Next here, the Pentagon now responding to a damning report that U.S. soldiers were told to ignore cases of sexual abuse by Afghan police. We will talk to Jake Tapper about this one today.

BALDWIN: Deeply disturbing allegations today that U.S. troops in Afghanistan were instructed to essentially turn a blind eye to Afghan security forces raping children even on military bases that were under U.S. control.

This is powerful reporting this morning coming in from "The New York Times" in part reporting that: "Rampant sexual abuse of children has long been a problem in Afghanistan, particularly among armed commanders who dominate much of the rural landscape and can bully the population. The practice is called bacha bazi, literally boy play, and American soldiers and Marines have been instructed not to intervene."

The White House was actually asked about this at today's briefing. Here's the response.

JOSH EARNEST, WHITE HOUSE PRESS SECRETARY: Just let me say that the United States is deeply concerned about the safety and welfare of Afghan boys who may be exploited by members of the Afghan national security and defense forces. This form of sexual exploitation violates Afghan law and Afghanistan's international obligations.

BALDWIN: Let me bring in our chief Washington correspondent and host of "THE LEAD," Jake Tapper.

I read this first thing this morning and I have even talked to one of the people who is mentioned in the piece who lost his son over there. My question then is, when you hear Josh Earnest, the White House didn't address whether U.S. troops were actually told not to intervene. What is true? Were they told to look the other way?

JAKE TAPPER, CNN CHIEF WASHINGTON CORRESPONDENT: A lot of the response from the military and the government has to do with the idea and the Obama administration has to do with the idea that there are no explicit rules, no specific order along those lines.

But this is where you get more into the nuance. I spoke with former Captain Dan Quinn, who is also quoted in the piece. He said that he was relieved of his command after he got into a fight, a physical fight with one of these Afghan commanders who was sexually abusing a young boy, raping a young boy.

And then he was punished. He's now out of the Army. And he says it was really a matter of you take this to your commanders and they say, I'm sorry you're going through this. It must be difficult to deal with, but that's a matter, a law enforcement matter for the Afghans. That's not for us to get involved in. So, sorry you have to deal with it on the ground, but that's not our role there, not necessarily that it's an order given by the secretary of defense or the Joint Chiefs, but that's how it's being initiated.

Now, I have to tell you, Brooke, I wrote that book about Afghanistan. And I heard similar stories. In fact, I heard about a physician assistant with the Navy who was working on a provisional -- provincial, rather, reconstruction team. That's one of these groups to help with nation-building essentially. And he had to deal with the medical ramifications of, every Thursday night, powerful men in a village sexually abusing boys and weaker young men on Thursday nights when they would get drunk on fermented wine. And it was something, he dealt with the medical ramifications of it.

But then, as now, it was essentially considered to be an Afghan law enforcement matter.

Thank you for the warm welcome. I thought I'd just drop in to cut a ribbon. [Laughter] Ambassador, Laura and I are honored to join you. And Mr. President, thank you for joining us.

The President just hosted a great Afghan lunch. The hospitality of the Afghan people is well-known, and I enjoyed that hospitality, Mr. President. Thank you.

I appreciate the Secretary of State joining me. I'm proud to call Condi Rice friend; America is proud to call her Secretary of State.

I appreciate Ron Neumann's service. There's nothing wrong with a son following in his father's footsteps. [Laughter] When we rolled by the old Embassy, he told me that it was his dad that cut the ribbon as the Ambassador from the United States to Afghanistan. And here we are about to open a brand new Embassy with a proud son and a great representative of our country, Ambassador Ron Neumann, cutting the ribbon.

History sometimes spins an interesting tale, doesn't it? And such a tale is being spun today of public service. I want to thank all of my fellow citizens for working so far away from home on an incredibly important mission. I want to thank the Embassy personnel, as well as our United States military personnel, for being on the frontline of freedom's march. I know it's a hard job, away from your families—a long way from your families, having just flown 17 hours to get here. But it's a vital mission. It's historic in its nature. This is the kind of mission that someday, the Secretary of State will be speaking to Foreign Service officers and relaying the stories and the tales and the toils of those who served in Afghanistan in 2006. And so I congratulate you on your hard work, and I thank you on behalf of a grateful nation.

I also want to thank the Foreign Service nationals who are here as well, those citizens of Afghanistan who are helping our folks to accomplish a big mission. I am struck by the story that our Embassy was kept open and guarded during the days of the Taliban. And when Afghanistan was liberated, there were Afghan nationals here to turn over the keys to the Embassy. For those of you who are guarding our Embassy, thank you. For those of you who carry on their legacy, I thank you as well. We welcome your help; we're honored with your presence today.

I've been honored to welcome Afghan citizens to Washington on a fairly regular basis. Laura and I have hosted brave men and women, who are dedicated to democracy and freedom, in Washington. One thing they always ask me—they ask me with their words, and they ask me with their stares, as they look into my eyes— is the United States firmly committed to the future of Afghanistan? That's what they want to know. My answer is, "Absolutely." It's in our Nation's interest that Afghanistan develop into a democracy. It's in the interests of the United States of America for there to be examples around the world of what is possible, that it's possible to replace tyrants with a free society in which men and women are respected, in which young girls can go to school to realize their full potential, in which people are able to realize their dreams.

And so my message to the people of Afghanistan is, take a look at this building. It's a big, solid, permanent structure, which should represent the commitment of the United States of America to your liberty. I firmly believe the work that we're doing together is laying the foundation of peace for generations to come. And I want to thank you for sharing that mission.

May God bless America and you and your families, and may God's blessings rain on the good people of Afghanistan.

Windows 7 launch has a warm and fuzzy touch

NEW YORK — After incurring the wrath of unhappy Windows Vista users, Microsoft has embarked on a strategy for Windows 7 that amounts to a public hug.

During Thursday's high-profile launch of the new operating system, the Windows Web site was turned over to a never-ending Twitter and Facebook stream of breathless updates about Windows 7.

A new ad campaign features customers and developers saying, "I'm a PC and Windows 7 was my idea." — a reference to customer feedback Microsoft used to design the new software.

Kylie, the 5 ½-year-old who gave new meaning to "early adopter" in Microsoft's TV commercials, introduced Chief Executive Steve Ballmer at the event. He gave her a pink laptop and she gave him a hug.

Nha Trang is a city on the Vietnamese coast that face the Philippines. I once surprised myself when I demonstrated knowledge of the Vietnam geography, so that probably means something. There was one day at Microsoft where Kirk Tavener was talking about some kind of travel through Vietnam with his buddy and he was describing something about his travel and I asked him why he didn't just drive across to Cambodia, or something like that. Apparently, that was an unexpected response from me. I can't remember what he said, but he came back later and I remember that he seemed to apologize for some reason. I assumed it was because he knew I was right and he had been wrong. I was surprised too because I looked on the map and I was puzzled over how I even knew that. I could not ever remember even looking at Vietnam on the map and I am not even sure if I could have picked it out on the map if it had not been labeled. I puzzled over that a lot.

Also, I have been thinking more today about how I have reacted to memories I still have of the time period before 6/13/2005. I was inpatient at the University of Washington Medical Center mental health unit in Seattle and they executed me there. They literally decided on 13 June 2005 to literally kill me dead dead dead and then someone came into my room that night, possibly after midnight I have been thinking, and they literally injected me with some kind of chemical compound that killed me dead and then they hauled my corpse off for storage. After I returned as a living being after they literally killed me I returned with incomplete memory. I think of that change now as being some kind of loss of context. Not so much a fragmentation of memory but a loss of context about memory. A key fact changed and so that causes my mind to ignore certain facts about before 6/13/2005.
