Well, that was materially true. My US Navy recruiter in 1983 never told me anything I recall not materially true. I was never an E-1 paygrade. I was never an E-2 paygrade. Even in basic training at Orlando they were paying me at the E-3 paygrade. Somewhere I wrote long ago in my journal at my disbelief in 1984 at a civilian on the US Navy base in Orlando, seemingly a father and mother there for their own offspring's boot camp graduation, who saw my E-3 stripes and called me "Sargeant".

Plot Summary


On his way to a post as special adviser of the new parachute troops of the French Foreign Legion in Morocco, Paul Dumont meets the beautiful Helene on the ship. A romance ensues, but the two decide to part when Paul learns that Helene is the fiancée of his best friend and fellow officer Raoul. Raoul is wounded during an Arab attack and the wedding is postponed, and Helene and Paul are thrown together and find it impossible to hide their feelings. The meet in the tent of Hassan, a fortune teller, not knowing the tent is a storage place for arms and ammunition belonging to Addullah, an Arab leader determined to avenge the death of his brother Ben Ali.

USS GEORGE WASHINGTON, At Sea (NNS) -- The Nimitz-class aircraft carrier USS George Washington (CVN 73) has a unique team of specially trained Sailors, Fire Controlman (FC), who detect and engage threats with weapons systems aboard the ship around the clock.

The mission of FCs is to effectively and efficiently defend their destroyer, cruiser or carrier by utilizing the Ship's Self Defense System (SSDS).

"Most people who have asked me about my rate think we're engineers or we're firefighters, but we are so much more than firefighters," said Fire Controlman 2nd Class Miguel Moreno, from Homestead, Florida. "We combine key aspects of an array of different rates to operate our equipment to provide a multitude of fire control support whether it is offensive or defensive through an ever-changing plethora of missions. We're the rate that puts the war in war ship."

FCs maintain and operate many of the ship's weapons systems aboard, such as the Rolling Airframe Missile Systems, Sea Sparrow Surface Missile Systems, Guided Missile Weapon System and the Close-In Weapons System 20-mm gun mounts.

"Our weapons systems work within a network [SSDS] to detect and engage threats," said Fire Controlman 3rd Class Semaj Roots from Shreveport, Louisiana. "Through the entire detect-to-engage sequence we are able to make calculated decisions in how to protect the ship and the Sailors aboard."

Unlike their counterparts on cruisers and destroyers, FCs stationed aboard aircraft carriers have a different focus.

"We are primarily defensive on our carrier whereas the cruiser or destroyer is often used as an offensive weapon," said Fire Controlman 3rd Class Kevin Hodges, from Naperville, Illinois. "We are here to ensure that our ship stays safe in the face of any threat we face through a layered system of security."

According to Moreno, one of the most rewarding aspects of being an FC is being able to protect the ship around the clock.

"The job can be very demanding, but it can be rewarding," said Moreno. "Keeping the ship and all of our embarked shipmates safe while providing our aggressive style of support and being technical experts makes it impossible to envision myself doing any other job in the Navy."

George Washington and its embarked air wing, Carrier Air Wing 5, provide a combat-ready force that protects and defends the collective maritime interests of the U.S. and its allies and partners in the Indo-Asia-Pacific region.

[14:20:02] WHITFIELD: All right, on to Birmingham, Alabama, now. A policeman hesitates to use force, a decision that could have cost him his life. It happened during a traffic stop. The policeman was pistol whipped with his own revolver as bystanders watched and then posted these pictures later. He was left bloodied and unconscious. CNN's Nick Valencia has been following this story for us. So what is happening now?

NICK VALENCIA, CNN CORRESPONDENT: I spoke to the detective. He says he's resting at home, still recovering. He said that he hesitated to use force as a white detective and a black unarmed civilian. He didn't want to receive criticism, he said, or make national headlines for using force against somebody who was unarmed.

He says because of the current climate of criticism against police officers in this country, there are many like him all across the United States that are second-guessing themselves for putting their lives in danger.

