"Yes, I saw it on the news last night," he said into the phone as he shaved.

"I need to see you. I have something to show you, sir," Popov's voice said, just after seven in the morning.

The man thought about that. Popov was a clever bastard who'd done his jobs without much in the way of questions… and there was little in the way of a paper:rail, certainly nothing his lawyers couldn't handle if it cane to that, and it wouldn't. There were ways of dealing with Popov, too, if it came to that.

"Okay, be there at eight-fifteen."

"Yes, sir," the Russian said, hanging up.

Pete was in real agony now, Killgore saw. It was tine to move him. This he ordered at once, and two orderlies came in dressed in upgraded protective gear to goal the wino onto a gurney for transport to the clinical side. Killgore followed them and his patient. The clinical side was essentially a duplication of the room in which the street bums had lounged and drunk their booze, waiting unknowingly for the onset of symptoms. He now had hem all, to the point that booze and moderate doses of morphine no longer handled the pain. The orderlies loaded Pete onto a bed, next to which was an electronically operated "Christmas tree" medication dispenser. Kilgore handled the stick, and got the IV plugged into Pete's major vein. Then he keyed the electronic box, and seconds later, the patient relaxed with a large bolus of medication The eyes went sleepy and the body relaxed while the Shiva continued to eat him alive from the inside out. Another IV would be set up to feed him with nutrients to keep his body going, along with various drugs to see if any of them had an unexpectedly beneficial effect on the Shiva. They had a whole roomful of such drugs, ranging from antibiotics-which were expected to be useless against this viral infection-to Interleukin-2 and a newly developed -3a, which, some thought, might help, plus tailored Shiva antibodies taken from experimental animals. None were expected to work, but all had to be tested to make sure they didn't, lest there be a surprise out there when the epidemic spread.

Remarks Following a Tour of GrafTech International Ltd. in Parma, Ohio

Good, thanks. I'm proud to be with you all. It's great to be at GrafTech here in Cleveland. I've come to Cleveland to highlight a couple of important issues. First, energy independence is an important part of our Nation's future. And one way to achieve energy independence is to promote technologies that will enable us to drive our economy without the use of Middle Eastern oil, for example. And one such technology is hydrogen fuel cells. And GrafTech is on the leading edge of developing a technology that will work, that will be competitive with other forms of energy, and that will enable us, on the one hand, to be less dependent on oil and better stewards on—of the environment.

And so I'm glad to be with these entrepreneurs, these scientists, these thinkers. We've—as part of the hydrogen fuel cell initiative that I proposed to the Congress, this company got a grant. And I think it's a wise use of taxpayers' money to help the people in this company develop this new technology. This forklift right here is powered by a hydrogen fuel cell. Doesn't require any oil or products derived from oil, and the exhaust from this is water.

And so we're going to continue to promote these kinds of technologies. And so I want to thank you all for having me. I'm about to go to a—after lunch, go to a hospital to talk about the need for a health care system that is patient-driven. I will resist the idea of the Federal Government running the health care system. And I'm going to spend some time talking during a town hall meeting about the kinds of reforms that we ought to be promoting out of Washington that encourage there to be a consumer-driven health care system. I mean, we'll take care of the poor, and we'll help the elderly. But we believe health care is best run in the private sector, not by the government.

And finally, I'm going to spend some time talking about the war on terror and our need to succeed in Iraq. And I'm going to remind the people in the audience today that troop levels will be decided by our commanders on the ground, not by political figures in Washington, DC, and that we've got a plan to lead to victory. And I fully understand that this is a difficult war, and it's hard on the American people. But I will once again explain the consequences of failure to the American people, and I'll explain the consequences of success as well.

And so I thank the people of Cleveland for welcoming me here. I'm glad to be in your city. Looking forward to a full day.

I walked into the living room in that Country Club Estates house and she was on the couch watching an episode of that series. She changed the channel as she heard me walking in but not before I saw the t.v. screen. I wonder why she didn't want me to know she was watching that series.

I look at these photos of Phoebe and it is probably because I have lost conscious awareness of how familiar she is to me that I cannot remember her. Something like that. She has been a part of my life for so long that seeing her photos has almost a routine.....something. My emotional investment with her is far from routine, though. I just cannot, for some reason, connect to those visualizations from our life together. There is also a vulnerability to it all. How easy is it to have something not real imprint into my conscious? Something about how I liked Lily Jang. What the hell was going on there? This is pure torment. All I know is that I should be home with my wife, Phoebe. I can't remember her consciously, but it torments me beyond tolerance that I cannot see her at this very moment.

The last of the winos had outlasted all predictions, but it lead only prolonged the inevitable. This one was named Henry, a black man of forty-six years who only appeared to be twenty years older. A veteran, he'd told everyone who'd listen, and a man with a considerable thirst, which had not, miraculously, done a great deal of liver damage. And his immune system had done a valiant job of fighting off Shiva. He was probably from the deep part of the gene pool, Dr. Killgore thought, for what little good it had clone him. It would have been useful to take a history from him, to find out how long his parents had lived, but lie was too far gone by the time they'd realized it. But now, the printout of his blood work said, he was surely doomed. I l is liver had finally succumbed to the Shiva strands, and his blood chemistry was off the chart in every category that mattered. In a way, it was too bad. The doctor still living in Killgore somehow wanted patients to survive. Maybe it was sportsmanship, he thought, heading down to the patient's room. "How are we doing, Henry?" the doctor asked.

"Shitty, Doc, just shitty. Feels like my belly is coming a hart inside out."

"You can feel it?" Killgore asked. That was a surprise. 1 I e was getting nearly twelve milligrams of morphine a day now-a lethal dose for a healthy man, but the really sick ones could somehow take a lot more of the drug.

"Some," Henry replied, grimacing.

"Well, let me fix that for you, okay?" The physician extracted a 50cc needle from his pocket. along with a vial of Dilaudid. Two to four milligrams was a strong dose for a normal person. He decided to go to forty, just to be sure. Henry had suffered enough. He filled the syringe, flicked the plastic body with a fingernail to take care of the little air bubble, then inserted it in the IV line. and pushed the plunger down quickly

"All," Henry had time to say as the dazzling rush hit him. And just that fast, his face went still, eyes wide open, pupils dilated in the last pleasure he would ever know. Ten seconds later, Killgore touched the right carotid artery. There was nothing happening there, and Henry's breathing had stopped at once. Just to be completely sure, Killgore took his stethoscope from his pocket and touched it to Henry's chest. Sure enough, the heart had stopped.

"Nice Fight, partner," the doctor told the body. Then he unhooked the IV line, switched off the electronic drug monitor system, and tossed the sheet over the face. So, that was the end of the winos. Most of them had checked out early, except for Henry. The bastard was a fighter to the end, defying all predictions. Killgore wondered if they might have tried one of the vaccines on him- "B" would almost certainly have saved him, but then they'd just have a healthy wino on their hands, and the Project wasn't aimed at saving that sort of person. What use was he to anyone, really? Except maybe a liquor-store owner.

THE PRESIDENT: Thank you all for coming today. I'm -- okay, read more than you watch TV. (Laughter.)

