Transocean Agrees to Plead Guilty to Environmental Crime and Enter Civil Settlement to Resolve U.S. Clean Water Act Penalty Claims from Deepwater Horizon Incident
Transocean to Pay Record $1 Billion in Civil Penalties and $400 Million in Criminal Fines
WASHINGTON – Transocean Deepwater Inc. has agreed to plead guilty to violating the Clean Water Act (CWA) and to pay a total of $1.4 billion in civil and criminal fines and penalties, for its conduct in relation to the Deepwater Horizon disaster, the Department of Justice announced today. The criminal information and a proposed partial civil consent decree to resolve the U.S. government’s civil penalty claims against Transocean Deepwater Inc. and related entities were filed today in U.S. District Court in the Eastern District of Louisiana.
Transocean Deepwater Inc. has signed a cooperation and guilty plea agreement with the government, also filed today, admitting its criminal conduct. As part of the plea agreement, Transocean Deepwater Inc. has agreed, subject to the court’s approval, to pay $400 million in criminal fines and penalties and to continue its on-going cooperation in the government’s criminal investigation. In addition, pursuant to the terms of a proposed partial civil consent decree also lodged with the court today, Transocean Ocean Holdings LLC, Transocean Offshore Deepwater Drilling Inc., Transocean Deepwater Inc. and Triton Asset Leasing GMBH have agreed to pay an additional $1 billion to resolve federal Clean Water Act civil penalty claims for the massive, three-month-long oil spill at the Macondo Well and the Transocean drilling rig Deepwater Horizon. Under the civil settlement, the Transocean defendants also must implement court-enforceable measures to improve the operational safety and emergency response capabilities at all their drilling rigs working in waters of the United States.
“This resolution of criminal allegations and civil claims against Transocean brings us one significant step closer to justice for the human, environmental and economic devastation wrought by the Deepwater Horizon disaster,” said Attorney General Eric Holder.

The Persian Gulf War (2 August 1990 – 28 February 1991), codenamed Operation Desert Storm (17 January 1991 – 28 February 1991) and commonly referred to as the Gulf War, was a war waged by a United Nations-authorized coalition force from 34 nations led by the United States against Iraq in response to Iraq's invasion and annexation of Kuwait. Media coverage of the Gulf War was significant for many reasons including CNN's live reporting from a Baghdad hotel, alternative and international coverage, and the use of images.
U.S. television coverage and the CNN factor
The Persian Gulf War was a heavily televised war. New technologies, such as satellite technology, allowed for a new type of war coverage. The media also had access to military innovations, such as the imagery obtained from “camera-equipped high-tech weaponry directed against Iraqi targets.” For the first time, people all over the world were able to watch live pictures of missiles hitting their targets and fighters taking off from aircraft carriers from the actual perspective of the machinery. The images of precise land bombing and use of night vision equipment gave the reporting a futuristic spin which was said to resemble video game imagery and encourage the “war drama”.

Reporting from Port Fourchon, La. — Eleven offshore oil workers remained missing Wednesday night off the southeastern tip of Louisiana, a day after an oil rig fire sent a column of flame into the sky and pangs of worry through a community built around the risky job of extracting valuable crude from below the ocean floor.
The U.S. Coast Guard had helicopters, boats and a plane searching a 900-nautical-square-mile section of the Gulf of Mexico near the mobile offshore drilling unit Deepwater Horizon, which burst into flames after an explosion around 10 p.m. Tuesday.
Waterborne firefighters were still battling the blaze Wednesday night as Coast Guard experts worked to assess any environmental cleanup that may be necessary, said Mike O'Berry, a senior chief petty officer. The $600-million rig also was listing significantly.

Francis, thank you for the extraordinary introduction. I want to echo what has just been said about my Secretary of HHS. She is, I just think, outstanding. She hit the ground running, and with all the burdens that she carries, she always has a sense of fun and energy and is just good to be around. So please give Kathleen Sebelius a big round of applause.
I want to acknowledge that we are in Congressman Chris Van Hollen's district, a Democrat from Maryland, and Chris is here and a great supporter of NIH historically. We are very grateful for him. And we are so happy to have Senator Arlen Specter, who is directly responsible for so much of the funding for NIH research. He is a huge champion for your cause. And I know you already gave him a round—rousing round of applause, but I just want to echo what a great job he's been doing and what a great partner he's been.
