Microsoft Corp. Chairman Bill Gates will resign from the board of drug developer ICOS Corp. to focus his attention on his board seat at Warren Buffett's Berkshire Hathaway Inc., according to a regulatory filing yesterday.

Gates said he would resign from ICOS effective Feb. 9. The Bothell company co-developed erectile dysfunction treatment Cialis. Gates has served on Icos' board since 1990. The Microsoft co-founder joined Berkshire's board Dec. 14, filling the seat left open by the death of Buffett's wife, Susan Buffet.

In a letter sent to ICOS Chairman Paul Clark last Tuesday, Gates explained his resignation.

"Just prior to Christmas, Warren Buffett asked me to join the board of directors at Berkshire Hathaway. I agreed, and this was announced just a few days later. I hadn't expected this, but given my friendship with Warren and my interest in helping out in any way he ever asks, Berkshire is now my highest priority for board membership. A challenge for me has always been managing my time effectively so that I feel confident about my contributions at Microsoft, my foundation and at home. With this in mind, I have always limited my involvement to only one outside public board."

Microsoft Chairman Bill Gates has resigned from the board of directors of Icos after serving 15 years.

In a letter to Icos Chief Executive Paul Clark, Gates said he is leaving the Bothell biotech company’s board Feb. 9 because he has always tried to limit his involvement to only one outside public board.

Last month, Gates joined the board of Berkshire Hathaway, the company run by his friend, billionaire investor Warren Buffett.

Icos was launched in 1990 by a star-studded cast of scientists and business leaders. It aimed to develop treatments for chronic inflammatory diseases and eventually went on to develop Cialis, the drug for erectile dysfunction.

In his letter, Gates wrote: “I plan to be a long-term shareholder of the company.”

“Icos is a great company with an exciting future ahead of it,” he wrote. “With any luck, the drugs in the pipeline will not only generate great returns for shareholders but also have significant impact in improving health.”

As of September, Gates was the third-largest shareholder in Icos, with 5.7 million shares, or about 9 percent of the company’s shares.

Historically the largest stockholder, Gates was surpassed last year by Primecap Management and Wellington Management, according to Bloomberg News data.

Icos spokeswoman Lacy Fitzpatrick said Gates has not sold any Icos shares to date.

“What’s the only thing worse than your best friend dying?” I said as I sat in my room alone, knees against my chest. “Celine Dion!” I exclaimed, to an appreciative audience of myself. I laughed harder than I had in weeks. It was the only time I had laughed in weeks. I had been listening to Celine Dion on repeat following my best friend’s sudden death.

It’s a story I’ve found myself telling and retelling, writing and rewriting over the course of the past year, because it sounded too absurd to be anything but a Nicholas Sparks movie—or a Celine Dion ballad. My friend and her fiancé had saved up to get married for four years; they even shared a phone to cut back on expenses. The ceremony was just over a month away when it happened, and the morning I got a call from an unknown number on my phone, I just knew. I still don’t know how.

“She’s gone,” a small voice over the receiver explained. “What happened?” The voice explained that she had an enlarged heart. She died in her sleep. They found her body the following morning when she didn’t wake up. Her fiancé called out to her but she didn’t respond. He slapped her and she didn’t move. He shook her and he knew it was over.

I called my grandmother to tell her she couldn’t be my date to the wedding. There wasn’t going to be a wedding. She assumed they broke up and offered her condolences, with the implied undertone of elderly wisdom: “They’re young, and they’ll get another chance.” I tried to explain, but all I had was a bad joke I didn’t know how to tell.

To learn how, I’d find comfort in an unexpected place: schmaltz.