I want to thank everybody for being here. I've spent a lot of my time talking about how to make sure America is a secure and safe country. It's on my mind because so long as we embrace freedom, there are, unfortunately, some people that want to hurt us. As long as we continue to hold dear to our heart the notion that free people should be able to worship the Almighty God any way they see fit, free people should be able to speak their mind, free people ought to be -- (applause) -- or free people should be able to have a free press. All those aspects of freedom which we hold dear and will never relinquish are the reasons why we have to worry about the safety of the American people.

And since we're never going to relent when it comes to our freedom, and since we have a responsibility to defend that which we hold dear for not only ourselves but for our children, we'll be dealing with this for a while. But make no mistake about it, we will prevail.

And as we worry about our safety, though, it's very important for us to always remember that we've got to work to make America a better place, not only a safer place and a stronger place, but a better place. And the perfect place to make America a better place is in our classrooms all across the country. And so today, I'm here to talk about the importance of making sure that every single child in America gets a quality education.

To remind our country that reading is the key to all learning, that we believe that every child can learn to read, not just a few, not just those who might be in the -- kind of the super districts, but every single child. Children whose parents may not speak English as a first language can learn to read. People who may come from the toughest of all circumstances, they can read. Everybody can read.

It is the great passion of many in our country, starting right here at Read-Patillo. And that's why I'm here at this school. I'm here to praise the determination of its principal and the teachers and the parents to make sure not one child who goes to this school is left behind, that every child can learn. (Applause.)

The passion and vision I just described is shared by your Governor. I know. I know him well. (Laughter.) I know his heart, I know his strength of conviction, I know his vision. And it's clear. It's a clear vision to a better day. So I'm honored to be with Jeb.

I appreciate John Mica, the congressman, for coming today. I just had a very interesting meeting with some of your community leaders and people involved with reading and how to make it work. One such person was Bill Hall, who is the superintendent of the Volusia County schools, and I want to thank Bill. (Applause.)

I know enough about schools to know that when they clap for the superintendent, that's a good sign. (Laughter.) I also know from my days as governor and as a parent that a school is really only as good as the principal. If you have a great principal, you'll have the beginnings of a great school. Obviously, it takes more than a single soul to make sure that excellence is available for every child. But a great school starts with a principal who is dedicated, with clear vision, who sets high expectations, and, of course, that principal is Marilyn Travis, right here at this school. (Applause.)

Judy Anderson is the head of the Volusia County school board. She was here -- they had a -- they call it a roundtable; it was actually square. (Laughter.) A square roundtable discussion.

But I thank Judy for coming. I told her, I thought being on the school board was one of the -- if not the, one of the toughest jobs in America. I know the rest of the school board members are here as well. I want to thank you for understanding that your job is to set high standards, make sure you're wise with the taxpayers' money, and then hire the best and unleash them to achieve excellence for every child. So thank you very much, Judy and the school board, for coming.

I do want to thank the square table participants -- (laughter) -- Joe Torgeson, who is a professor of education at Florida State. I wish he could talk to you about the fact that reading is not an art but a science, that we're learning what works, and it's the application of what works that's incredibly important to make sure that every single child learns to read.

Then we had professors that were teaching teachers to teach, and we had teachers that were teaching teachers to teach, and we had kindergarten teachers that were teaching kids to read and it was a very exciting meeting for me and Jeb, so I want to thank you all for coming.

I know we've got some elected officials here. I see the Speaker of the House, Speaker Feeney is here. I appreciate you being here, Speaker. I know other members of the legislature, both Republican and Democrat, are here. I appreciate Jim Vandergrifft, the Mayor of New Smyrna Beach -- (applause). That's a good sign, too, Mr. Mayor. Members of your city council are here, and thank you all for coming.

The challenges, obviously, vary from district to district and each school different has got different problems. Different problems in Texas than you have in Florida. When you get in our states, or a state like Florida, the problems vary from district to district. But there are some effective schools that adhere to the same principles, and I want to share some of those with you right quick.

First, there is a culture of excellence. A successful school has a culture of excellence. The way I like to phrase it is a successful school is full of people who are willing to challenge the soft bigotry of low expectations; that people understand that if you set low standards, we're going to get lousy results; that if you believe that there are certain children who can't learn, then certain children won't learn.

And so an excellent school like this one where we are has got the highest of high standards, that people throughout the whole school believe that excellence is possible, because they believe every child can learn.

A good school has got a good principal, as I just mentioned. The principal is the person that sets the tone, sets the pace, clarifies the vision. A good school is a school that's got teachers who are not only committed to the noble profession of teaching -- and it is a noble profession -- but also committed with the knowledge that every child can learn.

Teachers who work hard and recognize that if there is needed instruction, they're more than willing to learn the latest, that they're not satisfied with the status quo, that they're constantly working hard to make sure that the vision of every child learning is achieved.

Obviously, a good school is a school where parents understand that good education begins at home, where parents have got a deep appreciation of the opportunity and are supportive of the schools. If they find failure, of course, they're willing to blow the whistle on failure, but they're also to work to achieve excellence. They're positive influences, not only at the home, but also at the school.

I wasn't kidding when I said our kids ought to be reading more than they watch TV. To me, that's a parental responsibility, to encourage their children to practice, to encourage their children to read.

There's nothing wrong with watching a TV show occasionally. But practicing reading is incredibly important to become a skilled student. So listen to your mothers. (Laughter.) Governor Bush has listened to his. (Applause.)

A good school has a curriculum that emphasizes the basics and is based upon sound science. In other words, a good school is a school that has adopted a curriculum which works. There's a lot of talk about curriculum, the reading curriculum. We've had a great debate about which curriculum to use when it comes to reading programs, and you know it as well as I do. There's a big, deep, ideological divide.

One of the things I tried to do as the Governor of Texas -- I know your Governor has called upon those who have actually studied it, who know that the fact that reading is a science, that have been able to work with districts to develop a curriculum that is proven. It doesn't sound good or feel good; it works. And that's the crucial thing to make sure that every child learns to read.

A good school is willing to determine whether or not each child is, in fact, learning to read by measuring. A good school is one that says, I want to know whether or not standards are being met.

See, if you believe every child can learn to read, then it's logical to ask the question, you know, are the children succeeding. It's logical and you want to know that. You want to know that to determine whether or not your dreams are being met. You want to know that to determine whether or not the curriculum is working. You want to know that to determine which children need additional help.

One of the key components to successful schools is the willingness of people to use an accountability system to reinforce the positive and to address failure before it becomes acute, and that's essential. By all of these standards, this school we're standing in is a highly effective, successful school. (Applause.) It is a school which innovates, it uses computer programs to stimulate the students' imagination. It teaches phonics and grammar, the basics. It starts with the basics. It gives students incentives.

There's an incentive program in this school. The more you read, the more points you earn. The more difficult the reading assignment, the more points you earn there as well. It recognizes and rewards personal achievement, based upon actual books read. It helps develop writing schools. It's caught my imagination. I told the Governor, I wish they had done this in Sam Houston Elementary School in Midland, Texas. They've got an innovative program called Baseball Writing. It encourages kids to learn how to write by using baseball as the go-by. And there's a base-by-base approach to writing essays and papers all aimed at making sure by the fifth grade the student is becoming a more sophisticated writing -- writer.

It's an incredibly important part. Writing and reading go hand in hand. Writing is sometimes a lost art, and this school focuses on writing by using an innovative way to encourage young writers to get to be better writers.

