What was funny was seeing the instant anxiety of the social worker at the Pioneer Square gulag when I told her I called the police to tell them I knew something about the Tacoma Mall shooting. She was noticably nervous when she told someone else she had a "situation."

God I hated that place.

City's leaders say they're pleased with mayor's decision

City leaders praised Gil Kerlikowske as the most polished and experienced choice for Seattle's new police chief - and the best communicator - among the three finalists.

While his selection by Mayor Paul Schell was greeted yesterday with a range of enthusiasm, community leaders and City Council members who will deal with him were mostly united in their support.

"He is very level-headed but also had the right sensitivities to the minority community," said Councilman Nick Licata.

As Schell weighed his choice last week for a replacement for former Chief Norm Stamper, issues such as race relations, community trust and leadership among the rank-and-file stood out.

Council members' impressions of the candidates were solidified Monday during interviews with the three finalists: Kerlikowske, who is a deputy director at the Justice Department and a former head of the Buffalo Police Department; William McManus, an assistant chief in Washington, D.C.; and Richard Williams, the police chief in Madison, Wis.

"I don't think we we could have gone wrong," said City Councilman Richard Conlin.

But Conlin favored Kerlikowske, who he found organized, serious and thoughtful. He was impressed to hear that the candidate took time to visit a homeless shelter between interviews last week.

Jim Compton, chairman of the council's Public Safety Committee and a member of the search committee for police chief, said he was impressed by Kerlikowske's record turning around a troubled Buffalo Police Department.

"Any doubts about his ability to deal with Seattle's complicated politics went away after I went to Buffalo and spoke to people who knew him," Compton said.

Some council members, including Richard McIver, said they were torn between Kerlikowske and Williams. McIver said Kerlikowske came across as a particularly adept public speaker, an important asset.

"Seattle is a process city. . . . We process stuff to death," McIver said. "You're going to have to talk."

Councilman Peter Steinbrueck was disappointed with the choice. He was alone on the council in urging that race play a role in the hiring. Williams is African American, and Steinbrueck saw that as an advantage in reaching minority communities and putting forth a new image in the city.

"It's a missed opportunity," Steinbrueck said. Having a member of a minority group as police chief would have "real value" and symbolism. "It helps for attitudes to change."

But Steinbrueck said Kerlikowske had the best policing credentials, and he would support his nomination.

Police officers are optimistic about what Kerlikowske would bring to the job, said Mike Edwards, president of Seattle's police union and a member of the police-chief search committee.

"Hopefully, he'll exhibit the leadership qualities here that we've heard he had in Buffalo," Edwards said, "and that he'll get control of the upper management of the department and rebuild the infrastructure."

James Kelly, president of the Urban League of Metropolitan Seattle and a member of the search committee, said it would have been a positive step to hire a police chief who was a minority or female. But he said the primary consideration was finding a chief who could lead a police department facing difficulties from within.

"I think he (Kerlikowske) is the best match for Seattle," he said.