What I had in mind at the time this letter was written was the specific question raised by Mr. McDonough, namely the representation of the Marine Corps on the Joint Chiefs of Staff. I have been disturbed by the number of communications which have been brought to my attention proposing that the Marine Corps have such representation. I feel that, in as much as the Marine Corps is by law an integral part of the Department of the Navy, it is already represented on the Joint Chiefs of Staff by the Chief of Naval Operations. That the Congress concurs in this point of view is evidenced by the fact that, in passing the National Security Act of 1947, and again in amending that Act in 1949, the Congress considered the question of Marine Corps representation on the Joint Chiefs of Staff and did not provide for it. It is my feeling that many of the renewed pleas for such representation are the result of propaganda inspired by individuals who may not be aware of the best interests of our Defense Establishment as a whole, and it was this feeling which I was expressing to Mr. McDonough. I am certain that the Marine Corps itself does not indulge in such propaganda.

On Thursday, in an interview on the CBS News program "This Morning," Smith said that she had agreed to let the authorities search her home on Wednesday but that she did not know what they were looking for.

110 - Special Message to the Congress Proposing Legislation To Reform the United States Foreign Intelligence Community

To the Congress of the United States:

By virtue of the authority vested in me by Article II, Section 2 and 3 of the Constitution, and other provisions of law, I have today issued an Executive Order [11905] pertaining to the organization and control of the United States foreign intelligence community. This order establishes clear lines of accountability for the Nation's foreign intelligence agencies. It sets forth strict guidelines to control the activities of these agencies and specifies as well those activities in which they shall not engage.

In carrying out my Constitutional responsibilities to manage and conduct foreign policy and provide for the Nation's defense, I believe it essential to have the best possible intelligence about the capabilities, intentions and activities of governments and other entities and individuals abroad. To this end, the foreign intelligence agencies of the United States play a vital role in collecting and analyzing information related to the national defense and foreign policy.

It is equally as important that the methods these agencies employ to collect such information for the legitimate needs of the government conform to the standards set out in the Constitution to preserve and respect the privacy and civil liberties of American citizens.

The Executive Order I have issued today will insure a proper balancing of these interests. It establishes government-wide direction for the foreign intelligence agencies and places responsibility and accountability on individuals, not institutions.

I believe it will eliminate abuses and questionable activities on the part of the foreign intelligence agencies while at the same time permitting them to get on with their vital work of gathering and assessing information. It is also my hope that these steps will help to restore public confidence in these agencies and encourage our citizens to appreciate the valuable contribution they make to our national security.

Beyond the steps I have taken in the Executive Order, I also believe there is a clear need for some specific legislative actions. I am today submitting to the Congress of the United States proposals which will go far toward enhancing the protection of true intelligence secrets as well as regularizing procedures for intelligence collection in the United States.

My first proposal deals with the protection of intelligence sources and methods. The Director of Central Intelligence is charged, under the National Security Act of 1947, as amended, with protecting intelligence sources and methods. The Act, however, gives the Director no authorities commensurate with this responsibility.

Therefore, I am proposing legislation to impose criminal and civil sanctions on those who are authorized access to intelligence secrets and who willfully and wrongfully reveal this information. This legislation is not an "Official Secrets Act", since it would affect only those who improperly disclose secrets, not those to whom secrets are disclosed. Moreover, this legislation could not be used to cover up abuses and improprieties. It would in no way prevent people from reporting questionable activities to appropriate authorities in the Executive and Legislative Branches of the government.

It is essential, however, that the irresponsible and dangerous exposure of our Nation's intelligence secrets be stopped. The American people have long accepted the principles of confidentiality and secrecy in many dealings--such as with doctors, lawyers and the clergy. It makes absolutely no sense to deny this same protection to our intelligence secrets. Openness is a hallmark of our democratic society, but the American people have never believed that it was necessary to reveal the secret war plans of the Department of Defense, and I do not think they wish to have true intelligence secrets revealed either.
I urge the adoption of this legislation with all possible speed.

Second, I support proposals that would clarify and set statutory limits, where necessary, on the activities of the foreign intelligence agencies. In particular, I will support legislation making it a crime to assassinate or attempt or conspire to assassinate a foreign official in peacetime. Since it defines a crime, legislation is necessary.

Third, I will meet with the appropriate leaders of Congress to try to develop sound legislation to deal with a critical problem involving personal privacy-electronic surveillance. Working with Congressional leaders and the Justice Department and other Executive agencies, we will seek to develop a procedure for undertaking electronic surveillance for foreign intelligence purposes. It should create a special procedure for seeking a judicial warrant authorizing the use of electronic surveillance in the United States for foreign intelligence purposes.

