This image from STS-1 reminds me of something from the Taylor. We were in Gitmo during shakedown and the evaluators had the windows on the bridge covered up. We had to leave port like that, essentially flying by instrumentation and charts. While that memory would represent many different experiences from flight training, I have started wondering the past few hours if I was on STS-1 when it went up.

Remarks Following a Meeting With the President's Commission on Care for America's Returning Wounded Warriors

October 16, 2007

Good afternoon. Thanks for coming. Welcome to the Rose Garden. I appreciate Senator Dole and Secretary Shalala and other members of their Commission for joining me today. Welcome.

I just finished an inspiring meeting with Secretary Gates and Acting Secretary Mansfield, with servicemembers who were rebuilding their lives after being severely wounded in the service of our country. I wish all Americans could hear the servicemembers talk about their strong desire to not only rehabilitate but to enter— be productive citizens here in America. I was most impressed by your spirit and your courage, and I—welcome here to the White House.

I appreciate the fact that they are helping to find a—to define a culture that says, we're going to judge people by their potential, not their disabilities. I appreciate the fact that they are demonstrating the great breakthroughs in technologies that are now available for the wounded. I don't know if you noticed, two of them came in on a Segway.

Medical advances have enabled battlefield medics and hospitals to provide our wounded warriors with care that would have been unimaginable just a decade ago. Yet our system for managing this care has fallen behind. It's an old system; it's an antiquated system; it's an outdated system that needs to be changed.

You know, that's what happened at Walter Reed Army Medical Center earlier this year. First of all, the care that's provided there is magnificent. Our doctors and nurses at Walter Reed are great healers and caregivers, and they've saved a lot of lives. But there were serious problems caused by bureaucratic delays and administrative failures, and we're not going to let those problems continue.

We took immediate steps to address the problems at Walter Reed. The building where outpatients were living that was substandard was shut down. They were moved to high-quality housing, and those responsible were held to account. And to ensure wounded troops at Walter Reed and other facilities across America get the care they deserve, I asked Senator Dole and Secretary Shalala to chair a bipartisan Presidential commission. The Commission conducted a comprehensive review of the care provided to servicemembers returning from the global war on terror from the time they leave the battlefield through their return to civilian life.

At the end of this review, the Commission submitted specific recommendations for modernizing and improving our system of care. My administration strongly supports the Commission's recommendations. We've taken steps to implement them where we can through administrative action. And today we're sending Congress legislation to implement the recommendations that require legislative action.

The legislation will help us achieve three important goals. First, this legislation will modernize and improve the way we evaluate disabilities and award compensation for injured servicemembers. Right now the Departments of Defense and Veterans Affairs both have their own systems for making these determinations. The Commission found that this process is difficult to navigate and confusing for servicemembers and their families. We need to streamline the system.

So this legislation will assign both Departments clear and separate roles. The Defense Department will determine whether wounded warriors are still fit for service. Those unable to serve will receive a pension from the Defense Department based on their rank and length of service. Then they will move directly into the Veterans Affairs system, where they will receive compensation for their disabilities. This compensation will take into account both loss of earnings and the overall impact on the quality of life resulting from a servicemember's injury or disability.

This new system will also emphasize rehabilitation and retraining. It will provide new support and financial incentives for therapy and education. It will help our wounded warriors rejoin their communities. Look, these men and women want to be productive, and they want to be active members of our society, and this legislation will help them achieve that goal.

Secondly, this legislation will strengthen support for families during the recovery process. When our servicemembers suffer wounds, their families suffer with them. They pray beside hospital beds, they discuss the options with the doctors, and they help injured loved ones readjust to everyday life. These commitments often require family members to take long leaves of absence from work, yet many family members cannot get this time off without losing their jobs.

Our military families deserve better. So this legislation will give many parents and spouses the opportunity to take up to 6 months of unpaid leave when their loved ones are seriously wounded in combat. It provides severely wounded servicemembers with aid and attended care services—for instance, up to 40 hours per week of in-home help from an assistant—so their families do not have to shoulder the responsibilities of caring alone.

Third, this legislation will improve treatment for Posttraumatic Stress Disorder. The Commission found that many servicemembers still worry about the stigma associated with this serious condition. We need to end this stigma by encouraging those suffering to get help. This legislation will make it easier for our troops to receive care for this disorder, and it will help affected servicemembers to move forward with their lives.

