and to my left side and it had been on for a while playing something in the background that I don't recall but then I noticed it because the television news came on and I even now want to watch television news but they antagonize me too much even if I watched it this very morning and so I was sitting there examining the equations I was writing on that dry erase board and at one point, the only real point I examined those equations in my dream, I was looking closely at what I had written there and I was thinking that I should re-write some of the equations because the series I was looking at wasn't very legible. I could read it but it could have been written plainer. I have no idea after waking up what I was working on that dry erase board in terms of the purpose of those equations. Then I was looking out the living room window which I was next to and that was to my right side. The time of day seemed to be early morning and the sun seemed to be still just below the horizon on a cloud-covered sky. There seemed to be a lot of automobile traffic on the street in front of my house but that would probably be normal as everyone drove off for work. I thought I saw Bobbilynn's car drive past my house. I heard voices and I saw a man with two kids who were wearing Halloween costumes and I thought specifically in the dream that the day as I was standing there in my house was the morning of Halloween. As usual in that dream, I had just moved back in there and I was happy to be there. I was standing there looking to see if I had candy for Halloween in case trick-or-treaters came around and I did have some candy but most of it was not individually wrapped and I did not really want to give out that kind of candy but I did have some individually wrapped candy so I was standing there and I was thinking about what I was going to tell the neighbors if they asked me any questions about my new arrival into the neighborhood. One detail I thought about in the dream was how I had actually owned the house since 1994, which I think is the year I sold it, but I had been renting it out all this time and I just now moved back in and I was glad to be back there. I looked out the window and the light was still kind of dim although I could see fairly clearly all the way out past the street in front and beyond that and I saw walking through my yard a black cat. The cat had crossed over the sidewalk running up to the circle driveway and the cat stopped to look at me just about the time I saw it. I thought about how the grass was going to need mowing and I would need to purchase a lawn mower. I used to have a riding lawn mower when I used to live there but I was going to purchase a push lawn mower and I wasn't looking forward to mowing that entire lawn with a push mower.

Scientists around the world will be provided a unique vantage point for studying how the Earth's global environment is changing when Space Shuttle Endeavour is launched on Shuttle mission STS-59. During the 9-day mission, the Space Radar Laboratory (SRL) payload in Endeavour's cargo bay will give scientists highly detailed information that will help them distinguish human-induced environmental changes from other natural forms of change.
The Space Radar Laboratory (SRL) payload is comprised of the Spaceborne Imaging Radar-C/X-Band Synthetic Aperture Radar (SIR-C/X-SAR) and the Measurement of Air Pollution from Satellite (MAPS). The German Space Agency (DARA) and the Italian Space Agency (ASI) are providing the X-SAR instrument.
The imaging radar of the SIR-C/X-SAR instruments have the ability to make measurements over virtually any region at any time, regardless of weather or sunlight conditions. The radar waves can penetrate clouds, and under certain conditions, can also "see" through vegetation, ice and extremely dry sand. In many cases, radar is the only way scientists can explore inaccessible regions of the Earth's surface.

CAPE CANAVERAL, Fla. -- The shuttle Endeavour, with a crew of six astronauts, roared into space on Saturday for the first flight test of a powerful new radar observatory developed under an international agreement for global environmental research.
If this and at least one other test flight of the $391 million observatory prove successful, U.S. and European collaborators are hopeful that a future version of the device can be placed aboard continuously orbiting satellites.
The observatory was developed to survey a wide range of environmental phenomena -- including rainfall levels and measurements of the water content of mountain snow packs. Also, it will survey crop yields, soil erosion, shifts in ocean currents that influence seasonal weather changes and earthquake fault lines.