I will also seek Congressional support for sound legislation to expand judicial supervision of mail openings. The law now permits the opening of United States mail, under proper judicial safeguards, in the conduct of criminal investigations. We need authority to open mail under the limitations and safeguards that now apply in order to obtain vitally needed foreign intelligence information.

This would require a showing that there is probably cause to believe that the sender or recipient is an agent of a foreign power who is engaged in spying, sabotage or terrorism. As is now the case the criminal investigations, those seeking authority to examine mail for foreign intelligence purposes will have to convince a federal judge of the necessity to do so and accept the limitations upon their authorization to examine the mail provided in the order of the court.

Fourth, I would like to share my views regarding appropriate Congressional oversight of the foreign intelligence agencies. It is clearly the business of the Congress to organize itself to deal with these matters. Certain principles, however, should be recognized by both the Executive and Legislative Branches if this oversight is to be effective. I believe good Congressional oversight is essential so that the Congress and the American people whom you represent can be assured that the foreign intelligence agencies are adhering to the law in all of their activities.

Congress should seek to centralize the responsibility for oversight of the foreign intelligence community. The more committees and subcommittees dealing with highly sensitive secrets, the greater the risks of disclosure. I recommend that Congress establish a Joint Foreign Intelligence Oversight Committee. Consolidating Congressional oversight in one committee will facilitate the efforts of the Administration to keep the Congress fully informed of foreign intelligence activities.

It is essential that both the House and the Senate establish firm rules to insure that foreign intelligence secrets will not be improperly disclosed. There must be established a clear process to safeguard these secrets and effective measures to deal with unauthorized disclosures.

Any foreign intelligence information transmitted by the Executive Branch to the Oversight Committee, under an injunction of secrecy, should not be unilaterally disclosed without my agreement. Respect for the integrity of the Constitution requires adherence to the principle that no individual member nor committee, nor single House of Congress can overrule an act of the Executive. Unilateral publication of classified information over the objection of the President, by one committee or one House of Congress, not only violates the doctrine of separation of powers, but also effectively overrules the actions of the other House of Congress, and perhaps even the majority of both Houses.

Finally, successful and effective Congressional oversight of the foreign intelligence agencies depends on mutual trust between the Congress and Executive. Each branch must recognize and respect the rights and prerogatives of the other if anything is to be achieved.

In this context, a Congressional requirement to keep the Oversight Committee "fully" informed is more desirable and workable as a practical matter than formal requirements for notification of specific activities to a large number of committees. Specifically, Section 662 of the Foreign Assistance Act, which has resulted in over six separate committee briefings, should be modified as recommended by the Commission on the Organization of the Government for the Conduct of Foreign Policy, and reporting should be limited to the new Oversight Committee.

Both the Congress and the Executive Branch recognize the importance to this Nation of a strong intelligence service. I believe it urgent that we take the steps I have outlined above to insure that America not only has the best foreign intelligence service in the world, but also the most unique--one which operates in a manner fully consistent with the Constitutional rights of our citizens.

20 - Remarks About the Special Message to the Congress on Education Priorities.

THERE IS one goal that unites all Americans. Each of us wants our children to have the very best education that this great Nation can provide. To achieve that goal, I have today asked the Congress to enact a number of significant education initiatives during 1974.

One would provide advanced or forward funding so that school authorities can know a year in advance how much Federal money they will have to spend. No longer would school boards have to gamble on how they would balance their budgets.

Another initiative would target Federal funds so that students with the greatest needs, the truly disadvantaged students, are the major recipients of funds.

A third initiative would expand the grant and loan programs for students faced with rapidly increasing costs of education after high school.

These proposals, along with others that I have sent to the Congress, will ensure the successful development of our greatest natural resource, the children of America.