They use tests here to determine what students are in danger of falling behind. No child should be left behind. And they use a test to make sure.

And the important thing is, and other school districts can use this model, and other schools around the country should use this model -- they use the accountability system as a way to determine who needs extra help after school. And that's incredibly important. It's intensive focus so that every child continues to move forward.

They encourage students to take their books home. They give parents tips on how to be teachers themselves. The instruction follows the child into the home. Some parents need a little help on how to be a better parent when it comes to what's taking place in the school. And so the results are clear.

The Read-Patillo Elementary School is proving that scientifically based reading instruction works and gets results. (Applause.)

You know, there's kind of an attitude in some places that certain kids just can't get there, the so-called economically disadvantaged just can't achieve.

This school flies right in the face of that stereotype. The kids here are what they call economically disadvantaged, more than half are. And yet, when you look at the third grade and the fourth grade and the fifth graders, they all score above district in state averages. (Applause.)

This school increased its rating from a C in 1998 on the Florida testing to an A. And that's important for parents to know. And that's an important fact for teachers to know, and your principal to know. It's a fact -- important fact for the school board members to know. It's important fact for the community to know. It must make you feel proud to know you've got a school which has defied the so-called odds, and now you're A. It's important to know you've got an A in your midst.

It's also important to know whether your school is not an A. It gives you a chance to ask the question, wait a minute. There's one school in Volusia County I know is an A, how come ours isn't an A? It's important to be in a position where you're able to say, it matters how we rank, because no child should be left behind.

There's obviously -- I'm a big advocate of local control of schools. I love the idea of a principal feeling confident in the structure to be able to try different things. I really like the idea of a superintendent -- of giving them power to create change and innovation at the school level. I think that's really important. I think your -- this charter district, for example, is a really interesting innovation that was started at the state level. Freedom was granted. So I'm a big believer in local control of schools.

But I want you to know that there is a role for the federal government. The federal government has a responsibility as well as the state government to move forward with educational excellence. The No Child Left Behind Act was a combination, it's interesting, change of attitude in Washington, and that is, we substantially increased money available for states, particularly Title I children, as well as this new reading program, which I'm going to describe.

The federal government is providing $50 billion now. It's an increase of more than 18 percent between '01 and today. (Applause.) The Florida schools, for example, received $2 billion from the federal government. We've increased -- we've asked for $175 million increase for next year for the Florida schools alone.

But the reason -- the change is, and it's one thing to focus on education funding, and that's important, but the change is, for the first time, we've asked, in return for money, why don't you show us whether or not you're succeeding. For the first time we said, here's an increase in funding now, and it's up to you to spend it, and we'll try to give you more flexibility. We want the governors to have more flexibility, we want the school districts to have more flexibility. But in return we expect you to set high standards and produce measurable positive results. In return for the increase of funding, we expect more return on the money. After all, it's your money to begin with.

And so part of that -- part of that insistence is a -- kind of the kernel of the form is an accountability system. We expect each state to design accountability system to measure. And you've done that in Florida. And you've done a really good job of that. And frankly -- I'm used to the testing debate. I've heard, you test too much, they say. You're teaching the test. If you a teach to read, you're teaching a child a skill, not teaching the test. And the child will then be able to pass the test.

You should allow no excuse, and nobody should allow an excuse, in my judgment, across America, to undermine accountability. It does the children a disservice to undermine the accountability system, otherwise you just shuffle kids through. And that's unacceptable in America.

There must be an accountability that has consequences, otherwise we're going to have the old system where we just say, well, maybe they'll learn to read, and then we find out when they get out of high school, they can't read, and we realize we have failed in our obligations.

No, accountability is a crucial part of educational excellence and educational reform. And it's very important that all states take seriously what we insist upon; and that is, in return for money, we expect you to do what's right, by each single child that lives in your state. We're committed to investing in scientific approaches on reading, because we understand -- all of us should understand that if a child can't read, it doesn't matter.

My friend, Phyllis Hunter, from Houston, Texas, she said when I was there, she said, Governor, you've got to understand, your reading initiative is basically saying that you understand reading is the new civil right. If you want every child to realize the American Dream, and experience the greatness of this country, then we've got to teach every child to read, and it starts with reading.

And that's why one of the cornerstones of the -- of this bill we passed, in Washington, D.C. -- by the way, a bill supported by both Republicans and Democrats. I told them earlier, I said, we're finally beginning to get some things right in Washington, where teaching every child to read is a heck of a lot more important than promoting any political parties. (Applause.)

And so we've got this focus on reading, because we understand that when each child learns to read, this is going to be a much more hopeful society. One of the things we've done is we've granted -- started granting money to states. Florida was one of the first states to qualify for the Reading First Grant, $46 million, because you've got -- (applause) -- you've got a Governor who understands and a legislature who understands, you've got principals and teachers who understand.

The money is being used to train teachers. Teacher training is absolutely essential to making sure that a reading -- national reading initiative works. Teachers need the skills necessary to implement what their heart tells them to do. Their heart says, we want to teach every child to read. They need, if need be -- now, many teachers don't need to be retrained -- but the idea of teaching teachers on a curriculum which works is an incredibly important part of having a successful program.

There's nothing more frustrating, it seems like to me, to have a teacher anxious -- so anxious to go into a classroom and impart knowledge, but yet not have the latest -- the latest science on reading, the latest skills necessary. And so, one of the key components of a Reading First initiative in any state is going to be to take the money and apply it to teacher training. And it's going to work. You mark my words.

With this national focus, with accountability standards in place, with the understanding of how to teach children how to read, a much better understanding today than we've really ever had before, and the desire at all levels of government to make sure the most important person involved in teaching a child -- the teacher -- has the skills necessary, we're going to achieve an objective that a lot of people didn't think we could achieve. Our kids are going to learn to read.

We're going to be the best readers in the world. And when our kids learn to read, you watch what happens. There are going to be great scientists coming out of our schools, great mathematicians. All things, all excellence in education starts with making sure every single child, no matter where he or she lives, can read. And that's what's going to happen in the United States of America. (Applause.)

I mentioned that one of the things we'll stay focused on, and should, is making sure America is a better place. And there's ways government can help. But one of the ways to make sure America is a -- constantly a better place, is to encourage, empower the true strength of the country, which are our citizens. The strength of America are the citizens of America, the hearts and souls of our fellow countrymen.

The reason I bring that up is we've got an extraordinary person that met me at the airport today, Fannie Cleland. (Applause.) She tried to convince me she was 91 years old. (Laughter.) I didn't believe it.

See, Fannie understands what I know, that we can change America one heart, one person at a time; and that while one person can't do everything to help people in need or to put a light where there's darkness, one person can do something. One person can help be -- to change one child's life. In her case, she's changed many children's lives, because she is a tutor, a mentor. She knows that one way to fight some of the evil done to America is to do some good, to love a neighbor just like you'd like to be loved yourself, to have the willingness to put your arm around a child and say, hey, I want to help you, I want to help you learn to read.

My call to America, and Americans, is, use the example of this fine lady, that if you care deeply about the future of your country, support your schools, support your teachers. But also, when you find somebody who hurts, somebody who is in need, somebody who needs food or shelter, or just somebody who needs love, be that person who is willing to give that love.

There's nothing this country can't achieve. We're going to achieve peace, and have a peaceful world. We can also make sure the great hope of America shines brightly in every corner of this country.

