Earlier this year, the Attorney General and I convened an unprecedented crime summit. We called upon the finest minds in American law enforcement. And in March, following the summit and taking into account what we learned there, we sent a crime bill to Congress. Our Comprehensive Violent Crime Control Act of 1991 will confront the terrifying spiral of lawlessness. It will strengthen our nation's criminal justice system, too often unfairly loaded against dedicated law enforcement officials.

The act has four major elements. First, habeas corpus reform. We're determined to free the courts from frivolous, repetitive delays, gimmicks and challenges from people who have already exhausted their legal appeals. Our bill will ensure that convicted felons will no longer evade punishment by drowning justice in a sea of legal challenges unrelated to guilt or innocence.

The second major element is exclusionary rule reform. It is simply intolerable that armed criminals go free when law enforcement officers have collected solid evidence in good faith efforts to follow court guidelines.

Our bill limits the possibility of releasing violent criminals on the basis of legal technicalities. It permits juries to consider evidence that's been gathered by officers acting in good faith. This will avoid situations like that of the DC drug squad. At a bus station, they seized a bag they believed contained cocaine. They called the prosecutors and were told that they didn't need a warrant to search. Sure enough, they found a large supply inside. And sure enough, the evidence was ruled inadmissible, even though they'd acted in total good faith. Our bill would assure that such evidence survives in court.

In just a few days we celebrate the miracle of Christmas, the gift of light and hope that has lasted for nearly 2,000 years. I'd like to talk about how we can share that gift by shining the light of literacy on millions of precious children and families.

Literacy is about reading, but it's about much more, too. It's about opportunity, giving people the tools to make the most of their God-given potential. It's about preparing people for the 21st century, when a fully literate work force will be crucial to our strength as a nation. Without literacy, the history books and job manuals are closed, the Internet is turned off, and the promise of America is much harder to reach.

To achieve our full potential as a nation, we must make sure everyone can read, adults as well as children. I'm proud that we're increasing the assistance we give to States for adult education and literacy by more than 50 percent, the largest increase in more than 30 years. This will help hundreds of thousands of adults to rise to the obligations of family and community and to make the most of their own lives.

When it comes to children, the first teachers must always be their parents. Hillary and I still talk about the books we read to Chelsea when we were so tired we could hardly stay awake.

Deviance describes actions or behaviors that violate cultural norms including formally-enacted rules (e.g., crime)


Neutralization theory

Gresham Sykes and David Matza's neutralization theory explains how deviants justified their deviant behaviors by adjusting the definitions of their actions and by explaining to themselves and others the lack of guilt of their actions in particular situations. There are five different types of rationalizations, which are the denial of responsibility, the denial of injury, the denial of the victim, the condemnation of the condemners, and the appeal to higher loyalties.

The denial of responsibility is the argument that the deviant was helplessly propelled into the deviance, and that under the same circumstances, any other person would resort to similar actions. The denial of injury is the argument that the deviant did not hurt anyone, and thus the deviance is not morally wrong, due to the fundamental belief that the action caused no harm to other individuals or to the society. The denial of the victim is the argument that possible individuals on the receiving end of the deviance were not injured, but rather experiences righteous force, due to the victim's lack of virtue or morals. The condemnation of the condemners is the act by which the deviant accuses authority figures or victims for having the tendency to be equally deviant, and as a result, hypocrites.
