Hello, everybody! It is a perfect night for a picnic. I'm thrilled that everybody is here. I took off my tie; I noticed some of you didn't get the memo. [Laughter] But I know that a lot of you are coming straight from work. I'm not going to make a long speech. I want to shake as many hands as possible. I hope you guys are having a wonderful time.

I want to start off by saying thank you to House Members—Republican and Democrat—who came together today to pass an important component on our strategy for dealing with this terrible terrorist organization known as ISIL. And I want to in particular thank Speaker Boehner and Democratic Leader Nancy Pelosi for showing us that when it comes to America's national security, America is united. So I very much appreciate all of you in the efforts that you made there.

And that brings up this more general point. Look, we've gone through, just in the last decade and a half, the worst attack on our homeland in our history, the worst financial crisis since the Great Depression. We continue to face significant challenges. But I came from Tampa, where we have the Central Command and talked to our troops this morning. And in talking to them and seeing the dedication and the effort and professionalism that they make, I was reminded once again, as I'm reminded every time I travel around the country, that the American people are good and they are strong and they are resilient. And because of them, we bounce back from anything.

And America is now positioned better than we could have ever imagined if we continue to act in the interests of all of us and if every once in a while we're willing to set aside politics and try to get something done. There's no doubt that we can make sure our schools work better. There's no doubt that we can make sure that our roads and our bridges and our infrastructure works the way it should. There's no doubt that, since we still have the most innovative companies in the world, that we can succeed and that we can continue to put money into research and development and cure diseases and continue to lead the world when it comes to not just security, but also dealing with issues like Ebola and making sure that more people are safe and well housed and well fed and children and girls are getting the kind of education they deserve.

All these things we can do. And so, hopefully, a picnic like this just reminds us of the fact that there are a lot of people all across the country counting on us to be able to work together. That doesn't mean we don't have strong passions and strong arguments, but it also means that every once in a while we've got to set those aside, embrace compromise, and try to get some stuff done. That's what people are looking for, and today, I think, on national security at least, we showed that we could.

The only other thing I want to say is thank you to the families. It is—Michelle was traveling to St. Jude's today to be with the amazing kids there and the doctors and staff who help families going through really tough diseases, but she would be the first one to testify that being married to a politician is not easy. [Laughter] And being the partner of a politician, being the child of a politician, it's hard. And sometimes, you see your loved one attacked, and sometimes, you see them not appreciated, and they're away too much, and you're having to shoulder some of the burdens of family. And so to all the spouses, all the children, everybody who helps support our public servants and our Members of Congress, I just want to say thank you to you as well for the great job that you do. We really, really appreciate it.

And finally, please try to eat more, because we always have leftovers after this thing. [Laughter] All right? I am going to swing down the rope line. I want to shake as many hands as I can. I will tell you in advance that selfies are a little tough just because if I'm doing 2,000 selfies, then we won't be done until, like, 10 in the evening. I will make exceptions for little people, but you have to actually be little. [Laughter] And I mean young, I don't mean short. [Laughter] All right?

Executive Order 11253 - Amending Executive Order No. 11157 as it Relates to Incentive Pay for Hazardous Duty

October 20, 1965

By virtue of the authority vested in me by Sections 301 (a) and (f) of Title 37 of the United States Code and as President of the United States and Commander in Chief of the Armed Forces of the United States, Section 106 of Executive Order No. 11157 of June 22, 1964, is hereby amended by inserting "(a)" immediately after "Sec. 106.", and by adding at the end thereof the following new subsection:

"(b) As determined by the Secretary of the Navy, any member qualified in submarines who, pursuant to competent orders, is assigned as a member of a submarine operational command staff whose duties require serving on a submarine during underway operations and who

(1) during one calendar month, so serves 48 hours,

(2) during any two consecutive calendar months when the requirements of clause (1) above have not been met, so serves 96 hours, or

(3) during any three consecutive calendar months when the requirements of clause (2) above have not been met, so serves 144 hours,

shall be entitled to receive incentive pay for the performance of submarine duty. In computing the incentive pay of members of a submarine operational command staff under this subsection

(1) for fractions of a calendar month, the time required to be served during underway operations shall bear the same ratio to the time required for a full calendar month as the period in question bears to a full calendar month, and

(2) for fractions of two consecutive calendar months, the period in question shall be considered as a unit and the time required shall bear the same ratio to the time required for a full calendar month as the period in question bears to a full calendar month."

