That will make us vulnerable in their eyes. Such vulnerability will be exploited. And, at the same time" - he pounded his fist on the heavy oak table - "you propose reducing the fuel available to the forces who defend us against the West!"
"Comrade Defense Minister, I am an engineer, not a soldier. You asked me for a technical evaluation, and I gave it." Sergetov kept his voice reasonable. "This situation is very serious, but it does not, for example, affect the Strategic Rocket Forces. Cannot they alone shield us against the Imperialists during our recovery period?" Why else had they been built? Sergetov asked himself. All that money sunk into unproductive holes. Wasn't it enough to be able to kill the West ten times over? Why twenty times? And now this wasn't enough?
"And has it not occurred to you that the West will not allow us to purchase what we need?" the Party theoretician asked.
"When have the capitalists refused to sell us -"
"When have the capitalists had such a weapon to use against us?" the General Secretary observed. "For the first time, the West has the ability to strangle us in a single year. What if now they also prevent our purchase of grain?"
Sergetov hadn't considered that. With yet another disappointing grain harvest, the seventh out of the last eleven years, the Soviet Union needed to make massive purchases of wheat. And this year America and Canada were the only reliable sources. Bad weather in the Southern Hemisphere had damaged Argentina's harvest, and to a lesser extent Australia's, while the U.S. and Canada had enjoyed their customary record crops. Negotiations were even now under way in Washington and Ottawa to secure such a purchase, and the Americans were making no trouble at all, except that the high value of the dollar made their grain disproportionately expensive. But that grain would take months to ship. How easy would it be, Sergetov wondered, for "technical difficulties" in the grain ports of New Orleans and Baltimore to slow or even stop shipments entirely at a crucial moment?
He looked around the table. Twenty-two men, of whom only thirteen really decided matters - and one of those was missing - were silently contemplating the prospect of over two hundred fifty million Soviet workers and peasants, all hungry and in the dark, at the same time that the troops of the Red Army, the Ministry of the Interior, and the KGB found their own fuel supplies - and because of it, their training and mobility - restricted.
The men of the Politburo were among the most powerful in the world, far more so than any of their Western counterparts. They answered to no one, not the Central Committee of the Communist Party, not the Supreme Soviet, certainly not the people of their nation.

WASHINGTON (AP) - It sounds like a pretty good deal: Retire at age 38 after 20 years of work and get a monthly pension of half your salary for the rest of your life. All you have to do is join the military.
As the nation tightens its budget belt, the century-old military retirement system has come under attack as unaffordable, unfair to some who serve and overly generous compared with civilian benefits.
That very notion, laid out in a Pentagon-ordered study, sent a wave of fear and anger through the ranks of current and retired military members when it was reported in the news media this month.
If pensions are to be cut, Congress should go first, one person said on the Internet.
"Obviously, we're concerned about it," said retired Gen. Gordon Sullivan, an Army chief of staff in the 1990s who heads the nonprofit educational group Association of the United States Army.
The Defense Department put out a statement this week stressing that it was only a proposal and no changes will be made anytime soon.
"While the military retirement system, as with all other compensation, is a fair subject of review for effectiveness and efficiency, no changes to the current retirement system have been approved," Eileen Lainez, a Pentagon spokeswoman, said. "And no changes will be made without careful consideration for both the current force and the future force."
The upset was sparked by a nonbinding recommendation from the Defense Business Board, the Pentagon's private sector advisory panel. A July 21 draft report that could be finalized this month recommended pensions be scrapped and replaced with a 401(k)-type defined contribution plan.
The board members are from big businesses - experts, the Pentagon says, in executive management, corporate governance, audit and finance, human resources, economics, technology and health care.
Their report was strictly about dollars and cents, part of a review of Pentagon spending started under Defense Secretary Leon Panetta's predecessor, Robert Gates.
It didn't mention intangibles: Would such a change make military jobs less desirable? Is it possible to compare military and civilian employment? How much does a grateful nation feel it owes to the less than 1 percent of the population that volunteers to fight America's wars?
The report noted that military retirees start collecting pensions immediately upon leaving the service, rather than at age 65. That's a benefit without peer in the private sector, although there's a parallel in government. Some city police departments start retirement payments immediately, for instance.

