Development still going on for new Downtown Spokane skyscraper

Since the news came out late last year , that another new high rise tower was in the works in Downtown Spokane, people have been curious to know more. Originally, the tower was to be a 35 story building with apartments and some ground floor commercial space , likely for a restaurant .That project was proposed by lesser known, but still Spokane based developer Dr. Phillip Rudy.

The news on original project proposal kind of went silent shortly after the " pre-development " meeting the developer had with the City of Spokane. But, now a version of the project has resurfaced with a new pre development meeting. Still in the same location on the Eastern edge of Downtown but with some changes.

The building is purposed to be built on the site of the former Meineke auto repair shop at the corner of Spokane Falls Blvd. and N. Division ( 230 N. Division ) . This is not far away from the new Davenport Grand Hotel, another new high rise in the City Center. In the application / site plan the building now has a name, The Falls Tower .

The Falls Tower name and the project as a whole may never even actually become real, but it is starting to look a little more realistic as time goes by. Here is what the plan for this new high rise...

Now 26 floors, with no basement

Application was submitted by a rep. with the more well known , Douglass Properties. Although Dr. Phillip Rudy may still be involved.

41,000 square foot, six floors of enclosed parking.

One floor of commercial with 15,000 + square feet of space in up to eight tenant spaces. Likely a combination of both retail and restaurants.

Upper floors with be apartments, probably still geared toward students. This beneficial because The Falls Tower project is only blocks away from Washington State University's Spokane campus, and also nearby Gonzaga University.

Apartments will be available in studio , 1 bedroom , 2 bedroom and 3 bedroom. Nine apartments on each residential floor.

We will continue to keep an eye on this project. Construction is still a way's out, but we do expect this development to actually happen.

SPOCK: The nurse has given you something to ease the pain. Why were you being stoned?

MIRAMANEE: Kirok could not get back into the temple.

SPOCK: Naturally, since he did not come from there.

MIRAMANEE: I saw him come, come.

CHAPEL: Does he recognise us?

MCCOY: His brain is unimpaired. Everything else is functionally normally except his memory.

SPOCK:: Can you help him?

MCCOY: It'd take time.

SPOCK: Time, Doctor McCoy, is the one thing we do not have in abundance. (communicator beeps) Spock here.

SULU [OC]: Tracking report, sir. Sixty five minutes to end of safety margin.

SPOCK: Report noted. Doctor, is he strong enough for the Vulcan mind fusion?

MCCOY: We have no choice.

(So Spock places his hands on Kirk's face and starts the procedure.)

SPOCK: I am Spock. You are James Kirk. Our minds are moving closer. Closer, closer, closer, James Kirk. Closer.

KIRK: No!

SPOCK: James Kirk.

SPOCK: Captain, were you inside this structure?

KIRK: Yes. What's inside is loaded with scientific equipment.

SPOCK: This obelisk is one huge deflector mechanism. It is imperative that we get inside immediately. Captain, we do not have much time.

KIRK: McCoy.

(McCoy and Chapel start tending to Miramanee.)

KIRK: I don't know how to get inside.

SPOCK: If we are not able to gain entry and activate the deflector mechanism within the next fifty minutes, this entire planet will be destroyed.

KIRK: The key must be in these symbols. We've got to decipher them.

JOURNAL OF BUSINESS

Lanzce Douglass ponders 26-story mixed-use tower

Project location would be at vacant muffler shop site

Mike McLean July 2nd, 2015

Spokane developer Lanzce Douglass is proposing to construct a mixed-use high-rise at the former Downtown Midas Muffler location, at the southeast corner of Division Street and Spokane Falls Boulevard, a predevelopment application on file with the city of Spokane shows.

Although the envisioned 26-floor structure, tentatively named Falls Tower, would be nine stories shorter than another recent proposal for the property, it still likely would be the tallest building in Spokane.

Douglass couldn’t be reached for comment.

The application says the ground floor would have 16,000 square feet of commercial space, and a 10,000-square foot outdoor plaza. Above the ground floor, the Falls Tower project would include six floors of covered parking with 41,200 square feet of space per floor, 19 floors of apartments with 20,300 square of space per floor, and the top floor would consist of 5,400 square feet of common space.