Icos Seeks Approval of Impotence Drug

A small biotechnology firm whose investors include a co-founder of Amgen Inc. and Microsoft's Bill Gates sought government approval Thursday of an impotence drug that would challenge the blockbuster Viagra.

Icos Corp., based in Bothell, Wash., said its drug Cialis lasts up to six times longer than Viagra, which wears off after four hours. Icos spokeswoman Lacy Fitzpatrick said the longer duration of Cialis means men needn't "watch the clock" after taking the medication.

"Four hours is a small window," Fitzpatrick said. Cialis has been shown in clinical studies to be effective for up to 24 hours.

Cialis would be the first drug for Icos, which is developing the medication in partnership with Eli Lilly & Co. A decision about approval from the Food and Drug Administration isn't expected before mid-2002.

Peter F. Drake, an analyst with Prudential Securities in New York, said sales of Cialis could reach $123 million next year and $590 million in 2003. He said the Icos drug is superior to Viagra because it appears to be more convenient with fewer side effects.

Viagra can cause blurred vision in some men who use it. Although Cialis works in a manner that is similar to Viagra, it does not seem to cause vision problems, Fitzpatrick said.

Icos shares rose nearly 6.8% on Thursday, closing up $4.05 at $64 on Nasdaq. The company, founded in 1990, is unprofitable.

Elijah McCoy received his first patent for an automatic lubricating device in 1872. Previously, engines had to be stopped before necessary lubrication could be applied. McCoy's invention allowed engines to be lubricated while they ran, saving precious time and money.

McCoy's parents were slaves who escaped from Kentucky to Canada. McCoy was born in Canada, later moving with his family to Ypsilanti, Michigan. When he was fifteen, his parents sent him to school in Scotland. There, he studied mechanical engineering, a field that had interested him from the time he was young.

Returning home, McCoy was unable to find work as a mechanical engineer, so he went to work for the Michigan Central Railroad as a fireman. His duties included lubricating engine parts. Engines needed frequent lubrication, and each time, the trains had to be stopped and started, an inefficient process. McCoy was convinced there was a better way and invented his automatic lubricator.

McCoy continued to create improvements on his device, and soon, long distance locomotives, transatlantic ships, and factory machines were using his lubricating invention. His reputation spread, and users of heavy equipment were wary of buying cheap substitutes. As a result, they often asked for "the real McCoy," a phrase that still exists in today's vocabulary.

Eight year old Billy Reilly is trying to find someone important to write about for an essay contest on a great person. The contest is sponsored by a sports shop, with a baseball glove as the winning prize. In a discussion while Billy is trying to think about who to write, the local librarian makes Billy expand his search from the types of people who are generally written about in books, to people that Billy may encounter every day that do important things. Regardless, Billy still has troubles finding a subject. It isn't until an incident that happens to him during a pickup baseball game in a back lot and a seemingly unrelated discussion with his policeman father at home later that day that makes Billy choose his subject, and view that person in a different light than he has done before. Those incidents in combination also make Billy change his focus from trying to win a baseball glove to highlighting what he sees and what he hopes others will see through his essay as the greatness of this person.

V-Mail

V, or Victory mail, was a valuable tool for the military during World War II. The process, which originated in England, was the microfilming of specially designed letter sheets. Instead of using valuable cargo space to ship whole letters overseas, microfilmed copies were sent in their stead and then "blown up" at an overseas destination before being delivered to military personnel.

V-mail ensured that thousands of tons of shipping space could be reserved for war materials. The 37 mail bags required to carry 150,000 one-page letters could be replaced by a single mail sack. The weight of that same amount of mail was reduced dramatically from 2,575 pounds to a mere 45. The blue-striped cardboard containers held V-mail letter forms.

The system of microfilming letters was based on the use of special V-mail letter-sheets, which were a combination of letter and envelope. The letter-sheets were constructed and gummed so as to fold into a uniform and distinctively marked envelope. The user wrote the message in the limited space provided, added the name and address of the recipient, folded the form, affixed postage, if necessary, and mailed the letter. V-mail correspondence was then reduced to thumb-nail size on microfilm. The rolls of film were sent to prescribed destinations for developing at a receiving station near the addressee. Finally, individual facsimiles of the letter-sheets were reproduced about one-quarter the original size and the miniature mail was then delivered to the addressee.