Obama performance chief Killefer out, citing taxes

WASHINGTON —
Nancy Killefer withdrew her candidacy to be the first chief performance officer for the federal government on Tuesday, saying she didn't want her bungling of payroll taxes on her household help to become a distraction for the Obama administration.
Killefer was the second major nominee to withdraw. Within hours, former Sen. Tom Daschle also withdrew his nomination to be secretary of health and human services.
In a brief letter to President Barack Obama, Killefer, the 55-year-old executive with consulting giant McKinsey & Co., wrote that she had "come to realize in the current environment that my personal tax issue of D.C. unemployment tax could be used to create exactly the kind of distraction and delay" that must be avoided in responding to urgent economic problems.
She offered no further details of her tax difficulties.
In announcing his choice of Sen. Judd Gregg to be commerce secretary, Obama took no questions Tuesday and left the White House lectern ignoring a shouted question about why so many of his nominees have tax problems.

The view would have been frightening to most men. There were solid clouds overhead at four thousand feet. He flew through showers that he more heard than saw on this black night, and the dark outlines of trees appeared to reach up and snatch at his speeding fighter. Only a madman would be so low on such a night - so much the better, he smiled in his oxygen mask.
Colonel Douglas Ellington's fingertips caressed the control stick of his F-19A Ghostrider attack fighter, which his other hand rested on the side-by-side throttle controls on the left-side cockpit wall. The head-up display projected on the windshield in front of him reported 625 knots Indicated Air Speed, a hundred six feet of altitude, a heading of 013, and around the numbers was a mono-color holographic image of the terrain before him. The image came from a forward-looking infrared camera in the fighter's nose, augmented by an invisible laser that interrogated the ground eight times per second. For peripheral vision, his oversized helmet was fitted with low-light goggles.
"Raisin' hell over our heads," his back-seater reported. Major Don Eisly monitored the radio and radar signals, as well as their own instruments: "All systems continue nominal, range to target now ninety miles."
"Right," the Duke responded. It had been an automatic nickname for Ellington, who even looked vaguely like the jazz musician.
Ellington relished the mission. They were skimming north at perilously low level over the angular terrain of East Germany, and their Frisbee, never more than two hundred feet off the ground, jerked up and down to the pilot's constant course adjustments.
Lockheed called her the Ghostrider. The pilots called her the Frisbee, the F-19A, the secretly developed Stealth attack fighter. She had no corners, no box shapes to allow radar signals to bounce cleanly off her. He high-bypass turbofans were designed to emit a blurry infrared signature at most. From above, her wings appeared to mimic the shape of a cathedral bell. From in front, they curved oddly toward the ground, earning her the affectionate nickname of Frisbee. Though she was a masterpiece of electronic technology inside, she usually didn't use her active systems. Radars and radios made electronic noise that an enemy might detect, and the whole idea of the Frisbee was that she didn't seem to exist at all.

2011 Norway attacks
The 2011 Norway attacks were two sequential terrorist attacks against the civilian population, the government, and a political summer camp in Norway on 22 July 2011. The first was a car bomb explosion in Regjeringskvartalet, the executive government quarter of Oslo, at 15:25:19 (CEST), outside the office of Prime Minister Jens Stoltenberg and other government buildings. The explosion killed eight people and wounded several others, with more than 10 people critically injured.
The second attack occurred less than two hours later at a youth camp organized by the youth organization (AUF) of the ruling Norwegian Labour Party (AP) on the island of Utøya in Tyrifjorden, Buskerud. A gunman disguised as a policeman opened fire at the participants, killing 69 attendees, including personal friends of Prime Minister Jens Stoltenberg and the stepbrother of Norway's crown princess Mette-Marit. The Norwegian Police Service arrested Anders Behring Breivik, a 32-year-old Norwegian right-wing extremist, for the mass shootings in Utøya and subsequently charged him with both attacks. The European Union, NATO and several countries around the world expressed their support for Norway and condemned the attacks.
The attack on Utøya is the deadliest attack by a single gunman in recorded history.