The need to enact these reforms into law is urgent, and I call on both Republicans and Democrats in Congress to come together and pass a good bill that I can sign into law. We also need to complete the Veterans Affairs appropriations bills that funds veterans' benefits and other ongoing programs. I fully recognize Congress and I have our differences on other appropriations bills, but the Veterans Affairs bill is one where we agree. I ask the House and Senate to work together to pass a bill that I can sign, and send it to my desk by Veterans Day.

As we work with Congress on this legislation, my administration will continue to institute the recommendations of the Dole-Shalala Commission that do not require congressional approval. We're acting on the Commission's recommendations to form a new corps of well-trained recovery coordinators. These coordinators will work with families to establish recovery plans and monitor the healing process, facilitate the transition to civilian life, and ensure wounded servicemembers do not get lost in the system.

We're also acting on the Commission's recommendations to ensure health professionals working at the Defense Department and Veterans Affairs facilities can easily share patient information. This will allow us to provide patients with better care as they move through the system. We're also developing a new secure web portal, where servicemembers will be able to access all their medical files and benefit information in one place.

We're acting on the Commission's recommendation to create incentives for medical professionals and administrators to work at Walter Reed. One out of every five wounded servicemembers passes through this hospital. And while Walter Reed is set to close at 2011, we will ensure it remains a state-of-the-art facility until the last day of operation.

By taking these steps, we'll honor a shared commitment to care for those who defend our freedom. One of those people is Ryan Groves. While serving with the Marines in Iraq in 2004, he lost his left leg and severely injured his right leg in a rocket attack. Today, he refuses to allow his disability to stop him from living his life. He's going to Georgetown. He wants to be a lawyer. He travels using the Segway. He's an amazing fellow. He's an inspiration for all Americans. And we need to build a system of care that is worthy of the sacrifice that he and others have made.

I look forward to working with Congress to achieve this goal. Together, we can give our wounded warriors the best possible care and help them build their lives of hope and promise.

Pursuant to the authority vested in me by section 1012 of the National Defense Authorization Act for Fiscal Year 1995, as amended (22 U.S.C. 2291-4), I hereby certify, with respect to Brazil, that (1) interdiction of aircraft reasonably suspected to be primarily engaged in illicit drug trafficking in that country's airspace is necessary because of the extraordinary threat posed by illicit drug trafficking to the national security of that country; and (2) that country has appropriate procedures in place to protect against innocent loss of life in the air and on the ground in connection with such interdiction, which shall at a minimum include effective means to identify and warn an aircraft before the use of force is directed against the aircraft.

The Secretary of State is authorized and directed to publish this determination in the Federal Register and to notify the Congress of this determination.

For nearly a century, Dayton, Ohio, has been a seedbed of the nation's military airpower.


Another early McCook Field experiment in high-altitude flight took place June 8, 1921, and it was designed to try out the concept of a pressurized cockpit. A cylindrical chamber was bolted into the open-cockpit DH-9A biplane and taken up for a test. The contraption was not much more than a tank with a view-port and some sealed connections for control cables. It was pressurized by means of a propeller-driven pump.

On the test hop, the airplane was piloted by Lt. Harold R. Harris. Soon after takeoff, Harris found to his dismay that the output of the pressurization pump was far greater than expected; the chamber exhaust valve could not cope, and the pressure in the chamber was rising alarmingly.

It finally reached a pressure altitude equivalent of about 3,000 feet below sea level and the temperature had risen to 150 degrees Fahrenheit. Harris could not get the chamber to open and did not have a hammer to smash a hole in the port. Fortunately he was able to get the airplane down quickly enough. The contraption was never tested again, but it had proved a principle.

Crude oil is a form of liquid petroleum, extracted from rock formations and used for fuel and other purposes.

Members of the Organization of the Petroleum Exporting Countries (OPEC) produce about 45% of the world's crude oil, and possess almost 81% of the world's total proven crude oil reserves, according to OPEC and U.S. Energy Information Administration data.
The 13 countries/members of OPEC: Algeria, Angola, Ecuador, Iran, Iraq, Kuwait, Libya, Nigeria, Qatar, Saudi Arabia, United Arab Emirates, Indonesia, and Venezuela.


Timeline:

1973-1974 - Due to U.S. support of Israel in the Arab-Israeli conflict, the members of OPEC decide to raise the cost of oil from $3/barrel to around $12/barrel.

October 1973 - OPEC issues an embargo that halts exports of oil to the United States. Americans experience long lines at gas stations and at times cannot find gasoline at all. Gasoline prices go from 36 cents a gallon in 1972 to over 50 cents a gallon in 1973.

