As such, the Independent Counsel law expired in 1999, with critics saying it cost too much with too few results; even Kenneth Starr favored the law's demise.
Opinions would differ over the legacy of the affair. Some agreed with Safire, who had said that Hillary Clinton was "a vindictive power player who used the FBI to ruin the lives of people standing in the way of juicy patronage."

It was supposed to be an example of Hillary Rodham Clinton's battle-tested experience:
"I remember landing under sniper fire," Clinton said at a recent campaign event.
It started when, in a recent speech, Clinton spoke of her visit to Tuzla, Bosnia, in 1996 as first lady.
The brutal war was over, but hostilities continued. And though the trip was exactly 12 years ago Tuesday, the memories seemed etched in Clinton's mind.
"There was supposed to be some kind of a greeting ceremony at the airport, but instead we just ran with our heads down to get into the vehicles to get to our base," she said.
Problem is: that's not how it happened at all. And we should know: CBS News investigative correspondent Sharyl Attkisson and a CBS News crew accompanied the First Lady on that Bosnia trip.
A photograph shows Clinton talking to Attkisson on the military flight into Tuzla.
And pictures CBS News recorded show the greeting ceremony when the plane landed.
Compare that to Clinton's account...
"I remember landing under sniper fire," she said. "There was no greeting ceremony and we were basically told to run to our cars. That is what happened."
But there was no sniper fire either when Clinton visited two army outposts, where she posed for photos. And no sniper fire back at the base, where she sang in a USO show starring Sinbad and Sheryl Crowe.
Asked about the issue during a meeting with the Philadelphia Daily News' editorial board on Monday, Clinton said she "misspoke."

BLUE BELL, Pa. — As part of her argument that she has the best experience and instincts to deal with a sudden crisis as president, Senator Hillary Rodham Clinton recently offered a vivid description of having to run across a tarmac to avoid sniper fire after landing in Bosnia as first lady in 1996.
Yet on Monday, Mrs. Clinton admitted that she “misspoke” about the episode — a concession that came after CBS News showed footage of her walking calmly across the tarmac with her daughter, Chelsea, and being greeted by dignitaries and a child.
The backpedaling was a rare instance of Mrs. Clinton’s acknowledging an error, and she did so on a sensitive issue: She has cited her “strength and experience” since the start of the presidential race, framing her 80 trips abroad as first lady as preparation for dealing with foreign affairs as president. That argument was behind her campaign’s “red phone” commercial, which cast her as best able to handle a crisis.

(CNN) -- Sen. Hillary Clinton said she "misspoke" last week when she gave a dramatic description of her arrival in Bosnia 12 years ago, recounting a landing under sniper fire.
Clinton was responding to a question Monday from the Philadelphia Daily News' editorial board about video footage of the event that contradicted her assertion that her group "ran with our heads down" from the plane to avoid sniper fire at the Tuzla Air Base.
Tommy Vietor, a spokesman for rival Sen. Barack Obama's campaign, said the Bosnia claim was part of "a growing list of instances in which Sen. Clinton has exaggerated her role in foreign and domestic policymaking."
Clinton told the paper's editorial board it was a "minor blip."
She said when she arrived in Bosnia on March 25, 1996, "I remember landing under sniper fire. There was supposed to be some kind of a greeting ceremony at the airport, but instead we just ran with our heads down to get into the vehicles to get to our base."
But news video footage of her arrival at Tuzla shows Clinton, then the first lady, calmly walking from the rear ramp of a U.S. Air Force plane with her daughter, Chelsea, then 16, at her side. Both Clintons held their heads up and did not appear rushed.
The video shows Clinton spending several minutes talking with the group, including an 8-year-old Bosnian girl who presented her with a poem, and later greeting U.S. troops.
Clinton has mentioned the sniper fire at least twice earlier in the campaign, including in December in Dubuque, Iowa, before the caucuses in that state.

Senate approves Hayden to be next CIA director

Projects to ease car dependency will stimulate community

If the Legislature manages to get its act together before Thanksgiving, there is good news for Spokane in the transportation budget.
And I’m not talking about the north-south freeway.
Two projects with massive potential for our city are slated to get money in the next biennium: the University District Gateway Bridge, which would connect the U-district campus to East Sprague, and a central city trolley line through the core of the city.
Both projects have attracted their share of naysayers. How fortunate we are that those voices did not carry the day, given the promise these investments hold for accelerating the neighborhood-level revival in Spokane – a revival based largely on dethroning cars as the sole kings of the road. Or at least making that throne a little smaller.
There remains major uncertainty in Olympia, primarily surrounding how lawmakers are going to weasel out of paying for the smaller classes voters sought when they passed Initiative 1351. But the bridge and central line are on a negotiated list of items to be funded by the transportation package, and are considered relatively safe.
The bridge project would receive $8.8 million. That, along with city investments and other funding, should cover the whole cost of the bridge. Call it what you want, but it looks like we’ll be calling it a reality.
The central city line project, meanwhile, would receive $15 million – enough to give Spokane significant matching funds in pursuit of federal grants to cover most of the $72 million cost for getting the line up and running within the hoped-for five years.
It’s a lot of money. But there is every reason to hope for a lot of payoff as well, with the bridge and trolley accelerating the spirit of growth and energy flourishing in the city’s neighborhoods right now.
You see it in South Perry, perhaps the greatest example of a revitalized neighborhood in the city. You see it in Kendall Yards, where developer Jim Frank is growing a lively, diverse neighborhood from scratch. You see it in the wholesale change in atmosphere brought on by the city’s revamping of streets. The roadwork on Monroe between Eighth and 14th has changed the entire nature of those blocks; instead of residents divided by an asphalt river of four-lane speeders, they are now knitted together in a slowed-down, attractive, walkable area.
A great number of these developments share one major characteristic: de-emphasizing cars. They prioritize walking over parking. Density over sprawl. Mixed uses over zoning ghettos. They consider bicyclists. They value the people being driven past as much as those driving past.
Much of this rises out of the smart-growth discussions and decisions that have, for so many years, been the subject of government meetings that felt largely theoretical and bureaucratic. We are not perfect exemplars of smart growth by any means, and critics sometimes fairly call out the city for allowing projects that don’t meet its own zoning regulations. But the spirit of smart growth, of building neighborhoods rather than speedways between malls, is more and more apparent around town, and it’s accompanied in every case that I can see by economic and social vibrancy.
The next part of town poised for a revival is East Sprague. The city is targeting millions in investments there in the next few years. The people who think it’s funny to call this part of town Hookerville may be reflecting only their own reasons for going there.