[Myhill is heard in the background as Simon and Lloyd speak to each other.]
SIMON: You know they're gonna crucify us.
LLOYD: What's a little martyrdom between friends?
SIMON: Just make sure you stick to the talking points we discussed with Myhill. The last thing we need is your guilty conscience dragging us down any further.
LLOYD: What the hell does that mean?
SIMON: You feel guilty because your wife died in the blackout. I get it. Now you have to take care of your son. Boo-hoo. I'm not gonna let you drag me down into your spiral of shame just because you're playing Mr. Mom. [adjusts tie] Understood?
[Switch to the hospital. Olivia, Bryce and others are watching a TV. Under Myhill's name is the caption, "Origin of Blackout?' Myhill continues to speak.]
GORDON MYHILL: I'd like to introduce you now to our associate directors of the Plasma Wakefield Program, Dr. Lloyd Simcoe and Dr. Simon Campos.
[Mark and Demetri was the broadcast as they stand on a Hong Kong street looking up at a large screen.]
LLOYD: Uh, good, good morning. My name is Lloyd Simcoe. As Dr. Myhill indicated, our specialty is proton-driven plasma wakefield acceleration. What we're trying to do at this facility is to reproduce the kind of energy levels that existed just after the Big Bang but on a much more controllable scale.
[Lloyd continues speaking as we see various FBI employees watch the broad cast. Wedeck is front and center.]
LLOYD: Uh, we were conducting just such an experiment here on October the sixth at precisely eleven hundred hours, Pacific Daylight time.
[Uproar in the gallery of the NLAP auditorium breaks out. Everyone is yelling at the same time. Chaos commences. Simon rolls his eyes and Lloyd tries to regain control of the situation.]
LLOYD: No, no, please, please [louder] please! Could you just wait for a moment, please?
[The shouting calms for the moment. Simon continues to roll his eyes.]
LLOYD: I, I will take questions in a minute. Please, I, I just need to get to the heart of the matter.
[Aaron watches the broadcast from his house. Mark and Demetri watch from Hong Kong.]
LLOYD: We are here today because we believe the global blackout was precipitated by our experiment. No, please, please.
MAN IN AUDIENCE: How can that be?
LLOYD: I, I will take questions in a minute. Please, one ...
[The audience breaks out in an uproar again. Lloyd has lost control as he stands behind the podium. The entire audience is speaking at once. Scenes switch in background from Simon to Myhill to FBI building to hospital back to Wedeck's office to Mark in Hong Kong. Returning to Lloyd at the podium.]
MAN IN AUDIENCE: Are you taking responsibility for all the death and damage caused by the blackout?
[Camera shutters are clicking quickly. The audience collects itself for a brief moment.]
LLOYD: Uh, we admit that our experiment does seem the most likely cause, yes.
[Simon rushes the podium and pushes Lloyd aside. The scene pans out from the gallery and stops in Hong Kong.]
SIMON: But we contend that there was no way to predict anything like this happening whatsoever. This was utterly unforeseeable. Scientists conduct experiments all the time. We simply cannot stop conducting experiments because we are not 100% sure of the results.
DEMETRI: If this guy caused the blackout, what does this mean for Mosaic? This game over?
MARK: Maybe Simcoe caused the blackout, maybe he didn't. The game's not over.
SIMON: All the work that we've ...
[Myhill takes over the podium.]
GORDON MYHILL: N.L.A.P will be releasing an official statement regarding this event including ... We'll now be concluding ..
[Lloyd comes to the podium again.]
LLOYD: Look, please believe me when I say that our hearts go out to anyone who was hurt or who lost someone that they cared for. My own wife was killed and I would give anything to have her back. We understand people are scared because they think there's going to be another blackout, but there won't be because we were the cause, and we assure you, we assure you that this could not happen again because as of this moment, all plasma wakefield experiments are being put on hold indefinitely.
[Chaos continues in the audience. A woman sitting in an aisle seat stands up, pushes the security man and grabs his handgun from its holster. She aims and shoots at Lloyd hitting the podium instead. She gets four more rounds off before she is subdued by two men. The audience is yelling and screaming.]
WOMAN IN AUDIENCE: You think you can just apologize? [crying] You killed my family.
[People are taking pictures, screaming, yelling resulting in panic in the audience.]

John Lennon helped create the music and the mood of our time. His spirit, the spirit of the Beatles—brash and earnest, ironic and idealistic all at once—became the spirit of a whole generation.
In the 1960's, John Lennon and the Beatles captured the imagination of the world. Their greatest success came when they conquered America; and in recent years, it was in America that John Lennon chose to live, because he valued the atmosphere of freedom and ferment he found here. His work as an artist and musician was far from done, but in the songs he composed, both in partnership with Paul McCartney and in his own right, he leaves an extraordinary and permanent legacy.
I know that I speak for many millions of Americans when I say that I am saddened by his death, and distressed by the senseless manner of it. It is especially poignant that John Lennon has died by violence, though he had long campaigned for peace.

Phoebe was there and she seemed impressed as I was pushing buttons to get whatever engine was in the desk, not unlike a VTOL contraption, to get it off the floor. I wasn't flying it very well though because it kept hitting the walls and doorway.

The world came to a stand still on 8 December 1980 as the newspapers reported that John Lennon had been shot to death outside his New York apartment.
The gunman later turned out to be Mark David Chapman, who shot Lennon in the back four times (the fifth shot missed) in the entrance hallway of the Dakota, in a sick twist, Lennon had kindly autographed a copy of Double Fantasy for Chapman earlier that same night.
Lennon was pronounced dead on arrival in the Emergency Room at the Roosevelt Hospital at 11:15 pm and on the following day, (9 December 1980), his wife, Yoko Ono, who had witnessed the horrific scene, issued a statement: "There is no funeral for John. John loved and prayed for the human race. Please pray the same for him. Love, Yoko and Sean."
On the night of his death, a crowd gathered outside the Dakota apartment building but Ono sent word that their singing kept her awake and asked that they re-convene in Central Park the following Sunday for ten minutes of silent prayer.