Roberts's parents, one-time actors and playwrights, met while performing theatrical productions for the armed forces. They later co-founded the Atlanta Actors and Writers Workshop in Atlanta, Georgia, off Juniper Street in Midtown. They ran a children's acting school in Decatur, Georgia, while they were expecting Julia. The children of Martin Luther King, Jr. and Coretta Scott King attended the school with Walter Roberts acting as Yolanda Denise King's acting coach. As a thank-you for their service, Mrs. King paid Mrs. Roberts's hospital bill when Julia was born.

`Crashing Man' -- Crane Drops 11-Ton Sam Sculpture

The "Hammering Man," a 48-foot-tall tribute to American workers, toppled and was damaged yesterday afternoon when a lifting strap snapped as the work was hoisted into place at the new Seattle Art Museum.

The Mobile Crane Co. crane had lifted the 22,000-pound steel-and-aluminum sculpture from a flatbed truck and was holding it nearly vertical when the strap, made of thickly-woven fabric, broke.

The sculpture dropped to the street, its heavy steel feet gouging holes in the pavement, then fell across the top of the crane operator's cab.


The sculpture's fall was yet another problem for the new art museum. Its opening has been delayed by construction problems, and the museum contractor has asked for more money, because of the complex nature of the building design by celebrated architect Robert Venturi.

Statement on Signing the Digital Millennium Copyright Act

Today I am pleased to sign into law H.R. 2281, the "Digital Millennium Copyright Act." This Act implements two landmark treaties that were successfully negotiated by my Administration in 1996 and to which the Senate gave its advice and consent to ratification on October 21, 1998. The Act also limits the liability of online service providers for copyright infringement under certain conditions.

The World Intellectual Property Organization (WIPO) Copyright Treaty and the WIPO Performances and Phonogram Treaty mark the most extensive revision of international copyright law in over 25 years. The treaties will grant writers, artists, and other creators of copyrighted material global protection from piracy in the digital age.

These treaties will become effective at a time when technological innovations present us with great opportunities for the global distribution of copyrighted works. These same technologies, however, make it possible to pirate copyrighted works on a global scale with a single keystroke. The WIPO treaties set clear and firm standards—obligating signatory countries to provide "adequate legal protection" and "effective legal remedies" against circumvention of certain technologies that copyright owners use to protect their works, and against violation of the integrity of copyright management information. This Act implements those standards, carefully balancing the interests of both copyright owners and users.

I am advised by the Department of Justice that certain provisions of H.R. 2281 and the accompanying Conference Report regarding the Register of Copyrights raise serious constitutional concerns. Contrary to assertions in the Conference Report, the Copyright Office is, for constitutional purposes, an executive branch entity. Accordingly, the Congress may exercise its constitutionally legitimate oversight powers to require the Copyright Office to provide information relevant to the legislative process. However, to direct that Office's operations, the Congress must act in accord with the requirements of bicameralism and presentment prescribed in Article I of the Constitution. Further, the Congress may not require the Register to act in a manner that would impinge upon or undermine the President's discretion under Article II, section 3 of the Constitution to determine which, if any, executive branch recommendations to the Congress would be "necessary and expedient." Accordingly, I will construe sections 103(a), 104(b), 401(b), and 403(a) of H.R. 2281 to require the Register to perform duties only insofar as such requirements are consistent with these constitutional principles.

From the efforts of the Assistant Secretary of Commerce and Commissioner of Patents and Trademarks who acted as the lead negotiator for these treaties, to the agreement reached by interests affected by online service provider liability, to the improvements added by two House Committees and one Senate Committee, this Act reflects the diligence and talents of a great many people. Through enactment of the Digital Millennium Copyright Act, we have done our best to protect from digital piracy the copyright industries that comprise the leading export of the United States.

"Light My Fire" is a song performed by The Doors on their self-titled first album, which was recorded in September of 1966, and released in January of 1967. It peaked at number one on the Billboard Pop Singles chart in 1967, then was re-released in 1968, peaking at number 87. The song was written by Robby Krieger (music/lyrics) and Jim Morrison (lyrics); although writing credit is occasionally given to "The Doors".


John Densmore recalls [2] that when Buick wanted to buy the piece for use in a 1967 TV commercial ("Come on, Buick, light my fire" [3]) and Morrison, who had been out of town, learned that other group members agreed, Morrison called Buick and threatened to have a Buick smashed with a sledgehammer on a TV show should the (presumably ready) commercial be aired.

I have been wondering why the Morrison Cemetery was selected for the burial location of Kerry Burgess’s father. As I was reading this article on The Doors, I noticed the article indicates the band was active from 1966 to 1973, which is the time I believe I was in Princeton and Oxford. There is also the guy named Ray Manzarek. I have been wondering for a while whether I played in a band at times. Maybe I recorded some songs with Morrison and The Doors.

The MiG-29 was designed in response to a new generation of American fighters, which included the F-15 and F-16. Designed as an air defense fighter, this dual-purpose aircraft also possessed a ground attack capability. The task of producing a "frontal" or tactical fighter for the Frontal Aviation Regiments of the Soviet Air Force went to the Mikoyan-Gurevich Design Bureau (MiG OKB). Employing all the technical data available about the most advanced Western aircraft, the MiG designers started working on the MiG-29 in the early 1970s, and the first prototype made its first flight on Oct. 6, 1977. U.S. reconnaissance satellites detected the new fighter in November 1977, and NATO gave it the designation "Fulcrum."

Production started in 1982, and deliveries to Frontal Aviation units started in 1983. By comparison, the USAF's first operational F-15As arrived seven years earlier in 1976, and its F-16As entered operational service four years earlier in 1979.

Although newer, the MiG-29 still lagged behind the most modern Western fighters in several important areas. For instance, the aircraft designers had little experience in either fly-by-wire controls or lightweight composite materials for airframe construction, and the first MiG-29 versions used a conventional hydraulic flight control system and an aluminum alloy fuselage. Over time, MiG designers addressed these deficiencies, and later variants of the MiG-29 incorporated some fly-by-wire controls and composite materials.

Nevertheless, the MiG-29 presented a formidable threat to Western pilots. The radars used on earlier Soviet fighters had been unable to distinguish aircraft flying below them from ground clutter, and low-flying aircraft could avoid detection. With the Phazotron NIIR N019 Doppler radar (NATO designation "Slot Back") capable of detecting a target more than 60 miles away, infrared tracking sensors, and a laser rangefinder carried on the MiG-29, a pilot could track and shoot at aircraft flying below him. Also, the pilot's Shchel-3UM-1 helmet-mounted aiming device turned the MiG-29 into a very dangerous threat once opponents came within visual range. No longer did a pilot have to turn his aircraft toward a target and wait for his missiles' sensors to "lock-on" before firing. Now, the pilot simply turned his head toward a target, and the helmet aimed the missile's sensors toward the target. This "off boresight" procedure gave the MiG-29 pilot a great advantage at close range.

The aircraft on display was an early model Soviet Air Force MiG-29A (S/N 2960516761) assigned to the 234th Gvardeiskii Istrebitelnii Aviatsionnii Polk (234th Guards Fighter Aviation Regiment) stationed at Kubinka Air Base near Moscow. It was one of the six MiG-29s that made a good will visit to Kuoppio-Rissala, Finland, in July 1986. This event marked the first public display of the MiG-29.

