In May 2007, senators from both the Democratic Party and the Republican Party drafted legislation that would openly present an internal CIA investigative report. One of the backers, Senator Ron Wyden stated "The American people have a right to know what the Central Intelligence Agency was doing in those critical months before 9/11.... I am going to bulldog this until the public gets it." The report investigates the responsibilities of individual CIA personnel before and after the 9/11 attacks. The report was completed in 2005, but its details have never been released to the public

We've learned that reapers are those who (for whatever reason) don't qualify to move on (just yet) after their death. Since upon Ray's death, a graveling emerges instead of a soul, does this mean that gravelings are those who die who don't even qualify (in Ray's case; for being the way he was) to be reapers. This may explain why gravelings have been shown to have "human" traits; i.e. drinking coffee; fighting over Halloween candy etc.

In what one author has described as "the single largest contribution made by drones during the Vietnam War", a Firebee 147E unmanned aircraft with electronic intelligence monitors was sent on a one-way mission to be shot down by the SA-2 antiaircraft radar and missile defense system being used by North Vietnam. The drone was picked up by the radar and destroyed, but not before "finally acquiring the long-mysterious command uplink and downlink signals" that were used in the SA-2 operation, and relaying the data back to a nearby DC-130 transport aircraft; acquisition of the signal led to developing methods to jam it as well.
The Washington Post ran a story headlined "Car Safety Critic Nader Reports Being 'Tailed'", by reporter Morton Mintz, a revelation that would eventually propel consumer advocate Ralph Nader to national fame and turn his recent book Unsafe at Any Speed into a bestseller. Nader's crusade against General Motors had largely been overlooked, until "the company did not recognize the value of public relations and opted instead to use intimidation and harassment to shut down Nader... The result was the media coverage and attention GM had hoped to avoid." Though the Post story ran on page 43, and didn't get attention right away, other magazines and newspapers would soon investigate the story and made Nader's name a household word.

The next day, Nader returned to the Senate Office building for an interview with NBC television. Just after he went into the pressroom, two men showed up and asked the security guard at the desk where Nader had gone, telling the guard they were detectives. When the security guard told Sonosky of this, Sonosky was amazed. Nader had confided his suspicions that he was being followed to Sonosky, who told Nader to stop being paranoid. Now, there was proof. Sonosky immediately called Ribicoff and disclosed the incident. Ribicoff ordered an investigation, citing harassment of a congressional witness.
The news broke in the Washington Post the following Sunday. "This was disclosed by Nader yesterday and supported by Bryce Nelson, a Washington Post reporter who inadvertently became involved in the bizarre episode when he was mistaken for Nader." Although the article was unsigned, Morton Mintz, who later became a crucial element in Nader's success, had written it. Nader had selected Mintz to divulge this story because of the Pulitzer Prize-winning stories Mintz had published regarding the drug thalidomide, which had been prescribed for pregnant women experiencing morning sickness and was later found to cause birth defects. Because of Mintz's "muckraking," Nader thought Mintz would be receptive. Mintz's story, "Car Safety Critic Nader Reports Being 'Tailed,'" appeared in the February 13, 1966 edition of the Washington Post.
THE INVESTIGATION PERSISTS
The report did not seem to faze the investigators because they stepped up their harassment. Nader realized this when he received a call from one of his old law school professors at Harvard, congratulating him on his new job. There was no new job. Nader's professor said that he had been contacted for a reference, but Nader had no idea about the episode beforehand. On another occasion, as Nader stood reading an automotive magazine in a drug store, a young woman approached him and asked him to join a discussion group on foreign affairs. She said they were looking for new members. Nader declined. Then, in a grocery store, he was approached by another young woman who asked him to help her move some furniture. Nader apologized, saying he was running late, and the woman left the store without asking another man to help her. These instances were strange and so close together that Nader began to realize that whoever was investigating him was trying to set him up in an awkward situation with a woman.