Intel Exec Stands By Testimony

WASHINGTON — Intel Corp. executive Steven McGeady, under cross-examination Tuesday in the Microsoft antitrust trial, acknowledged that Intel blundered when it developed multimedia technology for a soon-to-be-replaced version of Microsoft's Windows operating system. But he refused to yield on his contention that the technology was shelved because of Microsoft's threats.
A Microsoft lawyer spent the afternoon attacking McGeady as a poorly-informed malcontent in an attempt to undo his testimony that Microsoft Chairman Bill Gates threatened to withhold vital support for Intel microprocessors unless Intel ceased development of multimedia software known as native signal processing, or NSP.
The thrust of McGeady's testimony was that even Intel, which shares dominance of the personal computer world with Microsoft, was not immune from bullying when Microsoft perceived incursions on its turf--any software connected to Windows.
McGeady's testimony is considered especially significant because unlike other government witnesses to date, he represents not a competitor, but a Microsoft partner--and one of the high-tech world's most powerful forces. Intel microprocessors are the brains of more than 80 percent of the world's desktop computers, and like Microsoft, the company is being sued by federal regulators for abuse of its market power.
McGeady testified that consumers were hurt by Intel's decision to sideline NSP because it delayed the availability of software that improved the clarity of pictures and sound delivered over the Internet on Windows-based computers.
He also said Microsoft would have damaged the openness of the Internet by adding proprietary elements, called extensions, to the basic language of Web pages, Hypertext Markup Language (HTML).
His notes of a November 1995 meeting quote a Microsoft official as saying the company planned to "kill HTML by extending it."

Hawkins: Mason or John Doe?
Beck: Both. I'm gonna call DHS, must be some sort of mistake.
(Hawkins stops him)
Hawkins: It is not a mistake.
Beck: Get your hand off the phone.
Hawkins: Okay. But you don't realize that you just stepped on a land mine?
Beck: What are you talking about?
Hawkins: Two subjects, both reclassified profiles. One killed the other, and it's a professional hit and she has avoided capture for months despite a full-scale manhunt. Come on, major. You're not hunting a terrorist. You're hunting a spook. You see those profiles? They would not be locked for any reason other than a former involvement with a covert agency.
Beck: There are plenty of valid reasons for a terrorist file to be sealed.
Hawkins: Yes, but your orders are to kill on sight, aren't they?
Beck: My orders are my orders.
Hawkins: Well, they want you to find her and kill her before you figure out what it is you're involved in. You call your bosses and you tell them that you are even onto a scent of it, and they will remove you from the situation. Or worse.
Beck: Get me Valente on the conference now.
Hawkins: Ask him if Sarah Mason ever worked for the government.
Beck: Step out.
Hawkins: You just ask him. Because he will either say yes and explain her involvement in your investigation, or he will say no. If he says no, then understand, you have just stumbled into a government conspiracy that will stop at nothing to protect itself.