By late November, the first Air Force C-123 transport aircraft specially equipped to spray defoliants had departed the U.S. for South Vietnam. Potent AD-6 Skyraider fighter-bombers were given to the VNAF (Vietnamese Air Force). Amphibious M-113 APCs (armored personnel carriers) were provided to the ARVN, and were to prove useful in the waterlogged terrain of coastal Vietnam and the Mekong Delta. The Air Force sent a small number of hand-picked Air Commandos to Vietnam to train the fledgling VNAF and, under cover of their training role to provide air support for government forces. The first armed T-28 piston-engined trainers arrived in November, shortly followed by twin-engined B-26 bombers. On 11 December, the escort carrier USS Card docked at Saigon transporting two U.S. Army helicopter companies equipped with a total of thirty- three CH-21 troop-transport helicopters between them. They were to be followed in April by a third squadron, this one provided by the Marines. Early in 1962, the Army introduced turbine-engined UH-1 "Huey" helicopters modified to carry machine guns and rockets, the first helicopter in Vietnam. On 23 December, 1961, U.S.Army helicopters carried ARVN troopers in a raid on a suspected Viet Cong radio transmitter west of Saigon. Though not billed as such at the time-officially American military personnel were advisors, not combatants - it was the first U.S. helicopter combat assault operation.

The AH-64 Apache was designed to be an extremely tough survivor under combat. The prototype Apache made its first flight in 1975 as the YAH-64, and in 1976, Hughes received a full-scale development contract. In 1982, the Army approved the program, now known as AH-64A Apache, for production. Deliveries began from the McDonnell Douglas plant at Mesa, Ariz., in 1984 — the year Hughes Helicopters became part of McDonnell Douglas.

A target acquisition and designation sight/pilot night-vision sensor and other advanced technologies added to its effectiveness in the ground support role. To reduce costs and simplify logistics, the Apache used the same T700 engines as the Army’s Sikorsky UH-60 Black Hawk utility helicopter and its naval cousin, the SH-60 Seahawk.

Highly maneuverable and heavily armed, the combat-proven Apache helicopter is the backbone of the U.S. Army’s all-weather, ground-support capability. The AH-64D Apache Longbow, which first flew as a prototype on May 14, 1992, provided a quantum leap in capability over the AH-64A. The Apache Longbow’s fire-control radar and advanced avionics suite gave combat pilots the ability to rapidly detect, classify, prioritize, and engage stationary or moving enemy targets at standoff ranges in nearly all weather conditions. There is also an international Apache export version.

Over the years, the Apache has been enhanced with advanced technology to make the helicopter more survivable, deployable and easier to maintain. The AH-64 Apache is the most advanced multirole combat helicopter for the U.S. Army and a growing number of international defense forces.

In 2003, the Army accepted the first advanced technology Boeing AH-64D Apache Longbow, referred to as Block II. The Block II version incorporated advanced avionics, digital enhancements and communications upgrades.

In 2011, Boeing delivered the first AH-64D Apache Block III multirole attack helicopter to the Army. Block III brought superior flight performance and increased networked communications capabilities. The AH-64D Apache Block III was renamed the AH-64E Apache “Guardian” in 2012.

In 2012, Boeing also received all-new fuselages for the first AH-64E helicopters, incorporating a variety of small but important modifications to accommodate AH-64E configuration changes, such as enhancements to the extended forward avionics bays and slots for new electronics. More than 100 AH-64Es had been produced as of October 2014.

The United States and Soviet Union open round 10 of the nuclear and space talks in Geneva today. In over 6 years of negotiation, we have made considerable progress. In START, we have agreement on 50 percent reductions in strategic forces, to a ceiling of 6,000 warheads on 1,600 strategic nuclear delivery vehicles and subceilings of 4,900 ballistic missile warheads and 1,540 warheads on 154 heavy missiles. Both sides have agreed that there will be a 50-percent reduction in throwweight for Soviet missiles. There is also agreement on a counting rule for heavy bomber armaments and on elements of a verification regime that will include several kinds of on-site inspection, data exchange, and measures to reduce the possibility of cheating. The negotiators have worked out a joint draft treaty text that records extensive and significant areas of agreement, as well as remaining areas of disagreement.

In the defense and space forum, we seek agreement on how the United States and Soviet Union can jointly manage a stable transition to increasing reliance on effective defenses, should they prove feasible, which threaten no one. Our negotiators will work on a joint draft text of a separate agreement on defense and space issues, reflecting the principles General Secretary Gorbachev and I outlined at the Washington summit in December 1987.

At the outset of the defense and space talks, few expected that we could have come as far as we have. Our SDI program has provided an important incentive for the Soviets to negotiate seriously. It is also our best hope for a safer world. We have made clear to the Soviets that we will not bargain SDI away nor accept any provisions that would cripple our research, development, and testing program, which is in full compliance with the ABM treaty.

Since the end of the last round, additional progress was made on a number of issues. In the joint statement issued at the Moscow summit, we and the Soviets identified some common ground with respect to concepts for verification of mobile missiles—should they be permitted in a START treaty—and on dealing with air-launched cruise missiles (ALCM's). It remains the U.S. position to seek a ban on mobile missiles unless effective verification provisions can be found for limitations on them.

The discussions in Moscow were a sound beginning, but much remains to be done, including translating areas of common ground into precise treaty language. Many other tough issues remain, however, including issues which affect the fundamental security interests of each side. A major one for the United States is the illegal Soviet radar at Krasnoyarsk.

Ambassadors Kampelman, Cooper, and Hanmer and their negotiating teams are returning to Geneva prepared to engage in the discussion and hard bargaining necessary to make headway and to achieve an agreement that meets the criteria we have set: deep reductions, greater strategic stability, and effective verification. Our goal is a good agreement in each area, not a quick one, and we will not take any shortcuts. We have already come a long way toward agreements that will strengthen our security and that of our allies. If the Soviets return to Geneva prepared to make further progress, much more can be achieved.

Barbara and I are deeply saddened by the news of the plane crash today in Pennsylvania in which U.S. Senator John Heinz and others have been killed. While all of the facts about this tragic accident are still unclear, our condolences go out to the families of all those killed or injured.

The people of Pennsylvania have lost a great leader, and the Nation has lost a great Senator. In particular, his steadfast efforts to protect Social Security and health care benefits for the elderly, his work to ensure both free and fair trade with our trading partners, and his commitment to protecting the environment have touched the lives of all Americans. His leadership and commitment will be greatly missed.

Adding to this tragedy is the apparent loss of life of at least two schoolchildren killed when the wreckage hit the ground and those piloting the aircrafts involved in the accident.

John Heinz was a close friend of our family. Barbara and I join the citizens of Pennsylvania and all Americans in extending sympathy and prayers to his wife, Teresa, and his sons, John, Andre, and Chris. Our hearts go out to the families in Merion, PA, who have suffered loss as a result of the accident.

The late Pope John Paul II was wounded in a 1982 knife attack a year after an assassination attempt, but kept the injury secret, a top aide to the pontiff has revealed in a new documentary film.

The attack occurred on May 12, 1982, when Juan Fernandez Krohn lunged at John Paul with a bayonet during a ceremony in the shrine of Fatima in Portugal.