Conceptual site plans attached to the application show ground floor spaces for up to eight commercial tenants ranging in size from 1,200 to 3,200 square feet, the largest of which would be potential restaurant space with an additional patio.

A typical apartment tower floor would have nine living units ranging in size from a studio apartments to three-bedroom apartments, for a potential total of 171 units, the site plans show.

Russell C. Page Architects PS, of Spokane, is performing the preliminary design work.

The predevelopment application tentatively begins the planning process with the city, enabling planners and developers to discuss the project before the developer applies for building permits.

The developer might request a partial street closure during construction. As part of the application, Douglass poses the question: “Will it be possible to close down the eastbound lane of traffic on Spokane Falls Boulevard for 18 months … ?”

A predevelopment conference is scheduled for today, July 2.

No estimate of the project value was listed in the application.

Last year, Spokane Valley dentist Philip Rudy submitted a predevelopment application that envisioned a $50 million, 35-story tower there.

Spokane County Assessors records lists Robert Sterling, of Spokane, as the owner of the property, which has an assessed value of $625,000.

Douglass’ previous developments include the 556-unit Eagle Pointe apartment project at 1090 Betz Road, in Cheney.

The tallest Spokane building currently is the 288-foot Bank of America Financial Center, at 601 W. Riverside, which has 20 floors.

Tallest Spokane high-rise in works

Developer wants 35-story project near college district

Mike Prager The Spokesman-Review

A Spokane Valley dentist and developer wants to build a 35-story downtown high-rise on the southeast corner of Division Street and Spokane Falls Boulevard.

Dr. Phillip Rudy said he has been in contact with owners of the several properties needed for the project. His vision would be a $50 million building towering over every building in Spokane.

The tallest building now is downtown’s 20-story Bank of America Financial Center at 601 W. Riverside Ave. with a height of 288 feet.

Rudy said the building would be mixed use, offering retail and housing, possibly for college students at the nearby WSU Spokane or Gonzaga campuses.

Building records from Spokane City Hall show that the property is large enough to hold such a building, which would include parking both above and below ground.

Rudy has never undertaken such an ambitious project.

He said the owner of the properties needed to build, Robert Sterling, of Spokane, agreed to allow him to take his proposal to City Hall so he could meet with building services officials to learn about the feasibility of his proposal.

The property involves 49,000 square feet of prime land sandwiched between a growing section of downtown near the Spokane Convention Center and the University District to the east.

Rudy said he has been looking for some time for a property to develop. He would possibly occupy one of the residential units.

The parcels he is proposing to purchase are vacant and unoccupied. The largest of the four at Division and Spokane Falls is the site of a former muffler repair shop. It holds a vacant building that dates to 1978. The lot is 21,000 square feet.

“It’s really a cool piece of property,” Rudy said.

The project, however, would hinge on Rudy attracting fellow investors, he said.

Rudy met with officials from various city departments and the regional health district on Oct. 4 in what is known as a pre-development conference.

Such conferences are commonly held for project developers so they can learn about the possibilities and limitations under city building, fire and safety codes, as well as health regulations. The considerations are extensive and include such things as landscaping, utilities, emergency power and signage.

Rudy said he would take advantage of building standards that allow for what’s known as bonus density, which could take the height up to 35 stories.

Lower floors would be 41,470 square feet each, while upper floors would be 15,120 square feet each. An environmental review would be required, city officials said in the pre-development conference notes.

Two big new construction projects kicking off locally

Two new construction project are beginning soon in Downtown Spokane. Join the several other projects already underway in the always improving Downtown core. Both of these projects will have ground breakings / open house to introduce their plans soon, here is what's happening when and where...

Peppertree Center on Third Ave. breaking ground

In case you missed my prior post, the large hole at the corner of N. Division and Third will soon actually built on. The hole was dug for a hotel project that stalled during the Great Recession but now the same developer is starting a new project there.

This new building will more technically be located at 2 W. Third Ave and will be a multi-tenant shopping center style building with surface parking lot. No tenants have been announced there as of now but some restaurants will likely be included. The second floor will be used for office space, of which some space has already been leased for a HQ for the developers several Best Western branded hotels.

Construction will start soon, likely after a ground breaking which will be held in a couple of weeks. Here is the information of ground breaking planned for the Peppertree project-

Peppertree Center Groundbreaking
