Norway horror: 80 die in camp shooting, 7 in blast

OSLO, Norway (AP) - A Norwegian who dressed as a police officer to gun down summer campers killed at least 80 people at an island retreat, horrified police said early Saturday. It took investigators several hours to begin the realize the full scope of Friday's massacre, which followed an explosion in nearby Oslo that killed seven and that police say was set off by the same suspect.
The mass shootings are among the worst in history. With the blast outside the prime minister's office, they formed the deadliest day of terror in Western Europe since the 2004 Madrid train bombings killed 191.
Police initially said about 10 were killed at the forested camp on the island of Utoya, but some survivors said they thought the toll was much higher. Police director Oystein Maeland told reporters early Saturday they had discovered many more victims.
"It's taken time to search the area. What we know now is that we can say that there are at least 80 killed at Utoya," Maeland said. "It goes without saying that this gives dimensions to this incident that are exceptional."
Maeland said the death toll could rise even more. He said others were severely injured, but police didn't know how many were hurt.
The police official who spoke on condition of anonymity said the Oslo bombing occurred at 3:26 p.m. local time (1:26 p.m. GMT), and the camp shootings began one to two hours later. The official said the gunman used both automatic weapons and handguns, and that there was at least one unexploded device at the youth camp that a police bomb disposal team and military experts were working on disarming.

"At least they aren't talking about atomic arms." Rozhkov grunted. Other plans with other names applied to different scenarios, including many for the use of tactical and even strategic nuclear arms, something no one in uniform wished to contemplate. Despite all the saber-rattling of their political masters, these professional soldiers knew all too well that the use of nuclear arms made only for ghastly uncertainties. "And the maskirovka?"
"In two parts. The first is purely political, to work against the United States. The second part, immediately before the war begins, is from KGB. You know it, from KGB Group Nord. We reviewed it two years ago."
Rozhkov grunted. Group Nord was an ad hoc committee of KGB department chiefs, first assembled by then-chief of the KGB Yuri Andropov in the mid-1970s. Its purpose was to research political and psychological operations aimed at undermining Western will. Its specific plan to shake the NATO military and political structure in preparation for a shooting war was Nord's proudest example of legerdemain.

Toland had been a busy fellow for the past twelve hours. The data on Iceland came in slowly, one confusing piece at a time, and even now he didn't have enough to call a clear picture. The group's orders had been changed, though only after too many hours of indecision. The mission to reinforce Iceland was a washout. For the past ten hours the battle group had been heading due east toward friendly air cover from England and France. Someone had decided that if the Marines could not go to Iceland, then they might find useful employment in Germany. Bob had expected them to be diverted to Norway, where a Marine Amphibious Brigade was already in place, but getting them there could prove difficult. A furious air battle had been raging over northern Norway for almost twenty hours, with losses heavy on both sides. The Norwegians had started the war with scarcely a hundred modern fighters. They were screaming for help, but there was no help for anyone as yet.
"They're not just chewing the Norwegians up," Toland observed. "They're driving them south. Most of the attacks are on the northern bases, and they're not giving them any breather at all."
Chip nodded. "That figures. Gives their Backfires a straighter shot at us. Briefing time."

WASHINGTON (NNS) -- Secretary of the Navy, Donald C. Winter announced Oct. 29 at a Navy SEAL Warrior Fund Benefit Gala at the Waldorf-Astoria Hotel in New York City, the name of the newest Zumwalt-class Destroyer will be USS Michael Monsoor.
Designated as DDG 1001, the name honors Petty Officer 2nd Class Michael Monsoor, a Navy SEAL who was posthumously awarded the Medal of Honor for his heroic actions in Ramadi, Iraq, Sept. 29, 2006.
Winter discussed the qualities, values and dedication to duty that Navy SEALs exemplify, including the extraordinary acts of Michael Monsoor.
"Tonight I would like to single out one of those heroes from the community of Navy SEALs," Winter said.