The first large Army operated V-mail station overseas was opened on April 15, 1943 at Casablanca, North Africa. Hastily set up in a field following the Allied invasion of North Africa, this makeshift station continued to operate until September 15, 1943. Between June 15, 1942 and April 1, 1945, 556,513,795 pieces of V-mail were sent from the U.S. to military post offices and over 510 million pieces were received from military personnel abroad. In spite of the patriotic draw of V-mail, most people still sent regular first class mail. In 1944, for instance, Navy personnel received 38 million pieces of V-mail, but over 272 million pieces of regular first class mail.

I don't have to tell the Warm Springs family how very happy I am to be back with you again. I have really stolen these few moments-just twenty-four hours. I am not here. You may read about it in another week. In other words, I am perpetrating what the newspapers call a "scoop" for your benefit—seven or eight days ahead of time.

I am awfully happy in the knowledge, in the White House, that all goes well in Warm Springs. I haven't got much time, as you may realize; and I was thinking today, as we motored from Fort Benning, that the last time I was here was on the thirtieth of November, 1941. At that time, because of certain things that happened in Washington and Tokyo, I had failed to arrive on Thanksgiving Day. I came a week later, and we had a family party in this room.

The next morning, one of those psychological things happened-what you and I would call a hunch. I telephoned to Washington to the Secretary of State, and I said to him, "You know, I am worried. I don't know why I am worried, but I am too far away from Washington."

And he said, "I know just how you feel, because I am worried too. There has been no news in the past twenty-four hours to cause additional worry, but I am just worried and I wish you were here in Washington."

And so the next day I left here and went back. And when I got him on the phone, I said, "You know, I think we are all rather silly, but I had a feeling that something is hanging over our heads."

And just one week later came the unwarranted surprise attack on Pearl Harbor.

Well, things have gone a lot better since then. And one thing I think we can make a pretty good guess about, and that is that here at Warm Springs we are going to have, in the days to come, a great many more men in uniform. After all, infantile paralysis is not a respecter of age; and in the Army, Navy, Marine Corps, and Coast Guard, including the WAACs, WAVES, and the other girls, we are going to have, out of more than seven million Americans, a good many cases of infantile paralysis, even if we don't have any great epidemic in this country.

And Warm Springs is preparing to do all it can to undertake to care for our boys in uniform, and our girls in uniform, even if we have to take half a hundred more patients than we think we have room for. And in doing that, we must always remember that we still have a duty to the civilian population of the country; because after all, the work we are taking part in- doctors, 'patients, physiotherapists, management, and everyone else- is creating a very profound effect, not just here but all over the United States.

We are doing pioneering work, and other people who haven't got the same advantages we have here are in large measure copying what we are doing in all the different localities, in counties and States all through the country. That means a very definite effect on the health and well-being of all the people throughout the Nation- grown-ups, boys and girls. And that is why I said in the White House I am very happy to know this constructive work is keeping on going at Warm Springs. I don't need to tell you that it makes my heart glad.

I can be here only for dinner. I have to leave for other parts —training stations, camps, and everything else, just to keep in touch with the great war effort that this whole Nation is engaged in.

I hope I can come back in the autumn, but that is no promise. I am not the master of my own calendar. So, I do hope to see you this autumn, and it doesn't make much difference whether it is Thanksgiving Day or not, as I find I can come here in April and still have turkey and cranberry sauce.

So I do hope to see you all very soon. And may I suggest we carry out the old tradition. I am going over by the door and stand, and meet all of you boys and girls who have come here since I was here last, and all of you other boys and girls- and that will do my heart good, too.

Digging deeper, we find Ernesto Miranda, born March 9, 1941 in Mesa, Arizona beginning a (short) life of crime by the 8th grade.

Arrested for numerous crimes such as burglary, robbery, auto theft, and sex offenses, Miranda was in and out of juvenile and then adult confinement. At age 22 he had kidnapped and raped a 17 year old girl when police spotted him driving a car matching the suspect car’s description.