John Paul went to the shrine to give thanks for surviving a gunshot wound from Turkish gunman Mehmet Ali Agca in St. Peter's Square on May 13, 1981.

The Pope's bodyguards immediately tackled and arrested Krohn, an ultra-conservative priest from Spain.

In the film Testimony, which was to be aired Thursday night in the Vatican, Cardinal Stanislaw Dziwisz reveals that the pope was cut in the attack, but continued on his trip without disclosing the injury.

"I can now reveal that the Holy Father was wounded. When we got back to the room [in the Fatima sanctuary complex] there was blood," Dziwisz says in the documentary.

Governor Gary, Mayor Street, Distinguished Guests, and My Fellow Americans:

First, I should like to extend my thanks to the people of Oklahoma for this chance to share in celebrating the fiftieth anniversary of Oklahoma's statehood.

Born in the Lone Star State just to your south, and reared in the Sunflower State just to the north, I have tonight a fine feeling of coming home again.

So your generous welcome has a special significance for me tonight. Frankly, I wish I could stay until Saturday. From all my friends this afternoon I have heard you have a pretty fair sort of a football team. And of course I should very much like to see it play.

I am going to let you in on a secret. No matter how good it was before, since this afternoon when they made my grandson sort of an honorary member, it is a much better team. He is now the proud possessor of a white football signed by Bud Wilkinson and all his players, and my "son" is the best ninety-pound tackle in the whole country.

Last week I spoke of science in security; this evening I speak of security in a somewhat wider context.

We live in one of the great ages in the story of mankind.

For millions of people science has removed the burden of backbreaking toil.

For other millions the hope of a good life is being translated into definite promise.

In this wonderful age, we Americans have a special responsibility. We were given a fresh continent and an opportunity to work out a modern dream of how men should work together, live together, and govern themselves.

Drawing on all the cultures of the past, and on the rapid growth of science, we worked out a way in which every person can be his own competitive self, and at the same time be a dedicated member of a harmonious community.

Now this week the Soviets are celebrating the 40th anniversary of their revolution. These four decades have seen them change from an agricultural to an industrial nation. We know of their rigorous educational system and their technological achievements.

But we see all this happening under a political philosophy that postpones again and again the promise to each man that he will be allowed to be himself, and to enjoy, according to his own desires, the fruits of his own labor.

We have long had evidence, recently very dramatic evidence, that even under such a system it is possible to produce some remarkable material achievements. When such competence in things material is at the service of leaders who have so little regard for things human, and who command the power of an empire, there is danger ahead for free men everywhere. That, my friends, is the reason why the American people have been so aroused about the earth satellites.

Of course, free men are meeting and will meet this challenge.

Up to a point, this must be done on the Communists' own terms--outmatching them in military power, general technological advance, and specialized education and research.

But this is not all the story. The real strength with which the self-governing democracies have met the tests of history is something denied to dictatorships.

It is found in the quality of our life, and the vigor of our ideals. It manifests itself in the ever-astonishing capacity of free men for voluntary heroism, sacrifice and accomplishment when the chips are down.

This is the weapon which has meant eventual downfall for every dictator who has made the familiar mistake of thinking all democracies "soft."

Now, once again, we hear an expansionist regime declaring, "We will bury you."

In a bit of American vernacular, "Oh Yeah?" It would be a grave error not to take this kind of threat literally. This theme has been a Communist doctrine for a hundred years.

But you may recall that there was once a dictator named Hitler who also said he would bury us. He wrote a long, dull book telling precisely how he was going to do it. Not enough people took him at his word.

We shall not make that mistake again.

International communism has demonstrated repeatedly that its leaders are quite willing to launch aggression by violence upon other countries. They are even more ready to expand by propaganda and subversion, economic penetration and exploitation. Mostly they use a combination of all three methods.

The free world must therefore be alert to all.

Our military defenses have been largely re-shaped over the years since World War II. I assure you, as I did last week, that for the conditions existing today they are both efficient and adequate. But if they are to remain so for the future, their design and power must keep pace with the increasing capabilities that science gives both to the aggressor and the defender. They must continue to perform four main tasks:

1. As a primary deterrent to war, maintain a strong nuclear retaliatory power. The Soviets must be convinced that any attack on us and our Allies would result, regardless of damage to us, in their own national destruction.

2. In cooperation with our Allies, provide a force structure so flexible that it can cope quickly with any form of aggression against the free world.

3. Keep our home defenses in a high state of efficiency.

4. Have the reserve strength to meet unforeseen emergency demands.

To provide this kind of defense requires tax money--lots of it. During the last five fiscal years we have spent 211 billion dollars on our security--an average of over 42 billion dollars a year. This includes our own Armed Services, Mutual Military Aid, and the Atomic Energy Commission.

In my judgment, the Armed Forces and their scientific associates have, on the whole, used this money wisely and well.

Much of it has gone and is going into better and more powerful weapons.

A single B-52 bomber costs $8 million. The B-52 wing costs four times as much as the B-36 wing it replaces.

The NIKE missile, which has largely replaced anti-aircraft artillery, cost three times as much per battalion.

A new submarine costs $47? million--ten times the cost of a World War II submarine.

And so on, for our entire arsenal of equipment.

Now, for some years increasing attention has been focused on the invention, development and testing of even more advanced weapons for future use. The Defense Department has been spending in the aggregate over 5 billion dollars a year on this kind of research and development.

There has been much discussion lately about whether Soviet technological break-throughs in particular areas may have suddenly exposed us to immediately increased danger, in spite of the strength of our defenses.

As I pointed out last week, this is not the case. But these scientific accomplishments of theirs have provided us all with renewed evidence of Soviet competence in science and techniques important to modern warfare. We must, and do, regard this as a time for another critical re-examination of our entire defense position.

The sputniks have inspired a wide variety of suggestions. These range from acceleration of missile programs, to shooting a rocket around the moon, to an indiscriminate increase in every kind of military and scientific expenditure.

Now, my friends, common sense demands that we put first things first.

The first of all firsts is our nation's security!

Over the next three weeks I shall be personally making our annual review, with military and civilian authorities, of our national security activities for the coming year. Then, I shall meet with the legislative leaders of Congress, from both Houses and both parties, for conferences on policies, actions and expenditures.

In the meantime, I ask your sober consideration of some of the actions to which we must give our most urgent attention.

Today, as I have said, a principal deterrent to war is the retaliatory nuclear power of our Strategic Air Command and our Navy. We are adding missile power to these arms and to the Army as rapidly as possible. But it will be some time before either we or the Soviet forces will have long-range missile capability equal to even a small fraction of the total destructive power of our present bomber force.

To continue, over the years just ahead, to maintain the Strategic Air Command in a state of maximum safety, strength and alert, as new kinds of threats develop, will entail additional costs.

This means accelerating the dispersal of Strategic Air Command to additional bases. This work, which has been going forward for some years, ought now to be speeded up.

Also, with missiles and faster bombers, warning times will grow shorter. Therefore we have been providing facilities for quicker response to emergency alarm. This, too, should be speeded up-through standby combat crews, more runways, more fueling stations, and more housing.

Next, to achieve maximum possible warning of any future attack, we must carry on additional improvements throughout our warning line that are now scientifically feasible.

Another need is to develop an active missile defense against missiles. This item is undergoing intensive research and development within the Defense Department.

