Watching now again the 2000 "Mission To Mars" on DVD I am reminded of the constant source of certainty that I made 3 separate landing on the planet Mars in 1976. I made the 3 different landings for several reasons. Two of those reasons, and I guess are the primary reasons, is that my technology back then did not give me sufficient means to stay on the planet for more than 3 days, although as a last resort, I probably could have survived for 2 weeks, but that would have been tormenting from the cold. The other reason is that I wanted to spend the other 3-day period exploring a region of the planet that was thousands of miles from my other stop. I found and brought back to Earth the fossils of life that had existed on the planet Mars to a date I determined scientifically back to 1 billion years ago and life was teeming on the planet Mars 1 billion years earlier just as it was here on the planet Earth.

As I was watching this, I was also reminded of a line of thought I had a few days ago. I have thought extensively in the past, as well as the past few days, that I went to divert the comet in the 1976 because I was the only person considered able to survive such an extended period in space, but I was also thinking in the past few days that I went alone because that was considered a success factor. I was thinking that by going alone that would eliminate the possibility that such an extended time in deep space would cause us to kill each other.

The reason I could only stay for 3 days at a time on the surface of the planet Mars was because of my fuel cells. My landing craft had a capacity of fuel for the fuel cells that limited me effectively to 3 days and so I had to make a Mars 1 landing on 1/21/1976 for 3 day and then a Mars 2 landing for 3 days and then a Mars 3 landing for 3 days and that was all because I transfered fuel from my Project Orion spaceship, or whatever I called it, to my landing spaceship, before the landings.

Statement on Signing Legislation To Award the Congressional Gold Medal to Rosa Parks

I am proud to sign S. 531, a bill which authorizes me to bestow the Congressional Gold Medal to Rosa Parks.
Forty-three years ago, in Alabama, Rosa Parks boarded a public bus, took a seat, and began a remarkable journey. Her action that December day was, in itself, a simple one; but it required uncommon courage. It was a ringing rebuke to those who denied the dignity and restricted the rights of African-Americans. And it was an inspiration to all Americans struggling together to shed the prejudices of the past and to build a better future. Rosa Parks' short bus trip, and all the distance she has traveled in the years since, have brought the American people ever closer to the promised land that we know it can truly be.
NOTE: S. 531, approved May 4, was assigned Public Law No. 106-26.

A Proclamation
At this time of national Thanksgiving, when we thank God for our many blessings, we are especially mindful of those in distress. And we thank God for inviting us to respond with open hearts to the cry of the afflicted and the needy. For in being generous to others we become more like Him Who has been so generous to us. Most recently, we heard the cry for help that came from the rubble of Mexico City and from the people of Colombia whose villages were engulfed by mud slides. We heard and we responded.
Similarly, we hear and we continue to respond to the cry that comes to our ears from the famine-stricken regions of Africa. That famine has already caused the death of hundreds of thousands of people and endangers the lives of millions. The solution to such famine involves not only rushing emergency food and medical supplies to the areas stricken, but also improving agricultural policies and enlisting greater cooperation by certain governments with international relief agencies.
Americans from all walks of life and every part of our country have responded quickly and generously to every famine that has occurred since World War II. And we have already raised more than $120 million for emergency relief for victims of the current famine in Africa. The generosity and compassion of our people deserve to be recognized and commended.
It has been estimated that in Africa 24 people die of starvation each minute; clearly much more must be done.
Various private organizations are organizing a day of fasting as a means by which Americans can show their concern, express solidarity with the plight of fellow human beings suffering from hunger, and draw attention to efforts to raise funds to help the victims of famine.
The Congress, by House Joint Resolution 386, has designated November 24, 1985, as "National Day of Fasting to Raise Funds to Combat Hunger" and authorized and requested the President to issue a proclamation in observance of this event.
Now, Therefore, I, Ronald Reagan, President of the United States of America, do hereby proclaim November 24, 1985, as National Day of Fasting to Raise Funds to Combat Hunger. I call upon the people of the United States to observe such day with appropriate ceremonies and other activities and to consider donating to relief organizations fighting hunger.
In Witness Whereof, I have hereunto set my hand this twenty-third day of November, in the year of our Lord nineteen hundred and eighty-five, and of the Independence of the United States of America the two hundred and tenth.

Message to Internet Users on Electronic Commerce

I have today approved and released a report— "A Framework for Global Electronic Commerce"—setting out my Administration's vision of the emerging electronic market-place and outlining the principles that will guide the U.S. Government's actions as we move forward into the new electronic age of commerce. The report also suggests an agenda for international discussions and agreements to facilitate the growth of electronic commerce.
The invention of the steam engine two centuries ago and the harnessing of electricity ushered in an industrial revolution that fundamentally altered the way we work, brought the world's people closer together in space and time, and brought us greater prosperity. Today, the invention of the integrated circuit and computer and the harnessing of light for communications have made possible the creation of the global Internet and an electronic revolution that will once again transform our lives.
One of the most significant uses of the Internet is in the world of commerce. Already it is possible to buy books and clothing, to obtain business advice, to purchase everything from gardening tools to high-tech telecommunications equipment over the Internet. This is just the beginning. Trade and commerce on the Internet are doubling or tripling every year—and in just a few years will be generating hundreds of billions of dollars in sales of goods and services. If we establish an environment in which electronic commerce can grow and flourish, then every computer can be a window open to every business, large and small, everywhere in the world.
Governments can have a profound effect on the growth of electronic commerce. By their actions, they can facilitate electronic trade or inhibit it. Government officials should respect the unique nature of the medium and recognize that widespread competition and increased consumer choice should be the defining features of the new digital marketplace. They should adopt a market-oriented approach to electronic commerce that facilitates the emergence of a global, transparent, and predictable legal environment to support business and commerce.
The report I released today raises a number of important issues that must be addressed by governments worldwide as this electronic marketplace emerges. I have had it added to the White House home-page on the World Wide Web (www.whitehouse.gov). I call upon all Internet users—both in government and in the private sector—to join me in seeking global consensus and, where necessary, agreements on the issues raised in our report by December 31, 1999, so that we may enter the new millennium ready to reap the benefits of the emerging electronic age of commerce.