Thank you, Brandt Gustavson, Dr. Ben Armstrong, and ladies and gentlemen, distinguished guests. Thank you all very much. I'm going to depart from what I was going to say, or begin with here, for just a moment to tell a little story. And I hope Pat Boone won't mind. I'm going to tell it on him. [Laughter]
Some years ago when there was a subversive element that had moved into the motion picture industry and Hollywood, there were great meetings that were held. There was one that was held in the Los Angeles Sports Arena—16,000 people were there, and thousands of them up in the balcony were young people.
And Pat Boone stood up, and in speaking to this crowd he said, talking of communism, that he had daughters—they were little girls then—and he said, "I love them more than anything on Earth." "But," he said, "I would rather"—and I thought, "I know what he's going to say and, oh, you must not say that." And yet I had underestimated him. He said, "I would rather that they die now believing in God than live to grow up under communism and die one day no longer believing in God."
There was a hushed moment, and then 16,000 people, all those thousands of young people came to their feet with a roar that you just—it thrills you through and through.
Well, I thank you all very much. This is a moment I've been looking forward to. I remember with such pleasure the time we spent together last year. Today I feel like I'm doing more than returning for a speech; I feel like I'm coming home.
Homecoming—I think it is the proper word. Under this roof, some 4,000 of us are kindred spirits united by one burning belief: God is our Father; we are His children; together, brothers and sisters, we are one family.
Being family makes us willing to share the pain of problems we carry in our hearts. But families also come together in times of joy, and we can celebrate such a moment today. Hope is being reborn across this land by a mighty spiritual revival that's made you the miracle of the entire broadcasting industry.
I might say your success and my celebrating another birthday about this time of year are both a source of annoyance to a number of people. [Laughter]
Let me set the record straight on your account: The spectacular growth of CBN and PTL and Trinity, of organizations that produce religious programs for radio and television, not to mention the booming industry in Christian books, underlines a far-reaching change in our country.
Americans yearn to explore life's deepest truths. And to say their entertainment-their idea of entertainment is sex and violence and crime is an insult to their goodness and intelligence. We are people who believe love can triumph over hate, creativity over destruction, and hope over despair. And that's why so many millions hunger for your product—God's good news.
In his book, "The Secret Kingdom," Pat Robertson told us, "There can be peace; there can be plenty; there can be freedom. They will come the minute human beings accept the principles of the invisible world and begin to live by them in the visible world." More and more of us are trying to do this. George Gallup has detected a rising tide of interest and involvement in religion among all levels of society.
I was pleased last year to proclaim 1983 the Year of the Bible. But, you know, a group called the ACLU severely criticized me for doing that. Well, I wear their indictment like a badge of honor. I believe I stand in pretty good company. [Laughter]
Abraham Lincoln called the Bible "the best gift God has given to man." "But for it," he said, "we could not know right from wrong." Like that image of George Washington kneeling in prayer in the snow at Valley Forge, Lincoln described a people who knew it was not enough to depend on their own courage and goodness; they must also look to God their Father and Preserver. And their faith to walk with Him and trust in His word brought them the blessings of comfort, power, and peace that they sought.
The torch of their faith has been passed from generation to generation. "The grass withereth, the flower fadeth, but the word of our God shall stand forever."
More and more Americans believe that loving God in their hearts is the ultimate value. Last year, not only were Year of the Bible activities held in every State of the Union, but more than 25 States and 500 cities issued their own Year of the Bible proclamations. One schoolteacher, Mary Gibson, in New York raised $4,000 to buy Bibles for working people in downtown Manhattan.
Nineteen eighty-three was the year more of us read the Good Book. Can we make a resolution here today?—that 1984 will be the year we put its great truths into action? My experience in this office I hold has only deepened a belief I've held for many years: Within the covers of that single Book are all the answers to all the problems that face us today if we'd only read and believe.
Let's begin at the beginning. God is the center of our lives; the human family stands at the center of society; and our greatest hope for the future is in the faces of our children. Seven thousand Poles recently came to the christening of Maria Victoria Walesa, daughter of Danuta and Lech Walesa, to express their belief that solidarity of the family remains the foundation of freedom.
God's most blessed gift to His family is the gift of life. He sent us the Prince of Peace as a babe in a manger. I've said that we must be cautious in claiming God is on our side. I think the real question we must answer is, are we on His side?
I know what I'm about to say now is controversial, but I have to say it. This nation cannot continue turning a blind eye and a deaf ear to the taking of some 4,000 unborn children's lives every day. That's one every 21 seconds. One every 21 seconds.
We cannot pretend that America is preserving her first and highest ideal, the belief that each life is sacred, when we've permitted the deaths of 15 million helpless innocents since the Roe versus Wade decision-15 million children who will never laugh, never sing, never know the joy of human love, will never strive to heal the sick, feed the poor, or make peace among nations. Abortion has denied them the first and most basic of human rights. We are all infinitely poorer for their loss.
There's another grim truth we should face up to: Medical science doctors confirm that when the lives of the unborn are snuffed out, they often feel pain, pain that is long and agonizing.
This nation fought a terrible war so that black Americans would be guaranteed their God-given rights. Abraham Lincoln recognized that we could not survive as a free land when some could decide whether others should be free or slaves. Well, today another question begs to be asked: How can we survive as a free nation when some decide that others are not fit to live and should be done away with?
I believe no challenge is more important to the character of America than restoring the right to life to all human beings. Without that right, no other rights have meaning. "Suffer the little children to come unto me, and forbid them not, for such is the kingdom of God."
I will continue to support every effort to restore that protection including the Hyde-Jepsen respect life bill. I've asked for your all-out commitment, for the mighty power of your prayers, so that together we can convince our fellow countrymen that America should, can, and will preserve God's greatest gift.
Let us encourage those among us who are trying to provide positive alternatives to abortion—groups like Mom's House, House of His Creation in Pennsylvania, Jim McKee's Sav-A-Life in Texas, which I mentioned to you last year. Begun as a response to the call of a conscience, Say-A-Life has become a crisis counseling center and saved 22 children since it was founded in 1981.
I think we're making progress in upholding the sanctity of life of infants born with physical or mental handicaps. The Department of Health and Human Services has now published final regulations to address cases such as Baby Doe in Bloomington. That child was denied lifesaving surgery and starved to death because he had Down's Syndrome and some people didn't think his life would be worth living.