Now, to increase retaliatory power, we shall be adding long-range missiles, both land and ship-based, to our security forces. The technicians tell me that development of the long-range ballistic missile cannot be markedly accelerated by expenditure of more money. We are now spending more than one billion dollars a year on their research and testing. But, of course, where needed, additional sums will be provided. Moreover, it is clear that production, deployment and installation of missiles over the period ahead, when they become available, will be costly.

Next, the military services are underpaid. We must be fair with them. Justice demands this, but also compelling is the factor of efficiency in our defense forces. We cannot obtain and retain the necessary level of technical proficiency unless officers and men, in sufficient numbers, will make the armed services their careers.

Now, let's turn briefly to our satellite projects:

Confronted with the essential requirements I have indicated for defense, we must adopt a sensible formula to guide us in deciding what satellite and outer-space activity to undertake.

Certainly there should be two tests in this formula.

If the project is designed solely for scientific purposes, its size and its cost must be tailored to the scientific job it is going to do. That is the case in the present Vanguard project now under way.

If the project has some ultimate defense value, its urgency for this purpose is to be judged in comparison with the probable value of competing defense projects.

Now, all these new costs, which in the aggregate will reach a very considerable figure, must be added to our current annual expenditures for security. There is no immediate prospect of any marked reduction in these recurring costs. Consequently, the first thing is to search for other places to cut expenditures.

We must once more go over all other military expenditures with redoubled determination to save every possible dime. We must make sure that we have no needless duplication or obsolete programs or facilities.

The answer does not lie in any misguided attempt to eliminate conventional forces and rely solely upon retaliation. Such a course would be completely self-defeating.

And, most emphatically, the answer does not lie in cutting mutual defense funds overseas--another important part of our own nation's security. We are linked with 42 countries by military assistance agreements. We could not possibly station our troops all over the world to prevent the overflow of Communism. It is much more economical and vastly more effective to follow and strengthen our system of collective security.

The same applies to economic aid. This kind of assistance helps others keep free of dependence upon the Soviet help, which too often is the prelude to Soviet domination. It shows the free world's ability to develop its resources and to increase its living standards. It helps allied economies support needed military units and remain sturdy partners of ours in this world-wide struggle.

Now, in the Federal government's civilian activities, we shall have to make some tough choices.

Some programs, while desirable, are not absolutely essential. In this I have reached a clear conclusion. Some savings may still be squeezed out through the wringer method. This will be one of the hardest and most distasteful tasks that the coming session of Congress must face. And pressure groups will wail in anguish.

Now, by whatever amount savings fail to equal the additional costs of security, our total expenditures will go up. Our people will rightly demand it. They will not sacrifice security to worship a balanced budget. But we do not forget, either, that over the long term a balanced budget is one indispensable aid in keeping our economy and therefore our total security, strong and sound.

Now, there is much more to the matter of security than the mere spending of money. There are also such things as the professional competence of our military leaders--and there are none better; the soundness and productivity of our economy--and there is none to equal it; and above all, the spiritual strength of our nation--which has seen us through every crisis of the past.

And one thing that money cannot buy is time. Frequently time is a more valuable coin than is money.

It takes time for a tree to grow, for an idea to become an accomplishment, for a student to become a scientist.

Time is a big factor in two longer-term problems: strengthening our scientific education and our basic research.

The Soviet Union now has--in the combined category of scientists and engineers--a greater number than the United States. And it is producing graduates in these fields at a much faster rate.

Recent studies of the educational standards of the Soviet Union show that this gain in quantity can no longer be considered offset by lack of quality.

This trend is disturbing. Indeed, according to my scientific advisers, this is for the American people the most critical problem of all.

My scientific advisers place this problem above all other immediate tasks of producing missiles, of developing new techniques in the Armed Services. We need scientists in the ten years ahead. They say we need them by thousands more than we are now presently planning to have.

The Federal government can deal with only part of this difficulty, but it must and will do its part. The task is a cooperative one. Federal, state and local governments, and our entire citizenry must all do their share.

We should, among other things, have a system of nation-wide testing of high school students; a system of incentives for high aptitude students to pursue scientific or professional studies; a program to stimulate good-quality teaching of mathematics and science; provision of more laboratory facilities; and measures, including fellowships, to increase the output of qualified teachers.

The biggest part of the task is in the hands of you, as citizens. This is National Education Week. It should be National Education Year. No matter how good your school is--and we have many excellent ones--I wish that every school board and every PTA would this week and this year make one single project their special order of business. This is to scrutinize your school's curriculum and standards. Then decide for yourselves whether they meet the stern demands of the era we are entering.

As you do this, my friends, remember that when a Russian graduates from high school he has had five years of physics, four years of chemistry, one year of astronomy, five years of biology, ten years of mathematics through trigonometry, and five years of a foreign language.

Young people now in college must be equipped to live in the age of intercontinental ballistic missiles. However, what will then be needed is not just engineers and scientists, but a people who will keep their heads and, in every field, leaders who can meet intricate human problems with wisdom and courage. In short, we will need not only Einsteins and Steinmetzes, but Washingtons, and Emersons.

Another long-term concern is for even greater concentration on basic research--that is, the kind that unlocks the secrets of nature and prepares the way for such great break-throughs as atomic fission, electronics and antibiotics.

At present, our basic research, compared with any other country's, is considerably greater in quantity and certainly equal in quality.

The warning lies in the fast rate of increase of the Soviet effort, and their obvious determination to concentrate heavily on basic research.

The world will witness future discoveries even more startling than that of nuclear fission. The question is: Will we be the ones to make them?

Here again money cannot do everything. You cannot say to a research worker, "Your salary is tripled; get busy now and produce three times as many basic discoveries."

But wise investment in such facilities as laboratories and high-energy accelerators can greatly increase the efficiency of our scientists.

The government is stepping up its basic research programs. But, with 70 percent of research expenditures, the biggest share of the job is in the hands of industry and private organizations.

Right here in Oklahoma City you have established a superb mechanism for the mobilization of needed resources to strengthen our pursuit of scientific knowledge. It is the Frontiers of Science Foundation.

Today I had the great privilege of a few minutes' visit with Dr. Harlow and with about half a dozen of his bright youngsters. I congratulate you on them, and on the institution. You have every reason to be proud of both and I hope other States will follow your example.

And now one final word: The goal we seek is peace with justice. This can come to our nation only as it comes to all nations. The world's hope is that the Soviets will cooperate with all the rest of us in achieving this goal. Our defense effort, large as it is, goes only far enough to deter and defeat attack.

We will never be an aggressor. We want adequate security. We want no more than adequacy. But we will accept nothing less.

My friends, it has always been my faith that eventual triumph of decency and freedom and right in this world is inevitable.

But, as a wise American once observed, it takes a lot of hard work and sacrifice by a lot of people to bring about the inevitable.

"Second, there are deficiencies in education which, if allowed to continue, could seriously weaken our national security effort.

The Secretary's memorandum outlined an emergency program to stimulate State, local, and private action in the field. This program included proposals for testing and counselling students, for Federal scholarships, for improving the quality of the teaching of mathematics and the sciences, for increasing the number and quality of college and university teachers, and for greater emphasis on foreign languages.

INFERTILE WOMAN HAS BABY THROUGH EMBRYO TRANSFER

LONG BEACH, Calif., Feb. 3— The birth of the first baby conceived in one woman's womb and carried to birth in another's without the use of ''test tube'' fertilization was announced here today by a team of California physicians.