USS TARAWA, At Sea (NNS) -- Navy Counter Intelligence Service (NCIS) conducted a counterintelligence and espionage lecture on board amphibious assault ship USS Tarawa (LHA 1) Nov. 19.
"NCIS provides counter intelligence and espionage awareness to all Navy and Marine Corps members," said Chris Follis, NCIS special agent float. "The training gives a brief overview of what NCIS does and then goes into case studies explaining what counter intelligence and espionage are."
The reporting requirements are one of the most important parts in the brief, added Follis. They provide service members with information on what to watch out for and who to report it to when visiting a foreign port or at home.

The crew guided the crippled jet to Sioux Gateway Airport and lined it up for landing on one of the runways. However, without flight controls, they were unable to slow down for landing, and were forced to attempt landing at much too high a speed and rate of descent. On touchdown, the aircraft broke apart, caught fire, and rolled over. The largest section came to rest in a cornfield next to the runway.
On final descent, the aircraft was going 240 knots and sinking at 1,850 feet per minute, while a safe landing would require 140 knots and 300 feet per minute. Fitch needed a seat for landing; Dvorak offered up his own, as it could be moved to a position behind the throttles. Dvorak sat in the cockpit's jumpseat for landing. Unfortunately, right before touchdown, the aircraft began a downward phugoid and veered right. The flight crew had no time to react. The tip of the right wing hit the runway first, spilling fuel, which ignited immediately. The tail section broke off from the force of the impact, and the rest of the aircraft bounced several times, shedding the landing gear and engine nacelles and breaking the fuselage into several main pieces. On the final impact the right wing was sheared off and the main part of the aircraft skidded sideways, rolled over on to its back, and slid to a stop upside-down in a corn field to the right of Runway 22. Witnesses reported that the aircraft cartwheeled, but the investigation did not confirm this. News reports that the aircraft cartwheeled were due to misinterpretation of the video of the crash that showed the flaming right wing tumbling end-over-end and the intact left wing, still attached to the fuselage, rolling up and over as the fuselage flipped over.
Of the 296 people on board, 111 died in the crash. Most were killed by injuries sustained in the multiple impacts, but 35 people in the middle fuselage section directly above the fuel tanks died from smoke inhalation in the post-crash fire. Of those, 24 had no traumatic blunt-force injuries. The majority of the 185 survivors were seated behind first class and ahead of the wings. Many passengers were able to walk out through the ruptures to the structure, and in many cases got lost in the high field of corn adjacent to the runway until rescue workers arrived on the scene and escorted them to safety.

"Could be better. We've lost eight Tornados trying to assist the Norwegians. We're about down to a bare minimum for local defense, and Ivan's begun to attack our northern radar installations. Sorry about what happened to your aircraft carrier, but I must say we're very happy indeed to have you chaps with us for a bit."
Nimitz's interceptors and radar birds were split among three RAF bases. The maintenance crews were still arriving by transport aircraft, and some hitch had developed with the missiles, but the F-14s each carried a full load for one engagement, and they could use RAF Sparrows to reload. Operating off a land base, the fighter could carry a larger load of fuel and ordnance, packing a heavier punch than off a ship. The fighter crews were in a foul humor. Having used their aircraft and precious missiles to kill drones, they had returned to the formation to see the fearful results of the mistake. The total loss of life was still uncertain, but scarcely two hundred men had escaped from Saipan, and only a thousand from Foch. In terms of casualties this had been the bloodiest defeat in the history of the United States Navy, with thousands of men gone and not a single kill to offset the losses. Only the French had scored against the Backfires, succeeding with twenty-year-old Crusaders where the vaunted Tomcats had failed.
Toland sat in on their first briefing, conducted by the RAF. The fighter pilots were absolutely silent. He had trouble gauging their mood. No jokes. No whispered remarks. No smiles. They knew that the error had not been theirs, that it was not their fault at all, but that didn't seem to matter. They were shaken by what had happened to their ship.