Not too long ago I was privileged to meet in the Oval Office a charming little girl-tiny little girl—filled with the joy of living. She was on crutches, but she swims, she rides horseback, and her smile steals your heart. She was born with the same defects as those Baby Does who have been denied the right to life. To see her, to see the love on the faces of her parents and their joy in her was the answer to this particular question.
Secretary Heckler and Surgeon General Koop deserve credit for designing regulations providing basic protections to the least among us. And the American Academy of Pediatrics and the National Association of Children's Hospitals have now affirmed a person's mental or physical handicap must not be the basis for deciding to withhold medical treatment.
Let me assure you of something else: We want parents to know their children will not be victims of child pornography. I look forward to signing a new bill now awaiting final action in a conference committee that will tighten our laws against child pornography. And we're concerned about enforcement of all the Federal antiobscenity laws.
Over the past year, the United States Customs Service has increased by 200 percent its confiscation of obscene materials coming in across our borders. We're also intensifying our drive against crimes of family violence and sexual abuse. I happen to believe that protecting victims is just as important as safeguarding the rights of defendants.
Restoring the right to life and protecting people from violence and exploitation are important responsibilities. But as members of God's family we share another, and that is helping to build a foundation of faith and knowledge to prepare our children for the challenges of life. "Train up a child in the way he should go," Solomon wrote, "and when he is old he will not depart from it."
If we're to meet the challenge of educating for the space age, of opening eyes and minds to treasures of literature, music, and poetry, and of teaching values of faith, courage, responsibility, kindness, and love, then we must meet these challenges as one people. And parents must take the lead. And I believe they are.
I know one thing I'm sure most of us agree on: God, source of all knowledge, should never have been expelled from our children's classrooms. The great majority of our people support voluntary prayer in schools.
We hear of cases where courts say it is dangerous to allow students to meet in Bible study or prayer clubs. And then there was the case of that kindergarten class that was reciting a verse. They said, "We thank you for the flowers so sweet. We thank you for the food we eat. We thank you for the birds that sing. We thank you, God, for everything." A court of appeals ordered them to stop. They were supposedly violating the Constitution of the United States.
Well, Teddy Roosevelt told us, "The American people are slow to wrath, but when their wrath is once kindled, it burns like a consuming flame."
I think Americans are getting angry. I think they have a message, and Congress better listen. We are a government of, by, and for the people. And people want a constitutional amendment making it unequivocally clear our children can hold voluntary prayer in every school across this land. And if we could get God and discipline back in our schools, maybe we could get drugs and violence out.
I know that some believe that voluntary prayer in schools should be restricted to a moment of silence. We already have the right to remain silent— [laughter] —we can take our fifth amendment. [Laughter]
Seriously, we need a new amendment to restore the rights that were taken from us. Senator Baker has assured us that we will get a vote on our amendment. And with your help, we can win, and that will be a great victory for our children.
During the last decade, we've seen people's commitment to religious liberty expressed by the establishment of thousands of new religious schools. These schools were built by the sacrifices of parents determined to provide a quality education for their children in an environment that permits traditional values to flourish.
Now I believe that some of you met with my advisers to discuss the situation of religious schools in Nebraska. We have all seen news accounts of the jailing of a minister, the padlocking of a church, and the continuing imprisonment of fathers of students. This issue of religious liberty has arisen in other States. The question is how to find the balance between assuring quality of education and preserving freedom for churches and parents who want their schools to reflect their faith.
These cases have mostly proceeded in State courts. A number of State supreme courts have reached decisions that moderated the effect of State regulations on religious schools. Last week, a panel appointed by the Governor of Nebraska concluded that the State's regulations violate the religious liberties of Christian schools.
I'm a firm believer in the separation of powers, that this nation is a federation of sovereign States. But isn't it time for the Nebraska courts or legislature to solve this problem by a speedy reconsideration? I hope some way can be found to resolve the legal issues without having people in jail for doing what they think is right.
Within our families, neighborhoods, schools, and places of work, let us continue reaching out, renewing our spirit of friendship, community service, and caring for each other—a spirit that flows like a deep and powerful river through the history of our nation.
I made a point last year which some of our critics jumped on, but I believe it has merit. Government bureaucracies spend billions for problems related to drugs, alcoholism, and disease. How much of that money could we save, how much better off might Americans be if all of us tried a little harder to live by the Ten Commandments and the Golden Rule? I've been told that since the beginning of civilization millions and millions of laws have been written. I've even heard someone suggest it was as many as several billion. And yet, taken all together, all those millions and millions of laws have not improved on the Ten Commandments one bit.
Look at projects like CBN's "Operation Blessing," Moody Bible Institute's "Open Line" radio program, Inner City—or the radio program, "Inner City," I should say, in Chicago, and the work of Dr. E.V. Hill of Mt. Zion Baptist Church in Los Angeles. They show us that America is more than just government on the one hand and helpless individuals on the other. They show us that lives are saved, people are reborn and, yes, dreams come true when we heed the voice of the spirit, minister to the needy, and glorify God. That is the stuff of which miracles are made.
Our mission stretches far beyond our borders; God's family knows no borders. In your life you face daily trials, but millions of believers in other lands face far worse. They are mocked and persecuted for the crime of loving God. To every religious dissident trapped in that cold, cruel existence, we send our love and support. Our message? You are not alone; you are not forgotten; do not lose your faith and hope because someday you, too, will be free.
If the Lord is our light, our strength, and our salvation, whom shall we fear? Of whom shall we be afraid? No matter where we live, we have a promise that can make all the difference, a promise from Jesus to soothe our sorrows, heal our hearts, and drive away our fears. He promised there will never be a dark night that does not end. Our weeping may endure for a night, but joy cometh in the morning. He promised if our hearts are true, His love will be as sure as sunlight. And, by dying for us, Jesus showed how far our love should be ready to go: all the way.
"For God so loved the world that He gave His only begotten Son, that whosoever believeth in Him should not perish but have everlasting life." I'm a little self-conscious because I know very well you all could recite that verse to me. [Laughter]
Helping each other, believing in Him, we need never be afraid. We will be part of something far more powerful, enduring, and good than all the forces here on Earth. We will be a part of paradise.
May God keep you always, and may you always keep God. Thank you very much.