The new version was the 147G drone. The major change was a more powerful engine for a higher altitude over the target area (at the cost of a shorter range than the 147B). A contrail suppression system was also added to the engine. This would lessen the chance of a visual sighting. The fuselage was stretched to 29 feet, while the wings spanned 27 feet. The formal contract for the 147G was issued in March 1965, and the first was delivered in July 1965.
At this same time, the first changing of the guard was made in the skies of North Vietnam. During a photo run over Haiphong Harbor, an air force U-2 was fired on unsuccessfully by an SA-2. In response, a dual mission was planned — a 147B drone was to fly over an area defended by the SAMs, while a U-2 remained just out of range to observe. As the U-2 pilot watched in awe, an SA-2 rose up and consumed the drone. U-2 overflights of North Vietnam ended. They were shifted to "signals intelligence" missions. This involved flying long hours outside North Vietnamese airspace to pick up radio and radar transmissions. The 147B reconnaissance drones took over high-altitude, photo-reconnaissance missions over North Vietnam.
That fall, there was another changing of the guard. The first 147G mission was flown in late October 1965. The new drone soon replaced the 147B, which made its last flight in December. The first 147G lost over China was shot down on February 7, 1966. (This was the seventh drone brought down by the Chinese.) The Chinese destroyed another 147G drone on March 5, 1966, over the central south region. They said the drone was on "a provocative re-connoitering flight." The New York Times carried the story on page 54.
As the U-2s were giving way to the 147Bs, and they, in turn, were replaced by the 147Gs, work also began on a drone using a completely different mission profile. The normal weather pattern over North Vietnam was for clear skies between May and September. During the winter monsoon season, between November and March, there were thick clouds and heavy rain, with ceilings down to 500 feet. Even with clear weather during the summer, smoke and ground haze would often cause the photos from high-altitude drones to be poor.
It was clear the drones would have to go in under the clouds. This would also help them evade North Vietnamese air defenses and make them more difficult to track by radar. The SA-2s could not engage a target below 1,500 feet, but the drones would still face 37mm cannons, 50-caliber machine guns, and even rifle-armed peasants.
In October 1965, a contract was issued to produce the 147J. This was a 147G modified for low-level operation, with a new altitude-control system and camera package. Development proved difficult, with the loss of three prototypes and damage to a DC-130 when 147XJ-2 collided with it just after launch.
To test the 147J's control system under combat conditions, two of the old 147C drones were modified. A new "duck head" nose was added to house a larger camera. Both were soon lost; the C was marginal at best for so demanding a mission.
In all, seventy-seven missions were flown over China and North Vietnam during 1965. These were made up of the last of the 147B drones, the first of the 147Gs, the two 147Cs flown to test low-altitude operations, two 147Ds flown as decoys, and the first of the 147E ELINT drones, in a program called "United Effort."
UNITED EFFORT
With SA-2 sites spreading throughout North Vietnam, the need for the fuze data was all the greater. This mission was undertaken by 147E drones.
These were 147Bs with their cameras replaced by special ELINT equipment.
The data would be retransmitted to an RB-47, even as the drones themselves were destroyed. Three 147Es were sent to Bien Hoa in October 1965.
The first three 147E missions were not successful, due to ELINT package failures. The 147E drones were withdrawn from operations and underwent environmental chamber tests. The problem was traced to overheating of the ELINT equipment, and the drones returned overseas in early 1966.
Success came on February 13, 1966, with the fourth attempt. The ELINT equipment relayed data on the SA-2's proximity fuze, radar guidance after the fuze activated, and the blast overpressure that destroyed the drone.
United States intelligence had been trying for years to get this data. This mission was later described as the most significant ELINT mission since the start of the Cold War. It paid for the whole 147 program. The data was incorporated into the design of new electronic countermeasures equipment (ECM).
The first of this new ECM equipment, the ALQ-51 "Shoehorn," was then tested aboard a drone against SA-2 missiles. Ryan modified a single 147 drone, B-7, to the 147F configuration. The Shoehorn was a large package, and it was difficult to fit it into the drone. The 147F drone was sent overseas and made several flights in July 1966. It was lost on July 22, 1966, but not before ten or eleven SAMs had been fired at it. The 147F was able to prove out the Shoehorn without risk to a pilot.

IT IS a pleasure indeed to receive the international organization of business and professional women. I am particularly happy to have it a United Nations international affair, Dame Haslett.
I hope you have enjoyed yourselves in the United States, and that you will continue to enjoy yourselves, and that you will find things of interest to take back with you.
I think this is one of the ways to create international good feeling. When people associate with each other, they find out that there are not any serious differences between them, and that they can work for the welfare of the peace of the world. That's all any of us want.
We want peace in the world, and we will continue to work for that as long as it is possible to do so.
I expect to continue to work for the same peaceful program when I become a private citizen on the 20th day of next January, just as I have worked for practically 8 years as President of the United States.
Again I want to welcome you here. I hope you will continue to enjoy yourselves, in spite of this terrific heat, which I might say, in the California manner, is unusual.