Upon his arrest, police interrogated Miranda and received a written confession on paper headed with a statement asserting that the person making the statement is aware of his rights and that the statement can and will be used against him, voluntarily and not under duress. His voice was identified by the victim, and Miranda himself told police “that’s the girl” when he saw the victim at the police station.

Miranda was convicted of the rape and kidnapping, but had his conviction overturned by the US Supreme Court for violations of his right to remain silent and his right to have an attorney present during questioning (5th and 6th Amendments to the Constitution).

With this decision immediately becoming the law of the land, Miranda Warning cards were printed and passed out to police officers all over the country, creating the familiar speech police recite at most arrests. One aspect of this is that many people mistakenly believe they must be let go if they were not read their rights, when in fact all it means is that any statement made without the warning cannot be used against them. Many arrests and prosecutions do not rely on suspects confessions at all an failure to “read them their rights” can have no effect on the case!

Another misunderstanding is having an attorney appointed for a suspect. Many arrestees demand their “free” attorney, when in fact, citizens are required to provide their own attorney at their own expense, unless the defendant is indigent! Indigent means the accused has no money, no job, and no collateral to put up against attorney fees. Otherwise, you have to pay the lawyer yourself!

Miranda was convicted at his retrial without his confession, and was sentenced to 20-30 years in jail. Paroled in 1972 Miranda spent the next 4 years in trouble for traffic offenses and a gun violation, and did an additional year in jail for parole violations. When he was out of jail, he made some money selling autographed Miranda Warning cards for $1.50!

Miranda’s life came to a violent end in 1976 when he was fatally stabbed by a Mexican in Phoenix, who promptly vamoosed the state! Miranda’s legacy lives on in the warning given to arrested persons, some of whom have had convictions overturned just by the police saying their statement “may be used against you” instead of “will be used against you” or some equally frivolous minor variation.

President Brown, thank you for that inspiring invocation, President Tanner, my fellow Americans:

I am honored to be in this famous tabernacle this morning. I am proud to be on this platform with President Brown. It also makes me glad to be here with four patriotic Utah citizens whose hopes and lives are dedicated to their State and to their country.

Senator Frank Moss, who introduced me, known as Ted Moss, is my friend of many years. He has worked closely with me in trying to make our country greater, stronger, and wiser, and the growth of our Nation and how it fulfills its responsibilities of the future depend in large measure on men of this type, men like Ted Moss.

Calvin Rampton, a distinguished Salt Lake City lawyer; David King, who worked so effectively for Utah in the Congress; and Bill Bruhn, an able and energetic citizen of Ogden, these are the kind of men that I think make this country great and help it to endure all the trials and tribulations that we face in these perilous times.

For me, this occasion this morning is deeply moving and very meaningful.

Only a year ago last month, there stood here--where I stand now--the President of the United States. None could know when he spoke here how tragically short was the time that remained for his life and his leadership among us. But all who knew him know that you gave to him a gratifying moment which brightened his life to the very end.

President Kennedy returned from Salt Lake City knowing, as he had not known before, that the people of America supported his efforts to make this world safer for all mankind. For that gratification that you gave to him, by your affirmation of America's devotion to peace, I would like this morning to express to you my deeply felt appreciation.

Over these last 11 months, all of us have had occasion to reflect--reflect as seldom before--upon what it means to bear the burdens of responsibility that are borne by our particular generation of Americans. In that one awful and incredible instant last November, we looked deeply into the chasm of change. If what we saw together made us more humble, I believe it also served to make us more hopeful.

Men and nations learn from revelations. In that moment, it was revealed to us how much America means to mankind, and really, how much we mean to each other. In all of our purposes and pursuits since then, it seems to me there has been a growing will among the people to heal their wounds, to come a little closer together, rather than to risk having our society divided and coming apart.

This is the truth about America. This is the truth that each of us must never forget. In your lifetime and mine, there has never been a moment when America more needed its unity, or the world more needed a united America, than today.

