BY DUANE A. VACHON, PH.D. Edward Christopher Allworth, who was born in Battle Ground, Washington is one of the many hero’s that the Washington State can claim as one of their native sons.
Allworth, who graduated from the Oregon Agricultural College in 1916, joined the Army soon after his graduation and was assigned to the 60th Regiment of the 5th Division. In early November of 1918, just a few days before the armistice was signed, he found himself in France near the village of Clery-le-Petit. Heavy shell fire destroyed the bridge that crossed the Meuse River, separating Allworth’s company into two halves. Gathering some of his men and whilst under heavy enemy fire he swam across the Meuse River and proceeded to lead an attack against the enemy, driving them back a half a mile and capturing more than a 100 prisoners. Allworth’s men ultimately captured the bridgehead.
Captain Edward C. Allworth received the Medal of Honor for his bravery and inspirational leadership on November 5, 1918.
Awarded for actions during the World War I
The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Captain (Infantry) Edward C. Allworth, United States Army, for extraordinary heroism in action while serving with 60th Infantry, 5th Division at Clery-le-Petit, France, on 5 November 1918. While his company was crossing the Meuse River and canal at a bridgehead opposite Clery-le-Petit, the bridge over the canal was destroyed by shell fire and Captain Allworth’s command became separated, part of it being on the east bank of the canal and the remainder on the west bank. Seeing his advance units making slow headway up the steep slope ahead, this officer mounted the canal bank and called for his men to follow. Plunging in he swam across the canal under fire from the enemy, followed by his men. Inspiring his men by his example of gallantry, he led them up the slope, joining his hard-pressed platoons in front. By his personal leadership he forced the enemy back for more than a kilometer, overcoming machinegun nests and capturing 100 prisoners, whose number exceeded that of the men in his command. The exceptional courage and leadership displayed by Captain Allworth made possible the re-establishment of a bridgehead over the canal and the successful advance of other troops.

JUNE 24, 1966 : SENATE PASSES LANDMARK AUTO SAFETY BILL
On this day in 1966, the United States Senate votes 76-0 for the passage of what will become the National Traffic and Motor Vehicle Safety Act. Signed into law by President Lyndon B. Johnson the following September, the act created the nation’s first mandatory federal safety standards for motor vehicles.
The origins of the National Traffic and Motor Vehicle Safety Act can be traced directly of the efforts of a young lawyer and consumer advocate Ralph Nader, who in 1965 published the bestselling “Unsafe at Any Speed,” a sweeping critique of the American auto industry and its unsafe products. (Nader singled out the Corvair, produced by General Motors, as a particular object of scorn.) Nader’s book fueled the growing concern of Americans regarding the ever-increasing number of traffic accidents and fatalities on the nation’s roads. On June 24, 1966, Nader was in the Senate gallery as the bill was guided to passage, less than five hours after reaching the floor. Shortly after the Senate vote, President Johnson issued a statement urging the House to pass the bill, which he called “landmark legislation.”
“For the first time in our history,” Johnson declared, “we can mount a truly comprehensive attack on the rising toll of death and destruction on the nation’s highways that last year alone claimed 50,000 lives….We can no longer tolerate such anarchy on wheels.” The Senate also passed an companion bill from the Johnson administration authorizing expenditures of some $465 million over three years for state and city traffic safety programs, including driver education and licensing, auto inspection, highway design, traffic control and enforcement of traffic laws. The House subsequently passed the legislation by another unanimous vote, and Johnson signed it into law on September 9, 1966.
In its final form, the National Traffic and Motor Vehicle Safety Act established an agency under the U.S. secretary of commerce that would set safety standards for all new motor vehicles beginning with the 1968 model year; that agency became the National Highway Traffic Safety Administration (NHTSA) of the Department of Transportation. Among the first safety standards adopted by the agency were seat belts, windshield wipers, glare reduction on interior and exterior surfaces, padded visors and dashboards, recessed control knobs, outside mirrors, impact-absorbing steering columns, dual braking systems and standardized bumper heights.

Dear Madam Attorney General:
A dispute recently has arisen over the scope of the current federal child pornography law. This dispute impelled the Senate to adopt a "sense of the Senate" resolution expressing its view that the law reaches broadly. I fully agree with the Senate about what the proper scope of the child pornography law should be.
I find all forms of child pornography offensive and harmful, as I know you do, and I want the federal government to lead aggressively in the attack against the scourge of child pornography. It represents an unacceptable exploitation of children and contributes to the degradation of our national life and to a societal climate that appears to condone child abuse.
This Administration supports the broadest possible protections against child pornography and exploitation. I understand that the Justice Department recently filed a brief in which the Department concluded that the current child pornography law is not as broad as it could be. Accordingly, the Justice Department should promptly prepare and submit any necessary legislation to ensure that federal law reaches all forms of child pornography, including the kinds of child pornography at issue in the Senate resolution.