The Zumwalt class destroyer (DDG-1000) is a planned class of United States Navy destroyers, designed as multi-mission ships with a focus on land attack. The class is a scaled-back project that emerged after funding cuts to the larger DD-21 vessel program. The program was previously known as the "DD(X)". The Zumwalt-class destroyers are multi-role and designed for surface warfare, anti-aircraft, and naval fire support. They take the place of the battleships in filling the former congressional mandate for naval fire support, though the requirement was reduced to allow them to fill this role. The vessel's appearance has been compared to that of the historic ironclad.
The DDG-1000 is planned to feature: a low radar profile; an integrated power system, which can send electricity to the electric drive motors or weapons, which may someday include a railgun or free-electron lasers; total ship computing environment infrastructure, serving as the ship's primary LAN and as the hardware-independent platform for all of the ship's software ensembles; automated fire-fighting systems and automated piping rupture isolation. The destroyer is being designed to require a smaller crew and be less expensive to operate than comparable warships. It will have a wave-piercing tumblehome hull form whose sides slope inward above the waterline. This will reduce the radar cross-section, returning much less energy than a more hard-angled hull form. As of January 2009, the GAO found that only four out of 12 of the DDG-1000's critical technologies were mature.
The lead ship will be named Zumwalt for Admiral Elmo Zumwalt, and carries the hull number DDG-1000. Originally 32 ships were planned for the class, but this was progressively cut down to two, with three to be built currently. The Navy expects each ship to cost nearly $3.3 billion. The DOD's proposed 2010 budget called for three DDG-1000 ships to be produced.
Peripheral Vertical Launch System (PVLS)
The Peripheral Vertical Launch System is an attempt to reclaim the prized center space of the hull while increasing the safety of the ship from the loss of the entire missile battery and the loss of the ship in the case of a magazine explosion. The system scatters pods of VLS around the outer shell of the ship having a thin steel outer shell and a thick inner shell. The design of the PVLS would direct the force of the explosion outward rather than ripping the ship in half. Additionally this design keeps the loss of missile capacity down to just the pod being hit.
Controversy
Lawmakers and others have questioned whether the Zumwalt class costs too much and whether it provides the capabilities the U.S. military needs. In 2005 the Congressional Budget Office estimated the life-cycle cost of a DD(X) at $3.8–4.0bn in 2007 dollars, $1.1bn more than the Navy's estimate.
Specific issues have been raised about the design:
Ballistic missile/air defense capability
In January 2005, John Young, Assistant Secretary of the Navy for Research, Development and Acquisition, was so confident of the DD(X)'s improved air defense over the Burke class that between its new radar and ability to fire SM-1, SM-2, and SM-6, "I don't see as much urgency for [moving to] CG(X)" – a dedicated air defense cruiser.
On 31 July 2008 Vice Adm. Barry McCullough (deputy chief of naval operations for integration of resources and capabilities) and Allison Stiller (deputy assistant secretary of the Navy for ship programs) stated that "the DDG 1000 cannot perform area air defense; specifically, it cannot successfully employ the Standard Missile-2 (SM-2), SM-3 or SM-6 and is incapable of conducting Ballistic Missile Defense." Dan Smith, president of Raytheon’s Integrated Defense Systems division, has countered that the radar and combat system are essentially the same as other SM-2-capable ships, "I can’t answer the question as to why the Navy is now asserting...that Zumwalt is not equipped with an SM-2 capability". The lack of anti-ballistic missile capability may represent a lack of compatibility with SM-3. In view of recent intelligence that China is developing targetable anti-ship ballistic missiles based on the DF-21, this could be a fatal flaw.
On 22 February 2009 James "Ace" Lyons, the former commander in chief of the U.S. Pacific Fleet, stated that the DDG-1000's technology was essential to a future "boost phase anti-ballistic missile intercept capability".
In 2010 the Congressional Research Service reported that the DDG-1000 cannot be used for BMD because it does not use the standard Aegis system that has been developed for BMD.
The narrowly defined study that showed a cost benefit to building Flight III Arleigh Burke class destroyer with enhanced radars instead of adding BMD to the Zumwalt class destroyers assumed very limited changes from the Flight II to the Flight III Burkes. However costs for the Flight III Burkes have increased rapidly "as the possible requirements and expectations continue to grow."
Missile capacity
The original DD21 design, displacing around 16,000 tons, would have accommodated between 117 and 128 VLS cells. However, the final DDG-1000 design was considerably smaller than that of the DD21, resulting in room for only 80 VLS cells. Given the vessel's expected role, the Zumwalt class destroyers will likely carry many more Tomahawk missiles than either the Ticonderoga or Arleigh Burke class ships.

