I. SUMMARY

1. On 25 February 1996, the Inter-American Commission on Human Rights (hereinafter “the Commission” or “the Inter-American Commission”) received several complaints brought against the Republic of Cuba (hereinafter “the State,” “the Cuban State,” or “Cuba”) according to which a MiG-29 military aircraft belonging to the Cuban Air Force (FAC) downed two unarmed civilian light airplanes belonging to the organization “Brothers to the Rescue.” According to a report issued by the International Civil Aviation Organization (ICAO), the incidents occurred on 24 February 1996 at 3:21 p.m. and 3:27 p.m., respectively, in international airspace. The air-to-air missiles fired by the MiG-29 destroyed the civilian light aircraft, immediately killing Armando Alejandre Jr. (45 years old), Carlos Alberto Costa (29), Mario Manuel de la Peña (24), and Pablo Morales (29). The complaint concludes with the Commission being requested to begin proceedings in accordance with Articles 32 et seq. of its Regulations and to declare Cuba responsible for failing to comply with its international obligations contained in the American Declaration of the Rights and Duties of Man (hereinafter “the Declaration” or “the American Declaration”) for violating the right to life and the right to a fair trial as set forth in Articles I and XVIII of said international instrument.

ANNALS OF DIPLOMACY about a failed attempt at opening US relations with Cuba, which cooled only when MIG fighters shot down two planes piloted by Cuban exiles, Brothers to the Rescue. The planes were shot down over the Straits of Florida by the Cuban Air Force, Feb. 24, 1996... Describes the unusual diplomatic partnership between Bill Richardson and Peter Bourne. Richardson, a former congressman from New Mexico who is now the United States Ambassador to the United Nations, was once called the Red Adair of American diplomacy... Bourne, according to Richardson is "great at moving the bureaucracy in Washington." In 1995, Bourne helped get access to Saddam Hussein, and in July of that year he and Richardson travelled to Baghdad together to secure the release of two American aerospace workers who had been captured by the Iraqis... Richardson made two trips to Cuba. This new initiative, which included meetings with Fidel Castro, was halted a month later, at the Brothers to the Rescue incident... The Brothers had been an embarrassment to the Castro regime for years. Since 1991, the group had helped save thousands of Cuban refugees by dropping orange flares and guiding Coast Guard ships to their locations by radio. The Brothers' leader, a Bay of Pigs veteran named Jose Basulto, was a pilot with singular credentials: In August of 1962, he took part in an attempt to assassinate Castro... Cuba has bedevilled every American President since Dwight D. Eisenhower... Mentions a 1995 migration accord intended to halt the exodus of thousands of Cuban rafters across the Straits of Florida... Under the Helms-Burton legislation, foreign companies investing in Cuba would face American lawsuits... Clinton and his advisers found powerful allies to oppose the bill, including the businessmen Dwayne Andreas and Donald Trump.... Describes the rumors around secret negotiations to openly recognize Cuba... For more than a year, Cuban officials protested incursions by the Brothers in communiques to the State Department and to the United States-interest section in Havana. The protests were largely ignored. The planes were shot down and a more stringent version of the Helms-Burton act was signed into law by Clinton in mid-March... He also declared a national emergency in the Straits of Florida to prevent further confrontations... Richardson has remained a favorite of the President, who called his operations "the toughest and most delicate diplomatic missions of recent times."... Bourne wrote a three-hundred-page report for the American Association for World Health on the trade embargo's effect on the Cuban population's health. It was cited by the sponsors of legislation, currently before Congress, exempting food and medicine from the embargo. The national emergency in the Straits of Florida continues, but American officials now regularly alert Cuban officials to impending or suspected air and sea incursions by exile groups. A senior White House official told me last week, "We now have it down to a fine art."

Grignard was the son of a sail maker. After studying mathematics at Lyon he transferred to chemistry and discovered the synthetic reaction bearing his name (the Grignard reaction) in 1900. He became a professor at the University of Nancy in 1910 and was awarded the Nobel Prize in Chemistry in 1912. During World War I he studied chemical warfare agents, particularly the manufacture of phosgene and the detection of mustard gas.

I've attached that image I was talking about. The image compares the Star Trek character "Wesley Crusher" with my last manager at Microsoft, who was named Jeremy Rule.

Not only are they similar in appearance, but while "Wesley" was titled "Acting Ensign," Jeremy Rule's title was "Acting Manager."

Additionally, consider the 1997 movie "Conspiracy Theory." I believe that movie is relevant to me for several reasons. One reason is that I believe, but do not remember, that Mel Gibson is my brother in my real life. I have started to believe that my real name is Thomas Ray, but I don't remember that either.

Brothers to the Rescue (Spanish: Hermanos al Rescate) is a Miami-based activist nonprofit organization headed by José Basulto. Formed by Cuban exiles, the group is widely known for its opposition to the Cuban government and its former leader Fidel Castro. The group describes itself as a humanitarian organization aiming to assist and rescue raft refugees emigrating from Cuba and to "support the efforts of the Cuban people to free themselves from dictatorship through the use of active nonviolence". Brothers to the Rescue, Inc., was founded in May 1991 "after several pilots were touched by the death of" fifteen year old Gregorio Perez Ricardo, who "fleeing Castro's Cuba on a raft, perished of severe dehydration in the hands of U.S. Coast Guard officers who were attempting to save his life.".

The Cuban government on the other hand accuses them of involvement in terrorist acts, and infiltrated the group (see Juan Pablo Roque and the Wasp Network).
