Every President since Jimmy Carter has used this statutory authority, and a time of war is the wrong time to weaken the President's ability to protect the American people. And as Congress debates the issue of how to set up this Department, I'm confident they're going to look to me to say, "Well, is it being done right," after they got the bill passed. And therefore, it is important that we have the managerial flexibility to get the job done right. We can't be—we can't be micromanaged. We ought to say, "Let's make sure authority and responsibility are aligned so they can more adequately protect the homeland."
Now, look, I fully understand the concerns of some of the unions here in Washington. Somehow, they believe that this is an attempt by the administration to undermine the basic rights of workers.

THE PRESIDENT. I think the hardest part is the attempt to correlate sharply conflicting ideas from worthy people. The easy problems don't arrive on this desk. You know, the easy problems are solved in the life of an individual person or within a family or perhaps in a city hall or a county courthouse or, at the worst, in a State capitol. The ones that can't be solved after all those intense efforts arrive here in the White House to be solved, and they're quite difficult ones. And I think the attempt to correlate those conflicting ideas probably bring about the most serious challenge to a President.

Statement on House of Representatives Action on Legislation To Create a Department of Homeland Security
July 26, 2002
I commend the House of Representatives for acting quickly to pass landmark legislation to create a Homeland Security Department. This legislation represents the most extensive reorganization of the Federal Government since the 1940s. Our Nation needs a new department with the overriding mission of protecting the American people from the threats of terrorism.
This bill includes the major components of my proposal—providing for intelligence analysis and infrastructure protection, strengthening our borders, improving the use of science and technology to counter weapons of mass destruction, and enhancing our preparedness and response capabilities.
The House bill also provides the Secretary of Homeland Security managerial flexibility needed to build and maintain a department capable of responding rapidly to the terrorist threats of the 21st century.
The House has shown a strong commitment to improving the security of the American people, and I urge the Senators to do the same before they leave for the August recess.

Q How are you doing, Mr. President?
Q Would you talk for a moment, please, sir?
Q Mr. President, what did you tell the conference today?
THE PRESIDENT: You know, it's been an amazing week. A lot has gotten done here in the Congress, and I want to thank both the Republicans and Democrats. I think -- I know the American people expect their elected representatives to work together to get some things done, get the homeland security bill. We're even going to get trade promotion authority, which will be good for jobs and American workers. We've got a corporate responsibility bill; it's a good piece of legislation, overwhelmingly supported by both Republicans and Democrats.
The American people saw last week that this administration and the Justice Department will track down those, prosecute those CEOs who break the law. We're making good progress here. I want to thank the members of the House; I talked to them about how pleased I am with the progress we're making.

Statement on Signing the Coastal Zone Protection Act of 1996

I have today signed into law H.R. 1965, the "Coastal Zone Protection Act of 1996." This legislation will continue support for programs under the Coastal Zone Management Act of 1972 (CZMA) that balance coastal development with resource conservation.
The CZMA's voluntary Federal-State coastal management programs protect natural resources, stimulate coastal economic development, and help save lives and property. The programs also provide for monitoring of coastal conditions and research to address resource management issues.
Through their balanced approach and focus on Federal-State partnerships, CZMA programs have enjoyed bipartisan support throughout their 24-year history. The enactment of H.R. 1965 demonstrates our Nation's resolve to keep our coasts clean, healthy, and productive for generations to come.

THE CONGRESS has provided in the Act with regard to neutrality that, subject to such rules and regulations as the President shall prescribe, funds may be solicited in this country to be used for medical aid and assistance and for food and clothing to relieve human suffering resulting from war. With a view to safeguarding the public and national interests the Secretary of State, acting in my behalf, has issued appropriate regulations to which all persons or agencies raising funds for relief, except the American Red Cross, shall be subject.
While we, as a Nation, are neutral in the present tragic war in Europe, I am sure we cannot be indifferent to the suffering inflicted upon the peoples of the war-torn countries, particularly upon the helpless women and children. It is traditional that the American people should wish, after providing in full measure for the support of our necessary charitable endeavors at home, to extend material aid to the helpless victims of war abroad.
In disasters at home or great emergencies abroad we naturally turn to the American Red Cross, which has been chartered by Congress as our national relief agency and which represents all of our people, both in war and in peace. We know from its remarkable record of service to humanity both at home and abroad that we can rely upon it to do its part as promptly and efficiently as conditions and its resources make possible.
Through its relationship to the International Red Cross and the League of Red Cross Societies, the American Red Cross has developed procedures of cooperation in the field of foreign relief. Since the beginning of the present European war it has been answering the most urgent appeals for aid, meeting the costs from contributions and its normal funds. It is now consulting with other Red Cross bodies and investigating as to how best to deal with some of the practical difficulties in order to formulate a coordinated program and thus to meet our share of relief as the needs develop.
With the continuance of war, human suffering will become more appalling and there will no doubt be need for relief work in addition to that which comes within the scope of Red Cross policy and responsibility. Groups desiring to carry on various kinds of relief work have in fact registered with the Secretary of State as required by regulations issued pursuant to the Neutrality Act. It is my hope that in their activities these groups will supplement and not conflict with the work of agencies already established and that there will be a complete coordination of effort of all voluntary relief in order to prevent duplication and confusion, avoid waste and promote the utmost efficiency.

Monopoly on the legitimate use of physical force
The monopoly on the legitimate use of violence (Gewaltmonopol des Staates, also known as monopoly on legitimate violence and monopoly on violence) is the definition of the state expounded by Max Weber in Politics as a Vocation, and has been predominant in philosophy of law and political philosophy in the twentieth century. It defined a single entity, the state, exercising legitimate authority or violence over a given territory as territory was also deemed by Weber a characteristic of state. Monopoly on the simple use of violence, as discussed below, is different.
Generally speaking, those who support the existence of the state believe that there should be a monopoly on the use of violence, or at least a near monopoly. That is, they believe private violence should be prevented or punished unless it is used solely in immediate self-defence from violence. Supporters of the state monopoly argue that if a monopoly on the use of violence does not exist, private individuals or groups will, inevitably, arm themselves and use violence against each other and others; thus they claim that anarchy results in more violence than found in even the most violent state (though this is by definition implausible, as any successful use of violence will, with only the most wildly improbable of hypothetical exceptions, immediately result in at least momentary hierarchy — the very antithesis of anarchy). In support of such reasoning, supporters sometimes point to areas and periods where, on their reading of events, this monopoly did not exist (or, in some sense, where there existed close to a "free market" in violence and security), such as modern Somalia, or Europe during the Dark Ages. They contend that such instances show that the attainment by any government of a monopoly on violence would have improved the lives of the inhabitants.
The philosopher Thomas Hobbes strongly supported a centralized practitioner of force, as he believed that that is the only way an orderly society could be maintained. As Hobbes writes in The Leviathan:
For the laws of nature, as justice, equity, modesty, mercy, and, in sum, doing to others as we would be done to, of themselves, without the terror of some power to cause them to be observed, are contrary to our natural passions, that carry us to partiality, pride, revenge, and the like. And covenants, without the sword, are but words and of no strength to secure a man at all. Therefore, notwithstanding the laws of nature (which every one hath then kept, when he has the will to keep them, when he can do it safely), if there be no power erected, or not great enough for our security, every man will and may lawfully rely on his own strength and art for caution against all other men.