Over these last 11 months, and particularly over these last 2 weeks, the world about us has had sweeping changes.

In the dark corridors of the Kremlin, new leaders have moved to power.

In Communist China, nuclear bombs have been unleashed.

In England, our great ally, the people have chosen a labor government.

In Japan, the Prime Minister has resigned and a new government is now being formed.

In India, the great leader Nehru has passed on and Shastri has taken his place.

In capitals of the free world, in capitals of the Communist world, and in capitals of the emerging world there has come--and continues to come--change of a magnitude and moment that are seldom known to man.

I believe that we are entering a new era in the affairs of man. I am certain that we and the world really have two directions that we can go.

We can, in the words of one of your old hymns, commit our efforts to moving "on to eternal perfection." Or we can, in folly and foolhardiness, allow the world to move recklessly toward eternal damnation.

For whatever may unfold, you and I are cast in very decisive roles. This generation of Americans, more than any other, will decide by our example and our enterprise whether change shall serve creative or destructive purposes for humankind.

So in today's changing world, and in today's turbulent sea, all mankind seeks a rock to cling to. America must stand as that rock. It will be that rock if we follow our fixed star--the ideals of a free society that have guided our Nation through its gravest dangers and shaped our country through its finest hours.

First, we must meet our moral responsibility to the resources with which God endowed our land.

Waste is wrong, wherever we permit it, and the first thing I did as President was to put all the resources of the Government to work immediately stopping waste. We just must not permit the waste of what God gave us all. We must conserve and we must develop the earth, the air, and the water on which all life depends and, really, all success rests.

Second, we must meet our moral responsibility to our own people, to the young, to the aged, to the laborer, the manager, and the producer of our food and fiber and our minerals, to those in urban areas and rural areas alike, encouraging independence and always encouraging self-reliance and individual initiative.

We must provide for our children an opportunity for the best education that he or she can absorb, because in this technological age they are going to be at a great disadvantage if they have not accumulated all the information and knowledge available to them.

We must provide for every person of advancing age the dignity and the care that honorable years deserve.

For every man who labors, there must be respect for his rights and opportunity for his advancement in a growing America.

For every man who ventures in business with his capital, there must be the opportunity to compete fairly and to profit fairly in proportion to his initiative and his abilities.

For this richest and strongest and most successful society in the history of mankind, there just must be a moral commitment to wipe away the causes of poverty and ignorance and disease.

We are all God's children, and the true morality of private life is the true morality of a free society: the Golden Rule, do unto others as you would have others do unto you.

Third, we must, as a moral people, meet our moral opportunities to other peoples as well as our own. For those who aspire to be free, we here in America must keep aflame the torch of liberty, by being strong ourselves, and being steadfast and sure in all that we do.

Around the world more millions are enslaved by hunger than by tyrants. All the world's religions call on man to give to the poor, and as a nation we have done so.

We have not done this merely to halt communism. Our generosity flows from deeper springs of human compassion, and we just must never allow those springs to dry up in our private life or in our public policies.

If we do in the world what is right and just and good, if we keep our moral responsibilities and if we meet our opportunities, our purpose and our conduct can change the entire world.

Fourth, we must learn to live in the closer family of man here at home and in the world. At home we must ever strive to be a more tolerant people, not because laws require it but because our conscience commands it.

Whatever destiny determines that we must do, we can do it only as a nation united. This morning as we meet here, as never before in all of our lives, we very much need a tolerant condition of our national mind, to assure the unity of our people in all our purposes and all of our pursuits.

Finally, in the world of our times, in a world of great change, it must be America's unchanging purpose to lead in the quest for peace. Our task, our urgent and our ever present task, is to change civilization's careening course and change it away from the ultimate folly--change it toward the ultimate fruitfulness of a world that knows no war.

America has great strength. The world trusts both our will to use it and our will will always be to use it with appropriate restraint. Neither the world's trust, nor our own restraint, must ever be lost or must ever be left in doubt. In what we do, America must be guided by self-confidence, and not by self-doubt.