Coeur d'Alene Airport gets new name
Field to honor World War II hero Pappy Boyington

The Kootenai County Commission voted this afternoon to rename the county airport after World War II Medal of Honor recipient and North Idaho native Gregory "Pappy" Boyington, after more than a year of controversy.
The new name is now “Coeur d’Alene Airport/ Pappy Boyington Field.
Commissioners Todd Tondee and Rich Piazza both voted for the proposal by local Marine veterans, saying Boyington was a “heroes hero” and the name could spark an interest in history and the veterans who have fought for this country.
After a childhood spent in Coeur d’Alene, St. Maries and Tacoma, Boyington went on to become one of the nation’s most decorated wartime fliers. He’s credited with shooting down 26 planes in the Pacific theater and served as the commanding officer of the famed Black Sheep Squadron.

"In a safe place. John Clark. The terrorists I know have all become capitalists with regard to cash money, but thanks to your people, those I contacted have no further need of money, do they?" the Russian asked rhetorically.
"You greedy bastard," Clark observed, with half a smile.
The race started on time. The fans cheered the marathon runners as they took their first lap around the stadium, then disappeared out the tunnel onto the streets of Sydney, to return in two and a half hours or so. In the meantime, their progress would be followed on the Jumbotron for those who sat in the stadium seats, or on the numerous televisions that hung in the ramp and concourse areas. Trucks with remote TV transmitters rolled in front of the lead runners, and the Kenyan, Jomo Nyreiry, held the lead, closely followed by Edward Fulmer, the American, and Willem terHoost, the Dutchman, the leading trio not two steps apart, and a good ten meters ahead of the next group of runners as they passed the first milepost.
Like most people, Wil Gearing saw this on his hotel room TV as he packed. He'd be renting diving gear tomorrow, the former Army colonel told himself, and he'd treat himself to the best diving area in the world, in the knowledge that the oceanic pollution that was harming that most lovely of environments would soon be ending. He got all of his clothing organized in a pair of Tumi wheeled suitcases and set them by the door of the room. He'd be diving while all the ignorant plague victims flew off to their homes across the world, not knowing what they had and what they'd be spreading. He wondered how many would be lost to Phase One of the Project. Computer projections predicted anywhere from six to thirty million, but Gearing thought those numbers conservative. The higher the better, obviously, because the "A" vaccine had to be something that people all over the globe would cry out for, thus hastening their own deaths. The real cleverness of it was that if medical tests on the vaccine recipients showed Shiva antibodies, they'd be explained away by the vaccine-"A" was a live virus vaccine, as everyone would know. Just a little more live than anyone would realize until it was a little too late.
It was ten hours later in New York, and there in the safe house Clark, Popov, Sullivan, and Chatham sat, watching network coverage of the Olympic games, like millions of other Americans. There was nothing else for them to do. It was boring for them all, as none were marathoners, and the steps of the leading runners were endlessly the same.
"The heat must be terrible to run in," Sullivan observed.
"It's not fun," Clark agreed.
"Ever run in a race like this?"
"No." John shook his head. "But I've had to run away from things in my time, mainly Vietnam. It was pretty hot there, too."
"You were there?" Popov asked.
"A year and a half's worth. Third SOG-Special Operations Group."
"Doing what?"
"Mainly looking and reporting. Some real operations, raids, assassinations, that sort of thing, taking out people we really didn't like." Thirty years ago, John thought. Thirtyyears. He'd given his youth to one conflict, and his manhood to another, and now, in his approaching golden years, what would he be doing? Was it really possible, what Popov had told him? It seemed so unreal, but the Ebola scare had been real as hell. He remembered flying all over the world about that one, and he remembered the news coverage that had shaken his country to its very foundations-and he remembered the terrible revenge that America had taken as a result. Most of all, he remembered lying with Ding Chavez on the flat roof of a Tehran dwelling and guiding two smart-bombs in to take the life of the man responsible for it all, in the first application of the president's new doctrine. But if this were real, if this "project" that Popov had told them about were what he said it was, then what would his country do? Was it a matter for law enforcement or something else? Would you put people like this on trial? If not, then-what? Laws hadn't been written for crimes of this magnitude, and the trial would be a horrid circus, spreading news that would shake the foundations of the entire world. That one corporation could have the power to do such a thing as this…

It's been 841 days since I ran the Seattle Marathon. As I was waiting for the race to start, a very attractive young woman kicked my foot and I started talking to her. She was going to college in Provo and I described being out there the previous year for Ironman Utah. She told me that people say to stay out of that lake now because of "dead bodies" in it. I saw her later and she was far ahead of me in the race. I remember also thinking that people were watching me, beyond the normal spectating. I passed by a group of people and heard someone say "there he is." The next day at work, the director my group told me she had been there to watch the finish of the race. She described how she had accidently showed up or something like that, but I wasn't buying it. A cute woman at work that day was wearing clothes that looked suspicously similar to what I had wore for the race.
I think this was the 4th of 5 marathons I finished in a year period. I'm not sure of exact dates offhand but between Dec 2002 and Dec 2003, I completed 5 marathons, 2 sprint triathlons, and I trained for and participated in Ironman CDA, but I dropped out at the midpoint, completing the 2.4 mile swim and then 56 miles of the bike. I had developed serious cramps in my legs during the swim and a cramp in my lower leg was very painful. It was also extremely hot and I let myself get dehydrated. I could have probably taken some advil to relieve the pain in my leg, but being so dehydrated, I was worried about taking anything. I dropped out of the race and didn't really start regretting it until about 3 or days later, so that was an indication to me that I should have dropped out. If I had started regretting it right away, then I probably could have kept going on and at least finished the bike course.

