Abscam—sometimes written ABSCAM—was a Federal Bureau of Investigation (FBI) sting operation that took place in the late 1970s and early 1980s. The two-year investigation was directed from the FBI's office in Hauppauge, New York, and was under the supervision of Assistant Director Neil J. Welch, who headed the bureau's New York division, and Thomas P. Puccio, head of the Justice Department's Organized Crime Strike Force for the Eastern District of New York. The operation initially targeted trafficking in stolen property and corruption of prestigious businessmen, but was later converted to a public corruption investigation. The FBI, aided by the Justice Department and a convicted con-man, videotaped politicians accepting bribes from a fraudulent Arabian company in return for various political favors.

US House Approves Frigate Sale to Taiwan. “On Monday, the U.S. House of Representatives passed a bill authorizing the sale of four U.S. frigates to Taiwan, while also officially reaffirming U.S. support for the Taiwan Relations Act days before the 35th anniversary of that legislation. The bill, HR 3470, began with a section underlining the importance of TRA before moving on the specifics of the latest arms sale to Taiwan. “The Taiwan Relations Act has been instrumental in maintaining peace, security, and stability in the Western Pacific since its enactment in 1979,” says the bill’s first clause. The bill, which was introduced by Rep. Ed Royce (R-CA), the Chairman of the House Foreign Affairs Committee, passed with “overwhelming bipartisan support,” according to a Foreign Affairs Committee press release. In a statement, Royce said that “America’s support for Taiwan has allowed this island nation to realize its full potential.” He added, “It is now more important than ever that we reaffirm our strong commitment to Taiwan and the Taiwan Relations Act.” Accordingly, the newly-passed bill contained a clause wherein Congress “reaffirms its unwavering commitment to the Taiwan Relations Act.” HR 3470 also authorized the sale to Taiwan of four decommissioned Oliver Hazard Perry-class guided missile frigates, the USS Taylor, USS Gary, USS Carr, and USS Elrod. The four vessels, commissioned in 1984 and 1985, can support both surface-to-surface and surface-to-air missiles. Before the transfer of these vessels becomes official, however, the House bill will also need to pass the Senate and be approved by President Obama. Taiwan’s Ministry of Foreign Affairs welcomed the passage of HR 3470 in a statement, expressing its gratitude for the move. The statement said the bill displayed Congress’ bipartisan support for “trust and friendship” towards Taiwan. China Says U.S. House Vote to Sell Warships to Taiwan Hurts Ties

China’s defense ministry said the U.S. House of Representatives decision to approve the sale of four second-hand warships to Taiwan will cause “severe” damage to military ties between the two nations.

Such a bill is “extremely destructive” as the two countries seek to build a new model for their relationship, Geng Yansheng, a spokesman for China’s Ministry of National Defense, said in a statement on its website. U.S. lawmakers on April 7 also reaffirmed a commitment to the 35-year-old Taiwan Relations Act, in which the U.S. pledges support for the independently governed island that China claims as its own.

Geng’s comments came as U.S. Defense Secretary Chuck Hagel met Chinese President Xi Jinping today as part of a trip aimed at defusing tensions in the region between China its neighbors. Students in Taiwan are also occupying the island’s legislature in protest against a trade deal that would foster greater economic integration with China.

“China demands that the U.S. fully realize the legislation’s high sensitivity and serious harm” it causes, and that it stop arms sales to Taiwan, Geng said in the statement.

China and Taiwan have been ruled by separate governments for more than six decades following a civil war. China claims Taiwan as its territory, while Taiwan held its first democratic presidential election in 1996.

Missile Frigates

Taiwan’s Ministry of Foreign Affairs welcomed the House’s decision to sell the island four U.S. Navy Perry-class guided missile frigates, in a statement on its website, saying it shows bipartisan support for the current trust and friendly relations the U.S. has with Taiwan. It also demonstrates the close cooperation between Taiwan and the U.S. in areas of security, economy, trade and culture, the ministry said.

The Taiwan Relations Act was signed into law by President Jimmy Carter in April 1979 after the U.S. terminated diplomatic ties with the Republic of China government in Taipei and instead recognized the administration in Beijing.

Hagel’s counterpart in Beijing, General Chang Wanquan, said yesterday that the U.S. rebalance to Asia won’t contain China or affect its claims to territory and resources disputed with American allies.