All political systems change. They are forced to by historic circumstance. And it would be dangerously foolish to believe that Soviet Russia or Communist China will soon become open societies. But it would be equally foolish to think that they will never change. Inside Russia, the Soviet Union, today a powerful force for change is already at work. Education, the bedrock of democracy, the enemy of dictatorship, is plowing its way.

Inside the Communist bloc, powerful currents are surging against the dam. Premier Khrushchev a short time before he was deposed, speaking of some of the satellite countries, said, "Like children, they have grown up and now are too large to spank."

So we cannot sit idly by--we must work to guide the inevitable changes that lie ahead. This has been--and this will continue to be--my course and my leadership.

When the Soviet Government changed governments last week, I sent word to Moscow that America's basic policy remained unchanged. This week I received an answer from Mr. Kosygin. He is the new head of the Soviet Government. In his response he said that the Soviet Union would maintain its present policies and would seek better relations and maintain its own search for peace with the West. He said that the Soviet Union would continue its communication with the United States.

The Ambassador of the Soviet Union came to spend an hour with me. He said that the Soviet Union would continue to explore areas of mutual interest.

Well, this is a heartening response. We must never underestimate the danger of communism, but neither should we underestimate the danger to all of us and to all of the world if nuclear bombs are unleashed and in a moment of anger we should wipe out the lives of millions that we can never restore if we do not constantly, uppermost, as our first priority, seek and search and plead and pray that we may find a way toward peace.

As your President, the only President you have, as the leader of the mightiest nation in all the world, I can assure you that we intend to preserve that might as a deterrent to others and as a requirement to defend ourselves.

But, on the other hand, while we will always keep our guard up and we will always keep alert, we will always have our hand out. We intend to bury no one, but we don't intend to be buried, either.

We will constantly try to be vigilant and prudent. We will constantly try to be strong and cautious. We will try to be careful and restrained, and never careless or bombastic.

There is nothing to be gained from rattling our rockets or bluffing with our bombs, because we know, and our adversaries know, that we have the might. We will expect respect for America's interest, but we will continue with every resource at my command to work for a lasting and a just and an honorable peace among men.

We want our children to survive. We want our children to say, that was the generation that split the atom, and that was the generation that united all mankind.

Alice is sitting on staircase leading upstairs, she tries to kill her boredom of which she is prey. Meanwhile down, at living-room, her father is hosting several dinner guests. She tries in vane to grab the attention of her father; but he can't attend to her like she should like at that moment, and she is invited for him to that herself entertains in playing with the chessmen in study room. Alice reluctantly agrees and once she's in the study room inadvertently falls asleep deeply and then strange things begin to happening when suddenly, the chess's red king comes to get life and he invites her to cross the large mirror that is in the mantel over the fireplace to go to the room of other side, that is where everything happens in reverse... in doing so she begins a serie of unexpected events that envelop her in an adventure that is devoid of any kind of boredom.

(a) It shall be unlawful for any person who has received any income derived, directly or indirectly, from a pattern of racketeering activity or through collection of an unlawful debt in which such person has participated as a principal within the meaning of section 2, title 18, United States Code, to use or invest, directly or indirectly, any part of such income, or the proceeds of such income, in acquisition of any interest in, or the establishment or operation of, any enterprise which is engaged in, or the activities of which affect, interstate or foreign commerce.

Whoever violates any provision of section 1962 of this chapter shall be fined under this title or imprisoned not more than 20 years (or for life if the violation is based on a racketeering activity for which the maximum penalty includes life imprisonment), or both, and shall forfeit to the United States, irrespective of any provision of State law—

(1) any interest the person has acquired or maintained in violation of section 1962;

(2) any—

(A) interest in;

(B) security of;

(C) claim against; or

(D) property or contractual right of any kind affording a source of influence over;

any enterprise which the person has established, operated, controlled, conducted, or participated in the conduct of, in violation of section 1962; and

(3) any property constituting, or derived from, any proceeds which the person obtained, directly or indirectly, from racketeering activity or unlawful debt collection in violation of section 1962.