The painkiller acetaminophen can severely damage kidneys if it is taken for long periods, according to a new study that reinforces previous fears about the popular drug.
Acetaminophen, most commonly known by the trade name Tylenol, causes an estimated 10% of the 50,000 cases of kidney failure that occur in the United States each year, the researchers report today in the New England Journal of Medicine. Preventing those cases could save the country $700 million a year in health expenses, according to government figures.
An average daily dose of more than one tablet can double the risk of kidney failure, as can the use of more than 1,000 tablets over an extended period, according to researchers from the Johns Hopkins School of Public Health in Baltimore.
The report comes only a day after a separate team reported that taking the drug during a fast, either voluntary or caused by illness, can cause serious liver damage.
The two reports represent a major dilemma for the millions of people who require frequent pain relief and who have switched from aspirin to acetaminophen because it was thought to be safer.

WASHINGTON — Angry and frustrated over his political reversals and nervous about his prospects in 1996, President Clinton is devising a reelection campaign plan that diminishes the role of the high-profile political consultants who guided his 1992 race, according to senior White House and Democratic Party officials.
In wide-ranging conversations with Democratic leaders and consultants over the last few weeks, Clinton has expressed deep concern about his precarious political standing and sharp disappointment with the mid-term Democratic campaign message that was heavily influenced by pollster Stanley B. Greenberg and media consultant Mandy Grunwald. He also has expressed anger over the huge sums spent by the Democratic National Committee in the unsuccessful Nov. 8 election effort--including large payments to his 1992 consultants.
"He's madder than hell," said one highly placed Democrat recently consulted by Clinton. "The President is now his own campaign manager. He's had it with people telling him how to do it. He's taking charge."

Noonan had heard the briefing, too. "Ding, this whole thing sounds kinda unlikely."
"I know, Tim, but we act on it anyway."
"You say so, man."
"Let's move, people," Ding told them, standing.
"This is the day, Carol," John Brightling told his ex-wife. "Less than ten hours from now, the Project starts."
She dropped Jiggs on the floor and came to embrace him. "Oh, John!"
"I know," he told her. "It's been a long time. Couldn't have done it without you."
Henriksen was there, too. "Okay, I talked with Wil Gearing twenty minutes ago. He'll be hooking up the Shiva dispenser right before they start the closing ceremonies. The weather is working for us, too. It's going to be another hot one in Sydney, temperature's supposed to hit ninety-seven degrees. So,people'll be camping out under the foggers."
"And breathing heavily," Dr. John Brightling confirmed. That was another of the body's methods for shedding excess heat.
Chavez was in the stadium now, already sweating from the building heat and wondering if any of the marathon runners would fall over dead from this day's race. So Global Security, with whose personnel he'd interfaced briefly, was part of the mission. He wondered if he could remember all the faces he'd seen in the two brief conferences he'd had, but for now he had to find Colonel Wilkerson. Five minutes later, in the security-reaction hut, he found the man.
"G'day, Major Chavez."
"Hey, Frank. I got a question for you."
"What's that, Ding?"
"The fogging system. Where's it come from?"