VALENCIA: It's a sentiment the injured detective knows all too well. He was unwilling to go on camera with CNN or be named for safety reasons. But in an interview with us he said "A lot of officers are being too cautious because of what's going on in the media. I hesitated because I didn't want to be in the media, like I am right now. It's hard times right now for us."

(Riley has reached the shuttle and is deploying the Kino just outside its door just as Boone comes in. It hovers there, watching as Riley turns and walks into the shuttle. James looks to the front of the shuttle.)

JAMES: That's it.

(Scott looks up from his checklist in dread.)

JOHANSEN (quietly): Full count.

(Sighing, Scott reaches up and pushes a button. The rear doors close, leaving the Kino just outside. Behind it, a bulkhead closes. Scott and James settle into their respective seats and Scott activates the overhead control panels which lower down into position. He activates his radio.)

SCOTT: This is Scott. Everyone's aboard. Rear hatch is secure.

YOUNG (into radio): Give yourself a sixty second countdown, Lieutenant. Some of us would like to see you off.

SCOTT: Copy that.

(Young looks at the crowd in front of him. Eli heads for the stairs, with Chloe following him. Others are unable to move, still shocked or grief-stricken that they didn't get picked. Young turns and walks away, Greer beside him. Slowly the rest of the crowd breaks up and leaves the room, walking past Spencer's unconscious body.)

SCOTT (into radio): We're releasing the docking clamps.

(Either side of the shuttle, the clamps retract and fold down out of the way. The shuttle begins to pull away from the airlock and the Kino floats into the gap and drifts out into space.)

(On the Observation Deck, Rush is standing at the railing watching through the window as the shuttle rises into view. Eli, Chloe, Young and Greer come in to join him. The shuttle's engines fire briefly and the vessel turns at forty-five degrees. Eli types onto his remote control.)

WALLACE: The Kino's sending back pictures.

(In the shuttle, Scott grimaces as the sun shines directly into the window. He activates his radio.)

SCOTT: This is Scott. We're away.

YOUNG (into radio): You're looking good, Lieutenant.

SCOTT (into radio): I expect we'll be out of radio range by the time we fire up the main drive so ... we'll be thinking of you guys.

GREER (softly, into radio): You too, brother. You too.

YOUNG (into radio): Matthew, T.J. Take good care of those people.

(Scott can't bring himself to reply, but nods to himself. He reaches up to the overhead controls.)

(From the Observation Deck, the group watches as retros above the shuttle fire briefly to stop it from rising further, then the rear engines ignite and the shuttle heads away. Eli holds up his remote control, smiling.)

WALLACE: There it is.

(He shows the image to everyone. The Kino is drifting away to the rear of the ship. It has turned its camera backwards and is showing the ship receding behind it.)

ARMSTRONG (awestruck): That's the Destiny.

(Eli nods, smiling. Rush gazes at the image in amazement. The Kino drifts further away, revealing the shape of the entire ship just before the sun moves into the frame and its light obliterates everything on the screen. Eli lowers the remote and there's silence for a moment as everyone considers what they've just seen, then Rush nods appreciatively.)

RUSH: Thank you, Eli. I never thought I'd get the chance to see the ship from the outside.

Intel Exec Stands By Testimony

WASHINGTON — Intel Corp. executive Steven McGeady, under cross-examination Tuesday in the Microsoft antitrust trial, acknowledged that Intel blundered when it developed multimedia technology for a soon-to-be-replaced version of Microsoft's Windows operating system. But he refused to yield on his contention that the technology was shelved because of Microsoft's threats.

A Microsoft lawyer spent the afternoon attacking McGeady as a poorly-informed malcontent in an attempt to undo his testimony that Microsoft Chairman Bill Gates threatened to withhold vital support for Intel microprocessors unless Intel ceased development of multimedia software known as native signal processing, or NSP.

The thrust of McGeady's testimony was that even Intel, which shares dominance of the personal computer world with Microsoft, was not immune from bullying when Microsoft perceived incursions on its turf--any software connected to Windows.

McGeady's testimony is considered especially significant because unlike other government witnesses to date, he represents not a competitor, but a Microsoft partner--and one of the high-tech world's most powerful forces. Intel microprocessors are the brains of more than 80 percent of the world's desktop computers, and like Microsoft, the company is being sued by federal regulators for abuse of its market power.