The House of Unions was unusually crowded, Toland saw. Ordinarily they only buried one hero at a time with such ceremony. Once there had been three dead cosmonauts, but now there were eleven heroes. Eight Young Octobrists from Pskov, three boys and five girls ranging in age from eight to ten, and three clerical employees, all men who worked directly for the Politburo, were laid out in polished birchwood coffins, surrounded by a sea of flowers. Toland examined the screen closely. The caskets were elevated so that the victims were visible, but two of the faces were covered with black silk, a framed photograph atop the coffin to show what the children had looked like in life. It was a piteous, horrible touch for the television cameras to linger on.
The Hall of Commons was draped in red and black, with even the ornate chandeliers masked for this solemn occasion. The families of the victims stood in an even line. Parents without their children, wives and children without their fathers. They were dressed in the baggy, ill-cut clothes so characteristic of the Soviet Union. Their faces showed no emotion but shock, as if they were still hoping that they'd awake from this ghastly nightmare to find their loved ones safe in their own beds. And knowing that this would not be.
The Chairman of the Party came somberly down the line, embracing each of the bereaved, a black mourning band on his sleeve to contrast the gaudy Order of Lenin emblem on his lapel. Toland looked closely at his face. There was real emotion there. One could almost imagine that he was burying members of his own family.
One of the mothers accepted the embrace, then the kiss, and nearly collapsed, falling to her knees and burying her face in her hands. The Chairman dropped down to her side even before her husband did, and pulled her head into his shoulder. A moment later he helped her back to her feet, moving her gently toward the protective arm of her husband, a captain in the Soviet Army whose face was a stone mask of rage.
God almighty, Toland thought. They couldn't have staged that any better with Eisenstein himself directing.

The prosecution showed the jury two-videotape re-enactments of Susan Smith's burgundy Mazda rolling down the boat ramp and into the water. During the showing of the videotape of the car filling with water, Prosecutor Keith Giese commented that the rear of the car was rising while the front of the car was filling with water and that Michael and Alex would have faced the lake's water before the water engulfed them. The videotape re-enactment of Susan's Mazda submerging into the lake showed that it took a full six minutes for the car to fill with water before it became completely submerged, because the car's doors and windows were closed.
On Wednesday, July 27, 1995 the prosecution showed the jury pictures taken of Michael and Alex after they had been removed from the Mazda. Judge Howard only allowed photographs showing the brothers' discolored and decomposing legs and arms. The judge would not allow several photos showing the full effects of the nine-day submersion to be shown to the jury. After the presentation of the photos, the prosecution rested its case

§ 3005. Counsel and witnesses in capital cases
Whoever is indicted for treason or other capital crime shall be allowed to make his full defense by counsel; and the court before which the defendant is to be tried, or a judge thereof, shall promptly, upon the defendant’s request, assign 2 such counsel, of whom at least 1 shall be learned in the law applicable to capital cases, and who shall have free access to the accused at all reasonable hours. In assigning counsel under this section, the court shall consider the recommendation of the Federal Public Defender organization, or, if no such organization exists in the district, of the Administrative Office of the United States Courts. The defendant shall be allowed, in his defense to make any proof that he can produce by lawful witnesses, and shall have the like process of the court to compel his witnesses to appear at his trial, as is usually granted to compel witnesses to appear on behalf of the prosecution.

Whoever violates any provision of section 1962 of this chapter shall be fined under this title or imprisoned not more than 20 years (or for life if the violation is based on a racketeering activity for which the maximum penalty includes life imprisonment), or both, and shall forfeit to the United States, irrespective of any provision of State law—

(C) claim against; or