"Excuse me? Gold?"
Hunnicutt laughed. "My spread up in Montana. It used to be part of a cattle ranch, but the mountains are too steep for the cows. Anyway, there's a stream coming down from the mountain. I was letting Jeremiah drink one afternoon, and I saw something shiny, okay?" Hunnicutt stretched. "It was gold, a big hunk of gold and quartz-that's the best geological formation for gold, Dmitriy. Anyway, I figure I got a fair-sized deposit on my land. How big? There's no tellin', and it doesn't matter much anyway."
"Not matter?" Popov turned in the saddle to look at his companion. "Foster, for the last ten thousand years men have killed one another over gold."
"Not anymore, Dmitriy. That's going to end-forever, probably."
"But how? Why?" Popov demanded.
"Don't you know about the Project?"
"A little, but not enough to understand what you just said."
What the hell, the hunter thought. "Dmitriy, human life on the planet is going to come to a screeching halt, boy."
"But "
"They didn't tell you?"
"No, Foster, not that part. Can you tell me?"
What the hell, Hunnicutt thought again. The Olympics were almost over. Why not? This Russkie understood about Nature, knew about riding, and he damned sure worked for John Brightling in a very sensitive capacity.
"It's called Shiva," he began, and went on for several minutes.
For Popov it was a time to put his professional face back on. His emotions were neutralized while he listened. He even managed a smile which masked his inner horror.
"But how do you distribute it?"
"Well, you see, John has a company that also works for him. Global Security-the boss man's a guy named Henriksen."
"Ah, yes, I know him. He was in your FBI."
"Oh? I knew he was a cop, but not a fed. Anyway, they got the consulting contract withthe Aussies for the Olympics, and one of Bill's people will be spreading the Shiva. Something to do with the air-conditioning system at the stadium, they tell me. They're going to spread it on the last day, see, and the closing ceremonies. The next day everyone flies home, and then, like, thousands of people all take the bug home with them."
"But what protects us?"
"You got a shot when you came here, right?"
"Yes, Killgore said it was a booster for something."
"Oh, it was, Dmitriy. It's a booster, all right. It's the vaccine that protects you against Shiva. I got it, too. That's the `B' vaccine, pal. There's another one, they tell me, the `A' vaccine, but that one's not the one you want to get." Hunnicutt explained on.
"How do you know all this?" Popov asked.
"Well, you see, in case people figure this out, I'm one of the guys who helped set up the perimeter security System here. So, they told me why the Project needs perimeter security. It's pretty serious shit, man. If anyone were to find out about what was done, hell, they might even nuke us, y'know?" Foster pointed out with a grin. "Not many people really understand about saving the planet. I mean, we do this now, or in about twenty years, hell, everything and everybody dies. Not just the people. The animals, too. We can't let that happen, can we?"
"I see your point. Yes, that does make sense," Dmitriy Arkadeyevich agreed, without choking on his words.
Hunnicutt nodded with some satisfaction. "I figured you'd get it, man. So, those terrorist things you got started, well, they were very pretty important. Without getting everybody all hot and bothered about international terrorism, Bill Hendriksen might not have got his people in place to do their little job. So," Hunnicutt said as he fished a cigar out of his pocket, "thanks, Dmitriy. You were really an important part for this here Project."
"Thank you, Foster," Popov responded. Is this possible? he wondered. "How certain are you that this will work?"
"It oughta work. I asked that question, too. They let me in on some of the planning, 'cuz I'm a scientist-I was a pretty good geologist once, trust me. I know a lot of stuff. The disease is a real mother. The real key to that was the genetic engineering done on the original Ebola. Hell, you remember how scary that was a year and a half ago, right?"Popov nodded. "Oh, yes. I was in Russia then, and it was very frightening indeed." Even more frightening had been the response American president, he reminded himself.
"Well, they-the real Project scientists-learned a lot from that. The key to this is the `A' vaccine. The original outbreak may kill a few million people, but that's mainly psychological. The vaccine that Horizon's going to market is a live-virus vaccine, like the Sabin polio vaccine. But they've tuned it, like. It doesn't stop Shiva, man. It spreads Shiva. Takes a month to six weeks for the symptoms to show. They proved that in the lab."
"How?"
"Well, Kirk was part of that. He kidnapped some folks off the street, and they tested the Shiva and the vaccines on them. Everything worked, even the first-phase delivery system that's set up to use in Sydney."
"It is a big thing, to change the face of the world." Popov thought aloud, looking north to where the interstate highway was.
"Gotta be done, man. If we don't-well, you can kiss all this good-bye, Dmitriy. I can't let that happen."
"It's a terrible thing to do, but I seethe logic of your position. Brightling is a genius, to see this, to find a way, of solving the problem, and then to have the courage to act." Popov hoped his voice wasn't too patronizing, but this man Hunnicutt was a technocrat, not one who understood people.
"Yep," Hunnicutt said around the cigar, as he lit it with a kitchen match. He blew the match out, then held it until it was cold before letting it fall to the ground, lest it start a prairie fire. "Brilliant scientist, and he gets it, you know? Thank God, he has the resources to make all this happen. Setting all this up must have cost near onto a billion dollars

More paintings on the staircase, she saw, far larger than anything she'd ever done, paintings of men, probably the men who'd built and lived in this massive edifice, this monument to greed. and exploitation:.. she already hated its owner who lived so well, so opulently, so publicly proclaiming that he was better than everyone else while he built up his wealth and exploited the ordinary workers. At the top of the staircase was a huge oil portrait of the Emperor Franz Josef himself, the last of his..wretched fine, who'd died just a few years before the even more hated Romanovs. The butler, this worker for the evil one, turned right, leading them down a wide hall into a doorless room. Three people were there, a man and two. women, better dressed than the butler, all working away at computers.
"This is Herr Bauer," the butler said in a shaky voice. "He wishes to see Herr Ostermann."
"You have an appointment?" the senior secretary asked.
"You will take us in now, " Petra announced. Then the gun came into view, and the three people in the anteroom stopped what they were doing and looked at the intruders with open mouths and pale faces.
Ostermann's home was several hundred years old, but not entirely a thing of the past. The male secretary - in America he would have been called an executive assistant - was named Gerhardt Dengler. Under the edge of his desk was an alarm button. He thumbed this hard and long while he stared at the visitors: The wire led to the schloss's central alarm panel, and from there to the alarm company.