The Bear already had a clear picture of the American formations. The Russians could not determine ship type, but they could tell large from small, and identify the missile cruiser Ticonderoga by her distinctive radar emissions. The carriers would be close to her. The Bear relayed the information to her consorts. A minute later, the seventy Backfire bombers launched their hundred forty AS-6 Kingfish missiles and turned north at full military power. The Kingfish was nothing like the Kelt. Powered by a liquid-fuel rocket engine, it accelerated to nine hundred knots and began its descent, its radar-homing head tracking on a pre-programmed target area ten miles wide. Every ship in the center of the formation had several missiles assigned.
"Vampire, Vampire!" the CIC talker said aboard Ticonderoga. "We have numerous incoming missiles. Weapons free."
The group antiair warfare officer ordered the cruiser's Aegis weapons system into full automatic mode. Tico had been built with this exact situation in mind. Her powerful radar/computer system immediately identified the incoming missiles as hostile and assigned each a priority of destruction. The computer was completely on its own, free to fire on its electronic will at anything diagnosed as a threat. Numbers, symbols, and vectors paraded across the master tactical display. The fore and aft twin missile launchers trained out at the first targets and awaited orders to fire. Aegis was state-of-the-art, the best SAM system yet devised, but it had one major weakness: Tico carried only ninety-six SM2 surface-to-air missiles; there were one hundred forty incoming Kingfish. The computer had not been programmed to think about that.

Three miles away, Ticonderoga's after superstructure was shredded and ablaze from a rocket that had blown up within yards of her. On the horizon a ball of flame announced the destruction of yet another - my God, Toland thought, might that be Saipan? She had two thousand Marines aboard ...
"Get foreward, you dumbass!" a firefighter yelled at him. Another man emerged to the catwalk.
"Toland, you all right?" It was Captain Svenson, his shirt torn away and his chest bleeding from a half-dozen cuts.
"Yes, sir," Bob answered.
"Get to the bridge. Tell 'em to put the wind on the starboard beam. Move!" Svenson jumped onto the flight deck.
Toland did likewise, racing forward. The deck was awash in firefighting foam, slippery as oil. Toland ran recklessly, falling hard on the deck before he reached the carrier's island. He was in the pilothouse in under a minute.
"Captain says put the wind on the starboard beam!" Toland said.
"It is on the fucking beam!" the executive officer snapped back. The bridge was covered in broken glass. "How's the skipper?"
"Alive. He's aft with the fire."
"And who the hell are you?" the XO demanded.
"Toland, group intel. I was in CIC."
"Then you are one lucky bastard. That second bird hit fifty yards from you. Captain got out? Anyone else?
"I don't know. Burning like hell."
"Looks like you caught part of it, Commander."
Bob's face felt as if he'd shaved with a piece of glass. His eyebrows crumpled to his touch. "Flashburns, I guess. I'll be okay. What do you want me to do?"
The XO pointed to Toland's water wings. "Can you conn the ship? Okay, do it. Nothing left to run into anyway. I'm going aft to take charge of the fire. Communications are out, radar's out, but the engines are okay and the hull's in good shape. Mr. Bice has the deck. Mr. Toland has the conn," XO announced as he left.
Toland hadn't conned anything bigger than a Boston Whaler in over ten years, and now he had a damaged carrier. He took a pair of binoculars and looked around to see what ships were nearby. What he saw chilled him.
Saratoga was the only ship that looked intact, but on second glance her radar mast was askew. Foch was lower in the water than she ought to have been, and ablaze from bow to stern.
"Where's Saipan?"
"Blew up like a fucking firework, Commander Bice replied. "Holy Jesus, there were twenty-five hundred men aboard!" Tico took one close aboard. Foch took three hits, looks like she's gone. Two frigates and a destroyer gone, too - just fucking gone, man! Who fucked up? You were in CIC, right? Who fucked up?"