McGeady testified that consumers were hurt by Intel's decision to sideline NSP because it delayed the availability of software that improved the clarity of pictures and sound delivered over the Internet on Windows-based computers.

He also said Microsoft would have damaged the openness of the Internet by adding proprietary elements, called extensions, to the basic language of Web pages, Hypertext Markup Language (HTML).

His notes of a November 1995 meeting quote a Microsoft official as saying the company planned to "kill HTML by extending it."

In Buenos Aires, Ricardo Klement brought a bouquet of flowers to his wife at their home at 16 Garibaldi Street, confirming to Mossad agents that the Argentine businessman was, as they suspected, Nazi war criminal Adolf Eichmann. The Israeli intelligence service was aware that Eichmann had married on March 21, 1935, while Eichmann was unaware that he had been found after 15 years on the run. The architect of Germany's "Final Solution" genocide, Eichmann eluded capture after the end of World War II. In May, he would be abducted and brought to Israel to stand trial.

THE PRESIDENT and the Vice President have agreed that the following procedures are in accord with the purposes and provisions of Article 2, Section I, of the Constitution, dealing with Presidential inability. They believe that these procedures, which are intended to apply to themselves only, are in no sense outside or contrary to the Constitution but are consistent with its present provisions and implement its clear intent.

(1) In the event of inability the President would--if possible--so inform the Vice President, and the Vice President would serve as Acting President, exercising the powers and duties of the Office until the inability had ended.

(2) In the event of an inability which would prevent the President from so communicating with the Vice President, the Vice President, after such consultation as seems to him appropriate under the circumstances, would decide upon the devolution of the powers and duties of the Office and would serve as Acting President until the inability had ended.

(3) The President, in either event, would determine when the inability had ended and at that time would resume the full exercise of the powers and duties of the Office.

Memorandum for the Heads of Executive Departments and Agencies

Five years have passed since Executive Order 10988 established the policy and arrangements for cooperation between employee organizations and agency management in the Executive Branch. They have been productive years.

The Chairman of the Civil Service Commission advises me that the program has been beneficial to management and employees alike. Agencies report marked improvement in communication with employees and significant benefits in such areas as safety practices, tours of duty, health, general working conditions and grievance handling. Employee organizations have gained responsible status, stable and increasing membership, and representation rights that ensure substantial participation by employees in the improvement of personnel policies and practices that affect their well-being. This has been accomplished within the framework of public laws and policies that guard the public interest as the paramount consideration.

Today, over one million Federal employees have exclusive representation by employee organizations of their choice and the right to negotiate agreements with agency management. Many thousands more belong to organizations which have been accorded formal recognition and rights of consultation.

The improvements in employee-management relations achieved during this period are a credit to responsible agency officials and union leaders and a tribute to the wisdom of the 1961 task force which framed the Order. Nevertheless, as the program has matured and grown there is increasing evidence that some of the arrangements devised for a fledgling operation are no longer suitable. The Civil Service Commission has received from both the Federal agencies and from employee organizations a number of suggestions for changes in the program.

The time has come for a public review of our five years of experience under Executive Order 10988--what the program has accomplished and where it is deficient--and for consideration of any adjustments needed now to ensure its continued vitality in the public interest.

Accordingly, I am designating a review committee for this purpose. The committee, which will be chaired by the Secretary of Labor, shall be made up of the following members: Robert S. McNamara, Secretary of Defense; Lawrence F. O'Brien, Postmaster General; Charles L. Schultze, Director of the Budget; John W. Macy, Jr., Chairman of the Civil Service Commission; Joseph A. Califano, Jr., Special Assistant to the President.

In the course of this review of the Federal employee-management relations program employees and employee organization representatives, department and agency officials, experts in labor-management relations, and interested groups and citizens shall be given an opportunity to present their views for the consideration of the review committee.

I am asking the review committee to proceed immediately with its study and to report to me its findings and recommendations as soon as practicable.

All department and agency heads are urged to cooperate fully with the review committee in the accomplishment of this study.
