By virtue of the authority vested in me by sections 301(a) and (f) of title 37 of the United States Code, section 301 of title 3 of the United States Code, and as President of the United States of America and Commander in Chief of the armed forces, it is hereby ordered as follows:
SECTION 1. Executive Order No. 11157 of June 22, 1964, as amended, is further amended by adding the following section:
"Sec. 114. Under such regulations as the Secretary of Defense and the Secretary of Transportation may prescribe with respect to enlisted members within their respective jurisdictions, any enlisted member who has been required by competent orders to perform duty as a crew member involving frequent and regular participation in aerial flight shall, if he is involuntarily removed from the performance of that duty, under circumstances prescribed by such regulations with less than 120 days advance notice, be deemed to have fulfilled all of the requirements for payment of incentive pay under section 301(a) (1) or (f) of title 37 of the United States Code, for that duty for up to 120 days after the date on which he was notified of such removal.".
SEC. 2. Section 105 of Executive Order No. 11157 of June 22, 1964, as amended, is further amended by deleting "section 110" and inserting in lieu thereof "sections 110 and 114".

Dr. Susan Desmond-Hellmann says she had a “perfectly good job” when Bill and Melinda Gates came calling.
As chancellor of the University of California, San Francisco (UCSF), Desmond-Hellmann had piloted the school through both budget cuts and expansion, and she still loved the work.
But the Gates Foundation co-founders dangled a better offer: CEO of the world’s richest philanthropy.
“The more I spoke with Bill and Melinda, and the more I learned about the foundation and its mission, I found it very compelling,” Desmond-Hellmann said in an interview Tuesday. “I frankly felt like I couldn’t say no.”

THE PRESIDENT: Thank you! It is good to be in Washington! (Applause.) It is good to be in Washington -- it is good to be in Seattle.
So, basically, what this campaign is coming down to is that between now and November they’re betting that you will all come down with a case of amnesia. (Laughter.) They’re basically -- they’re counting on the fact that you don’t remember; that you’re going to forget what happened when they were in charge for the last -- for eight years.
They spent almost a decade driving the economy into a ditch. I mean, think about it if this -- if the economy was a car and they drove it into the ditch. (Laughter.) And so me and Patty, and a bunch of others, we go down there and we put on our boots and we’re pushing and shoving. And it’s muddy and there are bugs and we’re sweating -- (laughter) -- and shoving, pushing hard. And they’re all standing there sipping Slurpees -- (laughter) -- and watching and -- “you’re not pushing hard enough.” “That’s not the right way to push.” (Pretends to sip a Slurpee.)