Taiwan Relations Act Affirmation and Naval Vessel Transfer Act of 2014 - Title I: Affirmation of Importance of Taiwan Relations Act and Transfer of Naval Vessels to Taiwan - (Sec. 101) States that Congress: (1) reaffirms its commitment to the Taiwan Relations Act as the cornerstone of U.S.-Taiwan relations; (2) reaffirms its support for Taiwan's democratic institutions; (3) reaffirms that peace in the Taiwan Strait should be maintained to the benefit of the Asia-Pacific region; (4) supports the U.S. commitment to Taiwan's security in accord with the Taiwan Relations Act, including Taiwan's procurement of sophisticated weapons of a defensive character such as F-16 C/Ds aircraft and diesel electric submarines; and (4) reaffirms its commitment to deepen U.S.-Taiwan trade and investment relations as well as support for Taiwan's inclusion in bilateral and regional trade agreements.

(Sec. 102) Authorizes the President to transfer on a sale basis the OLIVER HAZARD PERRY class guided missile frigates TAYLOR, GARY, CARR, and ELROD to the Taipei Economic and Cultural Representative Office of the United States (which is the Taiwan instrumentality designated pursuant to the Taiwan Relations Act).

States that: (1) transfer costs shall be charged to the recipient, and (2) the country to which a vessel is transferred shall have necessary vessel repair and refurbishment carried out at U.S. shipyards (including U.S. Navy shipyards) to the maximum extent practicable.

Terminates transfer authority three years after enactment of this Act.

Title II: Transfer of Naval Vessels to Certain Other Foreign Recipients - (Sec. 201) Sets forth certain congressional findings with respect to Mexico and Thailand.

(Sec. 202) Authorizes the President to transfer on a grant basis to: (1) Mexico, the OLIVER HAZARD PERRY class guided missile frigates CURTS and MCCLUSKY; and (2) Thailand, the OLIVER HAZARD PERRY class guided missile frigates RENTZ and VANDEGRIFT.

Authorizes the President, when transferring any vessel named in this Act, to ensure that the total number of vessels transferred to a country named in this Act does not exceed the total number authorized for transfer to that country.

States that: (1) the value of such vessels transferred on a grant basis shall not be counted against the aggregate value of excess defense articles transferred to countries in any fiscal year under the Foreign Assistance Act of 1961, (2) transfer costs shall be charged to the recipient, and (3) the country to which a vessel is transferred shall have necessary vessel repair and refurbishment carried out at U.S. shipyards (including U.S. Navy shipyards) to the maximum extent practicable.

Terminates transfer authority three years after enactment of this Act.

Title III: Arms Export Control Act Amendments - (Sec. 301) Amends the Arms Control Act to increase congressional notification thresholds for certain foreign military and commercial sales.

(Sec. 302) Declares that: (1) a defense-related license or other approval from the Department of State may also authorize the export of items subject to the Export Administration Regulations if such items are to be used in or with defense articles controlled on the United States Munitions List; and (2) separate Department of Commerce approval shall not be required, but such items shall remain under Department of Commerce jurisdiction with respect to any subsequent transactions.

(Sec. 303) Directs the President to require that at the time of export or reexport of certain major defense equipment such equipment will not be subsequently modified so as to transform it into a defense article.

Authorizes the President to permit the transformation of any major defense equipment into a defense article if in U.S. national interests, and with congressional notification.

(Sec. 304) Amends the Foreign Assistance Act of 1961 to revise the definition of "security assistance."

(Sec. 305) Amends the Arms Export Control Act to revise the definitions of "defense article" and "defense service."

(Sec. 306) Makes specified technical amendments to the Arms Export Control Act and the Foreign Assistance Act of 1961.

Title IV: Application of Certain Provisions of Export Control Act - (Sec. 401) Provides for the four-year continuation of certain export license information confidentiality protections under the Export Administration Act.

The President. The things we're blocking are the things that duty requires we block. These are things that are national security secrets.

Q. Is this a backdoor way to block a trial?

The President. No, this is something that from the very beginning we knew we would have to do.

Q. Would you be at all upset if this prevented the prosecution of Oliver North?

The President. The law must take its course.

Q. Mr. President, you said several months ago that you believed both Colonel North and Admiral Poindexter eventually would be found innocent of any crimes in connection with Iran-contra. Do you still believe that?

The President. Well, at this stage I don't think I should comment on guilt or innocence or anything of this kind. I think the law has got to take its course.

Q. When you say the law has got to take its course, Mr. President, do you mean you're still opposed to a pardon until the legal process plays out?

The President. Yes, from the very beginning I've said that to consider a pardon would leave—even if I did that—would leave them under a shadow of guilt for the rest of their lives. I think, we have to let the judicial process proceed.