The baby, a boy born about two weeks ago, ''is just beautiful,'' said the team leader, Dr. John E. Buster of the University of California at Los Angeles School of Medicine. He described the embryo transfer technique, long used in cattle but just now applied to humans, at a news conference at Long Beach Memorial Hospital. The technique does not require surgery, anesthetic or test tube fertilization of the egg, Dr. Buster said. A report of the birth appears in today's issue of The Journal of the American Medical Association.

In the procedure, an embryo that was just beginning to develop was transferred from one woman in whom it had been conceived by artificial insemination to another woman who gave birth to the infant 38 weeks later. The sperm used in the artificial insemination came from the husband of the woman who bore the baby.

Dr. Buster said the technique was different from ''test tube'' fertilization, which involves surgical removal of an unfertilized egg from a woman, fertilization of the egg in a laboratory dish, and implantation of the fertilized egg into the womb. Technique Is Described

Australian researchers last month reported the first successful birth in which an egg donated by one woman was fertilized and then implanted in an infertile woman. It was similar to the procedure announced today in that it used a donor's egg that had already reached the embryo stage and then was implanted in another woman. But the Australian case still required fertilization of the egg in a glass dish rather than in the donor's body.

Along with a half-dozen colleagues, Dr. Buster described the technique and his plans to establish the first ovum transfer clinic at Memorial Hospital this spring.

The hormonal cycles of the egg donor and recipient must be well matched, the physicians said. Five days after a donor is artificially inseminated, her uterus is flushed out and if a healthy embryo is present it is inserted immediately into the recipient's uterus. The embryo may consist of only 8 to l0 cells and would not be visible to the naked eye.

Donors and recipients are also matched by blood type, Rh factor, and hair and eye color. Beneficiaries of Procedure

The embryo transfer technique should prove desirable to women who have defective ovaries and thus produce no functional eggs of their own, who are tired of surgery attempts that have not yet worked or who may carry genetic disorders, Dr. Buster said. As long as the infertile couple is willing to accept a donated egg, the technique can be carried out in a doctor's office. Fertility and Genetics Research Inc., a Chicago-based company that helped develop the technique, announced plans to establish a national computer base to handle a stock of fertilized eggs. It has also applied for patents on the instruments used in transferring human embryos.

The company's right to such patents and to set up clinics across the country has been challenged by Jeremy Rifkin, president of the Foundation for Economic Trends in Washington, because the technique ''reduces the process of human reproduction to a commercialized product to be bought and sold in the marketplace.'' Mr. Rifkin said he planned a suit in patent court.

But Dr. Buster said the recipient mother, a woman in her 30's who had an eight-year history of infertility, is not upset over such issues. ''She is very happy and has a beautiful baby,'' he said.

The research team has attempted 46 transfers and had two successes. The second woman pregnant by the technique will be ready to give birth soon, he said, adding, ''We are very proud.''

Archibald V. Hill - Biographical


In 1920 Hill was appointed Brackenburg Professor of Physiology at Manchester University; there he continued the work on muscular activity and began to apply the results obtained on isolated muscles to the case of muscular exercise in man. From 1923 to 1925 he became Jodrell Professor of Physiology at University College, London, succeeding E.H. Starling. In 1926 he was appointed the Royal Society's Foulerton Research Professor and was in charge of the Biophysics Laboratory at University College until 1952. After retiring he returned to the Physiology Department, where he continues with his experiments to the present.

His work on muscle function, especially the observation and measurement of thermal changes associated with muscle function, was later extended to similar studies on the mechanism of the passage of nerve impulses. Very sensitive techniques had to be developed and he was eventually able to measure temperature changes of the order of 0.003°C over periods of only hundredths of a second. He was the discoverer of the phenomenon that heat was produced as a result of the passage of nerve impulses. His researches gave rise to an enthusiastic following in the field of biophysics, a subject whose growth owes much to him.

Sunday on June 27, 1943 as the Barrega and Silva families drove their seven children from their homes in Garden Grove to enjoy a nice picnic on our beach. Other families were relaxing with their children and trying to forget about the war.

The crowd was watching as a formation of Lockheed Lightning P-38 military planes was practicing diving and shooting at a drone towed by a fifth plane at 4,000 feet.

Suddenly, one of the planes lurched wildly out of formation and smoke began coming from one of the engines. As children watched, pilot G.R. Fair bailed out and floated to Earth in his chute.

Fair's now-pilotless plane started out to sea but turned and began to circle back toward shore. What happened next can only be described as "Hell on Earth."

The P-38 crashed near the water's edge about a half-mile from the pier in a blinding flash that sprayed burning gasoline over a wide area onto the helpless adults and young children.

Mothers were burning their hands while frantically trying to beat out flames on their children's gasoline-soaked bathing suits.

Children were screaming in pain while lifeguard chief Bud Higgins and several of his men administered first aid.

Ambulances from all over came to transport the burned victims to hospitals. The Army brought in their ambulances and help came from the California Highway Patrol and the U.S. Coast Guard.

More than 40 adults and children were treated for some kind of burn that day. As for the Barregas' and Silvas' beautiful Sunday picnic, just minutes before the crash, the parents had gone to their parked cars, leaving their children playing on the sand. This day would be the last time that they would gaze on four of their children's smiling faces.

Three other children in their family received major burns and were treated at the Orange County Hospital. In all, the four children were the only deaths in the worst air disaster to happen in Huntington Beach history.

UW consolidates departments to form Department of Genome Sciences


The UW Board of Regents, at its Oct. 19 meeting, approved the consolidation of the Department of Genetics in the College of Arts and Sciences and the Department of Molecular Biotechnology in the School of Medicine. The merger creates the new Department of Genome Sciences in the School of Medicine.

Professor Stan Fields, noted for developing the two-hybrid system to analyze protein interactions, is the acting chair of the new department. He is working with Dr. Maynard Olson, acting chair of the former Department of Molecular Biotechnology, and Dr. Breck Byers, chair of the former Department of Genetics, both of whom played leadership roles in launching the new department.

Eisenhower takes first presidential ride in a helicopter

On this day in 1957, Dwight D. Eisenhower becomes the first president to ride in the newest advance in aviation technology: the helicopter.

Although experimental military helicopters had been tested since 1947, it was not until 10 years later that a president considered using the new machine for short, official trips to and from the White House. Eisenhower suggested the idea to the Secret Service, which approved of the new mode of transportation, seeing it as safer and more efficient than the traditional limousine motorcade. The HMX-1 Nighthawks squadron put into the president’s service was initially administered jointly by the Army and the Marine Corps. In 1976, the Marine Corps took over all helicopter operations.

During his second term, Eisenhower used a Bell UH-13-J Sioux to fly to the presidential retreat at Camp David and to his farm in Gettysburg, Pennsylvania. According to the White House’s Military Office, presidents since Eisenhower have used the Sikorsky VH-3D, otherwise known as a Sea King, for travel both in the continental United States and abroad. Most presidential helicopter flights depart and arrive from the White House’s south lawn. The official presidential helicopter is always called Marine One, just as the official presidential airplane is always referred to as Air Force One. Marine One and a second decoy helicopter now accompany Air Force One on all presidential trips.
