Reichert jumps into congressional race on Republican ticket

King County Sheriff Dave Reichert announced today that he will run for Congress on the Republican ticket in a bid to replace outgoing Republican U.S. Rep. Jennifer Dunn.

Political observers have named the 53-year-old sheriff as a top Republican contender, following Dunn's surprise announcement Friday that she would not seek a seventh term representing the 8th District, which covers much of South and East King County and parts of Pierce County.

Reichert made the announcement at a noon news conference today in Bellevue.

Reichert has already won accolades from some Republican leaders, with his credentials as a veteran lawman who helped track down Green River serial killer Gary Ridgway. Last year he was courted as a potential Republican candidate for governor, a race he declined to enter.

Yet, he remains something of a political unknown.

The sheriff's office is a nonpartisan position. Reichert was appointed to the post in 1997 by King County Executive Ron Sims, and was elected in 1998 and 2002. While he has been critical of some of Sims' budgets for the sheriff's office, he also endorsed Sims, a Democrat, in the 2001 election.

Reichert in the past has avoided declaring his party affiliation because he didn't want to politicize the sheriff's office, Urquhart said.

"He clearly thinks of himself as a Republican, allies himself with Republicans," Urquhart said.

Reichert has already won support from one prominent conservative, talk-show host John Carlson. Carlson announced Tuesday that he wouldn't run for Dunn's seat, and heaped praise on Reichert.

"I'd like to see a compassionate, conscientious cop in the United States Congress looking after his district and staring down al-Qaida," Carlson said.

Reichert joins a large field of potential candidates.

Samantha Smith, in full Samantha Reed Smith, byname America’s Youngest Ambassador (born June 29, 1972, Houlton, Maine, U.S.—died August 25, 1985, Auburn, Maine), American peace activist and child actress, celebrated for giving children around the world a voice in the volatile Cold War during the 1980s.

In December 1982, when she was 10 years old, Smith wrote a letter to the new leader of the Soviet Union, Yury Andropov. Having learned from public television of the apocalyptic potential of the nuclear arms race then escalating under Andropov and U.S. President Ronald Reagan, she asked Andropov to tell her what he would do to avoid a nuclear war with the United States:

Dear Mr. Andropov,

My name is Samantha Smith. I am ten years old. Congratulations on your new job. I have been worrying about Russia and the United States getting into a nuclear war. Are you going to vote to have a war or not? If you aren’t please tell me how you are going to help to not have a war. After excerpts of her letter were published in the Soviet newspaper Pravda in April 1983, she wrote to the Soviet ambassador to the United States, Anatoly Dobrynin, to ask why Andropov himself had not replied. Andropov responded with his own letter later that month,acknowledging Smith’s specific question and the terrible nature of nuclear weapons. He cited his nation’s declaration not to use nuclear weapons first against any country. He also complimented her as a courageous and honest girl, resembling the character Becky of Mark Twain’s Huckleberry Finn (1884), and concluded by inviting Smith to come to the Soviet Union.

In July 1983 Smith and her family spent two weeks in the Soviet Union, visiting Moscow, Leningrad, and Artek, a children’s camp on the Black Sea. After returning home, she gave numerous television interviews and, with her father’s help, wrote a book about her experience, Journey to the Soviet Union (1985). In a December 1983 speech at the International Children’s Symposium in Kobe, Japan, she suggested that U.S. and Soviet leaders exchange granddaughters for two weeks every year, because a leader would not want to bomb a country that “his granddaughter was visiting.”

In February 1984 she hosted a television special, Samantha Smith Goes to Washington: Campaign ’84, in which she interviewed various political leaders about the issues in the campaign. Later that year she appeared as a guest star in an episode of the television series Charles in Charge, and in 1985 she began appearing in a new television series, Lime Street, in a regular supporting role.

In August 1985, while returning to Maine from London, where she had filmed a segment of Lime Street, Smith and her father were killed in a commuter plane crash. The Soviet government issued a postage stamp with her likeness and named a diamond and an asteroid in her honour. The state of Maine erected a life-size statue of Smith releasing a dove with a small bear (representing both Maine and the Soviet Union) sitting at her feet and proclaimed the first Monday in June to be Samantha Smith Day. In October 1985 her mother established the Samantha Smith Foundation, dedicated to peace education and fostering international friendships among children.

Green River case boosts Reichert name recognition

Five days after King County Sheriff Dave Reichert announced he was running for Congress as a Republican, his face last week reappeared in local newspapers and television sets.

Dressed in a formal uniform, Reichert was shown interrogating serial killer Gary L. Ridgway, the man he helped pursue for two decades and eventually brought to justice.

The Green River case has given Reichert the kind of name recognition a new candidate can't buy.

But political veterans caution it doesn't automatically translate into victory at the ballot box.

A reputation can grow stale if a candidate fails to outline a compelling stand on the issues and create an effective campaign machine. And voters could be turned off if there is any sign Reichert is trying to capitalize on such an infamous crime.

Politics is "littered with the bodies of candidates who were unable to convert notoriety into electability," said Seattle political consultant Mark Firmani, who is volunteering for Diane Tebelius, another Republican considering entering the race.

The release a week ago of hundreds of hours of videotaped interviews of Ridgway by investigators, including two days of one-on-one interrogations by Reichert, triggered the latest surge of news coverage.

Books are in the works or already have hit the presses. Television shows have aired recently and more are coming. Last week, the television show "60 Minutes II" ran a story about the case featuring Reichert.

Sheriff's spokesman John Urquhart said the sheriff hasn't sought to orchestrate the publicity to benefit his campaign.

The date of the release of the latest Green River documents and video was set back in December, well before U.S. Rep. Jennifer Dunn announced on Jan. 30 that she would not seek re-election, opening the door for people like Reichert to enter the race.

Reichert didn't mention the Green River case when he announced his bid for Congress, though he repeatedly mentioned his law-enforcement background. Reichert last week announced he would not accept any money from book deals or other offers relating to the case while he is sheriff.

Nevertheless, the sheriff's name recognition could prove valuable in the outset.

"Being a hero is never a bad thing running for public office," said Chris Vance, state Republican Party chairman.

Reichert is the only Republican so far to enter the race for a district that covers much of east and south King County, along with east Pierce County. Two Democrats, Alex Alben, a retired RealNetworks executive, and Heidi Behrens-Benedict, an opponent of Dunn's in three previous elections, also are in the race.

The sheriff's high profile could prove to be a fleeting advantage as other candidates spend money to publicize themselves, said Jim Hebert, president of Hebert Research, a Bellevue-based research firm that conducts polling on public-policy issues.

Hebert said any public perception that the Green River case is being used as a political prop would become a liability, especially since the case is "such a painful one to this community."

Reichert is something of a political question mark. He has shied away from partisan politics until recently and his stands on many issues are unknown.

Brett Bader, a Kirkland-based consultant who has worked with Republican politicians, said the publicity will help establish Reichert's standing on law-and-order issues.

But he noted that another lawman who oversaw the capture of a serial killer, Spokane County Sheriff Mark Sterk, recently dropped out of the 5th Congressional District race to replace Republican U.S. Rep. George Nethercutt, who is challenging Democratic U.S. Sen. Patty Murray for her seat.

"It's a question of: Is it going to be a central part of his campaign, or does he have other things to talk about?" Bader said.