568 - Remarks in the Hospital at the Signing of the Clean Air Act Amendments and Solid Waste Disposal Bill.

WHEN future historians write of this era, I believe they will note that ours was the generation that finally faced up to the accumulated problems of our American life.

To us has been given the task of checking the slow but the relentless erosion of our civilization.

To us has been given the responsibility not only of stimulating our progress, but of making that progress acceptable to our children and our grandchildren.

Today, we are taking another large and forward step in this direction.

Since the beginning of the industrial revolution, we have been systematically polluting our air.
Each year the pollution grows worse.

We have now reached the point where our factories and our automobiles, our furnaces and our municipal dumps are spewing more than 150 million tons of pollutants annually into the air that we breathe-almost one-half million tons a day.

From our automobiles alone, enough carbon monoxide is discharged daily to adversely pollute the combined areas of Massachusetts, Connecticut, and New Jersey.

This has become a health problem that is national in scope.

The air that is the very essence of life has become a carrier for disease and for early death. Between 1930 and 1960 the number of deaths from one respiratory disease alone increased by 800 percent.

But air pollution is also a drain on our resources. In the United States alone it accounts for more than $11 billion in economic damages. This amounts to nearly $30 a year for every man, woman, and child in our Nation. And yet our expenditure on air pollution control is less than 20 cents a year per citizen.

We made a hopeful beginning toward solving this problem with the Clean Air Act of 1963.

Today, with the signing of the Clean Air Act Amendments and Solid Waste Disposal Act, we are redoubling our efforts.

This act will require all 1968 model automobiles--including the foreign models that are sold here--to meet Federal control standards for exhaust.

This bill creates a Federal research and technical assistance program to seek ways of disposing of the millions of tons of solid wastes that we generate each year.

This bill gives us the tools to halt pollution before it starts in new industries.

Rachel Carson once wrote: "In biological history, no organism has survived long if its environment became in some way unfit for it. But no organism before man has deliberately polluted its own environment." 1

Well, to those of you here in this room-members and leaders of both parties--this morning I join you in saying that together we intend to rewrite that chapter of history.

569 - Memorandum on Steps Taken To Strengthen the Food-for-Peace Program

Memorandum for Secretary of State, Secretary of Agriculture

I have today issued an Executive Order transferring the duties of the Director of the Food-for-Peace Program to the Secretary of State, and providing for the appointment of a Special Assistant to the Secretary to assist him in the execution of this additional responsibility.

As you know, I have always taken a deep personal interest in the Food-for-Peace Program. I regard the Food-for-Peace Program as the primary tool in our battle against hunger and privation abroad. Its accomplishments to date have more than met the hopes of its creators and have immeasurably aided the United States by advancing the cause of peace and understanding. But the time has now come to simplify and strengthen its operation within the Executive Branch--a step which I have taken today.

The administration of the Food-for-Peace Program will be transferred to the Secretary of State to coordinate, consolidate and carry out the program more effectively as part of our entire national effort for peace and progress throughout the world.

In the last four years, under your direction and leadership and under the direction and leadership of Mr. Richard Reuter, the Director of the Program, the Departments of State and Agriculture have worked together in a true example of interagency harmony and cooperation. I know that this same spirit will prevail in the future and that with your joint support the program will flourish and become stronger than ever.

I am happy that the progress of the program will be assured by Mr. Reuter's continuing direction as the Special Assistant to the Secretary of State for the Food-for-Peace Program.

I am today directing the Secretary of State to recommend what additional steps should be taken to further strengthen the Food-for-Peace Program as an integral part of our foreign policy program.