March 18, 1974 - At an OPEC meeting, seven members lift the ban on exports to United States. The countries are Algeria, Saudi Arabia, Kuwait, Qatar, Bahrain, Egypt and Abu Dhabi. Libya and Syria refuse to drop the ban and Iraq boycotts the talks.

After the lifting of the Arab oil embargo on March 18, 1974, gasoline and fuel oil again became plentiful in the United States—although at higher prices—and stories of severe shortages slipped from the front pages.

But the energy crisis persisted in an even more pernicious form. No longer merely a matter of insufficient supply, the energy situation became intertwined with the grave economic problems President Ford inherited on taking office Aug. 9, 1974. Within months, he and Congress were trying to get together on an economic-energy package that reflected the inseparability of the two crises.

Though the Arabs had lifted the embargo, they and the other oil producing nations refused to lower the posted price for oil, which in late 1973 they had raised from $3 a barrel to $11.65. The continuing high oil prices played havoc with the international monetary system and contributed heavily to the deepening worldwide recession.

Financial leaders frantically sought ways to “recycle” oil money in the sagging economies of the consuming nations. This meant finding ways to get the oil exporters to lend money to consuming countries so that they could pay for oil and other imports and avoid bankruptcy.

Economists estimated that from $250-billion to $600-billion would shift to the oil exporting nations by 1980—perhaps the greatest transfer of assets in world history.

“Today, governments are watching an erosion of the world's oil supply and financial systems comparable in its potential for economic and political disaster to the Great Depression of the 1930s,” said Walter J. Levy, an oil economist and consultant to governments.

With equal gravity, President Ford told a Detroit audience Sept. 23 that “it is difficult to discuss the energy problem without unfortunately lapsing into doomsday language….Exorbitant [oil] prices can only distort the world economy, run the risk of worldwide depression and threaten the breakdown of world order and safety.”

[I think this may be the document I was thinking of a while back. It is the one that Thomas Jefferson wrote that established freedom from religion. In the first part, it is saying to me that man has created many false religions in the past, false religions they used to take money from other men, and that man should be free to think and believe what he wants to and that it is no other man's business what he believes.]

Rotary breaks ground on park fountain

The seed was planted nearly 30 years ago, but it wasn’t until Friday that city and Rotary Club officials broke ground on the Rotary Fountain in Riverfront Park.

Beneath an intermittent drizzle, the group gathered on a three-quarter-acre site that will be transformed into a $1.25 million interactive water fountain and plaza. It is scheduled to open in late May 2005, in time for the Northwest district Rotary conference.

Project designer Bob Perron was among those who watched as the first holes were dug into the cold, wet ground by Mayor Jim West, Dan Cadagan, Rotary Foundation project committee chairman, and other dignitaries. Perron, designer of Riverfront Park, had the vision of an elaborate entrance fountain in 1975.”There was not enough money in the budget then,” Perron said.

Perron, a resident of Portland and architect of that city’s Salmon Street Spring, said the idea resurfaced about 2½ years ago. The Rotary Club wanted to make a major contribution to the city.

The fountain and plaza are being funded by a public-private partnership between the Spokane Park Board and the Downtown Spokane Rotary Club 21. The fundraising has reached 96 percent of the needed amount, thanks to 415 donors, including 31 who each gave more than $5,000.

“This is by far the most significant project we have ever taken on,” Nancy Kennedy, Club 21 president said during the formal ceremony.

The fountain and plaza will bring a radically different look to the entrance of the park. It will cover an area from the Spokane River to Spokane Falls Boulevard on the south border and from the carousel to the “Christmas tree” on the west edge.

Harold Balazs, commissioned as the sculptor, has designed a work that will tell the story of the Spokane Falls and its relationship to native people.

“We were interested in a fountain that reflected in the history of the community,” said Perron, who has worked with Balazs on other architectural projects.

But unlike Perron’s original idea – sculptured children holding hands in water – the flat-deck Rotary Fountain will be run by computer and will be constantly changing. It will have about 140 water jets, sprays, misters, ground hugging fog and other features. It will stand on five stainless columns that are 24 feet high.

The fountain will be open for anyone who wants to play in the water, and will operate from 6 a.m. until midnight from mid-spring to mid-fall, temperature permitting. The fountain may be operated in winter with the mist creating ice formations.

Annual maintenance is estimated between $20,000 and $25,000, Cadagan said. Power alone would cost about $12,000 a year.

Perron said most of the construction is underground piping, which can be done in winter.

“This is going to be one of those things that brings ‘Wow!’ to the city,” West said.