Statement on Signing the Authorization for Use of Military Force Against Iraq Resolution of 2002

Today I have signed into law H.J. Res. 114, a resolution "To authorize the use of United States Armed Forces against Iraq." By passing H.J. Res. 114, the Congress has demonstrated that the United States speaks with one voice on the threat to international peace and security posed by Iraq. It has also clearly communicated to the international community, to the United Nations Security Council, and, above all, to Iraq's tyrannical regime a powerful and important message: the days of Iraq flouting the will of the world, brutalizing its own people, and terrorizing its neighbors must—and will—end. Iraq will either comply with all U.N. resolutions, rid itself of weapons of mass destruction, and in its support for terrorists, or it will be compelled to do so. I hope that Iraq will choose compliance and peace, and I believe passage of this resolution makes that choice more likely.
The debate over this resolution in the Congress was in the finest traditions of American democracy. There is no social or political force greater than a free people united in a common and compelling objective. It is for that reason that I sought an additional resolution of support from the Congress to use force against Iraq, should force become necessary. While I appreciate receiving that support, my request for it did not, and my signing this resolution does not, constitute any change in the long-standing positions of the executive branch on either the President's constitutional authority to use force to deter, prevent, or respond to aggression or other threats to U.S. interests or on the constitutionality of the War Powers Resolution. On the important question of the threat posed by Iraq, however, the views and goals of the Congress, as expressed in H.J. Res. 114 and previous congressional resolutions and enactments, and those of the President are the same.
Throughout the past months, I have had extensive consultations with the Congress, and I look forward to continuing close consultation in the months ahead. In addition, in accordance with section 4 of H.J. Res. 114, I intend to submit written reports to the Congress on matters relevant to this resolution every 60 days. To the extent possible, I intend to consolidate information in these reports with the information concerning Iraq submitted to the Congress pursuant to previous, related resolutions.
The United States is committed to a world in which the people of all nations can live in freedom, peace, and security. Enactment of H.J. Res. 114 is an important step on the road toward such a world.

ACLU: Sex In Restroom Stalls Is Private
In an effort to help Sen. Larry Craig, the American Civil Liberties Union is arguing that people who have sex in public bathrooms have an expectation of privacy.
Craig, of Idaho, is asking the Minnesota Court of Appeals to let him withdraw his guilty plea to disorderly conduct stemming from a bathroom sex sting at the Minneapolis airport.
The ACLU filed a brief Tuesday supporting Craig. It cited a Minnesota Supreme Court ruling 38 years ago that found that people who have sex in closed stalls in public restrooms "have a reasonable expectation of privacy."
That means the state cannot prove Craig was inviting an undercover officer to have sex in public, the ACLU wrote.
The Republican senator was arrested June 11 by an undercover officer who said Craig tapped his feet and swiped his hand under a stall divider in a way that signaled he wanted sex. Craig has denied that, saying his actions were misconstrued.

Washington State Leads Nation in Seat Belt Usage; Gov. Locke Unveils New Holiday Traffic Safety Campaign
Gov. Gary Locke today announced that Washington state drivers lead the nation in seat belt usage. The governor also unveiled a new holiday traffic safety campaign targeting drunken drivers.
According to the National Highway Traffic Safety Administration, Washington has the highest seat belt use rate in the country at 93 percent, up more than 12 percent since May 2002. The national seat belt use rate is 75 percent. This increase has resulted in 22 saved lives, according to Washington Traffic Safety Commission estimates. The number of traffic deaths from May 2002 through September was 289, compared with the previous 13-year average of 311 for that time period.
The increase in seat belt use is attributed to seat belt enforcement legislation signed by Locke and “Click it or Ticket,” a media and enforcement campaign managed by the Washington Traffic Safety Commission. The seat belt legislation, sponsored by Rep. John Lovick (D-Mill Creek), went into effect in June.
The “Click it or Ticket” campaign was a collaborative effort between the commission and local, regional and state law enforcement agencies. Before these recent state efforts, seat belt usage in Washington had been around 82 percent for six years running.
“Our highly successful seat belt campaign has saved two dozen lives and thousands of state and local taxpayer dollars,” Locke said. “We’re pleased that the public has responded to the stepped up enforcement and simple message that seat belts save lives.”
Building on the success of the “Click it or Ticket” campaign, Locke today unveiled a new holiday driver outreach program titled “Drive Hammered, Get Nailed.”

Well, I'm just going to make this a very short introduction, but I'm going to be campaigning for my husband until November 2nd, and I decided I really had my work cut out for me. When we were in Hawaii last fall, and we were welcomed to a school that we were visiting by a little 2nd-grader who bellowed out, George Washington! (Laughter.) He was close, just the wrong George W. (Laughter.)
I've had a really wonderful time watching my husband over the last four years. I've seen him as he's met people around the United States. I've watched as he's helped a family build their own home, their first home, a Habitat home. I've watched him with the men and women of our United States military at bases all over the world. (Applause.) And I've watched, and I know how he treats every person he meets with dignity and respect. I'm so proud of him, and I know how challenging these times are and how well he's met the challenges that we've faced in these last few years in our country.
And I also know that these times require a particularly strong and determined leader. And I'm glad that my husband is that kind of leader.
